The role of agriculture as a source of food for the population and raw materials for industrial and processing enterprises can hardly be overestimated. Its efficiency determines the living conditions and livelihoods of the population of rural areas of the region. Currently, a large number of federal and regional programs are being implemented in the industry. Financial resources from various sources were involved. Problems and ways to solve them. However, all this is a dilapidated superstructure on the foundation, which in agriculture are: effective crop rotation, soil fertility, land reclamation and lease relations, the state of which today requires major (not patching) repairs. The purpose and objective of the study is to prepare a package of methodological materials to ensure the development and implementation of the "Target program for providing the population with food". Research methodology: monitoring and comparative analysis. Research results. The article presents the methods, methodological manuals and recommendations developed by the authors, the implementation of which will allow the heads of municipalities and economic entities of the region to develop and implement a "Target program for providing the population with food" for a municipal order, using more advanced lease relations, innovative forms of business and corporate management.

The article presents the modern legal framework for the restoration and development of the land reclamation industry in the Russian Federation; specifics of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food, considering the implementation of the departmental program "Development of the Land Reclamation Complex of the Russian Federation". The formulation and content of the concept of the socio-economic potential of amelioration of the country have been concretized, which made it possible to identify the target orientation of such private potentials of the industry as: resource, innovation and technical, investment and entrepreneurial, economic, regulatory, social and personnel and information and digital. The classification of factors influencing the social and economic potential of land reclamation in the Russian Federation was substantiated and the relationship between the leading groups of these factors, focused on the financial and investment potential of agricultural producers, government support and the level of demand for agricultural products, was visualized. The official documents are detailed, which allow to manage the personnel potential of the industry, as the most important component of its reclamation potential. Sectoral guidelines for the development and formation of ameliorative potential at the federal level and the importance of regional programs for the development of rural areas are outlined. In the course of the study, it was revealed that there was no relationship in the regulatory documents on the formation and development of the potential of the reclamation industry of the agroindustrial complex, and it was concluded that it was necessary to improve the mechanisms of regulatory and methodological tools.

The goal of this chapter is to analyze the socio-economic role of value-added agriculture (VAA) for Central Asian (CA) countries. The agricultural sector of the region provides raw materials for the food, textile, and leather industry. Cotton, wheat, rice, and fruit (fresh and dried) play an important role in the foreign trade of each CA country. These countries have unrealized potential for storing, freezing, processing, and packaging of the wide nomenclature of fruit, food production, and drinks with the organization of their further exports to perspective markets. Adding value to agricultural products lead to increasing the share of finished goods in export, supplying import-substituting products, improving infrastructure in rural areas, providing new jobs, and growing farmers' income. Based on the analysis, the authors recommend using value-added agriculture for the CA countries by attracting domestic and foreign investments to rural areas, establishing tax incentives, and allocating preferential credits for agribusiness.

Food is a reflection of natural resources, social, economic and cultural development, which is why specific features develop in cuisine, nutrition and technology. Dishes become typically territorial because of the terroir that shapes the characteristics of the local dishes and ingredients. When planning a proper gastronomic tourism offer for the requirements of the modern tourist, it is essential to base the gastronomy on everything that is given to us by both modern cultural influences and those from the past. The research focuses on gastronomy and cuisine as interpretive tools for learning about the cultural heritage of the Vipava Valley. Based on existing theoretical findings, we examined the potential of gastronomic tourism and the role of heritage in it through semi-structured interviews with experts from various fields related to Vipava gastronomy or material and non-material cultural heritage. The findings of the interviews were confirmed by analyzing three cases from the local environment. Consolidation and upgrading of gastronomy tourism of the Vipava Valley primarily depends on the stimulating economic environment, respect for the heritage itself and individual innovations. Sustainable development of the destination is based on a strong identity of the local people and is connected with rich natural resources and the heritage of producing and processing of safe, seasonal and high-quality raw materials. The research has confirmed the great role of nature in shaping the cultural heritage in the rural areas.

Purpose According to the growing role of stakeholders in the implementation of public-private partnership (PPP) initiatives, the purpose of this study is to diagnose the maturity of PPPs in Poland, taking into account the range of stakeholders’ participation in public-private initiatives. Design/methodology/approach The introductory study on the stakeholders of PPPs has been based on the report analysis of Polish initiatives and the case studies’ comparative analysis. The cases represent touristic projects realized within PPPs. Findings The results of the study indicate that the PPPs’ personal context, though recognized internationally, is to a very low extent present in the Polish case. As the PPP market is still in the process of development, the stakeholders’ issue should be taken into consideration in the processes of the PPP development in Poland. Practical implications As regional development is continuously a key issue, especially in rural areas context, the PPP initiatives are of great importance, and therefore the discussion of pros and cons in this context may contribute to the legislation at the regional level. Originality/value The study sheds some light and gives some interesting perspectives on the issue of the personal context of PPPs and social capital. Also, the text describes the path of developing PPPs in Poland and especially the touristic projects. The research part presents the original case study comparative analysis based on table-oriented form and as such enables the new way of contextual analysis.

