Abstract This writing aims to determine the effect of the role of local government on community empowerment in alleviating school dropouts in the Maritengngae District, Sidenreng Rappang Regency and to determine community empowerment in alleviating school dropouts in the Maritengngae District, Sidenreng Rappang Regency. The population in this case is 65 people, while the data collection techniques used are questionnaires, documentation, observation, while the data analysis technique used is data analysis with a frequency table. The result in writing this journal is the preparation of facilities and infrastructure for the implementation of learning (school building) is 95% in the category Strongly Agree, Operational costs allocated in the implementation of education are 73.5% with the category Strongly Agree, Empowerment of Human Resources, namely Educators in the implementation of learning is 77.25% which means the category Agree, Providing assistance in the form of Free Education for those who are unable to access Formal Education is 88 , 5% which means the category agrees, the 12 year compulsory education program to improve and develop human resources in the education sector is 66.25% which means the category Agree, alleviating school dropouts is access to underprivileged children is 74.5% which means the category Agree, the government's effort to increase HR is 74.5% which means the category agrees. Keywords:  supervision and work discipline

Community empowerment will enable an increase in society's ability to contribute to reaching the resources around them. The role of society is the participation that can be realized through empowerment tailored to the local potential both natural resources and human resources. There is empowerment program was to proceed in public life. The program aims in conducting capital assistance for the development of ikat handicraft business through business groups. The purpose of the research is to provide alternative solutions in a participatory manner according to their potential. The program is designed to strengthen groups that are carried out in existing groups, as well as organizing steps through the formation of groups of village-level craftsmen. This activity will take place through the cooperation of all stakeholders, according to the expected goal of empowering craftsmen. Data collecting techniques are done through observation, interview, and documentation. Data analysis technique is done through interpretative analysis. The result shows that the formation of a group of artisans contributes greatly to the continuity of traditional ikat weaving. In short, this study contributed positively to the preservation of weaving ikat.

The availability of qualified and professional health human resources (HRH) will greatly determine the success of implementing decentralization. This study aims to examine decentralization in the HIV / AIDS prevention program in Makassar City. This study uses a qualitative research method with a case study design. The informants in this study were the Chairperson of the Provincial AIDS Commission (KPAP) of South Sulawesi Province, the holder of the HIV-AIDS program at the Puskesmas, and the Head of the NGO organization concerned with HIV-AIDS in Makassar. The selection of informants in this study used the snowball technique. The data analysis technique in this study used qualitative data analysis. The results showed that human resources for the HIV / AIDS program in Makassar City had been fulfilled and were in accordance with the qualifications consisting of doctors, nurses, laboratories, pharmacists, and public health workers. Community empowerment in HIV / AIDS prevention has been running so that cadres are formed in the field but this empowerment has not been maximized in its implementation. In order for the decentralization of the HIV / AIDS prevention program to run optimally, stakeholder cooperation is needed in its implementation to run well to reduce cases of HIV / AIDS in Makassar City and it is necessary to strengthen the role of community empowerment in preventing the spread of HIV / AIDS cases. Keywords: Decentralization, Prevention Program, HIV / AIDS, Makassar City

Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh kompensasi, disiplin kerja dan lingkungan kerja ter-hadap kinerja pegawai pada Pusat Pengembangan Sumber Daya Manusia Regional Makassar. Metode pengambilan sampel menggunakan sampling jenuh (sensus) terhadap seluruh pegawai yang berjumlah 49 orang. Teknik pengumpulan data yang digunakan adalah kuesioner dan teknik analisis data yang digunakan adalah regresi linear berganda dengan SPSS. Hasil penelitian ini menunjukkan bahwa kompensasi berpengaruh positif dan tidak signifikan terhadap kinerja pegawai, disiplin kerja berpengaruh positif dan signifikan terhadap kinerja pegawai dan Lingkungan kerja berpengaruh positif dan signifikan terhadap kinerja pegawai PPSDM Regional Makassar.   This study aims to determine and analyze the effect of compensation, work discipline and work environment on employee performance at the Makassar Regional Human Resources Development Center. The sampling method uses saturated sampling (census) of all 49 employees. The data collection technique used was a questionnaire and the data analysis technique used was multiple linear regression with SPSS. The results of this study indicate that compensation has a positive and not significant effect on employee performance, work discipline has a positive and significant effect on employee performance and The work environment has a positive and significant effect on employee performance PPSDM Regional Makassar.

The purpose of this research is to find out the ability of the Indonesian nation to respond to globalization: readiness to respond to the negative and positive aspects of the impact of globalization. This type of research is Library Research, namely research through literature or literature studies. Sources of data in this study are primary data, namely books that directly discuss the ability of the Indonesian nation to respond to globalization. The data analysis technique used to obtain conclusions is descriptive qualitative by emphasizing deductive conclusions, namely how to draw conclusions from general to specific things. The conclusion of this paper is that the final conclusion in this study is that the Indonesian nation in responding to the negative and positive aspects of the impact of globalization, should be addressed proportionally because this is a good attitude as a reflection of moderate Islam. Meanwhile, the hard efforts to face the era of globalization must be that the Indonesian nation must be able to produce quality human resources, and have the ability that includes behavior, hard work, discipline, trustworthy responsibility and the like guided by the teachings of AI-Qur'an and Hadith

