Virtual Innovation Environment

Major new trends of our era emerge from the spread of information society and the increasing role of innovation as source of competitive advantage, development, and wealth. Innovation, however, is a tricky issue. We do not dispose adequate theories for predicting innovation in different sectors of industry and services, though we have plenty of tools and methods which assist and facilitate innovation in product development, process reorganization, and quality improvement. We tend to compensate the lack of theory about radical innovation (none can tell what the next big thing will be in an industry sector) with environments of innovation enabling the use of tools, instruments, and methods: financial tools, institutional tools, communication and information tools, creativity tools, and others. The rise of the information society opened new possibilities in the creation of environments of innovation. Digital tools and virtual (digital) innovation environments may assist organizations in learning and practicing innovation. They offer new forms of government (digital this time), online or offline, for mastering the complex processes of technological development and innovation. These virtual environments are important for companies, research institutions, technology intermediary organizations, and the public administration involved in innovation and research and development (R&D) management as well.

This is a white paper submitted as part of the joint NIH/NSF-funded event, "Imagining Tomorrow’s University: Rethinking scholarship, education, and institutions for an open, networked era", to be held March 8th and 9th in Rosemont, IL. In this paper I present my personal (not my employer's) thoughts and reflections on the role that open research can play in defining the purpose and activities of the university. I have made some specific recommendations on how I believe the public university can recommit and push the boundaries of its role as the creator and promoter of public knowledge. In doing so, serving a vital role to the continued economic, social, and technological development of society. I have also included some thoughts on how this applies specifically to my field of engineering and how a culture of openness and sharing within the engineering community can help drive societal development.

Relevance. Multitasking gets defined socially and dominating with the development of information technologies. It becomes the system of requirements and possibilities for combining, switching and alternating activities of different forms and contents within one complex activity. As a consequence of the technological development of the information society and a result of worldview transformations within the framework of the paradigm of multiplicity of the postmodern culture, the phenomenon of multitasking as a complex form of the activity in the technologized society becomes one of relevant objects of research in psychology and other sciences of man. Purpose. The theoretical analysis of the phenomenon of multitasking as a reflection of a multifaceted nature and variability of the postmodern culture and a result of the entry of digital technologies of the information society into the daily life in the context of the concepts of multiplicity and complexity. Method. The logic and methodology of the study is based on the cultural-historical and activity-based and semantic paradigm. The theoretical and comparative analyses and the method of generalization are employed to achieve the defined goals. Results. The philosophical analysis of socio-cultural, worldview and technological factors that determine the nature of multitasking is carried out. It shows the role of certain philosophical constructs of the postmodern worldview, particular technologies of the information society in developing the basis for the emergence of the phenomenon of multitasking and also its technological embodiment — mediamultitasking. Conclusions. At present, multitasking is the practice imposed by the specific nature of the information-communication activity under the technologization and complexity of the modern realities. Regardless of the attitude to this phenomenon, multitasking is an objective fact of the culture of the information society and, as a result, is one of the prerequisites for an efficient activity under its conditions.

Organizations have diverse options to improve their performance. With the advances in ICT, several organizations attempt a technology-based solution by digitizing and automation. Indeed, to begin with, it is appropriate, but there are societal challenges. The theories available in the literature explain the reasons for certain societal challenges and actions, but there is also a constant expansion of the theories. This paper adds to the expansion by considering ICT innovations such as digitalization. The social, political, cultural, and economic entities in which organizations operate influence and get influenced by organizational responses. There are connections between organizations and entities; we can refer to these as embeddedness. The purpose of this paper is in identifying a framework and the types of embeddedness. The phenomenon, organizational embeddedness, requires observing it in its setting and is performed using a case study methodology. E-Governance interacts with various entities and provides diverse analytic and heuristic views; hence the author uses E-Governance cases from India. The developed framework assists organizations in providing inputs towards improving their internal complements. In doing so, organizations can not only better respond to societal challenges but also enable other entities in the environment to coevolve.

The article describes the role of social media in the information society and the use of them by the public administration. For the analysis there were selected and assessed most popular types of social media. The evaluation included trends in the use of this type of information channels in dissemination of statistical knowledge as a way to build the image of official statistics in society. Particular attention was paid to their role in the activities of national statistical offices in the world, and especially in the European Union.

Currently, technological development is very much needed as information systems are increasingly stringent and require the readiness of an organization. Government agencies very much manage and serve the community so that the role of government is very influential to serve the community for example for the management of correspondence. The use of the existing mail information system does not meet the standards of technological development, because the existing data processing system is still done manually using Microsoft Word. The problem that is often faced when making a letter by hand is that people who make a letter have to wait a long time, because officers must input data manually. The purpose of this research is to create a system to serve the public in making letters, so that officers can provide services quickly and accurately. The results of this study are the information system that was designed to be able to provide convenience and update the administration of the letter agenda that previously was still using the manual method.

