The progressive effects of climate change and persistent negative trends in the state of the natural environment of many rural areas in the European Union and throughout the world are reasons for which there is an urgent need to carry out activities with respect to the protection of climate and natural environment in the agricultural sector. The objective of this article is to describe both the state of spending funds and farms belonging to beneficiaries of the Agri-environmental-climate The aim of the study was to measure and assess the functioning of farms belonging to beneficiaries of the RDP 2014-2020 measure against a background of other farms in 2017. A comparative analysis of farms belonging to beneficiaries and other farms included farms with field crops, mixed production and animals fed with roughage, as they play an important role in Polish agriculture. As part of the Measure, more than half of the farms use support under Packages 1 and 2. The share of farms implementing 3 or more packages at a time was much lower. The analysis carried out shows, inter alia, that farms belonging to beneficiaries are characterised by a worse economic situation expressed by income per 1 FWU (Family Work Unit).

Ukraine, choosing its strategic course of integration into the European Union, took the time to accelerate the reform of various spheres of socio-political and economic life of the country, in particular, the sphere of tourism services, transforming it into the standards of the European Union. The world-wide experience of progressive management gives tourism the first place among other sectors of the economy in terms of exports of goods and services. In conditions of development of the Ukrainian state, tourism becomes an effective means of forming a market mechanism of management, the receipt of significant funds to the state budget, one of the forms of rational use of free time, conducting meaningful leisure, studying the history of the native land, attracting the general population to the knowledge of the historical and cultural heritage. Current experience and scientific research show that accelerated development of rural green tourism can play the role of a catalyst for structural adjustment of the economy, provide demographic stability and solve urgent socio-economic problems in rural areas. It is important for Ukraine to overcome the gap in this area and realize the existing rich tourism potential through an elaborate policy of state regulation, including at the regional level. One of the reasons for the rapid development of rural green tourism in Europe is the crisis in the agricultural sector. Today, the process of productivity and automation of agriculture leads to jobs reduction. In fact, in many rural regions of Europe, agriculture has ceased to be the most important form of land use and the most important activity of the rural community. The rural green tourism is closely linked with other types of tourism, primarily with recreational, cultural, specialized tourism types – relief, gastronomy, ethno-tourism, etc. All this allows rural tourism to be included in combined tours, increasing the demand for a traditional tourist product. The rural green tourism in Ukraine is a holiday of the inhabitants of the city in the countryside in guest rooms created by a village family on the basis of its own residential house and private plot. As entrepreneurial activity, rural green tourism develops rather heterogeneously in different regions of Ukraine. Systematization of motivational interests of the rural green tourism activation in the regions of Ukraine showed that the dominant motives for diversification of activities in agricultural sector in the current conditions of rural areas development are: increase of incomes of rural population and increase of employment level, the possibility of diversification of income sources of peasants, significant investments and additional training, opportunities for self-realization of rural inhabitants. Priority directions of development of green tourism in these regions in the near future should be: reception and accommodation of tourists; rental of tourist equipment; production and sale of tourist goods of folk crafts; provision of tourist services (bicycle, gastronomy, agrotourism, cultural and historical tourism, organization of recreational recreation, mountain and ecological tourism); organization of tasting and culinary excursions; active development of the hotel business, camping (construction of agricultural cottages, fishing houses, farmhouses, horse farms); organization of historical and ethnographic events; distribution of religious tours; providing a complex of widely distributed services (fishing, hunting, picking berries and mushrooms, medicinal plants, etc.); development and popularization of water sports (kiting, windsurfing). The research of the current conditions for the development of green tourism in the regions of Ukraine allowed to outline the area of the key problems that hinder the active expansion of this type of activity: - disorderly legislation on key aspects of tourism business regulation in rural areas; lack of a law regulating this type of activity; - low level of development of the infrastructure of the market of green tourism services and social infrastructure of the village; - outdated stereotypes of rural residents, which hinder the active development of the newest types of tourism industry, the pronounced unsystematic and irregular nature of services; - absence of state programs supporting development of green tourism and limited amount of their financial, consulting and information-marketing support; - low level of informatization and popularization of green tourism in the regions of Ukraine among the population of European countries; - lack of political stability and social tension in society, deterioration of the world image of Ukraine. Thus, Ukraine has a rather powerful potential for the development of green tourism as an alternative type of agribusiness in the regions of Ukraine. In the context of modern economic conditions, solving key problems of development of green tourism forms the fundamental framework for addressing the most important socio-economic issues of rural areas: overcoming unemployment, promoting employment, raising incomes and quality of life for rural inhabitants.

The social role of the farms is, especially, relevant in the rural areas where the socioeconomic problems are, often, more visible. In this perspective, this study aims to investigate the interrelationships of the labour input with other variables inside the farms and assess how the sector may create more employment in a sustainable way. For that, the labour input was, first, correlated with other farm variables and after analysed through factor analysis approaches and cross-section econometric methodologies, considering as basis the Cobb-Douglas and Verdoorn-Kaldor models. The main findings highlight relevant insights to improve the social dimension of the European Union farms. The labour input growth rate is positively influenced by the total output growth rates and negatively impacted by the total productivity growth. The effects from the investment and from the subsidies are residual or not significant.

