The government organizes public services in the immigration sector in terms of issuing passports through the Directorate General of Immigration which has the responsibility of carrying out immigration functions and determining service standards for each Technical Service Unit owned. In providing public services, the TPI Medan Special Class I Immigration Office is responsible for four districts and two cities covering Langkat Regency, Deli Serdang Regency, Serdang Bedagai Regency, Karo Regency, Medan City and Binjai City. With a large enough working area, it is necessary to establish an Office Work Unit or Passport Service Unit as an effective and efficient way to carry out immigration functions and to bring services closer to the public.             The establishment of an Office Work Unit (UKK) and a Passport Service Unit (ULP) based on the workload of the Technical Implementing Unit is very broad so it is necessary to establish an Office Work Unit and Passport Service Unit to optimize immigration functions to the community. The aim is that every community can get the fulfillment of service needs in accordance with the laws and regulations governing the delivery of public services. In the framework of establishing an Office Work Unit (UKK) and Passport Service Unit (ULP), it is necessary to determine a strategic location and can be reached by the community so that it can achieve its maximum function.             The Kualanamu Passport Service Unit is located in the Kualanamu Airport area, which is located in Beringin District. Therefore, this study aims to analyze strategic locations in determining the location of ULPs. In order to analyze the location and range of services, a spatial buffering analysis was carried out as well as theories that were considered relevant, such as the theory of Von Thunen, Weber and Christaller. From the spatial analysis process carried out, it can be seen that a strategic location in the formation of ULPs so that the range of services provided can meet the needs of the community.

Bureaucratic reform in public services in the Tanimbar Islands District seems very urgent at this time. The facts show that the Tanimbar Islands Regency is still faced with various obstacles in public services, especially those closely related to public service needs in the fields of education, health and licensing, especially at the District level as the spearhead of the Tanimbar Islands Regency government in providing public services. The research method used is descriptive research with a qualitative approach. The use and approach of qualitative research is deemed appropriate because it is in accordance with the qualitative characteristics of the phenomena being studied, to verify the issue of reform has been and can be carried out in accordance with what is expected or in accordance with the character of the archipelago. The results showed that the institutional reform in Tanimbar Selatan District, Southeast Maluku Regency was not effective because of several problems faced related to the efforts of the sub-district government to carry out bureaucratic reform, namely the decentralization of authority was not effective because the decentralization of authority granted was not fully implemented as expected. . From the aspect of organizational structure, it has implemented the principles stipulated in the Government Regulation of the Republic of Indonesia Number 18 of 2016 concerning Regional Apparatus, but it is hoped that it will prioritize aspects of the interests and needs as well as the availability of Regional Government budgets, the function of authority is often not adjusted to the capacity and competence of the apparatus. it is more dominant based on the likes and dislikes. Supporting facilities are still lacking, especially information and communication technology support, which is still an obstacle to providing effective and efficient services. Abstract Basicly, The government carries out three main duties, namely: organizing government, carrying out development, and holding public services. State that is required to attend to serve every citizen and citizen to fulfill the rights and basic needs of the community under government approval, accept the mandate of the UUD NRI 1945 (Constitution of the Republic of Indonesia). Based on data or empirical facts, the fact that public services in Indonesia are still not optimal. The quality of community services that have not been optimal, determine the expectations of the community, will reduce the essence of the objectives of the government (state) to realize social welfare for all the people of Indonesia. For this reason, one of the efforts that must be done immediately in realizing good and prime public services is to optimize public information disclosure in the implementation of public services. The main key to understanding good governance is understanding the principles of good governance. Starting from these principles, a benchmark for the performance of a government will be obtained. Information disclosure is one of the important principles of good governance, which can help to realize good and excellent public service delivery. The constitutional guarantee of the right to public information disclosure agreed is contained in Article 28F of the UUD NRI 1945, then further regulated in Act Number 14 / 2008 Concerning Public Information Openness (UU KIP), related to the budget for public service needs, namely transparent, effective and efficient, accountable and accountable. Public services related to information disclosure will create good governance. Keywords: Information disclosure, public service, good governance. Abstrak Pemerintah pada prinsipnya menjalankan tiga tugas utama, yaitu: menyelenggarakan pemerintahan, melaksanakan pembangunan, dan menyelenggarakan pelayanan publik. Negara wajib hadir untuk melayani setiap warga negara dan penduduk untuk memenuhi hak dan kebutuhan dasar masayarakat dalam kerangka pelayanan publik, sebagaimana amanat UUD NRI 1945. Berdasarkan data atau fakta empiris, tercermin bahwa pelayanan publik di Indonesia masih belum optimal. Kualitas pelayanan publik yang belum optimal, sebagaimana harapan masyarakat, akan mengurangi esensi tujuan pemerintah (negara) untuk mewujudkan kesejahteraan sosial bagi seluruh rakyat Indonesia. Untuk itu salah satu upaya yang harus segera dilakukan dalam mewujudkan pelayanan publik yang baik dan prima adalah mengoptimalkan keterbukaan informasi publik di dalam penyelenggaraan pelayanan publik. Kunci utama memahami good governance adalah pemahaman atas prinsip-prinsip di dalamnya. Bertolak dari prinsip-prinsip ini akan didapatkan tolak ukur kinerja suatu pemerintahan. Keterbukaan informasi merupakan salah satu prinsip yang penting dari good governance, yang dapat membantu untuk mewujudkan penyelenggaraan pelayanan publik yang baik dan prima. Jaminan konstitusional terhadap hak atas keterbukaan informasi publik sebagaimana termaktub dalam Pasal 28F UUD NRI 1945, kemudian diatur lebih lanjut ke dalam Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik (UU KIP), menjadi dasar bagi pemerintah untuk melaksanakan fungsi pelayanan publik yang baik, yaitu yang transparan, efektif dan efisien, akuntabel serta dapat dipertanggungjawabkan. Pelayanan publik yang didasarkan pada keterbukaan informasi, akan mewujudkan suatu tata kelola pemerintahan yang baik. Kata kunci: Keterbukaan informasi, pelayanan publik, tata kelola pemerintahan yang baik (good governance).

