The article considers that the theory and methodology of project management and project management are currently the basis of public administration in all developed countries. Within this area, national and international standards have been approved, and the relevant legislative framework has been formed. In Kazakhstan, the project management paradigm is also adopted at the state level. An example of this is the adoption of priority national projects "Affordable and comfortable housing", "Health", "Quality education", "development of the agroindustrial complex", which" permeate " all levels of government. In other words, the field of management, called "project Management" and "Project management", in the context of the transition to an innovative development model, becomes the subject of close attention of Kazakhstan scientists, specialists and managers of both commercial organizations and Executive authorities at all levels of government. The reason for this is the global recognition of project management as a modern philosophy of effective and efficient management.

En el presente artículo se realiza un análisis de la usabilidad del Documento Nacional de Identidad electrónico en países desarrollados y su futura implementación en el Ecuador, la necesidad de tener un documento de identificación electrónico legal que permita validar la identidad de los ciudadanos al momento de acceder a los servicios electrónicos públicos y privados. Se analizan conceptos referentes a la firma electrónica, las entidades que intervienen en el proceso, los mecanismos de encriptación de un mensaje, hasta culminar con la implementación de dicha firma electrónica. Large-scale mining activities have a huge impact on the environment. Determination of the size of the effect and monitoring it is vital. In this study, risk assessment studies in mining areas and the effect of mining on groundwater and ecosystems were investigated. Best management practices and risk assessment steps were determined, especially in areas with huge amounts of mining wastewater. The pollution of groundwater and its reaching humans is a risk of major importance. Our study showed, using many cases with different parameters and countries, that the management of mining wastewater is vital. Environmental impact assessments and monitoring studies must be carried out before operation and at the closure of the mine. Policies must be in place and ready to apply. Factors of climate, geology, ecology and human health must be considered over a long period. Currently, only the developed countries are applying policies and paying attention to the risk. International assessments and health risk assessments should be carried out according to international standards.

This article seeks to explain cross-national differences on environmental behavior. After controlling for a series of sociodemographic and psychosocial factors, it was predicted that national levels of wealth, postmaterialism, education development, and environmental problems are positively related to environmental behavior. The national-level variance is to a substantial degree explained by individual-level variables, capturing compositional effects. The remaining variance is explained by the contextual-level variables. All of the country-level variables are predictors in the expected direction, with the exception of environmental degradation, which is negatively related to behavior, and education development, which has no impact on private environmental behavior. More importantly, cross-level interactions show that in more developed countries, there are stronger relationships between proecological attitudes and reported proenvironmental behavior. These findings contribute to the growing cross-cultural research on environmental behavior pointing out the necessity of simultaneously assessing the effects of both individual and contextual-level forces affecting behavior across nations.

The paper is devoted to the analysis of the state of the equipment recycling system in Russia and the issues of improving the legislative framework that accompanies it. The role of state structures in solving the problems of forming a resource-saving ecooriented system for the disposal of decommissioned equipment is reflected. To analyze the work in the field of waste management, to reflect the state of the legislative framework for the existing system of recycling equipment in Russia and abroad, to make recommendations for its improvement. Problems with waste appear when, in the process of production and consumption of substances, objects (equipment), he/she becomes unnecessary for their owners, their owner tries to get rid of this object in the most accessible way. According to numerous information, the disposal of equipment in Russia is mainly carried out (black waste collectors), which control more than 60 % of the scrap of non-ferrous and ferrous metals, so the solution to the problem of creating an effective system for the disposal of equipment becomes not just relevant, but vital for our state. The scientific community in Russia is constantly conducting research on the creation and implementation of a system for the disposal of decommissioned equipment, so, for example, MADI scientists proposed a regional car recycling system for implementation, the scientists of the Federal State Budgetary Educational Institution FNAC VIM also developed a regional system for the disposal of agricultural recycling equipment. In order to quickly solve the problem of working out a general strategy for creating an effective system of recycling equipment in Russia, taking into account the revision of the legislative framework, it is advisable to "run-in" it at the industry level, for example, in the agroindustrial complex, with subsequent replication in other industries.

The present study aims to assess the efficiency of the rural health system to foreshorten the under-five (U5) mortality rates across Indian states. The study further attempts to pinpoint the factors responsible for state-level inefficiency of the rural health system performance. The empirical results reveal that among the Indian states, Kerala is the most-efficient in foreshortening the U5 mortality rate. The results convey that the states with better health indicators may not have efficient health systems. The study concludes that along with investment in the health sector, efficient management of the investment is intrinsic to better health outcomes.

