In Law Number 41 of 2004 concerning waqf and Government Regulation Number 42 of 2006 concerning the implementation of Law Number 41 of 2004 concerning waqf which regulates immovable and movable waqf to provide opportunities for those whose lives are simple but want to do good. Of the eleven City Regencies in Jambi Province, one of them is Tanjung Jabung Timur Regency. Tanjung Jabung Timur Regency has 11 sub-districts, 20 sub-districts and 73 villages (out of a total of 141 sub-districts, 163 sub-districts and 1,399 villages throughout Jambi). In 2017, the population was 222,834 people with an area of 5,445.00 km² and a population distribution of 41 people/km². The research methodology used is sociological/empirical research and uses a qualitative approach, referring to all regulations or laws and regulations relating to the legal issues under study, namely research on the norms contained in the Qur'an and Al-Hadith. The results of the study, namely the regulation of waqf property management, show that the current waqf property management regulatory system is a pattern of regulation of waqf property management which is still considered traditional-consumptive. This can be known through several aspects: Leadership, Recruitment of nazira human resources, Operationalization of empowerment, Patterns of utilization of results, and control and accountability systems.

Implementation of Policy for Supervision and Control of Sales of Alcoholic Beverages in Muara Enim Regency, South Sumatra Province. This study aims to determine and analyze the implementation, inhibiting factors and appropriate strategies in the policy of monitoring and controlling the sale of alcoholic beverages. The research method used in this study is descriptive with a qualitative approach. Data obtained through observation, interview, documentation and triangulation techniques. The results of the study indicate that the implementation of the policy of monitoring and controlling the sale of alcoholic beverages in Muara Enim Regency has not gone well. This is seen based on several performance indicators, among others: not yet well implemented Regional Regulation No. 4 of 2005, the lack of quality human resources and limited budgets, and related interagency communications that have not been implemented properly. The Indonesian government holds Land Registration for the Indonesian people in accordance with the provisions in Government Regulation Number 24 of 1997 concerning Land Registration. One of the Indonesian Government's programs regarding land registration is carrying out a Complete Systematic Land Registration program in 2017 to ensure legal certainty and legal protection for the Indonesian people. This study aims to determine the implementation of accelerated land registration in 2019 in Grabangan Village, Tulangan District, Sidoarjo Regency. This type of research uses social legal research by examining laws and other regulations with a qualitative approach accompanied by interviews and questionnaires to obtain data. The results of this study explain that the complete systematic land registration activities for the Indonesian people that have been carried out by the Sidoarjo Regency Land Office are in accordance with the provisions in the Regulation of the Minister of Agrarian / Spatial Planning for the Head of the National Land Agency Number 12 of 2017, however, in Grabangan Village there are obstacles, for example: lack of Human Resources, lack of awareness of the community and the main number of fields that float around makes implementation in the village a problem.

ABSTRAK Penelitian ini bertujuan untuk mengetahui bagaimana implementasi manajemen sumber daya manusia pondok pesantren pagelaran II sumedang, dan mengetahui bagaimana hasil kinerja santri di pondok pesantren pagelaran II sumedang.Metode yang digunakan dalam penelitian ini adalah metode deskriptif, pengumpulan data dilakukan dengan menggunakan teknik observasi, studi dokumentasi dan wawancara.Hasil Penelitian ini menemukan bahwa peran manajemen sumber daya manusia dalam mengoptimalkan kinerja santri di pondok pesantren pagelaran II sumedang yang diawali dengan pengolaan dalam bentuk fungsi perencanaan dan operasional yang baru.Terutama pengrekrutan jajaran assatidz yang berdedikasi dan berpendidikan tinggi masuk ke pondok pesantren pagelaran II. Sehingga keberlangsungan pesantren akan berinovasi dan pengendalian selalu sesuai dengan perkembangan zaman. Sehingga dapat disimpulkan bahwa manajemen sumber daya manusia di pondok pesantren pagelaran II sumedang telah dijalankan dengan baik dan menunjukan keberhasilan dalam upaya menyiapkan insan kamil. ABSTRAK It aims to know how to implementation of human resources management hut pesantren by fire ii, and find out How did santri's performance result in the pesantren pagelaran 2 Sumedang. The method used in this study is a descriptive method, data collection is done using observation techniques, a documentary study and debriefing. This study found that human resource management's role in optimizing santri's performance in pondok pesantren pagelaran 2 Sumedang. That begin with processing in the form of new planning and operational functions. Particularly recruits for the dedicated, highly educated assatidz went into the pagelaran 2 Sumedang. So martial arts have continued to innovate and control always conforms to the development of The Times. So it is inadmissible that the human resources management at pesantren pagelaran 2 sumedang has been well run and show that is successful in preparing for the perfect human being.

