The monograph describes the influence of the natural environment and its natural and climatic conditions on human life and socio-economic systems, which are considered as regions, territories of Eastern Europe. The natural and climatic factors (PCFs) characterizing the natural environment of Eastern Europe (Russia and Ukraine) and Western (England and France) are considered. Eastern Europe is in the zone of negative PCFs, close to critical. The influence of the PCF on the vital activity of the state and man is systematically described: mentality, systemic thinking, human health, ensuring the safety of life, sustainability of development, agricultural production, housing and communal services, construction, industry, information security, parrying of the PCF, the influence of the PCF on the development of science and education. Climate change trends at the global and regional levels are also described. Estimates of the impact of the PCF on the economy of the state and regions, recommendations on the adaptation of the economy to the PCF, the relationship of information security and information about the PCF, information technologies for assessing the sustainability of development and investment attractiveness of territories, conceptual foundations of state anti-crisis management of socio-economic systems are presented. It is intended for researchers, teachers, postgraduates, students specializing in the field of life safety, computer ecological and economic monitoring. It can be used to educate society in the field of the natural environment and its natural and climatic conditions.

Relevance of the article is based on participation of armed forces in various operations and exercises, where reliability of machinery is one of the most important factors. Transportation of soldiers as well as completion of variety of tasks is ensured by properly functioning technical equipment. Reliability of military vehicles – armoured SISU E13TP Finnish built and HMMWV M1025 USA built were selected as the object of the article. Impact of climatic conditions on reliability of the vehicles exploited in southwestern part of the Atlantic continental forest area is researched by a case study of the vehicles exploitation under conditions of the climate of Lithuania. Reliability of military vehicles depends on a number of factors such as properties of the vehicles and external conditions of their operation. Their systems and mechanisms are influenced by a number of factors that cause different failures. Climatic conditions represent one of the factors of operating load which is directly dependent on the climate zone. Therefore, assessment of the reliability is started with the analysis of climatic factors affecting operating conditions of the vehicles. Relationship between the impact of climatic factors and failure flow of the vehicles is presented and discussed.

The mass introduction of information technologies in the activities of state structures has made it possible to transfer the efficiency of their functioning to a qualitatively new level. Unfortunately, as a means of action, they have characteristic vulnerabilities and can be used not only for good, but also for harm. For the state, as a guarantor of the stability of a civilized society, the issue of ensuring the security of information processing is particularly important. Despite the automation of many information processes, the most vulnerable link in the work of information systems remains a person. A person acts as an operator of information systems and a consumer of information. The entire service process depends on the competence of the operator and the quality of his perception. There are areas of government activity where the cost of error is particularly high. These include ensuring the life and health of citizens, protecting public order and the state system, and ensuring territorial integrity. The specifics of the spheres must be taken into account when ensuring the security of information. This study concerns official activities that are provided by paramilitary groups. Currently, there is a discrepancy in the level of competence of new personnel in the first months of service. The author traces the shortcomings of general and special professional qualities in the field of information security. The purpose of the study is to substantiate certain pedagogical means of forming cadets ' readiness to ensure information security. As forms of theoretical knowledge, we will use the traditional hypothesis and model, as well as functionally distinguishable judgments – problem, assumption, idea and principle. Empirical forms of knowledge will be observation (experimental method) and fixation of facts. To evaluate the effectiveness of the developed pedagogical tools, we use statistical methods: observation (documented and interrogated) and calculation of generalizing indicators. To formulate conclusions, we will use logical methods: building conclusions and argumentation. The approbation of certain pedagogical tools described in this article showed a significant positive trend in terms of competence in information security issues.

The article deals with the mechanism of impact of sociopsychological phenomena such as the national character and the political mentality in the construction and functioning of civil society. It aims to show the impact of climate, religion, and the perception of happiness on the state of civil society through details of a national nature. The main research method is to compare data from global research on the state of civil society with data from climatic conditions, dominant religions, and happiness indices. The article proves coincidently that these factors are reflected in such essential characteristics of civil society as "openness" and "closed-mindedness". The interaction between the national character and the construction of civil society has two stages. It is concluded that the results obtained are important to evaluate the prospects for the construction and development of civil society in different countries and regions of the world. Further research in this direction involves the study of other aspects of the impact of national character and political mindset on the functioning of civil society.

In the international media space the issues of ensuring information security of the state is inseparably interrelated with the political, economic and legal guarantees for exercising freedom of speech and expression. The problem of ensuring the information security of any state is one of the most important aspects of its foreign policy, since it is the information sphere that is today considered to be the most important object of application of the activities of various participants in international relations. In connection with the rapid development of information technologies, threats of a new type are emerging - threats to information security on a national scale, respectively, the state must respond quickly to a changing situation and take decisive steps to organize a coherent complex information security system. The article analyzes the main approaches to providing information security of the country, formulated the goal, tasks, functions, principles of ensuring information security of the country

