The development of automated information systems for evaluating electronic media is becoming increasingly important due to the exponential increase in the volume of information in the world. Since mass communication is a complex interactive process that involves the active interaction of various agents participating in the process, a qualitative assessment of the news space involves the use of a multi-agent approach to take into account the opinions and respect the parity of all stakeholders in the mass communication process. Based on the results of the survey, thematic news areas of interest to certain categories of society were identified.Thematic areas that the population of the Republic of Kazakhstan considered socially significant, thematic areas were identified that have 4 types of media impact on sustainable personal development. The article describes the methodological aspects of the implementation of a multi-agent approach to working with the corpus of news texts in the development of information technologies and systems to stimulate sustainable development of the individual.

The analysis and assessment of regional characteristics of the preventive healthcare organization for children population in the Republic of Tatarstan were carried out within this research. It has revealed the major issues of prevention system in children healthcare in the Republic. Our goal was to develop and implement a set of measures on improvement of medical prevention in the system of children healthcare, and to evaluate their efficacy. The guidelines developed for preventive care in children have allowed us to create three-level model of preventive care for children in five main areas. The provision of medical, social, legal, psychological, and pedagogical care for children and adolescents (especially for children in difficult circumstances and/or socially dangerous situations) is one of the major issues for preserving the health of future generations in contrast to all socio-economic changes. This necessitates the creation of new forms, approaches, and mechanisms, as well as the development of measures on improvement of existing preventive technologies at the individual, group, and population levels via using information technologies.

The purpose of the article is a detailed analysis of information means of reflecting objective reality,in an individual consciousness in a postmodern society. The methodology is based on the use of activity,systemic, socio-cultural approaches, as well as methods of comparative and terminological analysis. Thescientific novelty of work is that the means of reflecting everyday reality in the individual consciousness areinvestigated. Mechanisms of influence of information technologies of mass communication on social identity,lifestyle, and culture, in general, are analyzed. It has been proved that social and cultural phenomena such aspost-folklore, ritualization, mythology, enigmatic narratives play an important role in the process of awarenessof objective reality. It is justified that the consciousness of the individual is in a total space created by masscommunication, and therefore the perception of everyday reality occurs under the influence of informationtechnologies. A significant role in modern society is played by the processes of demassification of everydaylife, which generate pluralism and a variety of thoughts; entertainment and humor are the main factors inthe manipulation of individual and social consciousness. Conclusions. Postmodern reality determines theemergence and development of such phenomena of everyday life, which turn into an important means ofinfluencing the social, and especially the individual consciousness. Everyday life through means of masscommunication is reflected as an image of reality in the individual’s brain, is realized and reproduced as asubjective reality. Scientific exploration in this area will always be relevant since everyday life in modernpostmodern society is an important specific source of society development, the meeting space of philosophy,psychology, social communications, and culture. Information technologies within logistic systems and their impact on economic, social and personal development have become an important subject of scientific research over the past decades. Theoretical and empirical research has shown the need to achieve and exploit positive outcomes (organization expansion, efficiency, effectiveness, competitive position) adoption and implementation of information technologies in logistics centers. At the time of great technological innovations, the human resources management plays an important role in achieving the competitive advantage of logistics centers on the market. With the development of new technologies, there are also changes in the way human resources management is handled within companies. The theme of this paper is the research of the connection between the importance of information technologies in managing human potentials and the performance of logistics centers. Information technologies have a growing presence in the management of human resources within logistics centers, and therefore their application achieves a great competitive advantage on the market. The aim of this paper is to use the analysis and descriptive methods to find a solution to the importance of information technologies in human resources management within a logistics center with the greatest focus on ERP systems.

The article analyzes the category of evaluation as dominant characteristics of modern phraseology. A wide range of scientific views on evaluation within the framework of new linguistic directions (media linguistics, legal linguistics, suggestive linguistics, political linguistics, psycholinguistics etc.) is considered. The immanence of evaluation in modern linguistics has become particularly relevant in the theory of functionalism, where the evaluation of a phraseologism is judged as not an optional feature, but one which underlies its semantics. The evaluation, accordingly, is considered with respect to the initial emotional-expressive connotation of a phraseologism. It is proved that value parameters of phraseology are laid down in its communicative essence, as any phraseologism a priori carries some sort of evaluation. If we regard evaluation as an oppositional set of value orientations (good/evil, beautiful/ugly, interesting/uninteresting, many/few, etc.), we can define a phraseologism as a verbalized form of such oppositions in the communication process. Logically, when creating new phraseologisms (e.g. in mass communication) it is the category of evaluation that determines the vector of functioning of phraseology. Hence, media phraseology is a mirror image of sentiments and value beliefs of a certain society and is relevant in the time frame (which is an extralinguistic characteristics of a media phraseologism and a basis for its further functioning and mass reproduction). We have proven that phraseological evaluation is influenced by extralinguistic factors such as politics, culture, information technologies, etc. The emergence of a new phraseology is the result of evaluative reconsideration of traditional linguistic forms of certain industries – sports, arts, medicine, education, etc. Consequently, evaluation is a universal category of a phraseologism, considering the fact of formation of society’s values through language phenomena. The axiology of each phraseologism is determined in social parameters, where media remains the main tool for the retransmission of society’s value orientations through the means of language, the main of which are phraseologisms.

