The peculiarities of the development of organizational and academic autonomy of Kharkiv Imperial University in 1804–1835 are highlighted. It is shown that during the specified period the dynamics of the university autonomy process was characterized by a decrease in independence. It is proved that during 1804–1814 the institution was characterized by a high level of personnel autonomy. There were appointment and dismissal of teachers and officials, training of professors), managerial and educational autonomy (opening schools, finding teachers, writing textbooks, attracting local funds for educational needs), teaching autonomy ( teachers' free choice of sources for preparation for classes, high level of academic freedoms), publishing autonomy (printing in their own printing house) and student autonomy. The reasons for the change in attitudes towards the university and its independence after 1815 are analyzed (news of the murder of a history teacher by a German student, as a result - fears of youth free-thinking by the Ministry of Education, interference in university life, division of society into supporters and establishments of higher education). The events that became natural for that time are covered. They are the attack of the government and the most reactionary figures (O. Sturdza, M. Magnytskyi, D. Runich, I. Laval, etc.) on higher education and on university autonomy, ignoring the provisions of the democratic statute of 1804, publication in periodicals of articles directed against the independence of universities; dismissal of qualified teachers, reduction of the quality of higher education, etc. The level of organizational and academic autonomy in 1815–1835 is characterized (subordination of the university administration to the trustee, who now controlled all issues of the university; introduction of strict censorship; restriction of freedom of teaching; departure of foreign professors abroad; lack of teaching staff; superior treatment of students; loss of other privileges, etc.). The role of academic freedoms in the development of the student's personality is shown (self-preparation of higher education seekers, fundamental professional training, respect for academic virtues, gratitude of the university). Current trends in the development of the education sector require significant changes in approaches, methods, techniques and tasks of training. The challenges that arise need to be addressed, which will make it possible to increase the competitiveness of higher education seekers after their graduation, and, as a consequence, to improve the competitiveness of the higher education institution itself. The tasks that arise are: a change in the approach to the educational process of research and teaching staff, which must consist in the interest of teachers themselves to improve the quality of educational services they provide; a change in the approach to the educational process of learners – students, listeners, cadets, etc. – that is, it is necessary to transform those who are taught into those who learn; definition of criteria for the effectiveness of education, which is obviously not only in achieving program learning outcomes. The main criteria of efficiency of educational activity are formulated in the article. These criteria are obviously not only the amount and strength of knowledge and skills, competencies and program learning outcomes. Using only such criteria, it is impossible to fully assess the current requirements for the effectiveness of education. In the conditions of market relations, economic crisis, global mental restructuring, the main criterion for the effectiveness of training of the specialist is the ability to employ him in various positions after graduation, and possibly during training. What is more important is the ability of the job seeker to self-improve and master various competencies when changing functional responsibilities. That is, a higher education student must have a wide range of competencies, not only deep ones, which will enable him to develop under certain conditions in the performance of functional duties. Such tasks make it possible to solve the use of elements of dual education, distance technology using modern technological solutions and motivation of participants in the educational process to self-development. The article concludes that the mutual combination of dual education with distance learning technologies should ultimately solve the urgent problem of training an experienced specialist with a high level of competence who will be able to perform production tasks without additional internship or training after graduation.

The authors make an attempt of solving the task of providing the students with a possibility to assess the quality of the organization and content of the higher education. The authors consider the Russian and Western practices of engaging students in such assessing activities as one of their main actors. The article identifies the most common forms of student participation in ensuring the quality of education, some of its problem areas and unused resources. Thus, the basic form of student participation in evaluation and control activities in the university is to fill out various questionnaires in order to express their assessments and opinions about the courses taken during the training period. The authors considered some relevant practices of foreign and Russian universities, in particular, the experience of the RUDN University, North-Eastern Federal University, Institute of Quality Student Commissioners of the Kemerovo branch of the RSTEU, and the Center for Applied Sociological Research of the MPEI. The article presents the results of the sociological study of opinions and assessments of the MPEI graduates in technical and social-humanitarian areas, which was conducted in 2017-2019 on the issues of basic and professional training. The monitoring study revealed a number of factors that affect the quality of practical training at the university, which allowed the authors to identify the key problems of marketing educational services by the contemporary university and to show the need to study the issues of self-realization of graduates, their demand in the labor market, and to search for new criteria for assessing the quality of higher education. The authors believe that we need a new ideology of quality management in the higher education, and propose some conditions and measures that would ensure the high quality of the higher education in Russia.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

