And the government has also issued a Regulation of the Minister of Administrative Reform and Bureaucratic Reform No. 14 of 2017 concerning Guidelines for Surveying Public Satisfaction of Public Service Providers. The Elements That Are Focused In The Community Satisfaction Survey consist of 9 Elements. Of the 9 non-services in the work unit of the Regional Development Planning, Research and Development Agency in the City of Tasikmalaya in general, the Highest Average Value (NRR) The Highest Non-Service Cost Conformity (3.59), While No one has an Over Value (NRR) that almost the same but still in the GOOD category. The element with the lowest average value (NRR) is service time (average 3.07). This value reflects the highest level of satisfaction obtained from the Conformity of Service Costs. While at the time of service provides the lowest level of satisfaction. Everyone's Average Rating. <p> </p><p>This aim of this paper is to propose solutions to the systems and procedures reform, as part of the bureaucratic reform, in the City of Kupang. Generally, Indonesian bureaucracy has undergone significant reform, which is the result of convergence between external and internal factors. Bureaucracy Reform of the bureaucracy can be classified into three groups: institutional reform, personnel resources reform and systems and procedures reform. In many cases, the failure of system and procedures reform has hindered the effectiveness of bureaucracy reform as a whole. Therefore getting insight on the government commitment to promote system and procedure reform is imperative. This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out.

The kalimalang highway is a connecting road between the city of Jakarta and Bekasi, the high mobility of passenger vehicles and goods is a problem of congestion that must be minimized. The volume of vehicles on the Kalimalang highway has increased quite high each year, but this has not been matched by growth in capacity. Therefore the government plants to build the Becakayu toll road to reduce congestion. This study aims to determine bottlenecks that occur due to the construction of an off-ramp on the Becakayu toll road, especially in section 2A, which is located on Jl. Veteran, while the location under review is the intersections affected by the construction of the off-ramp including the intersection of four signaling BCP, intersection of four signaling Veteran and Sarbini unsigned intersection, Data analysis in this study uses the MKJI 1997 method.  From this method displays the behavior of traffic, for signal intersections will display signal time, capacity, vehicle stopped ratio, queue length, and average delay and for unsignalized intersections will display capacity, average delay and queue opportunity. From the results of this study it was found that the signaled intersection had an average value of DS > 1, so for the service level at the intersection is the current forced / jammed with low speed. Where the largest queue length occurred 1876.7 m, an average delay of 210.30 SMP/ sec, and vehicles stopped at an average of 7378 SMP/hour. And for unsignalized intersections having an average DS <0.45, the service level at the intersection is a stable flow with operating speed starting to be limited by traffic conditions, this intersection has the greatest queue probability (QP%) 8.48-20.35 in the Saturday time period - afternoon and intersection delay 9.5 SMP / sec.

Currently, the organization of gastronomic festivals is an opportunity to rescue the culture and development of a destination. The present study was carried out in the city of Naranjal, Ecuador at the "Gastronomic Festival of the Red Crab" and its objectiv es are: (i) to identify the relationship between the level of education and income, as sociodemographic variables as well as the level of satisfactio n of people attending a Gastronomic Festival. (ii) identify the influence of Satisfaction on the probability of revisiting a Gastronomic Festival. Two hundred valid questionnaires completed on-site by national and international visitors during the event were used. Pearson's Chi square and Spearman's Correlation were applied for data analysis. The results show that the level of satisfaction of the attendees is influenced by their level of education and income. Furthermore, the probability of revisiting the event is influenced by the level of satisfaction of the attendees. The results will contribute to the academic literature and the information will be used for service providers to develop products according to demand.

The development of modern markets in Pontianak City is very rapid which can certainly have an impact on traditional markets. The existence of a modern market will affect the pattern or behavior of consumers, so that consumers often choose to shop at the modern market. This condition is a threat to traditional market traders, so tradional market traders need a special strategy in retaining their consumers. This study aims to formulate a competitive market strategy to deal with modern markets in Pontianak. The method used is descriptive method and analyzed using SWOT. Data collection uses questionnaire instruments for consumers, traders and several key informants. The results show that the competitive strategy of traditional flamboyant market traders to face modern markets in the city of Pontianak is to use SO strategies, by providing good service to customers, increasing sales of people's basic needs, offering products at low prices with the hallmark of bargaining culture, increasing small economy and loves local products. Efforts that can be given are for traders to maintain facilities and infrastructure in the market, continue to pay attention to the needs of consumers, change the market healthier and cleaner. The government must also always pay attention to the comfort, freedom of consumers, handle every complaint, select every trader who is always active and inactive so that there are no empty booths and increase the ability of resources to traders.

