In the international media space the issues of ensuring information security of the state is inseparably interrelated with the political, economic and legal guarantees for exercising freedom of speech and expression. The problem of ensuring the information security of any state is one of the most important aspects of its foreign policy, since it is the information sphere that is today considered to be the most important object of application of the activities of various participants in international relations. In connection with the rapid development of information technologies, threats of a new type are emerging - threats to information security on a national scale, respectively, the state must respond quickly to a changing situation and take decisive steps to organize a coherent complex information security system. The article analyzes the main approaches to providing information security of the country, formulated the goal, tasks, functions, principles of ensuring information security of the country

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

The mass introduction of information technologies in the activities of state structures has made it possible to transfer the efficiency of their functioning to a qualitatively new level. Unfortunately, as a means of action, they have characteristic vulnerabilities and can be used not only for good, but also for harm. For the state, as a guarantor of the stability of a civilized society, the issue of ensuring the security of information processing is particularly important. Despite the automation of many information processes, the most vulnerable link in the work of information systems remains a person. A person acts as an operator of information systems and a consumer of information. The entire service process depends on the competence of the operator and the quality of his perception. There are areas of government activity where the cost of error is particularly high. These include ensuring the life and health of citizens, protecting public order and the state system, and ensuring territorial integrity. The specifics of the spheres must be taken into account when ensuring the security of information. This study concerns official activities that are provided by paramilitary groups. Currently, there is a discrepancy in the level of competence of new personnel in the first months of service. The author traces the shortcomings of general and special professional qualities in the field of information security. The purpose of the study is to substantiate certain pedagogical means of forming cadets ' readiness to ensure information security. As forms of theoretical knowledge, we will use the traditional hypothesis and model, as well as functionally distinguishable judgments – problem, assumption, idea and principle. Empirical forms of knowledge will be observation (experimental method) and fixation of facts. To evaluate the effectiveness of the developed pedagogical tools, we use statistical methods: observation (documented and interrogated) and calculation of generalizing indicators. To formulate conclusions, we will use logical methods: building conclusions and argumentation. The approbation of certain pedagogical tools described in this article showed a significant positive trend in terms of competence in information security issues.

This chapter examines Turkey's political history, specifically the country's main pillars of statism, nationalism, and secularism. These pillars emerged in unique forms in the aftermath of the establishment of the Republic in 1923 and became subject to divergent processes of transformation during the 1980s and 1990s, and then again in the first decade of the twenty-first century. The chapter illustrates how statism, nationalism, and secularism have suffused both the Turkish public sphere and its media culture. It also provides background for the ensuing examination of Turkey's contemporary media system, especially in regard to the development of political economic alliances between media proprietors and the state.

<p>O objetivo deste artigo é trazer a lume a política de caridade, assistência e proteção à infância desvalida em Belém do Pará, do período que se estende do Império à República. No século XIX, a infância deveria ser assistida na capital do Pará em decorrência da política idealizada e implementada pela elite paraense. Assim, a infância que precisava ser assistida era designada de “órfã” e “exposta”. A primeira, dizia respeito, também, à criança que tinha perdido um dos pais, e a segunda, chamada, também, “enjeitada” ou “desvalida”, correspondia à criança que alguém não quis cuidar ou receber. Este artigo está divido em três partes. Na primeira, situo a cidade de Belém do Pará, em termos políticos, econômicos e sociais, no cenário do Brasil República, em interface com a infância. Na segunda parte, destaco as políticas assistenciais e filantrópicas no atendimento à infância no Pará e o ideário higienista. E, por fim, na terceira, trago à cena algumas instituições que foram criadas em Belém do Pará, no período do Império à República, para abrigar a criança órfã e desvalida.</p><p> </p><p><strong>ABSTRACT</strong></p><p>The objective of this article is to bring to light the charity, assistance and protection policy for disfavored childhood in Belém-PA, from the period of the Empire to the Brazilian Republic. In the 19th century, children should be assisted in the capital of the state of  Pará as a result of the political idealization implemented by this state’s elite. Therefore, the ones who needed to be assisted were designated as “orphans” or “exposed”. The former ones, not exclusively, were the children who had lost one of their parents; the latter ones, also referred to as “rejected” or “disfavored”, corresponded to the children none would look after or welcome. This article is divided into three parts. In the first, the city of  Belém is situated in political, economic and social terms, interfaced with childhood, in the scenario of the Brazilian Republic. In the second, the assistance and philanthropic policies for childhood care, as well as the hygienist ideas, are highlighted. Finally, institutions created to shelter orphan and disfavored children in Belém, from the period of the Empire to the Republic, are brought to centre stage.</p><p><strong>Keywords: </strong>Grão Pará. The article is devoted to the analysis of amendments to the Constitution of the Russian Federation relating to the protection of national security, including in the field of information. Purpose: to analyze the role and impact of the amendments to the Constitution of the Russian Federation in 2020. These amendments are related to the State regulation at the federal level of information security and the tasks of ensuring the support and preservation of scientific and technological potential and the development of Russia. Methods: the work is based on the methods of dialectics and system analysis of the information and legal sphere, which allow to comprehensively, logically and consistently study the processes of implementation of constitutional and legal norms and the prospects for their development in the legal regulation of information security in order to identify existing patterns and development trends, as well as priority tasks. Results: the study leads to the well-founded conclusion that referring in the Basic Law to the federal authorities the security of the person, society and the State in the use of information technologies and digital data circulation is a constitutional and legal innovation that is fundamental to the development of legal and scientific research in the field of information security as an important component of the national security of the State, as well as for the development of the system of legal regulation in this areas in information law.

