The research article explores the evolving trends in modern education, which are microlearning and microteaching. The authors analyze microlearning and microteaching as the most progressive and up-to-date approach. This article brings up the role of the globalization in the process of education encompassing crosscultural education. Although micro learning and teaching embrace many demands of modern learning and teaching, the approaches catering to the needs of students from different regions, have not been developed yet. Therefore, the main objective is to demonstrate the opportunities which microlearning offers within crosscultural education. The authors consider theoretical and empirical revie w of the literature and a conceptual framework to be the basic methods. The results obtained can be formulated as follows: a regional model of the micro-learning education (learning and teaching) with a set of specific character traits of students to facilitate the ideas of microeducation has been developed. This article is aimed to discuss the evolvement, current perceptions, basic principles and tools of microteaching and microlearning; to analyze their efficiency in the modern world and to suggest its further development through analysis of cross-culturalism in education using Hoffstede's dimensions including the model for regional program developing within crosscultural education.

In the early 20th century, modern school curricula and new-style schools mushroomed in the Chinese remittance landscape of southern China. Breaking away from the two-and-a-half millennia of Confucian tradition, their creation marked a pivotal point of departure between the nation’s past and future. Since overseas migration and modern education both provide a fruitful context for the circulation of new objects and a cross-fertilization of ideas, new schools serve as barometers of social-material change. Research in the present-day cities of Zhongshan and Zhuhai (formerly Heung San County) suggests that diaspora-funded schools were beacons of modern learning within the China–Australia corridor. Both their physical structures and material manifestations invited a new engagement with the modern world.

The article shows the importance of human capital development in the field of management for the effective solution of the problems of modernization of modern education. This article is aimed at identifying specific resources and risks that are reflected in the process of professional development of the Manager today. For the successful activity of the Manager in the field of education, it is important to update his motivation for growth and competence, complex reflection of clusters of individual risks and resources, focus on continuous self-development. The article studies and describes the content characteristics of managers ’ ideas about psychological factors that can facilitate or block professional and personal growth. The attention is focused on the role of the education Manager in ensuring effective activity, the level of subjective control, which reflects the degree of internality, autonomy and responsibility for management decisions and the nature of professional activity. It is emphasized that the role of subjective control of the Manager increases in the context of risks of modernization of the modern educational system. Levels of acceptance of information on own resources and risks as bases of modeling of further development are revealed.

The article In Defense of Human Identity: the Reality of Globalization as the Cause of Modernization of Modern Educational Systems is an attempt to reflect on the role of the educational process in the context of the value system offered in the modern world. It appears that authentic human participation in the reality of global and involuntary compliance with the directives of globalism is both a crisis of identity, of its existence, values, norms, and all human activities. Efforts taken to demonstrate the value of dogma, which carries with it an affirmation of the modern world, and conformist standards of conduct, is to notice the risk of objective truth about man and reality. Civilization implies in fact a kind of order to eradicate what is human. The human drama shows an almost total devotion to the values of functionalism and utility. Therefore, it is vital for modern education to return to the personal dimension of human existence. This accomplishment, a full range of education, which means clarifying the challenges confronting it, is only possible with recognizing and highlighting the personal status of the man based on the personalistic norm. This article helps the contemporary human being to realize the importance of learning to respect human dignity and to protect the identity of a mature man

The author devoted his research to the role of the UN Security Council at present time and the challenges to its existence as the linchpin of preservation of universal peace, security and stability at the time of transformation of the modern world under the impact of globalization. The research article sheds some light on the process of reforms of the UN Security Council and discussions on this issue in the UN , positions of the permanent members of the SC (“P-5”) and different scenarios of the expansion of the composition of the Security Council (permanent and non-permanent members).In contrast to some optimistic assumptions on the perspectives of the reform the author reinforces a pragmatic approach to the issue. Special emphasis is made on the importance of preserving the exclusive position of permanent members of the SC (“P-5”) as the guarantor of global stability and security. The reform process is closely entwined with another direction of the reform of the SC – strengthening its core functions and strategic role in prevention of international and regional crises. The conclusions and recommendations contain some ideas aimed at strengthening the reform process of the SC and its effectiveness. The SC should be more involved in planning and implementation of the UN peace- keeping operations. The functions of Military Staff Committee should be expanded and the process of consultations within the “P-5” Group should be reviewed with emphasis on taking political decisions on the basis of consensus.

In the transition of Japan into the modern world, the role of those who first introduced the techniques, institutions, and ideas of the West deserves special attention. Performing the service of what Toynbee has called “the human counterpart of the ‘transformer,’” these were the men who learned the secrets of a foreign civilization and adapted them to their own community to enable it to adjust its life to the intrusive Western society. To some degree the whole leadership of Meiji Japan carried out this function, for soon after the Restoration the pursuit and application of knowledge from the West was made official policy. For the most part the military and political leaders were concerned with the mastery of Western military techniques and administrative and economic forms. But among the intelligentsia there were those who performed the broader task of learning and teaching the manners and morals, customs, and beliefs of European society. As advocates of Westernization they were important agents of change before as well as after the Restoration.

