The article discusses management tools that allow an enterprise to pursue an innovative path of development. In the context of innovative changes, when public and private interests are closely interconnected, all companies that care about the level of business reputation have decided to participate in one way or another in the new paradigm of forming and developing a successful business. In our opinion, it is based on human resource management from the point of view of the near-term prospects of becoming the main competitive factor of growth, as well as solving, to a greater or lesser extent, global problems in the field of sustainable development. Today every organization operates in an economic space where moral foundations, principles and culture are constantly evolving. Therefore, entrepreneurs and managers must build relationships with their subordinates, competitors and partners based on improved motivational strategy, ethics and social responsibility. This approach presupposes management consulting, mentoring and training, which makes it possible to realize the ambitions of professional and personal development of each employee in the context of the implementation of the enterprise development strategy.

The existence of the evolutionary and artificial components of the development of clusters in the practical implementation of cluster policy determines the relevance of the research. The article contains a comparative analysis of foreign programs for the development of clusters and Russian programs for supporting clusters, which makes it possible to formulate recommendations on forming regional cluster policy. The study makes it possible to identify specific mechanisms and management tools, socio-economic conditions of the territory affecting the success of the implemented cluster development programs. All the cases reviewed show that the decision on which public and private actors should participate in the management of the cluster is very relevant and often affects the overall results of the PPH. According to the results of the study, it is necessary to provide flexible systems for cluster management in order to change this management system depending on the situation. In the long term, the PPH strategy should be consistent with a more general regional and local development strategy. The results of the analysis can serve as a basis for forming a new cluster policy in the region based on the transformation of existing ones, the integration of its new information-analytical and organizational elements, methods and tools, as well as the development of practical recommendations for implementing cluster development programs in the regional economy.

One of the principal means for poor countries to accelerate their develop¬ment is by using external resources to supply additional imports and to finance a higher level of investment. While this policy offers substantial benefits, it also requires that the structure of the economy be adapted to accommodate the expected resource inflow over a substantial period of time. For this reason, the extent of reliance on external capital—public and private—becomes one of the critical elements of development strategy. There has been relatively little theoretical study of the benefits and costs of using a controlled inflow of resources to promote development. Formal growth models typically either ignore this variable or take it as fixed. In the formulation of development programmes by planning organizations, the projected inflow of aid and private capital is determined largely on a historical and political basis rather than through a systematic evaluation of alternatives. This is true in Pakistan as well as in most countries receiving foreign assistance. This paper explores the properties of optimal growth strategies in which the total amount and time pattern of the resource inflow can be varied within limits. The problem is studied both from the point of view of the borrowing country trying to make the best use of its domestic and foreign resources and from that of the lender trying to assess the productivity of additional amounts of public assistance in different recipient countries. These different viewpoints are reflect¬ed in alternative forms of the objective function which is maximized to determine the optimal policy.

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

In this article, a model of the mechanism of ensuring public security and orderliness in accordance with the principles and tasks of the relevant institu- tions in public administration, taking into account resources, technologies, mea- sures for the state policy implementation in the spheres of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order. It was found that ensuring public security and order in Ukraine is a mechanism for the implementation of national goals of state policy in the areas of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, by defining tasks according to certain principles. The idea is that if one considers the state policy in the spheres of ensuring the protec- tion of human rights and freedoms, the interests of society and the state, combat- ing crime, maintaining public security and order as a national priority (purpose, task), then the mechanism of ensuring public security and order in Ukraine needs coordination with the state development strategy. From the point of view of the implementation of the state policy in the areas of ensuring the protection of hu- man rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, the mechanism of ensuring public security and order in Ukraine can be considered as the main system providing intercon- nection such elements as institutions (implementing the specified state policy), resources (human resources, logistical, natural and so on, with the help of which it is possible to implement state policy), technologies (skills, knowledge, means and so on the implementation of state policy), measures (action plans), as well as external (internal) threats.

The relevance of the topic is related to the importance of humanitarian education for the formation of worldview and spiritual and moral foundations of the personality. The need for humanistic and humanitarian orientation of University education is justified by many pedagogues. Universities of the MIA of Russia provide students with the opportunity to master a wide range of Humanities. The article presents the results of a study that developed a system of Humanities that affect the spiritual and moral development of students. In the course of the analysis, the worldview and psychological and pedagogical blocks of Humanities were identified, and the number of hours for each course of study was indicated. In addition, the article shows the interdisciplinary connections of Humanities that integrate knowledge on the spiritual and moral sphere of personal development. There are four thematic modules of Humanities: “Man”, “Society”, “Activity”, “Universe”. The analysis of the interdisciplinary interaction of the selected thirteen Humanities is carried out. Examples of forms and methods of formative work are shown, according to the curricula for the mastering these disciplines. The topics, their content, forming competencies, forms and methods of experimental work are correlated, which allows us to clearly trace the interdisciplinary connections.

The contributors emphasize the relationship between private choices and public policy as they affect the division of labor between public and private non-profit schools, colleges, and universities. Their essays examine the kinds of choices offered by each sector, as well as the effects of present and proposed public policies on the intersectoral division of labor. Written from neither a pro-private nor a pro-public point of view, the contributors point to the ways in which they believe one sector or the other may be preferable for certain goals or groups.

Modern science and practice does not have a sufficient set of cost management tools, taking into account the duration of the production cycle, characteristic of agricultural activity. The implementation of a cycle-oriented approach to building a model of production costs was based on studying the existing options for classifying production costs, which were supplemented with features from the perspective of managing long production cycles. As a result of the study, a model of production costs was built from the point of view of a cycle-oriented approach, as well as a model of production costs from the standpoint of features of a long production cycle. The model can serve as the basis for the formation of the information space of cost management, control and cost analysis in the economy of agricultural enterprises.

Many quantum algorithms for machine learning require access to classical data in superposition. However, for many natural data sets and algorithms, the overhead required to load the data set in superposition can erase any potential quantum speedup over classical algorithms. Recent work by Harrow introduces a new paradigm in hybrid quantum-classical computing to address this issue, relying on coresets to minimize the data loading overhead of quantum algorithms. We investigated using this paradigm to perform k-means clustering on near-term quantum computers, by casting it as a QAOA optimization instance over a small coreset. We used numerical simulations to compare the performance of this approach to classical k-means clustering. We were able to find data sets with which coresets work well relative to random sampling and where QAOA could potentially outperform standard k-means on a coreset. However, finding data sets where both coresets and QAOA work well—which is necessary for a quantum advantage over k-means on the entire data set—appears to be challenging.
