The aim of research was to study the features of support for small enterprises specialized in various types of economic activity in Russia. The specific weights of the number of recipients of support in the total number of small enterprises in 14 sectors, as well as the structure of support in five main forms are determined. Official empirical data for 2015 were used as initial data. It is shown that support is provided to 2% of all small enterprises. At the same time, the main direction is financial support, and the highest level of support is noted in agriculture.

Problem setting. The development of innovative entrepreneurship is a strategic task of the state’s financial and economic policy. The high NBU discount rate and other risks slow the pace of this growth and limit the proper financial support for innovative entrepreneurship. Analysis of resent researches and publications. The problems of financial support of entrepreneurship was devoted to the work of O.O. Drugov, R. Pukala, materials of the Round Table “Economic and legal problems of development and promotion of economic activity in modern conditions”, etc. Target of research. To facilitate access to finance, global practice demonstrates the importance of applying national and regional programs related to either the direct financing of individual business projects or the creation of favorable conditions for attracting funding. Article’s main body. Examples of world practice for introducing programs to facilitate access to innovation entrepreneurship was considered. According to the statistical reporting, the sources of financing of scientific development by sectors of economic activity was identified, the use of entrepreneurs’ funds is analyzed, the priority of Kharkiv region in implementation of programs of support of innovation implementation was established. Conclusions and prospects for the development. The programmatic approach used to develop innovative entrepreneurship at the local level is an important component of these transformations, but needs to be expanded through funding, in particular through venture funds and other startup startups with international donors. The intrinsic features of small business entities require government support for innovation, which should be facilitated through access to funding from a variety of sources. When expanding the use of regional assistance programs, their methodology should be changed to enhance the capacity to develop innovative entrepreneurship.

В статье раскрываются направления развития системы малых предприятий как основы государственной экономики, а также фокусируется внимание на ряде отрицательных моментов, которые деактивизируют малый бизнес, приводя к их ликвидации. В сложный кризисный период, когда субъекты малого бизнеса первыми оказались не готовы к экономической нестабильности, государство предлагает многокомпонентное решение в виде финансовых программ-поддержки. В статье выделены четыре группы программ, каждая из которых определяет свои приоритетные направления для активизации малых предприятий The article reveals the directions of development of the system of small enterprises as the basis of the state economy, and also focuses on a number of negative aspects that deactivate small businesses, leading to their liquidation. In a difficult crisis period, when small businesses were the first to be unprepared for economic instability, the state offers a multi-component solution in the form of financial support programs. The article identifies four groups of programs, each of which defines its priority areas for the activation of small businesses.

Financial support ecosystem means the availability and access of financial resources to Micro and Small Enterprises Sector and generally includes financial support in terms of consultation support services, government funding support, sufficient government subsidies available for new and growing enterprises, venture capital fund support, adequate financial support schemes available, social investment and other financing resources. Financial Support forms an important contextual environment factor for the establishment, growth and sustenance of the enterprises in Micro and Small Enterprises Sector. Absence of a positive financial support ecosystem has been reported as one of the major constraints for the overall entrepreneurship development in the MSEs Sector throughout the world economies. The present study aims to assess the existing financial support ecosystem for the Micro and Small Enterprises Sector in the state of Jammu and Kashmir against the parameters of sufficient supply of capital / funding, adequate number of financial support schemes, collateral security a big problem for MSEs in availing the finance and access to finance cumbersome due to complex procedures and formalities. And on the basis of the findings suggest measures to improve the financial support ecosystem for the robust entrepreneurship development in Micro and Small Enterprises Sector in the State. Findings indicate that to the extent that the collateral security and procedural hiccups were streamlined and more supply of funds made available, there will be remarkable entrepreneurship development in the MSEs Sector of the State.

The article considers the main procedures which essentially increase the validity of sedimentological models in limited initial data set conditions. The Bentiu formation (Central Africa) is studied as an example of the research. Using simple and low-cost methods it is possible to identify not only the main direction of sedimentary material displacement but also the main characteristics of alluvial systems that will let to plan exploitation of reservoir formation of such type correctly even on geological exploration stage.