The background of this research is the fact that the management of improving teacher‟s professionalism is still not effective. The role of teacher as planner, implementer, and developer of curriculum is also not optimal. Management of teachers is needed because teachers have a significant role in the success of learning process. This research was aimed at knowing Guardian Angel‟s concept of teacher management suggested by Munif Chatib and how it develops according to him. The implementation of Guardian Angel model of teacher management was presented through a testimony and direct interviews with Guardian Angel‟s trainees. This research used qualitative approach by studying Munif Chatib‟s books and direct interviews. Data were analyzed with content analysis, which included: (1) literary study of Munif Chatib‟s books, (2) description of Guardian Angel model of teacher management by Munif Chatib. This research found that (1) the concept of Guardian Angel teacher management uses humanistic approach, especially in regard to schedules of consultation, teaching strategies, and assessment through four kinds of teacher reports, including reports of morals, creativity, lesson plan, and student‟s learning results; (2) the basis used is the cornerstone of the scientific human resources and philosophical foundation that teachers carry out the work of teaching, which includes planning, teaching, evaluating, and learning. The first three points are teacher‟s obligations, while the last is their right. Penelitian ini dilatarbelakangi adanya keprihatinan manajemenpeningkatan profesionalitas guru yang belum berjalan efektif. Peranan guru sebagai perencana, pelaksana dan pengembang kurikulum yang belum optimal. Manajemen guru diperlukan mengingat bahwa peran guru amat signifikan bagi setiap keberhasilan proses pembelajaran.Penelitian ini mengungkap tentang manajemen guru Guardian Angel menurut Munif Chatib. Penelitian ini bertujuan untuk mengetahui konsep manajemen guru model Guardian Angel menurut Munif Chatib, dan berkembangannya Guardian Angel dalam pemikiran Munif Chatib. Implementasi manajemen guru model Guardian Angel dihadirkan melalui testimoni dan wawancara langsung dengan peserta pelatihan Guardian Angel. Penelitian ini menggunakan pendekatan kualitatif, dengan melakukan kajian terhadap buku - buku karya Munif Chatib dan wawancara langsung. Teknik anaisis data content analysis. Analisis meliputi: (1) kajian pustaka buku-buku karya Munif Chatib, (2) mendeskripsikan manajemen guru model Guardian Angel dalam pemikiran Munif Chatib.Hasil penelitian menunjukkan bahwa: (1) konsep model manajemen guru Guardian Angel menggunakan pola pendekatan manajemen humanis, terutama dalam jadwal konsultasi, strategi mengajar dan penilaian melalui empat rapor guru, yaitu rapor akhlak, rapor kreativitas, rapor lesson plan dan rapor hasil belajar siswa (2) landasan yang digunakan adalah landasan keilmuan sumber daya manusia dan landasan filosofi bahwa profesi guru mengemban pekerjaan manajemen, yaitu perencanaan , mengajar dan mengevaluasi dan belajar. Tiga hal pertama difahami sebagai kewajiban, sedangkan belajar dimaknai sebagai hak bagi seorang guru (3) Guardian Angel sebagai manajemen quality control yang meliputi: lesson plan, konsultasi, observasi dan umpan balik.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

This research was made with purpose to measure the capability of human resource and work management in PT. X using COBIT 5.0. In the assessment process, researcher applied 1 domain (align, plan, and organize) with 2 processed, Manage Human Resource APO 07) and Manage Service Agreement (APO 09). Data collection was obtained from the distribution of questionnaires to IT division (there were 127 items of the question and 10 respondents). The result of this research figured out that APO 07 stopped in level 2 with score 82.50 in level 3 and APO 09 ended in level 3 with score 84.10 in level 4. In conclusion, there were still few problems that made human resources in PT X unable to reach level 5. The American approach to environmental regulation is characterized by fragmentation of responsibilities, primary reliance on command and control regulations, extraordinary complexity, a preference for identifiable standards, and heavy resort to litigation. This system has provided important benefits, including significant reduction of environmental contamination, substantial use of science in decision-making, broad participatory rights, and the stimulation of new treatment technologies. However, these gains have been achieved at excessive cost. Too much reliance is placed on command and control methods and especially on technology-based standards. There is too much resort to litigation, and inadequate input from science. Participatory rights are being undermined, and there is a poor allocation of decision-making among the federal agencies and the states. Over-regulation sometimes leads to under-regulation, and insufficient attention is given to the impact on small entities. The responsibility for these difficulties rests with everyone, including the federal agencies, the Congress, the general public and the courts. Changes in the regulatory system are needed. We should abandon the use of technology-based standards to control toxic substances under the Clean Water Act in favor of strong health- and environmentally based standards, coupled with taxes on toxic substances in wastewater.

