In implementing the local lockdown, a good communication relationship must be established between the Central Government and Regional Governments in preventing the spread of Covid-19 at the local level. (Sedarmayanti, 2018) explained that at least there are several elements in government communication, including; Communicators, Messages, Media, Communicate and Feedback. Based on the background above, the problem formulation that the writer will raise is how the communication patterns of the central government and local governments: the case of the dynamics of implementing local lockdowns in preventing the spread of COVID-19, the purpose of writing this article is to find out the communication between the central government and local governments: the case of dynamics. implementation of a local lockdown to prevent the spread of covid'19. This research uses qualitative research methods with this type of research, namely literature study data collection through documentation, books, journals, and mass media. The results of this study are: the communication between the Central Government and the Regional Government does not run harmoniously, indicated by the presence of several regions implementing local lockdowns, including the City of Tegal, the City of Tasikmalaya, and the Province of Papua.

Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Social assistance to the community.

The preparation of planning and budgeting documents greatly contributes to the achievement of regional performance. Consistency in planning and budgeting is an indicator in assessing the performance of local governments. The object of this research is educational affairs. Education affairs are given top priority for the local government of Kota Solok. It is intended that the budget for education affairs reaches more than 20% of the total regional expenditure budget. Types of data are secondary data and primary data. Secondary data are RPJMD, RKPD, KUA, PPAS and APBD and LAKIP while primary data is neglecting to interview members of the Regional Government Budget Team (TAPD), BAPPEDA and OPD who are responsible for Educational Affairs. Assessment of the consistency of planning and budgeting uses the Planning and Budgeting Consolidated Matrix (MKPP) and the causes of inconsistency are interviews with informants who understand and know this. The results of this research consistency of planning and budgeting for educational affairs is very good. The causes of inconsistency in planning and budgeting documents are that the proposed Special Allocation Fund (DAK) was not approved by the Central Government, the intervention of the Government and Members of the Council, the existence of regulations from the Central Government. Analysis of the achievement of the performance of education affairs in the City of Solok shows that in general the achievement of the indicators of education affairs has not been achieved because the achievement of indicators according to each year is.

This research is based on Regulation of the Minister of Home Affairs Number 76 of 2012 concerning on Guidelines for Boundary Confirmation and Regulation of the Minister of Home Affairs Number 141 of 2017 concerning on Regional Boundaries. This research method was a descriptive analysis with a triangulation method and a triangulation of sources for testing the data of this research. The data of this research were analyzed by using a SWOT analysis. The results of this research revealed that S-O Strategy (1) Clarifying the boundaries between the two Local Governments in realizing a clear government administration; (2) Optimizing the role of the Community in Realizing the Development with the clear territorial boundaries; W-O Strategy (1) Coordinating with related parties to realize the good government administration services; (2) There is guidance and supervision to the Regional Government through the Provincial Government and the Central Government; S-T Strategy (1) Building the government cooperation by taking an agreement through the Provincial Government; (2) Building the good communication with the community at every deliberation; W-T Strategy (1) Strengthening the regulations by disseminating every decision from the Ministry of Home Affairs; (2) Mediating every meeting through the conflicting parties.

This article aims to find out the communication relationship between the central government and local government in handling Covid-19. In analyzing the data using descriptive qualitative methods and processed using NVIVO 12 Plus is a processed data application to analyze online and social media data so that researchers can use the application to manage the data until there is no set time limit. Handling the spread of coronavirus is the responsibility of the central government. However, since the decentralization in Indonesia, it is also the authority of the local government itself to determine the policies that must be carried out related to the handling of the coronavirus or covid-19 outbreak. DKI Jakarta is one of the areas exposed to corona virus with the most confirmed cases. Policies carried out by local governments are also in a race against the policies of the central government. So that there is a good communication intergration between the central government and local government.

In accordance with Law no.37 of 1999 on foreign relations and law no.32 of 2004 on regional government further strengthen the position of local government to conduct an external relationship in an effort to build its own region. The purpose of this study is to describe more deeply about the cooperation of sister city Bandung city government in improving the creative economy industry in Bandung City and Petaling Jaya City, Malaysia with the program "Little Bandung" owned by the government of Bandung. In order to face the existence of ASEAN Economic Community (MEA). This study uses the approach of liberalism, the concept of creative economy, sister city, paradiplomasi and the theory of international cooperation. So as to illustrate the process of foreign cooperation implemented by the Government of Bandung. This research is descriptive and data collection technique through interview and literature study. In this study it can be concluded that with the existence of law no.37 of 1999 on foreign relations and law no.32 of 2004 on local government, a benchmark on each local government to build and develop its own region through an outside relationship Country in the form of cooperation among local governments apart from the central government.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

This paper aims to determine the policies implemented by the Papua National Narcotics Agency against drug trafficking. This article is a qualitative descriptive study. Data collection methods through interviews and literature study. Data analysis using descriptive analysis model. The results showed that the role of BNN Papua is very central in the eastern region and the Indonesian border. The policies that have been planned by BNN with multi-stakeholder have been implemented, but the new modes adopted by the international network vary. The drug subscription policy cannot be carried out by one institution only, it needs to be supported by other government agencies and the community. The need for a serious role for the regional and central government in both preventive efforts and subscription programs in synergy with the Papua Provincial BNN.

This paper, which is focused on evaluating the policies and institutional control of the Brantas River Basin, East Java, Indonesia, aims to review government regulations on watershed governance in Indonesia. A qualitative approach to content analysis is used to explain and layout government regulations regarding planning, implementation, coordination, monitoring, evaluation, and accountability of the central and local governments in managing the Brantas watershed, East Java, Indonesia. Nvivo 12 Plus software is used to map, analyze, and create data visualization to answer research questions. This study reveals that the management regulations of the Brantas watershed, East Java, Indonesia, are based on a centralized system, which places the central government as an actor who plays an essential role in the formulation, implementation, and accountability of the Brantas watershed management. In contrast, East Java Province’s regional government only plays a role in implementing and evaluating policies. The central government previously formulated the Brantas watershed. This research contributes to strengthening the management and institutional arrangement of the central government and local governments that support the realization of good governance of the Brantas watershed. Future research needs to apply a survey research approach that focuses on evaluating the capacity of the central government and local governments in supporting good management of the Brantas watershed.

This article aims to explain the 2018-2019 state defense action plan in Presidential Instruction No. 7 of 2018 which mandates all ministries, non-ministerial government agencies, and local governments to take action to defend the country through three stages, namely the stages of socialization, internalization, and movement action. The dilution of the state defense action plan at the central government level has been very active, however, at the level of the reverent regional government it has not yet been felt, especially with the existence of regional autonomy where the central government is not necessarily able to "control" the regional government, so that all this needs attention parties, to see the perspective of the regional government in implementing the state defense action plan.