The author investigates and analyzes the state Chernivtsi National University during the Romanian period in Bukovina’s history. During that period in the field of education was held a radical change in the direction of intensive Romanization. In period of rigid occupation regime in the province, the government of Romania laid its hopes on the University. The Chernivtsi National University had become a hotbed of Romanization ideas, to ongoing training for church and state apparatus, to educate students in the spirit of devotion Romania. The relevance of the problems of cooperative construction in the formation of Belarusian scientific schools is determined. The role of the Belarusian State University in the development of problems of cooperation in the 1920s is characterised. The activity of S. L. Pevsner as a representative of the economic thought of the 1920s is studied. In the perspective of «history through personality», the problems of the formation of the personnel potential of Belarusian State University are revealed. The relations between the management and the teaching staff of the university, the status and issues of material well-being of teachers invited to Belarusian State University are characterised. The conclusion is made about a significant personnel shortage and the presence of serious competition in the personnel sphere of university science in the 1920s with the development of higher education in the USSR.

This study aims to show the importance of evaluating the teaching performance level of the University teaching members. It also aims to provide the suggested mechanisms for evaluating the teaching performance of the teaching staff members of Sebha University. This study was based mainly on documents and analytic description to collect information about the importance and ways of evaluating teachers with reference to some of the international experiences on teaching performance development. This study concluded that the absence of an experienced entity that would develop the teaching performance of faculty members is one of the main reasons for the weak teaching performance at Sebha University. Based on the results of the study, it is recommended that there should be a planned system based on measured standards and criteria for evaluating staff members to improve the quality of teaching in the higher education domain.

The study aimed to identify the necessary requirements needed for employing e. learning in the (teaching staff) in the faculty memberof education, from the point of view of the teaching staff. In this study the researcher employed the analytical descriptive method and the size of the sample in which the study was applied was (127) individualsof the teaching staff with a degree of Assistant Professorand above The researcher has employed questionnaire technique as a study tool. The most important findings of the study are: The study has come to the fact that the majority of the researchers managed to answer the study areas which are summarized in (the requirements needed for employing e. learning by the teaching staff، which was specified by this study، these requirements are vitally important from the point of view of the teaching staff. The most important requirements for the use of e-learning in the university faculty member. It consists in possessing the competencies of preparing courses electronically, which means designing the content or electronic curriculum in accordance with the principles of educational design. The most important recommendations of the study are: Providing all the requirements needed to put e. learning into practice (for the teaching staff members) which was determine by the study to employ e. learning in the institutions of the higher education in Sudan.

Ensuring and improving the quality of teaching and learning, in particular the academics’ potential development, is reflected in strategic European and domestic documents, namely in the Association Agreement between Ukraine and the European Union, the Paris Communiqué, the Strategy for Higher Education in Ukraine for 2021-2031 and others. The expediency for academics’ potential development is confirmed by the results of a national survey on the needs for the development of Ukrainian universities in the process of reforming higher education in the context of European integration. The article highlights the problems of academics’ potential development. Based on foreign and domestic experience, the theoretical bases for academics’ potential development, in particular the conceptual and terminological apparatus and structural components of teaching metacompetence are substantiated. The concept «potential of an academic» is defined as a set of intellectual, intangible resources, conditions and opportunities created for the production and accumulation of new knowledge, ideas, technologies, competencies and other productive properties at the university, which combines two levels of connections functioning in unity. The first level of connections are resources that are the result of past and present, and the second – opportunities, i.e. those abilities and connections that are future-oriented, constantly changing, evolving, forming new abilities, characteristics, including elements of the future development. The following components are distinguished in the structure of teaching metacompetence: prognostic; design; objective; innovative; pedagogical partnership; organizational; information and digital; reflexive; linguistic and communicative; inclusive; motivational; health-preserving; emotional-ethical and evaluative-analytical. The development of the above components of teaching metacompetence will help ensure the quality of higher education and increase the competitiveness of the university in the educational services market.

Higher education institutions face the challenge that their graduates have the competences that allows them to quickly enter to the labor market and obtain an adequate economic remuneration. us graduate satisfaction is a key element in the assessment of the quality of institutions, since it allows us to know their perception regarding the quality received in their professional training. e objective is study the quality of higher education institutions and the satisfaction of the graduate in the Autonomous University of Tamaulipas. e methodology is descriptive and transversal  based on graduates information and satisfaction. As a result, Students are satisfied with their professional training received and their expectations were met since the academic level of the institution is good. It is concluded that studies on student satisfaction are useful for higher education institutions to identify educational and administrative priorities about the service they provide.