Abstrak Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri, serta mendeskripsikan dan menganalisis faktor yang mendukung atau menghambat pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri. Fokus dalam penelitian ini meliputi sikap (attitude), kemampuan (ability), perhatian (attention), tindakan (action), tanggung jawab (accountability), dan penampilan (appearance). Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini meliputi wawancara dan observasi yang ditulis dalam catatan lapangan. Keabsahan data dikaji dengan 2 metode yakni trianggulasi dan ketekunan pengamatan. Sementara itu, teknik analisis data mengacu pada Miles dan Huberman (2018). Kesimpulan yang dapat ditarik yaitu pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri belum sepenuhnya 100% baik , masih ada beberapa yang perlu diperbaiki dan dievaluasi. Hambatan yang ditemui adalah sumber daya manusia yang tidak sebanding dengan pemohon dan sarana dan prasarana. Kata Kunci: Pelayanan Prima, Disdukcapil, Hambatan, Sikap, Penampilan Abstract This study aims to describe and analyze the implementation of excellent service at the Kediri Regency Population and Civil Registry Office, as well as describe and analyze the factors that support or hinder the implementation of excellent service at the Kediri Regency Population and Civil Registry Office. The conclusion that can be drawn is that the implementation of excellent service at the Kediri Regency Population and Civil Registry Office is not yet 100% good, there are still some that need to be improved and evaluated. The Semarang Police, as a form of bureaucratic reform in services, uses a Tour Driver's Licenseservice. However, in its implementation, there are still many obstacles, namely inadequate infrastructure for Tour Driver’s License services and lack of human resources. The purpose of this study was to analyze the service quality of a Tour Driver’s License in Semarang Regency and the factors inhibiting and supporting it. This research uses a descriptive qualitative approach. The data analysis technique used is qualitative analysis (data condensation, data presentation and conclusion drawing). Based on the results of data analysis, it can be seen that the service quality of Tour Driver’s Licenses in Semarang Regency is good. Service implementers have the ability and are able to act professionally. It's just that in its implementation it is constrained by a lack of infrastructure, namely there is only one Tour Driver’s License unit, waiting chairs and tents are still not available, and a lack of human resources. There is a need for additional facilities, infrastructure and human resources to support the implementation of Tour Driver’s License services so that they are able to reach all areas in Semarang Regency.

The role of a secretary is required in assiting to complete the whole works. As a secretary, the most important skill is managing time and choosing work priorities so that the main work can be completed on time. At the same time, there are a number of jobs beside of the main jobs should be completed. It affects the load of secretary’s jobs were fulled. This study aims to find out how the roles and responsibilities of the sales secretary who are concurrently as sales admins, as well as what are the obstacles faced in carrying out the tasks. Data was collected through observation, interview and documentation techniques. The data analysis technique used in this research is descriptive qualitative. The results of the study showed descriptively that the sales secretary is very instrumental in supporting the management system of sales at Kuta Paradiso Hotel, Bali. The problems was encountered by a secretary was lack of communication skills, lack of human resources that affect the load of secretry’s responsibilities was over.

The purpose of this research is to analyze human resource management in improving the quality of zakat, infaq, and shodaqoh (ZIS) management at LAZISMU Purbalingga. This research is qualitative non-experimental (descriptive) research and uses phenometric approach. This research was executed at the Lembaga Amil Zakat Infak Shodaqoh Muhammadiyah (LAZISMU) Purbalingga, Central Java. The source of this research is the director of LAZISMU, The Employees, and some people who paid the ZIS at LAZISMU Purbalingga. Researchers act as instruments as well as data collectors. Other instruments are also used to support in completing data research. In this study, researchers used interview, observation and documentation methods. Data analysis techniques using qualitative descriptive analysis. The data analysis technique is divided into several steps including data collection, data presentation and conclusion drawing. The results showed there are two types of employees at LAZISMU Purbalingga. First the employee or permanent employee, the second is the voluntary employee. The process of human resource management there are several stages, starting from the process of Recruitment, Placement, Coaching and Training, and Human Resources Evaluation. There is a uniqueness of the stages of human resources management compared to organizations and companies in general. ZIS management at LAZISMU Purbalingga is applied into various fields of activities. First the areas of education, economics, health, social and da'wah, and teh last is construction branch. Each areas has its own advantages and is certainly applied in activities that have many benefit for people.

Human resources play an important role in every organization or institution. But there was a decrease in employee performance at Nusantara PGRI Kediri University recently, this case becomes concideration to conduct this research. The purpose of this study is to determine the effect of work dicipline and compensation on the employee’s performance at Nusantara PGRI Kediri University. The approach of this study is descriptive quantitative. The sample in this study used all populations as a sample consisting of 73 employees. The technique of collecting data used a questionnaire with a Likert scale that contains of questions related to work discipline, compensation and employee performance. The data analysis technique used multiple linear regression which was processed using the SPSS program to measure the effect of work dicipline and compensation on employee’s performance. The results of hypothesis testing showed that partially, there was a significant effect of work discipline on employee performance and there was also significant effect of compensation on employee performance at Universitas Nusantara PGRI Kediri. While the results of simultaneous hypothesis testing proved that work discipline and compensation give significant effect for employee performance. It can be seen that coefficient dtermination value (R Square) was 0.676. Thus, it  can be interpreted that work dicipline and compensation can effect on employee’s performance 67.6% while the remaining 32.4% was effected by other variables outside of this study.