The relatively weak competitiveness of agricultural-based processed products is the reason why Indonesia is known as an importer of manufactured food, because it is still an exporter of agricultural-based raw materials. The comparative advantage of primary products only relies on the abundance of natural resources and uneducated TK so that they are still dominated by raw products. In the era of globalization, free trade demands highly competitive processed products, to be able to meet the high quality requirements and global market competition. Using a qualitative descriptive method, this paper aims to comprehensively describe the importance of increasing quality and competitive processed food products, supported by institutional development related to processed products. The technology development program and investment through the development and improvement of the performance of the agricultural-based processing industry in rural areas is predicted to be able to become the "engine" of strong economic progress. As a solution for efficiency, effectiveness, continuity and continuity of the process of procuring raw materials, labor and financing (capital) for processed products, if the processing industry is around the raw materials produced (agriculture in rural areas). Development of the role of industrialization to increase the added value of products, including diverting primary agricultural products (raw materials) into processed products as an effort to reduce imports. The role of the institution functions in line with the development programs implemented to be able to drive rural industrialization, create jobs and increase income in rural areas.

The research examines the changes that have taken place in rural areas in the area of influence of the Kyiv metropolis. Based on a comparative analysis of agricultural development (under the command-administrative system of management and the current state of the industry in market conditions) revealed the peculiarities of the formation and trends of changes in the agri-food function of suburban rural areas. At one time, a suburban agro-industrial complex was formed around the city of Kyiv in order to meet the needs of the urban population in low-transport products - meat and dairy products, vegetables and fruits. As a result, the agri-food function of the suburban area has strengthened. Subsequently, under the influence of changes in the agricultural system, the intensification of exports, preference was given to high-intensity agriculture, the production of export-oriented crops ‒ cereals, sunflower, canola, soybeans, corn. Production of products for the needs of the metropolis (vegetables, cereals, potatoes, fruits and berries) has significantly decreased, the role of the agri-food function of suburban rural areas has decreased. As a result of the research the directions of strengthening of agro-food function in the conditions of social transformations are offered. The main ones are: application of new approaches to the food supply of the metropolis with an emphasis on strengthening the role of suburban rural areas; change in the structure and specialization of agriculture; a significant increase in the level of industrial processing of agricultural raw materials; improvement of the marketing sphere taking into account market conditions, consumer demands; restricting the activities of agricultural holdings, increasing the role of farms; transition from soil-depleting agriculture to conservation, rational use of land resources, introduction of energy-saving technologies.

It is impossible to obtain a full-fledged description of the industrial culture of Rus without studying the role of rural handicrafts. The research on the vector of development of rural blacksmith craft is of great interest, in particular, the extent to which this vector reflects the dynamics of urban craft. It was established that rural craftsmen did not only supply raw materials to urban craft centres and produce technologically simple products, but also embraced technological innovations. The accumulated analytical data made it possible to suggest the coinciding dynamics of the development of urban and rural handicrafts. The authors conducted a comparative analysis for such a category of objects as knives, which is one of the most numerous groups of iron tools. The article shows a complex picture of the chronological distribution of technological patterns for making knives on rural sites. It is concluded that the rural blacksmith craft in Rus was in constant development.

The research presented in the monograph is aimed at solving current socio-environmental problems of Ukraine, as well as the implementation of priority areas of sustainable development, namely energy efficiency and environmental safety, which will be provided through the development and implementation of the latest concept of environmentally sound and energy efficient rural development. The implementation of environmentally friendly direction will involve the development of measures for efficient waste management, rational use of bioresources by increasing the area and volume of energy crops, as well as improving cultivation technologies, use of new varieties and hybrids and land reclamation, taking into account the concepts of environmental management. Implementation of the proposed measures for energy efficient development of rural areas will involve the formation of technical and technological basis for the use of waste and processing of organic raw materials for energy purposes, development of energy cooperation, land use optimization, biologization of agriculture. The monograph presents a competitive bioorganic varietal technology for growing legumes, which provides for the development of regulations for the use of a set of alternative fertilizers for their cultivation in terms of short-term and long-term action and the basic superstructure of factor assessment of soil fertility, ecological conditions. The scientific and methodological value of the monograph lies in the presentation of the results of research conducted on the basis of the Research Farm «Agronomiche» of Vinnytsia National Agrarian University, Agronomichne village, Vinnytsia district, Vinnytsia region. Scientific substantiation of technological methods of growing legumes allows to modernize the system of training of future specialists in the field of agrotechnologies and to increase the production and practical orientation of such professional training.
