Public universities in Malaysia have recently established additional administrative divisions called the Industry and Community Network (ICN). In its various forms as manifested through different higher learning institutions, ICN seeks to engage with the industry and community towards achieving sustainable development and transformation of the economy, culture, education, health and environment of the society and nation. Diverse approaches are henceforth being promoted in developing communities surrounding the ivory towers. Universiti Sains Malaysia (USM), as the second oldest university in Malaysia which was accorded the APEX (Accelerated Program of Excellence) status by the government in 2008, has launched Community Outreach Programs (COPs) towards realizing goals of its ICN. Employing primary data from in-house publications of the ICN Division of USM, this chapter seeks to shed some light on the role and impact of COPs conducted under the auspices of USM's ICN, covering the years 2008-2014.In line with its quest towards the accomplishing the ideal of a humanized university or ‘humaniversity' that not only focuses on academic excellence but also contributes to the development and well-being of its surrounding community, USM's ICN has embarked on a series of ambitious COP projects.

Globalization and economic pressure faced by governments including Malaysia, have led universities to be independent and source out their own fund for development, operation and research activity. In Malaysian case, the government has launched National Higher Education Strategic Plan Beyond 2020 to prepare for new challenges. As a result, the plan offers new autonomy for public universities. While government gives special attention to  public university, literature provides limited discussion on the funding and sustainability of private universities. As such, this paper aims at exploring waqf as one of the financing instruments for private university’s sustainability. The paper proposes conceptual model to transform conventional method of financing university into corporate waqf university (CoWU), based on Yayasan Universiti Multimedia (YUM) experience. The study expands previous research and highlights the potential of transforming existing conventional endowment to Islamic endowment (waqf). The study adopts qualititative approach where desk research, interview, discussion,  benchmarking  as well as primary data collection were employed. It opens up possibilities and proposes practical model where corporate sector and university can work together to establish and fund corporate waqf university. The study also examines issues in implementing corporate waqf university, discusses opportunities and challenges in managing waqf for higher learning institutions. Finally, the paper suggests some pertinent points for policy maker and practitioner consideration.

Ensuring access to safe drinking water is a challenge in many parts of the world for reasons including, but not limited to, infrastructure age, source water impairment, limited community finances and limitations in Federal water protections. Water quality crises and the prevalence of impaired waters globally highlight the need for investment in the expansion of drinking water testing that includes public and private water systems, as well as community outreach. We provide justification including a case example to argue the merits of developing drinking water testing and community outreach programs that include drinking water testing and non-formal education (i.e., public outreach) regarding the importance of drinking water quality testing for human well-being and security. Organizers of drinking water testing programs should: (1) test drinking water quality; (2) develop drinking water quality databases; (3) increase public awareness of drinking water issues; (4) build platforms for improved community outreach; and (5) publish program results that illustrate successful program models that are spatially and temporally transferrable. We anticipate that short-term and intermediate outcomes of this strategy would improve access to drinking water testing, facilitate greater understanding of water quality and increase security through inclusive and equitable water quality testing and outreach programs.

While the COVID-19 pandemic has adverse impacts on the state of mental health of the individuals, no attention has been paid so far in the academia whether there is an association between students’ inattentiveness to study and their psychological conditions during the COVID-19 pandemic. As such, the study was intended to find out the association between students’ inattentiveness to study and their psychological conditions during this pandemic. Primary data for this study were collected from a total of 157 samples chosen from 18 academic departments of the Noakhali Science and Technology University (NSTU), Bangladesh on the basis of snow-ball sampling. The study reveals that most of the respondents are much inattentive to study during the COVID-19 pandemic and they are much anxious, depressed, tensed, restless, bored and frightened and thereby their mental health and well-being has been affected. The study opines that there is a strong positive association between students’ inattentiveness to study and their psychological conditions which involve anxiety, depression, tension, restlessness, boredom and fear/panic. The study indicates that the association between students’ inattentiveness to study and their psychological conditions is statistically significant. Finally, the study suggests that the Government and the authority concerned should undertake proper measures to mitigate the adverse psychological conditions of the students of the NSTU by means of motivations and psychosocial counselling and thereby keeping up their attentiveness to study during the pandemic or any critical situation.  As such, there is a crying need to establish a psychosocial counselling centre or an educational counselling centre in all universities of Bangladesh including the NSTU.

Social interventions such as cash transfers provide the much needed support to vulnerable people. People living with disabilities continue to remain economically deprived, experiencing high levels of poverty. In Wajir County, this crisis is more exacerbated by the nomadic setting where disabled persons are left behind as other individuals move. They are left to cater for themselves due to their mobility constraints. The welfare of these people continue to deteriorate since they are unable to work and highly depend on others and hence do not have the capacity of self-sufficiency. These people remain dependent on the government and non-governmental agencies. The effect of cash transfer programs however, is not fully known. This study sought to assess the effect of cash transfer on the economic well-being of people with severe disabilities in Wajir County. The study is founded on the Maslow’s theory of needs, the sustainable livelihoods framework and the rights-based approach. The study employed mixed methods research design and targeted all family heads for all the 183 under the Persons with Severe Disabilities Cash Transfer in Wajir North and Tarbaj sub-Counties as at 2015 and 19 senior officials working with the sub-counties’ social development offices. The study used primary data obtained through semi-structured questionnaires and interview guides. Data analysis methods that be employed involved quantitative and qualitative approaches. The qualitative data was analysed using content analysis where the information obtained was reported in a narrative form and direct quotes. Quantitative data was analyzed using descriptive statistical methods. Quantitative data analysis was facilitated by the Statistical Package for Social Sciences Version 20. Descriptive statistics such as the rate of response, frequency distribution, mean and standard deviation were used. Inferential statistics generated included correlation and regression analysis. The study findings showed that cash transfer supported household income, healthcare access, investment in productive activities and empowerment had positive and significant effect on the economic wellbeing of persons living with disabilities in Wajir County. The study concluded that if the cash transfer programme was to achieve its objectives and transform the economic wellbeing of the beneficiary households, the aforementioned support areas needed to be adequately embedded in the programme’s plan. The study made several recommendations among them that the Ministry of Labour, Social Security and Services Programmes should consider increasing the monthly disbursements given to persons living with disabilities so that they can venture in to activities that would give them supplementary incomes. There can be other activities within the programme meant to support the beneficiaries to be self-reliant so that they do not have to rely on the transfers throughout. The study also recommends that the officials overseeing the cash transfer programme for persons living with disabilities should have follow up programs especially for beneficiaries who have ventured in to productive activities so that they can support them to expand their income generation activities. The programme can partner with other development partners such as donors and NGOs and also the county government to create a fund where beneficiaries can get more assistance both financial and non-financial in order to expand their activities. The study further recommends that the programme should provide networking programs were beneficiary households can interact with various organizations so as to secure livelihood opportunities such as employment among others.