The article is devoted to substantiation of theoretical and methodological aspects of personal development as the most valuable resource of enterprise competition in the market environment. Within a specific enterprise it is important to carry out a comprehensive empirical study of the outlined problem on the example of a specific production and trade enterprise. The essence and place of personal development in the content of modern concepts of personnel management of the enterprise are characterized. The relevance of comprehensive personal development and the formation of relevant competencies in the context of updating the innovative practice of assessing the individual value of the employee is substantiated. The program of complex estimation of development of the personnel of the enterprise is developed, including: formation and studying of a motivational profile of workers on twelve factors of motivation, introduction of periodic estimation of the personnel according to the adapted methodology recommended by the international corporation "Logistics groups"; diagnostics of the type of corporate culture that has developed in the organization; study of documents characterizing the economic results of the employee: sales, the number of new customers, staff turnover in the entrusted unit, feedback on the work. The results of a comprehensive study of forms of assessment and stimulation of factors of personality development in the personnel management system of the enterprise are presented. It is offered to introduce the adapted systems for assessing the development of personality and the level of staff competence, coaching technologies and building career plans as effective methods of personal development in order to optimize personnel management in general.

Information flows, without which it is impossible to imagine a modern society and its cultural environment, penetrate into all spheres of an individual’s life thanks to digital technologies. As a result, social processes experience drastic changes in the ways and forms of cognition and transformation of the surrounding reality, as well as in the processes of formation and representation of the individual in society. As a result of the development of digital information technologies, significant changes have occurred in the living space and the perception of time by a person of the 21st century. The Internet has formed its own unique information space, with its own special social and technological characteristics. A virtual network is a space for global communication and high-speed data dissemination, as well as an environment for people’s interaction that is not limited by the barriers of traditional mass media. All this has created a new type of culture – the culture of virtual reality, since our reality consists mainly of everyday virtual experiences.

The program “I Am a Fifth Grader” is one of the main programs implemented today in the municipal autonomous institution of additional education the “Doverie” diagnostic and counseling center for children of Vladikavkaz aged 11–12 years. This program was developed and modified on the basis of the Methodological Recommendations for educational psychologists of educational organizations on conducting preventive work with minors experiencing difficulties in learning, upbringing and so-cialization. Has a preventive psychological and pedagogical orientation. The program is aimed at creating the necessary conditions for personal development, adaptation to constantly changing con-ditions, strengthening of psychological health, and the formation of 21st century skills in schoolchil-dren. The program “I Am a Fifth Grader” is implemented in accordance with the Strategy for the de-velopment of education in the Russian Federation for the period up to 2025, taking into account the mentality and region of the republic. The proposed program is based on the work of Russian psy-chologists dealing with the problems of interpersonal relations, adaptation of children of primary school age. The course of this program is built taking into account the individual, age, psychological and physiological characteristics of students and contributes to the achievement of educational goals through the mastery of universal educational actions by students. One of the leading tasks of psychological and pedagogical support is to create conditions for the free development of the per-sonality, expanding the educational space to provide children with the opportunity to gain a variety of social experiences, the formation of social skills necessary in a rapidly changing world, self-development and self-determination. This program involves a whole range of psycho-preventive measures, which are aimed not only at the individual psychological and pedagogical correction of the student's personality, but also at restoring his social status in the peer group.

This article analyzes the methodological issues of the study of the phenomenon of social character. Social character is considered not as a typical (modal) individual character in society. As a systemic formation of social interactions, social character has non-additive (emergent) properties. Both individuals and various social communities are subjects of social character. At the individual level, social character is manifested as typical behavior traits in the process of communicating with different social groups. At the level of interpersonal, intergroup and mass communication, social character is a typical form of social interaction. Social character is the result of the mutual influence of subjects on individual behavior in the form of persuasion, suggestion, imitation and infection. The article analyzes the methods of measuring social character. It presents a test developed by one of the authors (R. B Shaikhislamov) to measure the degree of inner-, tradition- and other-directedness (according to D. Riesman’ stypology). The results of the measurement of social character in the course of interviewing residents of the Republic of Bashkortostan in 2015-2016 are presented. The authors come to the conclusion about the need for a comprehensive study of social character. The following problems are of great scientific interest. What are the emergent properties of social character in stable and unstable social situations? What are the trends of changes in the social character of Russians in the post-Soviet era? How significant are the differences in the social character of different generations, ethnic groups, residents of megacities, other cities and villages? We note that it is necessary to develop a system of indicators to measure social character. In addition to such indicators as inner-, tradition- and other-directedness, it is necessary to measure social character by such variables as "dominance – subordination", "productivity – non-productivity", "responsibility – irresponsibility", "cooperation – isolation", "trust – distrust", "Conformity – Innovation – Ritualism – Retreatism – Rebellion".

The article analyzes the role of modern mass communication in the construction of social reality representations. Based on the phenomenological and postmodern approaches to social analysis, the authors draw a conclusion about the determining and specific influence of the mass media on the individual in the context of the information society. The modern socio-informational exchange is greatly complicated by the information redundancy factor and the impossibility to fully process the entire volume of information. Excess of information puts a person in a situation of choice: he needs to choose certain channels. Then the chosen ones become the main media providers of social reality representations. Consequently, those representations in many respects are influenced by the content broadcasted through the selected channels. Theoretical and empirical data show that this plays a special role in the structure of individuals’ everyday informational practices and affects the level of trust to information sources and the processes of self-identification and socialization in the current social reality. The authors draw a general conclusion that people’s representations of social reality are, to a large extent, of an image nature. In many ways, this process also depends on the media concept of the selected channels. It is constructed and promoted by the communication efforts of the modern mass media. The authors emphasize the simulated and controllable nature of this process. The article presents data which may be useful in further sociological analysis of the modern mass communication process, in interpretation of its institutional characteristics, in determining their role in the construction of social reality representations.

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.
