The implementation of the bidikmisi education fee assistance program is a step taken by the government to provide access to higher education to all people. This program is implemented by prioritizing the 3T principle, namely right on target, on time and in efficiency. This program is inseparable from various obstacles and obstacles to achieving the vision and mission and objectives of its implementation. These problems and obstacles also occur at Udayana University as one of the state universities that organizes the Bidikmisi education fee assistance program. Problems that occur include inaccurate provision of funding assistance, delays in disbursement of funds and unattainable objectives of program implementation. This research was conducted to determine the effectiveness of the implementation of the bidikmisi education fee assistance program at the Faculty of Social and Political Sciences, Udayana University using a case study with a qualitative descriptive research type. The unit of analysis in this study is all parts involved in the implementation of the bidikmisi education fee assistance program. The data collection technique was carried out by means of field studies, namely data collection, observation, interviews and documentary studies. The results of the analysis show that in the implementation of the bidikmisi education fee assistance program at the Faculty of Social and Political Sciences, Udayana University, there are obstacles and obstacles, namely the distribution of aid that has not been on target, the distribution of education costs is not yet on time, the lack of coordination between the program organizers. Therefore, it is still necessary to make improvements in several aspects such as improving the quality of selection of prospective recipients of bidikmisi tuition assistance, increasing coordination between the central government, state tertiary institutions and banks in the process of distributing assistance and increasing internal university coordination to achieve the vision and mission and objectives. the implementation of the bidikmisi education fee assistance program.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

The Gross Enrollment Rate of Higher Education Level (Tertiery Education) can show the quality of government services to the right of the community to access to higher education. The Gross Enrollment Rate of Higher Education Level also shows that people can easily access to tertiery education. This study aims to determine the factors that influence change in Gross Enrollment Rate of Higher Education Level. The analysis was conducted by looking at four aspects that replaced the change of the Gross Enrollment Rate of Higher Education, namely aspects of government, school, household, and regional characteristics. The data used are provincial level panel data, which is estimated using econometry through the analysis of the Fixed Estimation Method (FEM). The result shows that not all used variables in this study significantly affecting in change of the Gross Enrollment Rates of Higher Education. Significant variables on changes in Enrollment Rate of Higher Education include: (1) central government allocations in the field of higher education to GDRB (representing aspects of government); (2) Lecturer-Student Ratio (representing aspects of Higher Education); and (3) population (representing aspects of regional characteristics). Meanwhile, the number of Universities (representing aspects of Higher Education) and GRDP per capita (representing aspects of the Household) are not significantly to affect the Gross Enrollment Rates of Higher Education. This study may be used as input for the Government to formulate the policies as an effort to improve access to higher education through increasing of  the Enrollment Rates  of Higher Education. Keywords : gross enrollment rates, universities, provinces, data panels Abstrak      APK Perguruan Tinggi dapat menunjukkan kualitas layanan pemerintah terhadap hak masyarakat dalam memperoleh akses pendidikan tinggi. APK perguruan tinggi juga menunjukkan bahwa masyarakat memperoleh kemudahan akses menempuh pendidikan tinggi.  Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi angka partisipasi perguruan tinggi. Analisis dilakukan dengan melihat empat aspek yang diduga mempengaruhi perubahan APK Perguruan Tinggi, yaitu aspek pemerintah, sekolah, rumah tangga, dan karakteristik daerah. Data yang digunakan merupakan data panel tingkat provinsi, yang diestimasi dengan pendekatan ekonometri melalui analisis Fixed Estimation Method (FEM). Hasilnya menunjukkan bahwa tidak semua variabel dari keempat aspek tersebut diduga berpengaruh secara signifikan terhadap perubahan APK Perguruan Tinggi. Variabel yang berpengaruh secara signifikan terhadap perubahan APK Perguruan Tinggi antara lain: (1) porsi pengeluaran pemerintah pusat di bidang pendidikan tinggi terhadap PDRB (mewakili aspek pemerintah); (2) Rasio Dosen-Mahasiswa (mewakili aspek Perguruan Tinggi); dan (3) jumlah populasi (mewakili aspek karakteristik daerah). Sementara itu, variabel jumlah Perguruan Tinggi (mewakili aspek Perguruan Tinggi) dan PDRB per kapita (mewakili aspek Rumah Tangga) diduga tidak berpengaruh secara signifikan terhadap perubahan APK Perguruan Tinggi). Hasil penelitian ini kiranya dapat digunakan sebagai bahan masukan bagi Pemerintah untuk merumuskan kebijakan dalam upaya peningkatan akses pendidikan tinggi melalui peningkatan APK Perguruan Tinggi. The purpose of the research, one of which is to prove the effect of food package assistance and also direct cash assistance on the survival of the community during the Covid-19 pandemic. The quantitative approach is carried out using a sample of 80 respondents with multiple linear regression analysis techniques. The data collection technique is done by using a questionnaire. The results of the study indicate that first, the basic food package assistance program has a significant contribution to the survival of people's lives. Second, the cash transfer program has a significant contribution to the survival of the community. Third, the basic food package assistance program and direct cash assistance have a significant contribution to the survival of people's lives. Based on the results of research and findings in the field, the following suggestions are obtained: first, the community needs more ongoing assistance, such as employment opportunities and useful equipment assistance. to improve skills and expertise for business actors. Second, a re-evaluation of the aid distribution process is carried out so that it can be felt by the community, such as being more fair and wise in the process of collecting data on aid beneficiaries. Third, an evaluation is needed in the data collection process, where this process must prioritize deliberation from the RT to the village level, in order to obtain data that is in accordance with the value of propriety and the aspect of willingness. Based on this, the direct package assistance program and also direct cash assistance have a significant contribution to the survival of the community. Other results show that the cash transfer program has the most significant contribution in influencing the survival of the community.

