Some argue that one of the key factors contributing to marine resource and environmental degradation, as well as to the poverty of fishers in Indonesia was the centralized resource management system. Since the start of the era of reform in 1998, Indonesia has experienced many fundamental changes, including decentralization of fisheries management.This paper assess impacts of the decentraization on fishers living condition and their struggle. This study shows that decentralization in Indonesia, including decentralization of fishery resources management, has not brought any significant improvement to fishers’ living conditions. Thus, I argue that what is important is not the decentralization per se, but those who are in power. If the people in power put more emphasize in pursuing economic growth and their own prosperity without paying enough attention to the environment and poor people, decentralization would not bring any significant improvement to the environment and poor people such as fishers. In that case, decentarlization simply moves the locus of power from central government to local government.

The alleviation of illiteracy in Indonesia has been performed by the central government through the district government policy. In this study will be performed a research about the alleviation of illiteracy in Sumenep district by using paradigm of SDGs (Sustainable Development Goals) in quality educational aspect and skill life education. This research uses descriptive-qualitative method in collecting and analyzing the data about the alleviation of illiteracy policy that is applied by government in Sumenep district. The Sumenep district government policy becomes a basic part in advancing the society, includes the policy in education aspect. One of the Sumenep district’s policies in education aspect includes an initiation in convincing the society through the alleviation of illiteracy for poor people. This research gets a conclusion that alleviation of illiteracy was performed by Sumenep district government in order the people get the quality education for their development in literary aspect (reading and writing) and to support their future that is faced to the technology world more advanced and more advanced, this becomes an indicator of prevailed policy.


ABSTRACT The study analyses the socio-economic status, degree of income inequality and perceived socio-economic conditions of the fish farmers of the four districts of Sikkim. A total sample size of 200 fish farmers was selected from the four districts depending upon the presence of the number of farmers in each district. Purposive random sampling method was used and the results were analysed from descriptive statistics such as frequency count and percentages. The degree of income inequality was analysed through Gini coefficients. The factors that determined the perceived socio-economic living conditions were analysed with a logistic regression model. The socio-economic status of the people was found to be in good condition and there were not many variations among the fish farmers of different districts. Most of the respondents had pucca houses with the combination of firewood and LPG as a source of cooking fuel and also had access to basic amenities like electricity, drinking water and sanitation facilities in the households. The study also found that income inequality was not so severe amongst the fish farmers of the three districts except for the East district which had the strongest income inequality. The per capita income, housing condition and ratio of above primary education to total members had a significant impact on the perceived living conditions of the fish farmers. Keywords

This study describes the border management policy conducted by the central government, provinceof East Kalimantan and Nunukan. Policies such as the establishment of regulatory, institutionalstrengthening, programs and infrastructure development. The policy is getting good responsefrom the elite and the masses. On the other hand policy makers have expectations of localcommunities border synergism Sebatik Island in order to build and develop the border areas so asto break the chain of dependence on Malaysia. The research was conducted in Sebatik Island,East Kalimantan province Nunukan with the formulation of the problem (a) what policies areoriented to maintain borders, (b) How is the public response to government policy, (c) What areyour expectations of policy makers in local communities to regional border. This study usedqualitative methods to phenomenological research strategy. Techniques of data collection in thisstudy using two ways, namely in-depth interviews and secondary data view Results indicate thatthe existing policy of both the central and provincial to district borders do not solve the problembecause it is made on the island of Sebatik with other border regions. The policy does not includelocal knowledge, where it is desperately needed by the people Sebatik. In addition to policies onprograms and infrastructure development of the center, the district adopted a policy of inactionagainst the illegal cross-border trade, which on the one hand against the rules but if enforced thenpeople can not perform economic activities that impact well-being. Policies like this gets a positiveresponse from the public. East Kalimantan is a province full of paradoxes. This region has considerable economic potential measured in terms of its abundant endowments of natural resources, including oil, natural gas, gold, coal and forestry. Yet, East Kalimantan still lacks infrastructure, has poor human resources and high levels of unemployment, factors that condemn much of the population to a life of poverty and hardship. The new system of regional autonomy, which has been implemented since 2001, was expected to give more benefit to the regions, as regional governments have held relatively more power and fiscal capacity. Law 22/1999, which has been revised twice, has provided more authority to regional governments to manage their respective regions. The introduction of fiscal decentralisation through Law 25/1999, further revised in Law 33/2004, has favoured regions rich in natural resources such as East Kalimantan. As it has abundant natural resources, this region has received greatly increased funds from the central government due to the implementation of sharing revenue formula generated from the exploitation of natural resources. These supposed to give more opportunities for the rich regions such East Kalimantan to accelerate regional development and bring their people to greater prosperity. Nevertheless, East Kalimantan has realized neither the objectives of regional autonomy nor the community aspirations for a more prosperous society. This paper aims to examine the extent to which regional autonomy laws have impacted people's welfare in East Kalimantan.

Industrial effluent regulations in Israel can be promulgated pursuant to four statutory sources. No clear boundaries delineating the scope of these laws exist, and some of them are neither environmental nor water laws per se. The resulting legal situation is one of confusion, duality and even contradiction both institutionally and substantively. A revision in the Israeli approach towards the regulation of industrial effluent is proposed, taking into consideration some elements of the U.S. Clean Water Act. Ideas are presented for setting up jurisdictional boundaries between the local and central government authorities to differentiate between organic loads and hazardous materials. In addition, the paper calls for criteria and discretionary limits on the setting up of permit conditions and enactment of regulations as well as the need for improvement of existing effluent criteria.

