The article presents the latest status of the Maidanak 1 m telescope, instruments and the related facilities of the Observatory as well as the science projects. The renovation of the 1 m telescope of Carl Zeiss (Germany) at the Maidanak observatory of the Ulug Bek Astronomical Institute (UBAI) AS of Uzbekistan has been made. All systems of the telescope were completely modernized based on modern standards, the main results of modernization are also described. All modernization works, as well as scientific research on this project are carried out in close cooperation of UBAI with the National Astronomical Observatories of the Academy of Sciences of the PRC in framework of the Agreement on cooperation between these organizations. The FOV has been enlarged and new CCD camera is mounted. The related facilities, like the observing circumstance monitoring system and the photovoltaic station, are also built for the observing support. The telescope and new camera will be tested and used for the science projects of the 1 m telescope. According to the collaboration agreement, a large-scale scientific project on a full survey of the northern sky in special photometric system - Stellar Abundance and Galactic Evolution (SAGE) survey will be carried out with the upgraded 1 m telescope. The main goal of the project is to measure the stellar atmospheric parameters for more than 500 million FGK stars. As other projects, the time domain science, like GRB, SNe searching, variable stars, also will be performed.

The report is based on the first results of the study "The History of the Evangelical Christians-Baptists in Ukraine", carried out in 1994-1996 by the joint efforts of the Department of Religious Studies at the Institute of Philosophy of the National Academy of Sciences of Ukraine and the Odessa Theological Seminary of Evangelical Christian Baptists. A large-scale description and research of archival sources on the history of evangelical movements in our country gave the first experience of fruitful cooperation between secular and church researchers.

Abstract Since 2012, the Institute of Archaeology of Chinese Academy of Social Sciences and Institute of Archaeology of the Academy of Sciences of Uzbekistan organized joint archaeological team and conducted five terms of archaeological survey and excavation to the Mingtepa Ancient City Site in Uzbekistan. The excavation showed that the Mingtepa Ancient City Site is a large-scale city site with nested inner and outer cities; confirmed the coexistence relationships among the architectural sites with high rammed-earth platform foundations, city walls, gates, roads and handicraft workshop remains, which are the scientific evidences for the in-depth researches on the layout and cultural connotations of the inner city; the burials found on the east wall of the outer city provided rare data of the terminus ante quem of the abandoning of the outer city.

A laboratory prototype for hyperspectral imaging in ultra-violet (UV) region from 225 to 400 nm was developed and used to rapidly characterize active pharmaceutical ingredients (API) in tablets. The APIs are ibuprofen (IBU), acetylsalicylic acid (ASA) and paracetamol (PAR). Two sample sets were used for a comparison purpose. Sample set one comprises tablets of 100% API and sample set two consists of commercially available painkiller tablets. Reference measurements were performed on the pure APIs in liquid solutions (transmission) and in solid phase (reflection) using a commercial UV spectrometer. The spectroscopic part of the prototype is based on a pushbroom imager that contains a spectrograph and charge-coupled device (CCD) camera. The tablets were scanned on a conveyor belt that is positioned inside a tunnel made of polytetrafluoroethylene (PTFE) in order to increase the homogeneity of illumination at the sample position. Principal component analysis (PCA) was used to differentiate the hyperspectral data of the drug samples. The first two PCs are sufficient to completely separate all samples. The rugged design of the prototype opens new possibilities for further development of this technique towards real large-scale application.

High speed infrared (IR) scene simulation is used extensively in defense and homeland security to test sensitivity of IR cameras and accuracy of IR threat detection and tracking algorithms used commonly in IR missile approach warning systems (MAWS). A typical MAWS requires an input scene rate of over 100 scenes/second. Infrared scene simulations typically take 32 minutes to simulate a single IR scene that accounts for effects of atmospheric turbulence, refraction, optical blurring and charge-coupled device (CCD) camera electronic noise on a Pentium 4 (2.8GHz) dual core processor [7]. Thus, in IR scene simulation, the processing power of modern computers is a limiting factor. In this paper we report our research to accelerate IR scene simulation using high performance reconfigurable computing. We constructed a multi Field Programmable Gate Array (FPGA) hardware acceleration platform and accelerated a key computationally intensive IR algorithm over the hardware acceleration platform. We were successful in reducing the computation time of IR scene simulation by over 36%. This research acts as a unique case study for accelerating large scale defense simulations using a high performance multi-FPGA reconfigurable computer.