This research aims to explain the benefits of prostitution localization if it is managed well by the regional government as part of the source of local revenue but in terms of the moral and ethical aspects of the community. The background of this research is because the government is unable to overcome prostitution problems in the region and this problem has long been unable to be resolved and becomes a controversial issue within the community, then the government can take positive and cooperative attitudes by utilizing it as a source of local revenue . This research was conducted in Bandar Baru Village. Deli Serdang Regency where prostitution often occurs in this environment but is not a localization of prostitution, in the sense that prostitution activities in the village are illegal and do not contribute significantly to the local treasury. The data collection technique used is Observation where observation is a way of seeing or observing an event from the outside to the inside and then describing it exactly as what is seen and observed. Observation is not limited to vision (visual), but the experience gained from hearing. The observation made was participation observation. Observation of participation with the technique "part time participant observer" was chosen so that researchers can be directly involved in the field without having to stay in the field. Thus the data can be obtained objectively and planned.

This study aims to evaluate the design, installation, process, and products of the inclusive education program implementation in a Salatiga Public Middle School. This type of research is program evaluation with a discrepancy evaluation model. Information sources in this study are the Principal, Local Content Teacher, Counseling Guidance Teacher who also acts as Special Facilitators Teacher (GPK). Data collection technique include interviews, observation and document study. Data analysis technique include data collection, data reduction, data presentation, and conclusion drawing. Data validation through technical and source triangulation. The results: (1) the design evaluation showed the general curriculum and assessment plans have not been modified, educators do not yet have adequate competence, facilities and infrastructure do not yet support the needs of special needs student (ABK); (2) the installation evaluation showed there is no entrance test, the learning design and assessment have not considered the existence of ABK, funding is taken from BOS funds and support from some ABK parents; (3) the process evaluation showed the ABK have difficulty following learning, the support from the community and agencies has not been maximized; and (4) the product evaluation showed that student learning outcomes, namely the assessment of student ID cards are still equated with normal students. Based on the results of the evaluation, the researchers gave the following recommendations: 1) Teachers and GPK collaborated in developing curriculum and competencies, 2) Principals and teachers collaborated in designing models and technical instructions to handle ABK, as well as increasing collaboration with several agencies, and 3) The education office needs to pay attention to the implementation of inclusive education programs and provide assistance in the form of costs, training, seminars, and fulfillment of facilities and infrastructure.

ABSTRACT Income Tax Article (PPH) 21 tax on income in the form of salary, wages, honoraria, allowances, and other payments received or obtained by an individual domestic Taxpayer in respect of employment or occupation, services and activities. Therefore, government agencies and companies paying employees or employees are required to implement the calculation of Article 21 income tax on income received by their employees every month. This research was conducted at PT. Bina Swadaya Consultant. Furthermore, the purpose of this study was conducted to analyze the calculation and withholding of Article 21 Income Tax on employees of PT. Bina Swadaya Consultant, whether it has been in accordance with the Tax Law No.36 of 2008 on Income Tax. This research uses descriptive research method, and data collection technique used is documentation technique. The results of this study indicate that the calculation, deduction, deposit and reporting of PPh 21 applied by PT. Bina Swadaya Consultant is not in accordance with Law No.36 of 2008 on Income Tax article 4 paragraph 1, namely the calculation of Income Tax Article 21 Permanent Employees due to the company does not include attendance allowance in the calculation. Based on that, it is expected that the government through related parties can perform socialization and technical assistance in implementation of Article 21 PPH in enterprises in order to optimize state revenues. Key Words: Calculation of Income Tax (PPH) Article 21, Withholding of Income Tax Article 21   and Provision of Income Tax Article 21