Language is an inherent part of an individual’s identity. Any attempt to subjugate that identity is vehemently resisted by the people. In India, Hindi is not only seen as a language per se but also linked with North Indian Hindus. In the past, the introduction and imposition of Hindi in non-Hindi-speaking states, mainly Tamil Nadu, had faced strong opposition. Since the National Democratic Alliance (NDA) led by the Hindu Nationalist Party—Bhartiya Janata Party (BJP)—elected to power in May 2014, the union government has taken measures to what it calls promoting the use of the Hindi language in India. These measures have been strongly resisted in the non-Hindi-speaking states of the country. This article looks at the debates between Hindi and non-Hindi speakers since the years of the anti-colonial movement in India. It examines the character of the movement to promote Hindi and the resistance against the Hindi movements in India. This article also discusses the demands for language-based states in India. In this paper, the author argues that in the non-Hindi-speaking states, Hindi is mainly looked at as a means to subsume and suppress the native’s identity. To protect their linguistic identity, which is inextricably intertwined with other identities, people in non-Hindi-speaking areas have protested in past and also resist such attempts in present.

Recent educational reforms in England have sought to reshape public education by extending central government control of curriculum and assessment, while replacing local government control of schools with a quasi-private system of academies and multi academy trusts. In this paper, we resist reading this as the latest iteration of the debate between “traditional” and “progressive” education. Instead, we note how, despite the mobilisation of the rhetoric of the public and public education, schooling in England has never been public in any deeply meaningful sense. We develop a genealogical reading of public education in England, in which ideas of British universalism – “the public” – and inequality and exclusion in education and society have not been opposed but have gone hand-in-hand. This raises the question whether it is possible to envisage and enact another form of collective – one that is based on action rather than fantasy and that is co-authored by, comprising, and exists for, the people. The final part of this paper seeks to grapple with this challenge, in the context of past, present and future potential developments in education, and to consider possibilities for the imaginary reconstitution of public education in England in the twenty-first century.

In any consideration of the future of the states, it is desirable at the outset to recall the circumstances of their development and of their entry into the Union. When the present Constitution was framed and adopted, the states were more than a century and a half old. At that time, and for many years thereafter, it was the states to which the people gave their primary allegiance. Under the Articles of Confederation, the strength of the states was so great that the central government was unable to function; when the Constitution was framed, the people were still greatly concerned about “states' rights.” This priority of the states in the federal system continued through the nineteenth century, down to the period of the Civil War; in the closing decades of that century, state government sank into the depths in an orgy of graft and corruption and inefficiency, which resulted in a wave of state constitutional restrictions, particularly upon legislative powers.At this time, when the prestige and efficiency of the state governments were at their lowest ebb, there began to appear ringing indictments of the whole state system. Most conspicuous of these were the well known writings of Professors John W. Burgess, of Columbia University, and Simon N. Patten, of the University of Pennsylvania.

This study aims to analyze the factors that affect the welfare of the people of the City of Padang measured using the Human Development Index consisting of: 1) To determine the effect of the Per Capita Gross Regional Domestic Product on the welfare of the people in the City of Padang. 2) To determine the effect of number of Poor in community welfare in Padang. 3) To determine the effect of Unemployment Rate on the welfare of people in the city of Padang. The research method used in this research is descriptive quantitative research method. The sampling technique in this study is total sampling. Data collection was performed using documentation and hypothesis testing techniques in this study using multiple linear regression test. Based on the results of the study note that: 1) The regression coefficient value of GDP per capita is equal to 0.0000002 with a probability of 0.001 which is smaller than 0.05. 2) The regression coefficient value of the number of poor population is 0.156 with a probability of 0.526 which is smaller than 0.05. 3) The regression coefficient value of the Open Unemployment Rate is -0,00014 with a probability of 0.117 less than 0.05. The conclusions that can be drawn are as follows: 1) Gross Regional Domestic Product (GRDP) has a positive and significant effect on the welfare of the people in Padang City. 2) The number of poor people has no significant effect on the welfare of the people in the city of Padang. 3) Open Unemployment Rate has no negative and significant effect on the welfare of the people in Padang City.

The Ruhr, with an average flow of 80.5 m3/s at its mouth, is a comparatively small tributary to the Rhine River that has to perform an important task: to secure the water supply of more than 5 million people and of the industry in the densely populated region north of the river. The complex water management system and network applied by the Ruhrverband in the natural Ruhr River Basin has been developed step by step, over decades since 1913. And from the beginning, its major goal has been to achieve optimal conditions for the people living in the region. For this purpose, a functional water supply and wastewater disposal infrastructure has been built up. The development of these structures required and still requires multi-dimensional planning and performance. Since the river serves as receiving water and at the same time as a source of drinking water, the above-standard efforts of Ruhrverband for cleaner water also help to conserve nature and wildlife. Ruhrverband has summed up its environmental awareness in the slogan: “For the people and for the environment”. This basic water philosophy, successfully applied to the Ruhr for more than 80 years, will be continued in accordance with the new European Water Framework Directive, enacted in 2000, which demands integrated water resources management in natural river basins, by including the good ecological status of surface waterbodies as an additional goal.