Bioenergy contributes significantly towards the share of renewable energies, in Europe and worldwide. Besides solid and liquid biofuels, gaseous biofuels, such as biogas or upgraded biogas (biomethane), are an established renewable fuel in Europe. Although many studies consider biomethane technologies, feedstock potentials, or sustainability issues, the literature on the required legislative framework for market introduction is limited. Therefore, this research aims at identifying the market and legislative framework conditions in the three leading biomethane markets in Europe and compare them to the framework conditions of the top six non-European biomethane markets. This study shows the global status and national differences in promoting this renewable energy carrier. For the cross-country comparison, a systematic and iterative literature review is conducted. The results show the top three European biomethane markets (Germany, United Kingdom, Sweden) and the six non-European biomethane markets (Brazil, Canada, China, Japan, South Korea, and the United States of America), pursuing different promotion approaches and framework conditions. Noteworthy cross-national findings are the role of state-level incentives, the tendency to utilise biomethane as vehicular fuel and the focus on residues and waste as feedstock for biomethane production. Presenting a cross-country comparison, this study supports cross-country learning for the promotion of renewable energies like biomethane and gives a pertinent overview of the work.

The stock exchange represents the key institution for the development of capital market of any country. Thus the information system of every stock exchange must satisfy very strict international standards. The development of these systems is particularly difficult in countries in transition, due to intense economic and legal changes, lack of technical and financial resources, lack of experience and knowledge in the area of the capital market business, etc. Therefore the special software project management methodology for their realization must be clearly defined. In the development process of the Belgrade Stock Exchange (BSE) information system a new software project management methodology for its realization has been defined, the application of which is illustrated through a series of different development stages of the Belgrade Stock Exchange information system. In order to make all the problems more comprehensive, only the continuous trading method is described, being the most frequently used trading method in the world.

The article proposes the structure of the information sector for the economy, which includes the field of knowledge generation - fundamental science, applied science and the sphere of education, as well as spheres that provide transmission, processing and storage of information: electronic industry, information technology and telecommunication. The statistical analysis and analysis of the regulatory framework for the development of the information sector in Ukraine has been carried out, which showed that the development of information technologies and equipment for processing, storage of information, production of telecommunication equipment, low efficiency of fundamental and applied science is not developed at a proper level in Ukraine, but the sphere of creation And the introduction of software (software) and telecommunications. The main organizational and economic components of strategic planning of the information sector development in Ukraine are proposed, which include the questions of priority directions of development: development of higher IT education, development of perspective innovative technologies and creation of effective innovation infrastructure; Funding issues that include: expanding budget support for priority research and expanded reproduction of fundamental knowledge; Use of the mechanism of private-public partnership; Development of a financial plan for the provision of sectoral programs for the development of the information sector, identifying the sources and amounts of funding distributed by subprogramme and by years; And issues of the legislative framework that require: development of a program for the development of information and communication technologies, development of a state program for the development of technology parks, the development of a legislative framework that protects intellectual property rights in the information sector, the adoption of copyright for software and the creation of a favorable investment climate for foreign Investors in Ukraine.

The relevance of the article is that tax benefits play a significant role in shaping a sustainable and developed economy because the system of benefits is a kind of guide for legal entities and individuals when choosing their field of activity, forms of income, benefits reduce tax pressure on taxpayers. The task of tax benefits is not only the equality of all in the field of taxation, but also to stimulate enterprises, including enterprises that use IT technologies, a tool to improve the economic situation in Ukraine. This issue becomes especially relevant in the context of the European integration process, when our country is increasingly entering the European economic arena. Accordingly, Ukraine needs to develop an effective tax system for providing benefits and advantages to progressive industries, including IT. The purpose of the article is to identify areas for improvement of the procedure for providing tax benefits to businesses operating in the field of IT, taking into account European standards. In the article the author considers the peculiarities of the purpose of tax benefits for the IT industry. Relevant issues of tax policy development related to the support and development of the IT industry have been identified. The normative legal acts in the field of taxation of the IT industry and the main directions of its improvement in accordance with international standards are studied. The need to create a preferential tax regime for companies operating in the IT industry has been established. It is concluded that the growth of the IT industry requires a stable fiscal policy, which would provide benefits and advantages to new progressive companies, thereby helping to fill the state treasury. However, today Ukraine is only taking the first steps to improve the taxation system of the IT industry, develops and improves legislation in this area, in accordance with the problems of practice, and therefore the issue of creating an effective preferential tax regime for IT industries remains open and needs further study. taking into account the experience of European and other developed countries, the taxation models of which can serve as a basis for the Ukrainian tax system and tax regimes.

BIM technology used more widely in construction industry in developed countries in Europe and the United States, the integration of building information modeling (BIM) in the domestic large-scale propulsion was still difficult, and further the trend of widening the gap with foreign advanced level. In order to identify problems and solve the current status quo, and cut into the integrated information from project management point of view of China's architectural design, and analysis the status quo of BIM technology in our project management and developmental disabilities, and BIM-based technology and related parties mutual relations, to explain the development prospects of its application in China.