This article discusses the efforts of the Indonesian Government in handling the outbreak of Corona Virus Disease-19 (COVID-19). The handling strategies assessed by understanding the efforts, steps, and policies formulated and implemented by the government while the analysis used a deliberative policy analysis approach was used. This approach analyzes the narratives and arguments of the authorities to understand the decision making and policy implementation. The research used a qualitative approach by utilizing descriptive analysis methods. Then the data collection technique used literature studies. The findings found that, first, negative narratives and the slow response of the government. Before COVID-19 approached Indonesia, narratives delivered by the elite government showed that there was no sense of crisis so that it slow-down decision making. Second, weak coordination, especially between the central government and regional governments. This asynchronous coordination created uncertain handling for the control of Coronavirus. Third, citizen ignorance or disobey government instruction. The impact is, the handling effort has stalled because it is not supported by the wider community. The combination of these three factors complicates the government's efforts to control the outbreak of COVID-19 in Indonesia. Keywords: Indonesia, COVID-19, Coronavirus, Handling, Policy Abstrak Artikel ini mendiskusikan mengenai upaya Pemerintah Indonesia dalam menangani kasus penyebaran virus korona (Corona Virus Disease-19 (COVID-19). Dengan memahami upaya, langkah, dan kebijakan yang diformulasi dan diimplementasikan oleh pemerintah maka dapat dinilai strategi penanganan tersebut. Untuk menganalisis kasus ini, pendekatan deliberative policy analysis digunakan. Pendekatan ini menganalisis narasi dan argumentasi pihak berwenang untuk memahami pembuatan keputusan dan pelaksanaan kebijakan. Penulisan artikel ini menggunakan pendekatan kualitatif dengan memanfaatkan metode deskriptif analisis. Sementara itu, teknik pengumpulan data yang digunakan adalah studi kepustakaan yang memanfaatkan buku, artikel jurnal, surat kabar, berita online, serta website lembaga-lembaga otoritatif. Temuan penting dari tulisan ini adalah, pertama, narasi negatif dan lambannya respons pemerintah atas penyebaran COVID-19. Narasi-narasi yang disampaikan oleh elite politik sebelum COVID-19 masuk ke Indonesia menunjukkan nihilnya perasaan adanya krisis (sense of crisis) yang mengancam sehingga memperlambat pengambilan keputusan. Kedua, lemahnya koordinasi antar-stakeholder, khususnya antara pemerintah pusat dan pemerintah daerah. Ketidaksinkronan koordinasi ini mengakibatkan pengendalian virus korona menjadi terkatung-katung. Ketiga, ketidakacuhan atau ketidakpatuhan warga atas himbauan pemerintah. Impaknya, upaya penanganan menjadi tersendat karena tidak didukung oleh masyarakat luas. Kombinasi dari ketiga faktor inilah yang memperumit upaya pemerintah untuk mengendalikan penyebaran COVID-19 di Indonesia. Kata Kunci: Indonesia, COVID-19, Virus Korona, Penanganan, Kebijakan

This research took place in Sitinjau Laut Sub-District with the formulation of the problem: How is the Implementation of the Non-Cash Food Assistance Program in Sitinjau Laut District, Kerinci Regency? The aim of this research is to know and explain about the implementation of the Non Food Cash Aid Program  in Sitinjau Laut District, Kerinci Regency. The research method is a qualitative with. Data collection techniques used interviews, observation, and documentation. The number of informants in this study was 19 people. The data analysis technique is data triangulation. Based on the results of research, namely the assistance provided by the government has been implemented in a structure, on target, on time and reduces the burden on the poor in terms of expenditure and can help the food security of the poor.

The development of national tourism which is quite good in the last five years provides opportunities for each region that has the potential to further develop and maximize all the potential of its region. This then provides an opportunity for the government to build concrete steps in developing an area that originally had potential in the end. can be used to encourage the area to become a tourist area, where these conditions have an impact on the community in the area. The purpose of writing this article is to find out the efforts of the local government in building community welfare through the development of tourist areas on Pari Island. The method used in this writing is a qualitative descriptive type. Data collection techniques in the form of documentation study, observation and in-depth interviews. By taking informants using purposive sampling. The results obtained are that the government has made various efforts to develop the tourism area on Pari Island.

This study aims to analyze the readiness of the Kampar Regency Government in implementing PP No. 12 of 2019. The population in this study is all SKPD in the Kampar district, amounting to 48 SKPD. The sampling technique using saturated sampling method. A total of 112 respondents participated in the research consisting of Budget User Proxy, Technical Implementation Officials of Activities, Head of Finance Subdivision, and Financial Staff Staff. The data collection technique is carried out by using questionnaires which is sent directly to the respondent. The results of the analysis using multiple regressions show Human Resource Competence, Utilization and Use of Technology and Information, Leadership Style affects Readiness in Implementation of Government Regulation No.12 of 2019. The results of this study have contributed to the government in preparing for the implementation of regulatory changes.
