Qanun Number 10 of 2018 concerning Baitul Mal is the legal basis for the Baitul Mal to carry out its functions and authorities in managing and managing zakat, waqaf, and religious assets. However, the functions and authority of the Baitul Mal have not been fully implemented, including the lack of socialization from the Baitul Mal so that there are still muzaki who do not submit their zakat to Baitul Mal, in collecting and utilizing zakat there are still many obstacles faced by Baitul Mal. The obstacles faced in the management of zakat by Baitul Mal Aceh include inadequate quality of implementing human resources, capacity, inadequate organizational structure, regulatory aspects that are not in line between regional levels and aspects of socialization and institutional understanding of the community. The efforts made by Baitul Mal to overcome the obstacles faced in the management of zakat are preparing implementing regulations from the Aceh Qanun regarding Baitul Mal, strengthening institutions and personnel (capacity building), expanding the socialization of the roles and functions of Baitul Mal Aceh, Regency / City Baitul Mal and Baitul Village mall, and build cooperation and coordination with all related agencies.

ABSTRACTThe purpose of this study was to find out to find out how the implementation of the food preference in organizing food at Surya Husadha Nusa Dua Badung Hospital and the obstacles that occur in the implementation of a food preference. This research was conducted at Surya Husadha Nusa Dua Hospital, Badung Regency. The design of this study is qualitative, namely to understand the phenomenon of food preference implementation preference in organizing food. Technically, data collection uses interviews with informants. The research informants consisted of elements involved in the mechanism of organizing food at Surya Husadha Nusa Dua and patient. The results of the study showed that the food preference imple- mentation in Surya Husadha Nusa Dua Hospital had 1) effective communication in food preference implementation, 2) inadequate resources in the implementation of food preferences, 3) the attitude of the implementers in the food preference implementation was already underway well and 4) the bureaucratic structure in the implementation of a food preference knows the duties and responsibilities. The organizational structure has gone well. Then the obstacles in the implementation of food preferences include: The semi out-sourcing system that is used in hospitals triggers delays in food distribution and ineffective communication between task implementers, and the lack of human resources causes implementers to be more oriented towards the target time of completion of work rather than on the results or quality of work.

As an institution of supervision Inspectorate have a responsibility to review  the drafting of RKA SKPD. In carrying out the functions of supervision, often found the existence of the expectation gap i.e. a difference of wishes or expectations of stakeholders towards the APIP work with the reality of the work shown by the APIP. Expectations of stakeholders sometimes exceeds what the roles and responsibilities of APIP. This research aims to analyze the expectation gap between APIP and stakeholders (auditee) regarding the role and independence of the APIP in supervision of the preparation of the regional budget in the Government of North Sulawesi province. This study used a qualitative approach by taking the location of research in 5 (five) SKPD on the Government of North Sulawesi province with criteria of informant is APIP in North Sulawesi Province of Inspectorate with experience more than 5 (five) years and auditee has the task drafting of RKA. The results of this study showed that at the role of APIP, there is no an  expectation gap but for the issue of perception the limitation of responsibility of APIP, need to be evaluated especially in things still lacking with regards to his responsibilities include improving the quality of human resources such as the understanding of the regulation and its changes and also their skill. Whereas toward independence, on the issue of the perception of the independence of APIP there is no expectation gap but about the influence of the organizational structure of the role and influence of the role of APIP as a consultant found the existence of the expectation gap.   Keywords :  Expectation  Gap, The  Role  Of  APIP, Independence  Of  APIP, Supervision of  The Formation Of The Regional Budget

The quality of public policy in educational field seen from gender perspective can be divided into three levels: responsive, neutral, and potentially bias to gender issues. Among the policies of education in Banyumas Regency, which is stated in Strategic Planning (Renstra) of 2008-2013 and Renja of 2012, there was only one policy which could be categorized into responsive to gender issues, while others were neutral to gender issues. From this fact, it can be concluded that gender has not been a mainstream in Education Affairs Office (Dinas Pendidikan) of Banyumas Regency. The activities concerning gender issues have been just programmed and only incidentally realized by one section of the office. The success or failure of the integration of gender in educational policy in Banyumas regency is influenced by four factors of its formulation, namely the capacity of human resources, capacity building, the strength of networking, and organization culture.