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

PurposeDespite widespread adoption of business process reengineering (BPR) for better delivery efficiency of public services, a structured approach continues to elude the most value-adding phase of BPR: business process redesign. From another viewpoint, the rising currency of Whole-of-Government (WoG) and “shared services” initiatives signal an unmissable trend toward resource reuse across public service agencies (PSAs) through business process standardization (BPS). This research invokes BPS into process redesign to produce a process redesign framework (PRF) and deploys the same to build a standard process model (SPM) for services of the government of Albania (GoA).Design/methodology/approachThe methodology follows the design science research (DSR) paradigm, wherein best practices extracted from literature are synthesized with stakeholder inputs to design the PRF and SPM, both of which are then evaluated with case study research.FindingsAdoption of PRF/SPM on a WoG basis will not only reduce service lead time but also enable a variety of public services to share the same process, thereby further saving costs for GoA. The research outputs will accelerate reengineering and subsequent digitalization of public service operations.Research limitations/implicationsImplementing SPM will maximize resource reuse and help offer uniform and integrated public services to GoA's customers. It will also enable demand-driven staff mobilization across GoA agencies. The proposed PRF/SPM have limitations in that they consider only flow aspects of service processes with aspects of conversion being ignored.Originality/valueThis research fulfills the need for a systematic approach to process redesign and prepares GoA for a WoG treatment to its BPR efforts.

