Education should be a priority subsector of the regional government development agenda. The acceleration of education development that touches all aspects and dynamics of education is expected to be able to raise the quality of education. This phenomenon encourages the need for a study to improve the quality of education in the process of economic development in Indonesia, because economic development is actually an integration of the dynamics of social, economic and institutional aspects. Education development in the regions must be fair, participatory and integrated, so that the current quality gap can be resolved in the not too distant future. This research was conducted in a descriptive analysis and supported by normative data and materials for the implementation of education at Yadika Senior High School in Bandar Lampung. The purpose of this research is to contribute solutions to the constraints of high costs and also to improve the essence of the quality of education in order to produce quality human resources ready to meet the competition in the world of work and the importance of the quality of education in the economic development of Indonesia's future generations. The Covid-19 pandemic has made online bullying a necessity. The role of the central government, local governments, and private education providers is needed to solve the problem of online learning during a pandemic so that the quality of education is maintained. Pandemic conditions also brought many positive lessons. Among other things, the adaptation of the use of technology in learning encourages the growth of extraordinary creative and positive energy. With the spirit of mutual cooperation and cooperation between education stakeholders to ease the burden on each other during the pandemic, it must be maintained and maintained so that the role of education in the economic development of the nation's future generations is guaranteed.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

The research objective was to determine the main vector of education development based on the analysis of Russian and foreign experience in using various methods of active learning. This vector is directed at a stable interaction between the real sector of the economy and the state in the educational process in order to improve the quality of education in general. The modern digital environment of higher education should create conditions for comprehensive development and new opportunities for students to receive high quality education based on modern practice-oriented technologies. Modern society needs education to preserve its fundamental nature. However, education reforms change its content, e.g. by reducing classroom hours, focusing on independent learning, etc. The article describes the main problems and prospects of personnel training in higher education and the necessary competences of all participants of educational process aimed at sustainable economic development of society in the context of global digitalization. The authors developed and described the mechanism of interaction between the participants of system science – business – production – state – society, integrated in the educational process. The mechanism uses practice-oriented technologies in order to increase the competitiveness of university graduates in the labor market and the quality of education in general. This mechanism will help to involve students in the educational process and face the modern realities of changing society, whose main priority is to adapt to rapidly changing working conditions.

Drawing the concept of the sea through the perspective of the Qur'an needs to be done, so that people know how to manage, explore, and utilize the sea. Therefore, for the purposes of exploration is required exploratory methods are balanced and proportional to avoid the occurrence of sea damage and its contents. Positioning sea exploration as one a common platform in the economic development of Indonesia, it seems that it is not only a feasible solution for the Indonesian people to rise from the crisis. Thus, they will gain prosperity and happiness in their lives. Islamic Idealism requires that the issue be restored and resolved based on the teachings contained in the Qur'an and Sunnah. So, the Qur'an serves as a guide for life and human life has been very clear exposes the potential of marine. Alqur'an has clearly exposed so potential mankind in the utilization of natural resources, especially marine resources. Young Indonesians proclaimed to be demographic bonuses in 2020 are the nation's assets and future generations that must be able to maintain the work ethic of the sea as the embodiment of maritime culture that is still attached. The working ethos of the sea should be ingrained in the life of the youth as the generation of the nation so that the next 50 to 100 years of progress will remain intact. Therefore, improving the quality of youth especially with regard to the utilization of marine potential is very important to be done through maritime culture as a nation culture that should always be invested as the main pillar of youth development of Indonesia.

This paper discusses the importance of the students ‘character building in the level of primary school/Islamic elementary school to face the globalization and information era. Education is the process of determining the nation’s character. Good or bad character of the nation in the future will be determined by the present quality of education. Building the character through Tahfidzul Quran learning approach is expected to be the main foundation to improve the degree and prestige of learners as the asset of the nation. This study aimed to describe the process of Tahfidzul Quran learning which included planning, organizing, doing action and monitoring the important role of learning itself to build the learners’ character, especially in Madrasah Ibtidaiyah Istiqomah Sambas Purbalingga.

Progress in information technology that is so fast is expected to improve the quality of education in Indonesia. In the world of information technology education can help and support the learning process. Especially now all the learning process activities can be done online. Progress in information technology must also be supported by quality human resources. In this case the teacher is very instrumental in the utilization of information technology in the world of education. Because the teacher is one of the education supervisors who will encourage the advancement of the quality of education in Indonesia. But in reality the quality of teachers in Indonesia is inadequate. There are still many teachers who cannot use information technology in learning especially for teachers who are senior or old. As teacher supervisors, they must improve the quality of their performance in using technology. To improve the ability of teachers to use technology, ongoing training is needed to use technology. The role of the head of the school as a supervisor is also needed, namely the principal is obliged to supervise, control, and approach the teacher in terms of the use of technology in the learning process.

The article is dedicated to the role of the knowledge-producing sector for the development of innovation economy in Finland. History and structure of the Finnish innovation system, as well as main characters of knowledge-producing sector as a part of the system are in the center of investigation. The author comes to the conclusion that it was the social state model in Finland that made it possible to create the knowledge-producing sector able either to keep a high quality of education of all levels or to maintain a culture of networking diffusion of knowledge and innovation.