Relevance of the research topic. Increasing capital is one of the most important challenges for ensuring sustainability and growth opportunities for small enterprises both in Ukraine and abroad. Successful activities of small enterprises require constant competitive advantages through the implementation of innovative development models. Integration of Ukrainian enterprises into the global economy is impossible without investing in their innovative development, aimed at overcoming the economic lag behind developed countries, because in an era of dynamic globalization changes, competitiveness depends primarily on the ability to implement innovative projects, which requires significant financial resources. Formulation of the problem. Attracting financial resources to the innovative activities of small enterprises is especially problematic. The main reasons for this situation are high interest rates in Ukraine, the reluctance of the banking sector to lend to projects with a high degree of uncertainty and the weak development of non-traditional forms and methods of attracting financing in Ukraine. Analysis of recent research and publications. The problems of innovative activity of small enterprises and the mechanisms of its financial support were investigated by A. Bondarenko, G. Wozniak, O. Denysenko, V. Zianko, A. Kuznetsova, M. Melnyk, V. Nevmerzhitsky, Yu. Nikitin, Dong Xinyin, N. Stasyuk, A. Cherep, S. Khvalynsky and others. Setting goals, research objectives. The aim of the article is to determine the economic content of the financial mechanism and find out the sources of financing the small enterprises innovative activity and to develop ways to increase the efficiency of small enterprises financial mechanism of innovative activity in Ukraine. The method and methodology of the study. The article used a set of methods of scientific research: a systematic approach, structuring, analysis and synthesis, etc. Conclusions according to the article. The article reveals the essence of the financial support mechanism and its specifics for the innovative activity of small enterprises. The necessity of ensuring small enterprises competitive advantages through the implementation of innovative development models is substantiated. It was stated that most Ukrainian enterprises are now experiencing a shortage of their own funds, and attracting investment is problematic. The main reasons for the difficult access of small enterprises to financial resources are analyzed. Directions of increasing small enterprises financial mechanism of innovative activity efficiency are proposed.

Paper deals with three levels of business risk: acceptable, critical and catastrophic, based on official statistics. The aim of the study was to assess, existing in recent years, values of entrepreneurial risk on the totality of small and medium enterprises, formed by size and industry characteristics. Paper presents the results of risk assessment for a set of medium enterprises, small enterprises and microenterprises in the Russian economy. Based on the results of the study, we concluded that there is a significant differentiation of entrepreneurial risk levels by economic activity. The industries with the maximum and minimum values of the existing business risks are determined. The results of the research can be used by entrepreneurs (including beginners), departments of Federal, regional and municipal authorities related to the regulation of entrepreneurial activity, by employees of business structures, financial and credit, insurance, leasing organizations.

Abstract. The aim of the conducted research is elaboration of conceptual statements and formulation of practical recommendations aimed at development of the methodological bases of state financial support for small business. On the basis of the existing theoretical statements, discovery of essential characteristics, peculiarities and systematisation of the obtained results of the research, conceptual approaches to interpretation of the features of state financial support for small business during the coronavirus crisis have been suggested. Small business is an important component of the economic system of any country. It ensures formation of the complex structure of the market for goods and services, development of efficient competition and promotes addressing the needs of consumers in conditions of formation of their sovereignty. State financial support for small business in European countries is at different stages of development. In the EU countries, financial policy of small business regulation is an example of state intervention in the mechanism of market self-regulation in order to solve social and economic problems by changing the economic behaviorur of small enterprises. The formational process, strategic priorities of state financial support for small business in European countries and macroeconomic instruments for its implementation during the coronavirus crisis have been studied. Changes in the concern of the world community in forms of state financial support for small business have been detected. A comparative and analytical examination of the instruments for macroeconomic financial regulation, which are being used during the COVID-19 pandemic in Europe, has been conducted. The research shows the importance of small business in terms of solving economic and social problems of social development, outlines the situation of state financial support in the EU countries in comparison with Ukrainian small enterprises, determines the general features and differences in state regulation of entrepreneurship. The practical significance of the obtained results consists in the fact that the main scientific statements of the article can be used in practice of state and regional management of small business. The article presents the analysis of the results of research concerning the influence of the European Union funds from the Operational Programme Innovative Economy (“PO IG – Program Operacyjny Innowacyjna Gospodarka” in Polish), measure 8.2. supporting B2B in electronic economy and measure 8.1. supporting economic activity in the range of electronic economy (eServices), on the development of the electronic business sector in Poland. Such important aspects as the innovativeness and competitiveness of the surveyed companies and their cooperation with the Implementing Institution – Polish Agency for Entrepreneurship Development (PARP – Polska Agencja Rozwoju Przedsiębiorczości in Polish) are covered. The conclusions from the research and the recommendations concerning the improvements for the future work and cooperation of the Implementing Institution of the financial support with the enterprises are also presented.

This is how the software package for system-dynamic optimization of the economic efficiency of projects is described: software for calculating the intensity and determining the composition of traffic from a video image; a financial and economic model for a comprehensive analysis of roadside service facilities, which, based on the input of initial data, predicts the results of the financial and economic activity of the object and allows evaluating the feasibility of investments in construction/reconstruction/modernization, and also allows evaluating the maximum possible amount of investment; a technical solution for collecting video analytics.