State has a role and responsibility in managing and monitoring the implementation principles of Shariah in society. In addition, each individual is required to participate in society as well as overseeing the form of “da’wa fil haq wa shabr” and “amr ma’ruf nahi munkar” with based on the general principles of Islamic law, namely: the principle of tawhid, ‘adalah (justice), amr ma’ruf nahi munkar, al-huriyyah wa al-mas’uliyyah (responsible freedom), al-musawah (equality), al-Ta’awun (the principle of mutual help) and tasa’muh (tolerance) Shariah Supervisory Board (DPS) which is charged with overseeing the financial institutions practice of Shari’ah (LKS) to conform with the principles of Shari’ah, its implementation has not been optimized to prevent the occurrence of irregularities, so requires strengthening the regulatory aspects of the worksheet other than banks and aspects of quality of human resources in the banking Shariah Supervisory Board.

Public should receive an easy, fast, accurate, and secured services in getting any licenses they need. In order to that, the purposes of this research are to understand how the issue of building permit process is done, reveal the meaning of the whole phenomenon according to the public and the Government, and to know the obstacles or problems faced by BPPTPM Cianjur in West Java as the unit in charge of licensing areas. This research applied descriptive study with qualitative approach. From the results of the analysis, it could be concluded that the quality of licensing which is measured through four (4) dimensions: easiness, speed of service, accuracy, and security had not been going well yet. It happened because of some factors such as: unsolid organizational structure, imbalances of human resources in both quantitative as well as qualitative, inadequate and out of date infrastructure and technology, and complicated procedure.Keywords : BPPTPM, IMB, Quality of ServiceDalam mengurus perizinan, publik seharusnya menerima pelayanan secara mudah, cepat, tepat, dan aman. Tujuan penelitian ini adalah untuk memahami bagaimana proses pelayanan perizinan mendirikan bangunan dilakukan dan mengungkap makna pelayanan menurut publik dan pemerintah dan mengetahui kendala atau permasalahan yang dihadapi BPPTPMKabupaten Cianjur Jawa Barat sebagai penanggung jawab bidang perizinan.Jenis penelitian ini deskriptif dengan pendekatan kualitatif. Dari hasil analisis menunjukkan bahwa kualitas perizinan mendirikan bangunan yang diukur melalui 4 (empat) dimensi yakni dimensi kemudahan, dimensi kecepatan, dimensi ketepatan, dan dimensi keamanan cenderung belum berjalan baik,hal demikian terjadi akibat faktor-faktor kendala yang mempengaruhi antara lain struktur organisasiyang belum solid, ketimpangan sumber daya manusia baik kuantitatif maupun kualitatif,daya dukung infrastruktur dan teknologi perkantoran yang kurang memadai dan tidak up to date, dan kerumitan prosedur yang belum terurai.Kata kunci: Kualitas Pelayanan, IMB, BPPTPM