Today, programming is one of the most actively developing technological areas in the world. Moreover, every year the degree of such development only increases, which is manifested in the deeper and more comprehensive penetration of different types of software products into different spheres of human life. This is an integral part of the process of technologicalization of the modern world. Speaking of the development of programming, it is believed that the theory of programming is studied and researched at a fairly high level. Undoubtedly, the process of creating a program uses generally defined algorithms, structures, approaches, and methods, but these are common things that operate at the planning stages. When it comes to the specific process of creating a piece of code that a particular person is involved in, this is where all the excessive subjectivization manifests itself. After all, each such person when writing code is guided by their experience, which is determined by education, knowledge, skills, worldview, and other components. To solve the problem associated with such excessive subjectivization, it is advisable to replace the generally accepted individual-subject paradigm, which involves defining the program through its creator, with intersubjective, in which the process of creating a program is the object of study and the subject itself a program that is the embodiment of a plan for this process. One of the methods of solving this problem, according to the concept-monad model, is the use of the oracle concept. The purpose of this work is to further develop the principles of the adaptive technological environment of programming based on the intersubjective paradigm, through the use of the oracle concept in solving programming problems. To achieve the above goal, it is necessary to develop an algorithm for applying the oracle concept approach. Identify its features and prospects for further development. The implementation of this method in practice in some way unifies the process of software development, thereby reducing the impact of the active role of the subject and supports the implementation of the intersubjective paradigm. Conceptualization is the process of creating a concept. A concept is a plan of a certain activity, aimed at solving a specific problem. That is, oracular structures should be understood as a set of certain elementary subtasks that have arisen as a result of conceptualizing a specific programming task. To further develop the principles of an adaptive technological programming environment based on the intersubjective paradigm in solving programming problems, a method of applying the oracle concept approach has been developed and proposed. Representative examples show its features and prospects for further development. The peculiarities include the fact that each subtask can be conceptualized as the simplest subtask. The implementation of this method in practice helps to unify the process of software product development, thereby reducing the impact of the active role of the subject and supports the introduction of an intersubjective paradigm. Further research on this topic will focus on the expansion and research, factography, and development of relevant facts for oracle conceptualization as an effective means of unification of certain types of problems and developed on its basis reduction methods of programming.

The article presents a synergetic interpretation of the nature, mechanism, and role of the Covid-19 pandemic as a fluctuation that has undergone nucleation in the global system. The choice of methodological bases of our research is due to the fact that synergetics is considered today one of the new promising ways to understand the processes taking place in society, in social systems at the turning points of their development. We assume that this Covid-19 pandemic became the critical fluctuation that quickly spread throughout the world. Today, the global system is in a state of imbalance, in which old connections and structures have been destroyed or are being destroyed, and new ones have not yet been formed. As a result, it fell into the bifurcation zone, where further development becomes unpredictable. The modern world is facing another challenge of history. Therefore, today it is extremely important to determine the range of possible attractors of further evolution of the global system and, at the same time, those that are achievable and favorable to humanity. From a philosophical point of view, we can talk about being that appears before our eyes, about the birth of a new reality in which we have to live. It was found that the synergetic methodology involves the creation (consciously) of the necessary conditions for the introduction into the system of the desired fluctuation with signs of a new desired quality, and promote its nucleation. This will lead to the formation of new organizational integrity and the transition to a new evolutionary channel of development. That is why today, various conspiracy theories about the origin of the Covid-19 pandemic are actively spreading. The attitude to them is ambiguous. However, several facts force us to analyze them and draw appropriate conclusions carefully. It is noted that the lack of reliable information does not yet allow us to give an unambiguous answer about the nature of this fluctuation. However, there is no doubt that it has become a powerful factor in forming a new reality, a bifurcation transition to a new – and, so far, not clearly defined – attractor of the evolution of the global system.

The article is devoted to the role of game methods for students of generation " Z " as a tool for increasing the activation of modern learning. The research is based on the analysis of Russian and foreign publications that reveal the importance of game methods of teaching students of economic disciplines in higher education. The main purpose of the research is to substantiate the theoretical provisions of game methods in teaching and to transfer the practical experience of their application in teaching economic disciplines. The role of toys for children's development in the historical aspect is determined. The author's experience of developing scenarios of classes in the form of a game of teaching economic modules, including accounting disciplines, using innovative methods and emphasizing the need to apply such methods in the educational process is proposed. Observing the basic principles of teaching: through practical experience, consistency and visibility, such pedagogical goals as increasing the involvement of students in the educational process, the formation of new professional skills by practicing them through game methods are achieved. The main conclusions are that by revealing the projects (developments) of individual game methods, the author shows the possibility of increasing the contingent for economic specialties and, as a result, the interest of students in the chosen profession. The author proposes the definition of "game methods of economic training" as a modeled set of activities in the form of a game, aimed at obtaining professional competencies related to economic activity. The conclusions can be used in teaching and in the development of work programs for special disciplines of students of economic directions in FGOST 3++.

With an official accession of India and Pakistan to Shanghai Cooperation Organisation (SCO), its capacity has considerably increased. The organisation has also faced new challenges, to which the member states must respond rapidly. Thus, the expansion of the list of members blurs to a large extent the SCO area of efforts application. A traditional spotlight, shining for a long time on Central Asia, will be now inevitably shifted towards South Asia. The task of maintaining the basic principles of the SCO functioning and the balance of forces between the major and other members in the Organization, as well as the need for solving the most topical issue for today, the creation of mechanisms for financing the SCO projects, remain no less important in the light of the SCO expansion. Besides, the fact of aggravation of the geopolitical situation in the world is directly reflected in the SCO activities. The rivalry between the big powers, including the SCO members, has moved on to a new footing. This article provides an analysis of the current state of the SCO activities as well as forecasts for the further development of the ‘Big Shanghai Eight’.