The Development Planning Agency, Regional Research and Development of the City of Manado is a body that assists the Mayor in supporting government affairs in the fields of planning, research and development. In each program and activity requires funds, to see good financial use, a good budgeting process is needed that is in accordance with the guidelines in legislation which can reduce the risk of ineffective use of the budget. The purpose of the study was the Bapelitbangda of Manado city to provide information on how the government adhered to every regulation and policy regarding budgeting to create an accountability public sector organization. In accordance with Minister of Home Affairs Regulation No. 33 of 2017 concerning budgeting guidelines where Bapelitbangda is quite effective in implementing every rule and policy of regional government in terms of budgeting.Keywords: public sector budgeting process, Bapelitbangda Manado City

This research was conducted to find out how a space formed by the government (state sphere) has the potential to turn into a public sphere which is deliberative because of the involvement of information technology. This research was carried out on the use of information technology in the implementation of electronic development planning meetings (E-musrenbang) in the City of Surabaya, East Java, Indonesia. This research was conducted qualitatively using a critical approach. The data processed and analyzed were obtained from community leaders in four villages in Surabaya. As a result, this study shows that the internet has provided opportunities for people to make the state sphere as a public sphere where people can act further and more freely as citizens to voice their aspirations, opinions, and ideas. As such, indirectly the participation of the community to be involved in regional development can be pushed to a higher level.

The purpose of this research is to know the City Development Policy Recommendations Worth Children in the town of Kendari. The location of the research is on Duty and authorized Agencies in the task force as well as Decent City Development Forum of the child, the child's caregivers and the business world in the city of Kendari.  This type of research is a Qualitative Description. Informants in this study a total of 11 people which is the representation of the regional development planning board, a body of women empowerment and child protection, Education, health services, Social Service, Department of labor, Police Resort Kendari, the children's Forum, the task force of the sub-district, and recipient of the City Program Worth Child Kendari. The technique of data collection in this research is the observation, interview and study documents. The analysis of the data used in this research in the form of data collection, reduction of: 1) maximize the synchronization with equating views on the urgency of the fulfillment of children's rights for work unit area devices; 2) implement the coordination between the task force as well as Decent Town monitoring at regular intervals and follow-up; 3) Effective use of guesthouses by the Government so that local government Kendari can provide guidance and rehabilitation for street children; 4) Socialization and strengthening child protection task force levels of the tenets of citizenship as a whole in preventing acts of violence, as well as roles and functions, can be recognized by the public. Keywords: Implementation Policy, The City Deserves A Child

Batam City is a city located in the Riau Archipelago. Batam City is known as an industrial city, over time at this time Batam city is known as a tourist city and has several tourist attractions one of which is the beach. The beach in the city of Batam is widely used as a vacation spot by residents and tourists visiting the city of Batam. One of the beaches that become the target of visitors is the Mirota beach. Mirota Beach is a beach located in Sijantung Village, Galang Barelang Village, Galang Island, Batam, Riau Islands, Indonesia. To maintain and maintain the number of tourist visits an effort is needed to maintain the quality of service so that tourist satisfaction can be maintained and improved. The purpose of this study is to determine the level of satisfaction of visitors based on five aspects, namely tangible, assurance, empathy, reliability and responsiveness by taking a sample of 130 samples. The results of the study of 130 respondents were for the servqual score, namely the average value of the gab for each dimension on the mirota beach was tangible (-0,553), assurance (-0,529), empathy namely (-0,521), reliability (-0,581) and responsiveness (- 0.585). based on the calculation of servqual scores, the results of gab calculations for the five dimensions are the difference between reality and expectations> -1, which means good, while for quality (Q) each dimension is tangible 0.854, assurance 0.865, empathy is 0.867, reliability 0.852 and responsiveness 0.847. based on the calculation of the value of quality (Q) for the five dimensions that is close to 1 which means good.

Maternal and child health is one of the Millennium Development Goals MDG's 2015global agreement targeting the maternal mortality rate in Indonesia can be reduced to 102per 100,000 live births in 2015. Efforts to suppress AKI continue to be pursued, includingthe provision of health services for pregnant women. In 2014, the government beganimplementing a National Health Insurance (JKN) nationally. Implementation of the JKNprogram causes Delivery Guarantee (Jampersal) for pregnant women deleted. The deletionencourage local governments to be creative pressing AKI with JKN program and theRegional Health Insurance (Jamkesda). Policy of Implementation Security SystemMaternal Health in Banjarmasin, which inhibits MCH program because the program JKNknows no territorial, pregnant women can choose the health care she likes, while the MCHprogram is monitoring the health of pregnant women by the cantonal ie PWS-KIA forevaluation and program planning region. The cause of the mortality rate among pregnantwomen in the city of Banjarmasin is due late in delivery to the referral occurs as a result offactors helper (service providers at a basic level), delayed detection of high risk so that thecondition of pregnant women who were referred is severe enough, and too late to reachhealth care at the level of referral services. Lack of adequate resources, facilities andinfrastructure that do not support and quality of service at referral level is a factor causingdelay in rescue efforts maternal health. JKN program bureaucratic system does not supportMCH programs, thus largely independent midwives are reluctant to deal with pregnantwomen / mothers give birth this was due to a convoluted bureaucracy and services /approved rates are too low in accordance with Law of the Ministry of health No 59, 2014.