<p>This research began from the emergence of character problems or character crisis by shifting the students’ ethics values in the school. Where the students don’t respect teachers and friends, there is brawl among students, even violence occurs in the classroom, this is a threat of disintegration of the nation. The formulation of the problem is how the strengthening strategy of character education. The purpose of this research is to know the strengthening strategy of character education in the school, related to implementation, monitoring evaluation, supporting factors, obstacles and obtained result. The research method used qualitative approach on natural subject or natural setting, by using observation data collection techniques, interviews and documentation, data analysis techniques through data reduction, verification and took a conclusions of processed data. The research was held at SMK 45 and SMK IT NU Saguling, West Bandung. The result of this study. Students become intent on strengthening the character education activities, responsive to social activities in the society, although not all students can implement it yet. The level of discipline is good because students feel shy if they aren’t disciplined, the result of the shame cultural, some students who used to come late to be in time even though not all students feel ashamed when coming late. The supporting factors the implementation of the strengthening of character education in the schools is a good strategy from the principal, the committee and a team of the parent class of students. The Obstacle factors, the shame culture is not held in the school yet, not all teachers become a role models in the schools who give good examples for students. Not all teacher become a strong and intelligent character. So that the presence of educators is as a key actor in the learning process, a professional and have a strong and intelligent character must really have atmosphere in the school, because through educators who have strong and intelligent character will create human resources which is a reflection of a nation that has strong and intelligent character, and virtuous morals.</p><p>Penelitian ini berawal dari munculnya permasalahan karakter atau krisis karakter dengan menggeser nilai-nilai etika siswa di sekolah. Dimana siswa tidak menghargai guru dan teman, terjadi tawuran antar siswa, bahkan terjadi kekerasan di dalam kelas, ini menjadi ancaman disintegrasi bangsa. Rumusan masalah adalah bagaimana strategi penguatan pendidikan karakter. Tujuan dari penelitian ini adalah untuk mengetahui strategi penguatan pendidikan karakter di sekolah terkait dengan pelaksanaan, evaluasi monitoring, faktor pendukung, kendala dan hasil yang diperoleh. Metode penelitian yang digunakan pendekatan kualitatif pada subjek alam atau setting alam, dengan menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi, teknik analisis data melalui reduksi data, verifikasi dan pengambilan kesimpulan dari data olahan. Penelitian dilaksanakan di SMK 45 dan SMK IT NU Saguling, Bandung Barat. Hasil penelitian ini. Siswa berkeinginan kuat untuk memperkuat kegiatan pendidikan karakter, tanggap terhadap kegiatan sosial di masyarakat, meskipun belum semua siswa dapat melaksanakannya. Tingkat kedisiplinannya baik karena siswa merasa malu jika tidak didisiplinkan akibat adanya budaya malu, sebagian siswa yang dulunya terlambat datang tepat waktu padahal tidak semua siswa merasa malu jika datang terlambat. Faktor pendukung pelaksanaan penguatan pendidikan karakter di sekolah adalah strategi yang baik dari kepala sekolah, komite dan tim kelas orang tua siswa. Faktor penghambatnya, belum adanya budaya malu di sekolah, belum semua guru menjadi panutan di sekolah yang memberikan keteladanan yang baik bagi siswa. Tidak semua guru menjadi karakter yang kuat dan cerdas. Sehingga keberadaan pendidik sebagai aktor kunci dalam proses pembelajaran, seorang yang profesional dan berkarakter kuat dan cerdas haruslah benar-benar memiliki atmosfir di sekolah, karena melalui pendidik yang berkarakter kuat dan cerdas akan tercipta sumber daya manusia yang merupakan cerminan. bangsa yang memiliki karakter kuat dan cerdas, serta berakhlak mulia.</p>

<p class="apa">In general, the objectives of this study were to explain the role played by universities in improving its human resources are office holders, lecturers, and students, explain the program what is being done related to the improvement of human resources, and explains the non-academic program to support the implementation of a program that has been prepared so as to ensure the creation of academic atmosphere and moral. This research is using a qualitative approach. Data collection method is observation, in-depth interviews, and documentation. After determining the selected object, it is then determined subjects and informants who serve as a source of information, other than information derived from observation and documents. The data obtained were analyzed using qualitative descriptive. From these results it can be concluded that in the current era of globalization sensitize the managers of private universities to constantly make changes both in management of students, lecturers, and academic. Of the top ten universities in East Java, which is the object of research has done on average conditionally adjustment and in accordance with their respective capabilities to actualize development programs as outlined in the master plan and development plan strategy as a guide.</p>