Abstract: Administration of Local-Owned Asset (BMD) is an important part in the management of asset / property. At this stage, SKPD head plays an important role in managing those assets and the local government should give special attention to the management of assets.The intention is meant to achieve the goals of good management and to increase the financial statement performance or the expected audit opinions. This study aims to analyze the causes of the administration of goods belonging to local government in Talaud Islands. This is a qualitative case study research. Local Government of Talaud Island Municipality is the objeject of this study. Data were obtained by unstructured interviews. The key informants were purposively determined to get the proper and accurate information. Respondents were Head of Asset Administration Officers from 8 local work units (SKPD).The results show the causes of ineffectiveness of BMD administration in the Talaud local government are (1) human resources; (2) the legal basis; (3) proof of ownership; (4) the assessment of assets; (5) commitment of management; (6) attitude. Therefore, the increase of human resourses, the knowledge of legal basis, and a proper assesment of fixed assets including land are necessary. In addition, the Heads of SKPD have to increase the commitment in BMD administration and the same perception among BMD administration officers in implementing the regulations are also required. Penatausahaan barang milik daerah (BMD) merupakan bagian penting dalam pengelolaan aset/barang milik daerah dimana dalam tahapan ini kepala SKPD berperan penting didalamnya dan pemerintah daerah harus memberikan perhatian khusus terhadap pengelolaan aset. Demi tercapainya tujuan pengelolaan yang baik serta dapat meningkatkan kinerja terhadap pemberian opini atas laporan keuangan dimana opini yang dibangun benar-benar sesuai yang diharapkan. Penelitian ini bertujuan untuk menganalisis penyebab penatausahaan barang milik daerah yang belum tertib di Kabupaten Kepulauan Talaud. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus dan pemerintah Talaud sebagai objek penelitian. Data diperoleh melalui wawancara tidak terstruktur. Informan kunci ditentukan secara purposive untuk mendapatkan hasil informasi yang tepat dan akurat. Kriteria informan adalah Kepala Bidang Aset Daerah, Kepala Seksi Akuisisi, Pengamanan, pemeliharaan dan penghapusan aset dan Pejabat Penatausahaan barang milik daerah paa 8 (delapan) Satuan Kerja Perangkat Daerah (SKPD). Hasil penelitian menunjukan penyebab penatausahaan barang milik daerah yang belum efektif di pemerintah Kabupaten Kepulauan Talaud ada 6 (enam) yaitu: (1) Sumber Daya Manusia (SDM), (2) Dasar hukum, (3) Bukti kepemilikan (4) Penilaian aset, (5) Komitmen pimpinan, (6) Sikap. Untuk itu Sumberdaya Manusia yang ada perlu ditingkatkan. Perlu pemahaman dasar hukum yang baik dan perlu dilakukan penilaian aset tetap berupa tanah. Selain itu pimpinan SKPD perlu meningkatkan komitmen dalam penata usahaan barang milik daerah, dan perlu adanya kesamaan presepsi antara pengurus barang dalam penerapan aturan. Kata Kunci: Penatausahaan barang milik daerah, sumberdaya manusia, dasar hukum, bukti kepemilikan, penilaian aset, komitmen pimpinan, sikap, kualitas laporan keuangan.

Small and medium enterprises (SME) are those of business groups which are believed to survive even when economic crisis occurs. The increasing number of those business groups allows more job opportunities for people, and thus it could impact positively towards the decreasing number of unemployments. Unfortunately, the level of managerial skills and ability among SME are relatively low due to a number of SME entrepreneurs who still hold Bachelor degrees. In addition, the fact indicates that the quality of SME resources is low, especially in the fields of management, organization, mastery of technology and marketing. The low educational level among small and medium entrepreneurs was apparently not supported by capacity building through training, education, and programmed comparative studies. On the other hand, human resources (HR) also plays an important role in gaining success, because sophisticated and complete facilities cannot guarantee the success of an organization if they are not supported by quality of human resources who will use the facility. This study aims at examining strategies that can be used by SME as an effort to improve HR capacity using purposive sampling method; and then the data is analyzed using multi-linear regression. The result shows that capacity development which is proxied through education, skills and ability variables partially or simultaneously have positive and significant effects on HR development.

In the current era, countries are required to contribute in order to compete with developing and developed countries. The government provides the legal basis governing the State Civil Apparatus, namely Law No. 5 of 2014. The regulation discusses its relation to the merit system based on qualifications, competencies, and performance. With this regulation, planning in developing human resources is needed in order to improve the quality of personnel themselves. The development of good apparatus resources will benefit an organization. One way can be done by providing education and training for apparatuses to improve their competence and quality. The discussion contained in the regulation of Law No. 5 of 2014 explains the management of human resources in accordance with the regulations.

These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. The purpose of this research is to know the influence between the Quality of Human Resources, Utilization of Information Technology and Internal Control System Against Timeliness of Village Government Financial Reporting at Gunungkidul Regency. This research is causative research. The population is the village government in Gunungkidul Regency, especially in Gedangsari subdistrict. Criteria of respondents in the study were to village and village apparatus. We use questionnaire to collect data. We use multiple regression with SPSS program version 16.0 to analyze data. We find that quality of human resources and internal control system have a positive influence on the timeliness of village government financial reporting. On the other hand, utilization of information technology does not influence the timeliness of village government financial reporting. These imply that the quality of human resources and internal control system can speed up the preparation of village government financial reporting.
