ABSTRACTThis research is about the Implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in the utilization of Village Funds for Community Empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District of Muara Enim Regency in 2016. The research aims to find out the implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in utilizing village funds for community empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District Muara Enim Regency in 2016 and what factors are the obstacles to the success of the Implementation of the Village Minister Regulation, PDTT No. 21 2015 in Utilizing Village Funds for Community Empowerment in both villages. This study uses qualitative research methods with a descriptive approach. The data used are primary data and secondary data. The results of this study, in terms of the many developing programs, of course the government of Embacang Kelekar Village is better than Suban Baru Village because in Embacang Kelekar Village out of 8 groups of goat management only 2 groups failed and 6 other groups succeeded. Whereas in Suban Baru Village, out of 3 programs, only 1 group developed and the rest failed. This indicates that the impact in Embacang Kelekar Village is better than in Suban Baru Village. However, as a whole, when viewed from compliance and smooth routines, functions such as supervision are still not good in both villages. Therefore, when referring to the theory that is used as a reference, namely Ripley and Franklin's Theory, which states that even though the level of compliance is high, routine functions can be carried out smoothly, policy implementation can have a positive impact. However, if one of the three dimensions is flawed, the implementation of the policy is said to have yet to succeed. So the conclusion that can be drawn is the implementation of the Minister of Village Regulation, PDTT No. 21 of 2015 in the utilization of village funds for community empowerment in the Village of Embacang Kelekar and Suban Baru Village Kelekar District of Muara Enim Regency in 2016 can still be said to be unsuccessful.

This study was conducted by its finding that there were inconsistencies and uncorrelated data from the government score-based report about Village Fund, and the public perception of the village fund. This research observes relevance of those numbers using the Impact Assessment concepts. This research can act as a useful insight for the governments, researchers and societies to evaluate the commitment of the government to build Indonesia from village. By using descriptive quantitative research method, this paper critically summarises the government report of the Village Fund by contrasted the priorities target of the fund. From the assessment, it was found that the development of the village facilities, infrastructure, and community empowerment program currently increased, but the village fund still has a problem with its equalisation and utilisation of the fund. In conclusion, the achievement numbers of the village fund do not have any correlation with the poverty reduction, because there are lack of equalisation and perception in some sectors. The perception index does not correlate with the satisfaction index in terms of infrastructure development, and the intervention of the village fund does not have a connection with the understanding of people on the use of the fund.

Abstract : ASEAN Economic Community (AEC) has the aims to transform ASEAN into a stable, prosperous, and highly competitive region through equitable economic development, poverty reduction and socio-economic disparities. As a consequence, since 2015, ASEAN becomes region with free trade of goods, services, investment, and skilled labor. The impact of the implementation of MEA is shown by the price and quality of goods and services that become competitive, affecting domestic products and services from Small and Medium Enterprises (SMEs), as well as farmers. The government has sought to support SMEs and farmers through direct and indirect assistance. Land is the sector that has the most influential effect among other sectors to provoke economic growth of SMEs and farmers, because land has the function as natural resource as well as work location. To optimize this, land policies are needed to regulate land use arrangement, land asset legalization, control of land utilization and community empowerment through access reform. Asset legalization for SMEs and farmers, as well as asset legalization for infrastructures. Land use and land utilization control was implemented to optimize large-scale agricultural area by set up cooperation scheme with local people. Community empowerment was implemented through access reform, prioritized to the regions that have leading commodities or products. Keywords : competition, land use arrangement, assets legalization, land utilization, community empowermentIntisari : Pembentukan Masyarakat Ekonomi ASEAN (MEA) bertujuan untuk mentransformasikan ASEAN menjadi kawasan yang stabil, makmur, dan sangat kompetitif melalui ekonomi pembangunan yang adil, berkurangnya kemiskinan dan kesenjangan sosial-ekonomi.
