The quality of public policy in educational field seen from gender perspective can be divided into three levels: responsive, neutral, and potentially bias to gender issues. Among the policies of education in Banyumas Regency, which is stated in Strategic Planning (Renstra) of 2008-2013 and Renja of 2012, there was only one policy which could be categorized into responsive to gender issues, while others were neutral to gender issues. From this fact, it can be concluded that gender has not been a mainstream in Education Affairs Office (Dinas Pendidikan) of Banyumas Regency. The activities concerning gender issues have been just programmed and only incidentally realized by one section of the office. The success or failure of the integration of gender in educational policy in Banyumas regency is influenced by four factors of its formulation, namely the capacity of human resources, capacity building, the strength of networking, and organization culture.

E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.


The chapter focuses on geospatial data infrastructure. The mass of data needed for public policy planning could come from various sources. The chapter discusses the participatory approaches for the realization of open and interoperable systems and presents the geospatial data infrastructure approach to address this issue: core data sets, standards, institutional and legal arrangements, technology and capacity building. The environment in which the system is designed impacts the technological solution: legal and institutional framework, compliance with standards, availability of human resources, sustainability in terms of financial resources. The chapter examines experiences at the international level to draw best practices for implementing national and thematic GDI.

Qanun Number 10 of 2018 concerning Baitul Mal is the legal basis for the Baitul Mal to carry out its functions and authorities in managing and managing zakat, waqaf, and religious assets. However, the functions and authority of the Baitul Mal have not been fully implemented, including the lack of socialization from the Baitul Mal so that there are still muzaki who do not submit their zakat to Baitul Mal, in collecting and utilizing zakat there are still many obstacles faced by Baitul Mal. The obstacles faced in the management of zakat by Baitul Mal Aceh include inadequate quality of implementing human resources, capacity, inadequate organizational structure, regulatory aspects that are not in line between regional levels and aspects of socialization and institutional understanding of the community. The efforts made by Baitul Mal to overcome the obstacles faced in the management of zakat are preparing implementing regulations from the Aceh Qanun regarding Baitul Mal, strengthening institutions and personnel (capacity building), expanding the socialization of the roles and functions of Baitul Mal Aceh, Regency / City Baitul Mal and Baitul Village mall, and build cooperation and coordination with all related agencies.

This study aims to analyze the mapping of several supporting and inhibiting factors of knowledge management process in increasing the higher education capabilities of STAIN Gajah Putih. This study used case study as methodological approach by collecting data with interviews, observation, and documentation. The objects of this study are lecturer, staf and students. The result showed that; 1) The formation of a culture of knowledge sharing; 2) Facilities and infrastructure in supporting the process of knowledge management; 3) Public policy in using knowledge. In establishing capabilities based on the knowledge management process, STAIN Gajah Putih has fixed these deficiencies in terms of the knowledge management process by establishing good information validation, analyzing the needs of knowledge management process, and developing brainware through increasing the quantity and quality of human resources in the field of information technology.

The role of information systems and information technology is indispensable in a variety of fields of work and human resources required to have good quality so it could use the technology appropriately. The library is space that contained a lot of catalogs needed for learning and teachingas media seek knowledge and insight for students and lecturer, then the required information system that can hold all the information about then added data quickly and accurately. Therefore, the library shoidbeable to capitaliz on the presence of information technology to improve the quality of its services. It takes a strategic planning of information systems/information technology that isusedas the basis for the construction of an idea information system and in accordance with user needs.Strategic planning of information systems at the Library STMIK Palangka Raya using the methodology Wardand Peppard (Ward, 2002). With the strategic planning of the library can analyze and evaluate theexisting potential of the entire surroundings of the library in order to develop them selves in accordance with the progress of informationand communication technology as well as libraries have a guide in theform of strategies that should be run in the field of informationtechnolog y to improve its performance.It has a good performance of the library will be able to provide acompetitive advantage for the Organization so that it can continue tocompete in today's global era.

Labor work performance provides the succers of organization. At the National Library in Jakarta, the labor work performance can be traced from the support of the leadership, human resources quality, and organization culture. The problem is to what extent the three factors influence on the work performance. This study focuses on the influence of leadership, quality of human resources and organization culture to the optimalization of officers performance. The research was conducted in the National Library of Indonesia in Jakarta in 2006. A survey with descriptive analysis and correlation analysis of product moment was applied. This includes 120 respondents of population amount counted 693 people and produces statistically positive and significant impacts of the independent variables on the officer performances. After testing the correlation by using double regression at the 95 % level of trust, it is found that Leadership (X,) is 13,4 %, Quality of Human Resource (X,) equalsto 14,6% and Culture of Organization (X,) 16,7 % to variable tied Optimalization Officer Performance (10 at 10,4 %. The influence at a time variable of X,, X2, X, to Y pass coefficient of regresi F,,,,,upd equals to 65 %. The result of the study indicates that each independent variables (X,, X2, X,) hasstatistically positive and significant effect on dependent variables tied (Y). This applied to all respondents worked at the National Library of the Republic of Indonesia. Small and medium enterprises (SME) are those of business groups which are believed to survive even when economic crisis occurs. The increasing number of those business groups allows more job opportunities for people, and thus it could impact positively towards the decreasing number of unemployments. Unfortunately, the level of managerial skills and ability among SME are relatively low due to a number of SME entrepreneurs who still hold Bachelor degrees. In addition, the fact indicates that the quality of SME resources is low, especially in the fields of management, organization, mastery of technology and marketing. The low educational level among small and medium entrepreneurs was apparently not supported by capacity building through training, education, and programmed comparative studies. On the other hand, human resources (HR) also plays an important role in gaining success, because sophisticated and complete facilities cannot guarantee the success of an organization if they are not supported by quality of human resources who will use the facility. This study aims at examining strategies that can be used by SME as an effort to improve HR capacity using purposive sampling method; and then the data is analyzed using multi-linear regression. The result shows that capacity development which is proxied through education, skills and ability variables partially or simultaneously have positive and significant effects on HR development.

Yogyakarta is a city and the capital of Yogyakarta Special Region in Java, Indonesia. It is renowned as a center of tourism, education and culture. Yogyakarta is one of the foremost cultural centers of Java. This region is located at the foot of the active merapi vulcano. Yogyakarta is often called the main gateway to the Central Java as where it is geographically located. It stretches from Mount Merapi to the Indian Ocean. This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. This will lead to establish an accountable enterprise both for the micro enterprise and customers which at the end will strengthen the development of the micro enterprise in Yogyakarta.Keyword: micro entreprise, human resources, government roles, capital, partnership and autonomous.

The purpose of this research is to know the influence between the Quality of Human Resources, Utilization of Information Technology and Internal Control System Against Timeliness of Village Government Financial Reporting at Gunungkidul Regency. This research is causative research. The population is the village government in Gunungkidul Regency, especially in Gedangsari subdistrict. Criteria of respondents in the study were to village and village apparatus. We use questionnaire to collect data. We use multiple regression with SPSS program version 16.0 to analyze data. We find that quality of human resources and internal control system have a positive influence on the timeliness of village government financial reporting. On the other hand, utilization of information technology does not influence the timeliness of village government financial reporting. These imply that the quality of human resources and internal control system can speed up the preparation of village government financial reporting.

Tujuan dari kegiatan pengabdian kepada masyarakat ini adalah untuk memenuhi kewajiban dosen untuk melakukan tridharma perguruan tinggi. Dan juga bertujuan Karang Taruna Kampung serua poncol dapat menjalankan fungsi dan perannya secara optimal sehingga mendatangkan manfaat bagi Kampung serua poncol.