AbstractA one-meter wide field astronomical telescope with Alt-Az mount, putting in work at prime focus with field corrector, is located at the Nanshan site of Xinjiang Astronomical Observatory. The Nanshan One meter Wide-field Telescope (hereafter NOWT) provides excellent optical quality, pointing accuracy and tracking accuracy. The main scientific goals of NOWT are supernovae, gamma-ray bursts, novae, variable stars, and active galactic nuclei. It is worthwhile to point out that the sky background at the Nanshan is a classic optical site.

The article is devoted to a point-by-point study of the problem of promoting startups of existing and novice SMEs in the Perm Region. The analysis of the structure of investments in fixed assets by sources of financing in the Perm Region for January-September 2020 is carried out. A proposal was made to create an electronic platform "Investperm" in order to attract large-scale investment in small and medium-sized businesses in the Perm Region. The author analyses the history of the establishment of the Ukrainian Academy of Sciences in Kyiv. He examines the legal procedures for the Academy’s establishment and emphasises that mutual understanding between the scientific community and authorities provides an opportunity to resolve a fundamental nation-wide problem within a short time span. It is also stressed that the crucial role in drafting the Law on the Establishment of the Ukrainian Academy of Sciences belongs to M.P. Vasylenko and V.I. Vernadskyi, like-minded prominent scholars and men of science, towering figures who considered science as the blissful power. In addition, the article examines the main tasks pursued by the Ukrainian Academy of Sciences, namely providing a sound scientific underpinning for the development of Ukrainian society as well as increasing the role of sciences in civil life. The article substantiates that the comprehensive development of seminal works has always been and still remains the primary purpose of the Academy. All scholars who took part in its development disinterestedly worked upon the implementation of its concept and dedicated their lives to education. The author singles out five rather different periods in the operation of the Ukrainian Academy of Sciences: the establishment, expansion of activities during the World War II, post-war rejuvenation, development, and golden age owing to scientific and technological advancement. The fifth period is modern and has lasted since 1991. In the end, the author emphasises that the establishment of the Ukrainian Academy of Sciences was designed as a large-scale and socially significant project, whose implementation has eventually given rise to a powerful national intellectual centre with an ever increasing contribution to the development of the country, nation, and personalities. According to the fundamental principles and strategic goals of the Academy, its activity has been expanding for over a hundred years both in favourable and disadvantageous times, in conditions of social stability and continuous social changes. The article is devoted to the study of intra-firm labor mobility and the opportunities for updating the composition of research personnel, including managers. The information base was the data from the questionnaire survey of the personnel of the institutes of the Russian Academy of Sciences, carried out by the Institute of Socio-Economic Studies of Population RAS in 2015. The age limit set for heads of institutions, the established standards for young research fellows and other measures have changed the mechanism of labor mobility. Changes in the position of researchers of different categories have been analyzed with the account of the factors facilitating career growth or, on the contrary, complicating it. It turned out that junior researchers and top-management were the most mobile categories in the personnel hierarchy. The summary picture of the career advancement to top management, on the one hand, showed its availability for employees with different starting opportunities, and on the other hand, provided insight into the personnel reserves of candidates for the position of director and deputy director for research. Career attitudes were correlated with the assessment of the reality of their implementation. The process of accelerated rejuvenation of the RAS personnel can be described as controversial, especially in connection with the large-scale changes in the top management. The internal potential of candidates for director’s post was also investigated. According to the study, it is not high enough, and the chances of a person from the outside are significant. It looks like normalization of the intra-firm mobility of researchers, including rotation of managerial personnel, is possible not so much by administrative regulation, as through the all-round development of the scientific environment in which there is a qualitative professional growth of scientific personnel.

Planar imaging of laser-induced fluorescence of CH radical is made to examine combustion processes in a valveless pulse combustor. An excimer-pumped dye laser tuned to a wavelength of 387 nm is used to excite the R1N″=6 line of (0,0) band of the B2Σ−−X2Π system of CH radical, and an image-intensified CCD camera system is used to detect the (0,1) band emission at around 435 nm. According to the CH-LIF images, it is found that the progress in combustion during a pulsation period is expressed by the enlargement and breakup of the earlobe-shaped flame front along the outline of a pair of large-scale eddies of fresh mixture.