The purpose. With the rapid development of the information society and information technologies executive authorities of the Russian Federation feel the need for high-quality, prompt, objective coverage of their activities, and for the information support of all areas of public policy, through traditional communication channels and modern media. In this sense, issues of information support of the state policy of the Russian Federation in the field of physical culture and sport occupy a special place. Research methods and organization. The paper focuses on comparative analysis of the most significant authorities in the field of information activities of the Ministries of Sport of Russia and the Republic of Tatarstan. Research results and discussion. The study demonstrated a high level of information coordination between federal and regional executive bodies carrying out state policy in the field of physical culture and sports. At the same time, the study revealed abundance of structural departments responsible for information activities, and the lack of the central body for processing and distribution of information. Conclusion. It is necessary to develop social understanding of a long-term program for modernization of the infrastructure for physical culture and sports in Russia. At the same time, the Ministry of Sport of the Russian Federation and other executive bodies representing state authority should demonstrate their willingness to continue this activity. Today, the Ministry should deliver a wide information anti-crisis campaign in mass media.

The monograph describes the influence of the natural environment and its natural and climatic conditions on human life and socio-economic systems, which are considered as regions, territories of Eastern Europe. The natural and climatic factors (PCFs) characterizing the natural environment of Eastern Europe (Russia and Ukraine) and Western (England and France) are considered. Eastern Europe is in the zone of negative PCFs, close to critical. The influence of the PCF on the vital activity of the state and man is systematically described: mentality, systemic thinking, human health, ensuring the safety of life, sustainability of development, agricultural production, housing and communal services, construction, industry, information security, parrying of the PCF, the influence of the PCF on the development of science and education. Climate change trends at the global and regional levels are also described. Estimates of the impact of the PCF on the economy of the state and regions, recommendations on the adaptation of the economy to the PCF, the relationship of information security and information about the PCF, information technologies for assessing the sustainability of development and investment attractiveness of territories, conceptual foundations of state anti-crisis management of socio-economic systems are presented. It is intended for researchers, teachers, postgraduates, students specializing in the field of life safety, computer ecological and economic monitoring. It can be used to educate society in the field of the natural environment and its natural and climatic conditions.

The article discusses advantages of information technology in electronic tourism (e-tourism) promotion. Today the global society is hardly imaginable without different portable technical equipment, and it is the condition for e-tourism development. Implementation of the global Internet network in all spheres of human activity has allowed to develop e-commerce, which is firmly established in the tourism industry. At current stage tourist sites occupy a significant part of total number of Internet sites. E-tourism is the pressing topic for modern globalized society. But today the advantages of Internet&#180;s impact on the tourism industry in Russia and the world at large are understudied. The article defines the role of Internet and satellite television in development new type of organization of tourism – e-tourism. This kind of organization of tourism has become very popular in Western Europe and in America, due to the development of information technologies and Internet expansion of Web-sites of many means of accommodation. Hotels with own Web-sites gives on their pages detailed information about the conditions of accommodation with an indication of the prices of all the services offered. When comparing the data of price-lists, we can note that they differ markedly in the price range from tourist agencies proposals. Internet capabilities are attractive to potential tourists. With their help he by himself can get acquainted with the country, he is going to visit, can learn about the attractions and hotels, as well as the living conditions in them. Gradually, travelers began to trust in innovations such as e-visa and e-ticket, and enjoy them. Thus, it is possible to talk about the rapid development of e-tourism.

The author in the article considers the problems of ensuring information security for the solution of which it is supposed to study methods and ways for identifying and preventing danger in the information sphere. The information security of society as a whole is determined by the rapidly growing technological capabilities of modern information systems, which in their influence on the politics, economy, and the spiritual and ideological sphere of people have now become decisive. Ensuring information security, which refers to the state of protection of the vital interests of the individual, society and the state in the information sphere from internal and external threats, seems to be a very important task in the modern world. The security of the information space are entails the protection of the rights and interests of man and citizen, society and the state in the information sphere from real and potential threats. The article also provides a generalized description of the international experience in the legal regulation of information security and the possibility of its application in the Republic of Kazakhstan.

Relevance: the need to analyze the competence-oriented educational process is determined by the rapid development of educational information technologies and their introduction into the educational process. In Ukraine, as well as in foreign countries, the competence-oriented educational process is gaining broad-based development. Much debate, both internationally and at the level of different countries, has been conducted on the competence-oriented approach to forming the content of education. The important step in the formation of competence is to identify the main areas of activity in which the future specialist will reach vital competence, that is, be prepared for life. Purpose: to identify the main threats to the formation of competence-oriented educational process and substantiate the strategic positions of its construction. Methods: analysis and synthesis – to find out the state and level of development of the studied problem; generalization – to formulate conclusions and recommendations on teachers' readiness to introduce the competence-oriented approach; diagnostic (questionnaire, conversation) – to study information about the state of readiness of pedagogical staff to use the competence-oriented educational process. Results: the main aspects of the implementation of the competence-oriented educational process are revealed, which should be laid down in branch programs, subjects, educational and methodical literature. The methodology of pedagogical influence on the level of content of the competence of educational process is substantiated. Strengths and weaknesses of implementation of the competence-oriented educational process are identified. Conclusions: the conducted SWOT-analysis of the competence-oriented educational process has allowed to identify urgent needs for the improvement of quality of educational environment, perfection of approaches to its development and introduction of new methods into the educational process.