Purpose. The aim of the work is to quantify the indicators of the environmental impact of mining enterprises on the state of the natural environment during the operation of a mining enterprise and after its liquidation. Method. The paper uses a computational and analytical research method. Results. Based on the calculations performed, it was established that the specific assessment of the environmental impact on the biosphere components of the Mining Enterprise PJSC "MM "Pokrovskoe" for the entire estimated period of the mine's existence: lithosphere – 0.071; hydrosphere – 0.02; atmosphere – 0.77; biota – 0.009; physical fields – 0.13. After the liquidation of the mine, due to the termination of coal mining operations from methane-free coal seams, the absence of emergency gas emissions, as well as a decrease in noise and heat pollution, the specific impact on the atmosphere (0) and physical fields (0.0004) is significantly reduced, but at the same time, the impact on the hydrosphere (0.26) and lithosphere (0.72) significantly increases, which is associated with changes in the hydrological regime of water and the deterioration of mine discharges of water quality in the hydrographic network due to pumping mine effluents to the daytime surface, with the dry method closing the mine, and waterlogging of the territory with a wet and combined method of closing the mine. The indicator of specific impact on the biota (0.009) does not change. Scientific novelty. A methodology for calculating indicators of the environmental impact of mining enterprises on the state of the natural environment is proposed. Practical significance. The obtained indicators of environmental impact on the components of the biosphere can serve as a basis for developing measures to reduce the negative manifestations of mining enterprises on the state of the natural environment. Abstract Although the African continent is, for the moment, less impacted than the rest of the world, it still faces the risk of a spread of COVID-19. In this study, we have conducted a systematic review of the information available in the literature in order to provide an overview of the epidemiological and clinical features of COVID-19 pandemic in West Africa and of the impact of risk factors such as comorbidities, climatic conditions and demography on the pandemic. Burkina Faso is used as a case study to better describe the situation in West Africa. The epidemiological situation of COVID-19 in West Africa is marked by a continuous increase in the numbers of confirmed cases. This geographic area had on 29 July 2020, 131 049 confirmed cases by polymerase chain reaction, 88 305 recoveries and 2102 deaths. Several factors may influence the SARS-CoV-2 circulation in Africa: (i) comorbidities: diabetes mellitus and high blood pressure could lead to an increase in the number of severe cases of SARS-CoV-2; (ii) climatic factors: the high temperatures could be a factor contributing to slow the spread of the virus and (iii) demography: the West Africa population is very young and this could be a factor limiting the occurrence of severe forms of SARS-CoV-2 infection. Although the spread of the SARS-CoV-2 epidemic in West Africa is relatively slow compared to European countries, vigilance must remain. Difficulties in access to diagnostic tests, lack of hospital equipment, but also the large number of people working in the informal sector (such as trading, businesses, transport and restoration) makes it difficult to apply preventive measures, namely physical distancing and containment.

The article outlines the problem of the influence of climatic factors on the efficiency of solar panels operation. Not long ago the idea of free electricity seemed incredible. However, the development of technologies rapidly progresses, and the alternative energy captures more and more supporters every day. The popularity of solar panels is growing quite rapidly, since photovoltaic converters are an efficient source of electricity. But for more efficient operation of solar cells it is necessary to create the specific conditions, taking into account the location of the unit. There have been considered the factors of more efficient operation of the photovoltaic converters: the hash climatic conditions and the intensity of solar radiation depending on the angle of reducing the impact of the solar rays onto the solar cell surface.

Over the past decade, there has been an increase in the volume of cybercrime in various spheres of life at the level of the state, economic agents, and individuals. Therefore, the issues of studying the processes of forming information security and identifying the impact on its effectiveness are becoming topical. The aim of this study is to prove the hypothesis that the behaviour of the population associated with the use of personal security measures and the formation of the corresponding consequences of incidents occurs under the influence of the level of economic development of the country. This was done using k-means cluster analysis via the Deductor Academic analytical platform and based on data from a survey conducted among respondents from EU countries. Analysis of the responses showed that there is a growing trend in the use of online banking and e-commerce services; there is an increase in the number of respondents who have become victims of cybercrimes, especially social engineering; the trend towards the use of reliable personal security equipment is declining. The results of the cluster analysis, for which data on the number of respondents who are victims of cybercrimes and the number of respondents using various personal security tools were used, made it possible to form 7 clusters of countries. Analysis of GDP per capita for the obtained clusters and visualization of the map of countries allowed us to confirm the hypothesis, but it was also determined that the dependence of the use of personal security measures and the consequences of cybercrimes is also influenced by the mental characteristics of countries formed due to the close territorial location of neighboring countries. The results obtained will be of practical importance for the development of the concept of information security and economic development of the state. They can be used to determine which sets of protection are appropriate for the income level of the population. Priority areas for further research are to determine the influence of other factors on the formation of the country's information security and the formation of a barycentric model of their measurements to ensure sustainable economic development of the state.

The article considers shaping the regional structure in the modern Russian Federation. One of the vital functions of any state is the search for methods and forms of combining the interests of the state and its territories. The discrepancy between the interests of the state and its territorial entities, as well as the inhabitants of these territories, is a constant problem for any type of state. A state seeks to mitigate the high differentiation of its various territories, which is a destabilizing factor in the development of a state. Naturally, the difference between different regions is a consequence of the impact of natural and climatic conditions, socio-economic factors, as well as the peculiarities of the historical development of a particular region of a country. However, the state and the regions are concerned mainly due to the lagging behind a number of regions in socio-economic development. As a result, depressed regions appear. At present, in the Russian Federation there is a sharp differentiation due to the economic crisis and formation of new relations between the federal center and the regions. Taking into account the territorial extent of Russia, the achievement of sustainable development and stability is possible only with an even development of regions in economic and social terms. There is no progress on this issue on a national scale, because socio-economic and natural parameters of individual regions are worse than average ones in the state. For a modern state problems of sustainable development and territorial balance are especially important and should constantly be in the focus of the federal center.

The aim of this work was to show what effect biotechnology can have on the quality of human life, and on the condition of the natural environment. A number of biotechnological processes have been analyzed that can significantly improve the quality of human life, while at the same time caring for the natural environment. The prospects for the development of these processes on the global and Polish market were also analyzed. As it turned out, some of the process analyzed need further refinement to be implemented on a global scale, while others may be successfully implemented in the coming years, contributing to the improvement of the quality of such aspects of human life high-quality food products, health protection and good public health. Biotechnological processes may also have wide application in the protection and remediation of the natural environment.