Accountability and oversight are constitutional requirements in all the spheres of government in the Republic of South Africa and their foundation is in the Constitution of the Republic of South Africa of 1996. All spheres of government are charged with the constitutional mandate of providing public services. The level of responsibility and public services provision also goes with the level of capacity of a particular sphere. However, most of the direct and visible services that the public receives are at the local sphere of government. As such, enormous resources are channelled towards this sphere of government so that the said public services could be provided. It is imperative that the three spheres of government account for the huge expenditures during the public service provision processes. The parliaments of national and provincial governments exercise oversight and accountability over their executives and administrations through the Public Accounts Committees, while the local sphere of government relies on the Municipal Public Accounts Committees. This article is theoretical in nature, and it seeks to explore the current state of public accountability in South Africa and to evaluate possible measures so as to enhance public accountability. The article argues that the current public accountability mechanisms are not efficient and effective. It is recommended that these mechanisms ought to be enhanced by inter alia capacitating the legislative bodies at national, provincial and local spheres of the government.

Rights are also protected and upheld as is the agreement of the fourth precepts that reads: "Democracy Led by Wisdom in Consultation / Representation". Human Rights also recognizes the right of every person for the honor and protection of human dignity and dignity, which is in accordance with the fifth precepts which read: "Social Justice for All Indonesian People" PASTI Values ​​which are the core values ​​of the Ministry of Law and Human Rights which is an acronym of Professional, Accountable, Synergistic, Transparent and Innovative is an expression of the performance of the immigration apparatus in providing human rights based services. If these values ​​are in line with the values ​​contained in Pancasila, the criteria for evaluating human rights-based public services are based on the accessibility and availability of facilities; the availability of alert officers and compliance of officials, employees, and implementers of Service Standards for each service area will be easily achieved. It is fitting that immigration personnel in providing services must be in accordance with the principles of human rights-based services and in harmony with the Pancasila philosophy. This is as an endeavor in fulfilling service needs in accordance with the mandate of the 1945 Constitution, provisions of applicable laws and human rights principles for every citizen and population for services provided by the government in this case Immigration.

Improvement and quality assurance of public services is very needed, therefore the Government through Law Number 25 of 2009 concerning Public Services and Minister of Administrative Reform and Bureaucratic Reform Number 15 of 2014 concerning Guidelines for Service Standards requires that every public service provider be obliged to establish and apply Public Service Standards for each type of service that it provides. One of them is the Yogyakarta Education and Training Agency as a public service provider in the form of education, training, and competency development for the State Civil Apparatus. Public service standard documents that have been prepared by the Yogyakarta Education and Training Agency in 2017 need to be evaluated because they allegedly did not meet the method in the preparation process. The research conducted is a literature review with data mining techniques using observation techniques, interviews, mini focus group discussions and public hearings. Based on the research results it is known that the public service standard documents that have been owned by the Yogyakarta Education and Training Agency are still not comprehensive, but this solution is then obtained after an analysis and discussion with stakeholders at the Yogyakarta Education and Training Agency has also successfully identified various types of services that need to be it is prioritized to develop public service standards.

Public services are the primary channels and government activities in which citizens contact public organizations. In turn, public services provided by the government are critical for citizens to recognize public organizations and governments according to their content and procedure. With the onset of COVID-19, the existing face-to-face public service delivery system has shown limitations in meeting citizens’ needs for public services (fastness, transparency, and safety); as a result, a shift to non-face-to-face public services is required. The study proposes the question: “How does citizens’ satisfaction with non-face-to-face public services affect public organizations (response and transparency) and government satisfaction?”. The purpose of this study is to verify the effect of satisfaction (content and procedural) with non-face-to-face public services on the perception (responsiveness and transparency) of public organizations and governments’ satisfaction. Specifically, non-face-to-face public services are divided into content and procedural aspects to analyze the responsiveness and transparency of public organizations and their impact on government satisfaction. This study used a structural equations model for analysis and used data collected in 2019 by the Korea Institute of Public Administration, a representative public research institute in Korea. The main analysis results are as follows: the responsiveness and transparency of public organizations increased alongside satisfaction with content and procedural satisfaction with non-face-to-face public services, and government satisfaction increased with responsiveness to and transparency toward public organizations.