AbstrakPertumbuhan praktek jurnalistik saat ini menjadi tren tersendiri bagi industri media massa.Media massa telah memberdayakan masyarakat dalam membuat informasi dan sekaligusmenjadikan mereka sebagai produsen berita. Salah satu praktek jurnalistik ini disebut denganistilah jurnalisme warga (citizen journalism). Meskipun jurnalisme warga secara istilahmemang baru dikenal baru-baru ini, akan tetapi secara konsep praktik jurnalisme warga inisudah ada sejak manusia mengenal tulisan dan mengenal media sebagai saluran komunikasimassa. Citizen journalism menjadi penting karena bisa menjadi pelengkap bagi “lubang-lubang” berita yang tidak terendus oleh para wartawan profesional. Semakin terlihat jelas persaingan antara wartawan profesional dengan khalayak pembuat berita (citizen journalism)dalam kedudukannya sebagai insan media. Nyatanya, saat ini semakin banyak perusahaanmedia yang mempekerjakan jurnalis yang berstatus kontributor namun jaminan hidup bagimereka tidak jelas. Perusahaan media kerap memanfaatkan ketidakjelasan status ini, untukmengingkari hak-hak pekerja yang diatur dalam undang-undang ketenagakerjaan, engganmemberikan upah yang layak, enggan memberikan jaminan kesehatan serta tunjangan lainnyayang bisa membuat jurnalis kontributor bekerja lebih profesional. Citizen journalism is important because itcan be a complement to the “holes” of news unfocused by professional journalists. Moreclearly visible between journalists and newsmakers (citizen journalism) in his position as amedia person. In fact, today more and more media companies are contributor status andare still alive for them is not clear. Media companies often exploit the uncertainty of this status, to deny workers’ rights set out in labor law, to be reluctant to provide decent wages,to be reluctant to provide health and other benefits that can make contributing journalistswork more professionally. The lexeme veloziferisch (velociferian) was first coined by Goethe in an unsent letter from 1825 and entered the public stage four years later with the second edition of the novel second edition of the novel Wilhelm Meisters Wanderjahre, oder die Entsagenden (1829; Wilhelm Meister’s Journeyman Years, or The Renunciants). As a portmanteau, the neologism, which is composed of the Italian velocità and the German luziferisch, combines two central elements of the Goethean imaginary: the accelerated velocity of modern life and the “luciferian” function of negation. Das Veloziferische marks a dangerous speed at which organic growth is outpaced by the rapid acceleration of technological development. At velociferian speeds, the otherwise figurative role of negation in Goethe’s philosophy of nature takes on a disfiguring function, highlighted most clearly by the techno-accelerationist allegory Faust. The invention of this term has prompted recent investigations into the relationship between technological development and social acceleration in modernity. Furthermore, an appreciation of Goethe’s critique of the velociferian enables a fuller understanding of his unique position in relation to broader trends in natural philosophy and the philosophy of biology (Spinoza, Schelling, and Erwin Schrödinger), in addition to the philosophy of technology (Thomas Carlyle and Bruno Latour).

Resumo É cada vez mais aceita a idéia de que a distribuição desigual da tecnologia aumenta as desigualdades econômicas e sociais. No entanto, a maior parte das políticas públicas de inclusão digital dão ênfase à disponibilização dos aparatos tecnológicos, sem levar em conta outras competências necessárias para sua utilização, bem como outras políticas essenciais para a superação das desigualdades. O objetivo deste artigo é, fugindo dos discursos catastrofistas e do otimismo acrítico, discutir o que significa a inserção dos indivíduos nessa sociedade midiatizada e qual o papel do Estado, do mercado e de pequenos estabelecimentos como as lan houses nesse processo.Palavras-chave inclusão digital; lan houses; políticas públicas; mercado; sociedade da informaçãoAbstract The idea that the unequal distribution of technology increases economic and social inequalities is increasingly accepted. However, most of the public policies for digital inclusion emphasize the availability of technological devices, without taking into account other skills required for their use and other policies essential for overcoming inequality. The goal of this article is to present the issues of secrecy and transparency in the context of information security and autonomy of information in the information society. It describes the role of information and its significance in the functioning of the state, as well as needs and threats in the field of information security. The second part of the article discusses aspects of citizens’ rights to secrecy, protection of privacy and sensitive data. It also characterises changes in the concept of autonomy of information, the public sphere and the private sphere. The third part discusses the issue of relations between state and citizen in the context of collection, storage and use of information.