In this article, the author suggestively points to the importance of understanding the concept of nation and the state in the context of the European philosophical thought and practice regarding the nation and the state. Although the occasion is about the Bosniak/Bosnian nation and the Bosnian state, the author’s reflections are applicable to all groups similar to the Bosniak/Bosnain nation, as well as to all the states similar to the Bosnian state. The basic premise of this article is that the idea of a universal nationality, culture and civilisation does not oppose or negate the particular feeling or the subjective experience of either the nationality or the state. The membership of European Union does not detract the right for any nation in Europe of the right to cultivate and develop its national culture as well as its particular state consciousness. In fact, in the extent of which every nation and every state in Europe has an active awareness of its national and cultural specific value, gives Europe, indeed – the European Union strong and important role in the global community. Hence, the Bosniaks/Bosnians, both as a nation and a state (nation) have no need to withdraw, but rather have the historical opportunity to feature their specific Bosnian culture and Bosnian state as a richness worthy of appreciation, not only in Europe, but also in the world.

At present, the state of the economy of the agricultural sector in many countries of the world, including in the countries of the European Union (EU), inherent in developed industry, has led to the transition to a new environmentally oriented agricultural policy. An important role is assigned to state support of agricultural producers, through subsidies, preferential credit policy, and in some countries, the complete abolition of taxation of entrepreneurial activity in rural areas, which confirms the relevance and national economic significance of the article. In domestic agroeconomic science and practice, there is no scientific concept of state participation in the process of bringing the agricultural sector out of the crisis. Research objectives – consider the development policy of the agricultural sector of the EU countries; study the level of state support for agricultural producers. The purpose of the work is to consider the degree of development of the agricultural policy of the EU countries in the context of ensuring food security. The methods and methodology of the research were general scientific, particular methods of cognition, including the historical and logical, the method of observation and comparison. Shows the main approaches to state regulation of the development of the agro-industrial sector at the level of the European Union as a whole and in the context of member countries; characteristic features and principles that determine the success and integrity of a unified agricultural policy; factors contributing to the productivity of agricultural land; agro-ecological requirements restricting the import of genetically modified products; the main tasks in the development of a new policy of the agrarian sector of the economy; priority directions of regulation of measures to support agricultural producers, integrated development of rural areas, increasing the competitiveness of the EU agricultural sector. The practical significance of the work lies in the fact that this study will allow the state bodies of Belarus to better understand how it is necessary to form an agricultural policy in the context of ensuring food security.

As the profile of religions in the world is changing rapidly, religious diversity is becoming a more common phenomenon nowadays in almost every society. Indonesia and European Union (EU) are not an exception to be more diverse and plural societies. Although religious diversity gives such richness of culture in society, religions are known as vulnerable entities. Many social problems caused by religions brought about various conflicts and violent actions on a big scale and also numerous hostilities, discriminations, and hatred on a small scale. Many regulations have been issued to address such social tensions both in Indonesia and the EU. However, many conflicts, hostilities or discriminations are recurring in both Indonesia and EU states. Interestingly, in many cases, hostilities and discrimination even done by the apparatus of the state. The current paper is dedicated to explore how these countries deal with religious diversity and whether there are social tensions and discriminations occurred. Religion as a common phenomenon in the world should be seen more as a challenge for every country rather than a contentious threat.

Coronavirus has generated changes and mutations not only in the conduct of our daily lives, but also in the organization and functioning of the economic mechanism at national and global level.The rapid changes and shifts that are taking place in the economy are for the moment the result of the political mainstream, especially the governmental one, and of the system of internationalfinancial institutions. What is visible and certain is the elimination of some limits in giving up ideological principles and established rules of the functioning of the economic mechanism. Thus, the neoclassical ideology, the foundation of the whole scaffolding of the global economic policies, easily compromises by admitting that in the current conditions state interventionism has a more  important role than free market laws in counteracting the effects of the pandemic on the economy. This process easily went beyond the regulations of the liberalization of trade in goods, returning to protectionism with nationalist accents as well as to bans on food and medicine exports. The principle of European solidarity is being threatened by unilateral decisions taken by Member States, or by the abandonment of European agreements in order to replace them by national decisions. Globalization was based on the imperative to produce, sell and buy, move, circulate, move on. Its ideology of progress is based on the idea that the economy must definitely replace politics. The essence of the system was the abolishment of limits: more trade, more and more goods, more and more profits to allow money to circulate and turn into capital. This whole concept of development has ceased to be the guiding principle of economic growth and development, thecurrent trend being the return to national borders, if not in a strictly territorial sense, at least in an economic sense. That is why one of the important changes of recent months is the emergence of policies designedto change the meaning of supply chains. Rethinking supply chains is a consequence of border closures or of the sudden closure of transport. It is a critical point of pressure that weighs mainly on car manufacturers and capitalgoods. As a result, there will be a trend of relocating production to European or Maghreb countries where wages remain lower than the European average. Another quick and important change is the one related to the role of the state in the economy, neoliberalism successfully promoting throughout the global economy the idea of the need for the limited role of state decision and state interventionism in the economy. The current change consists precisely in reversing the role of the state from passivity to activity, considered as the only one capable of ensuring an efficient system for managing the pandemic and restarting the economy. For many analysts, the coronavirus crisis could lead to a profound change in the global economic model and in the individual economic behavior.This is an extremely important issue also from the perspective of Romania's future. We are at a turning point and will have to make quick and complex decisions, because Romania risks entering a post-crisis period in an economic stagnation difficult to overcome, due to the lack ofproductivity, innovation and modern management. The gaps between Romania and the vast majority of European countries will be maintained, condemning us to occupy a marginal and lower place in the hierarchy of the European economy, characterized by a high and dangerous degree of dependence on the evolution and dynamics of markets in the strong states of the European Union. The explanation of this situation lies in the type and functioning of the structure of the Romanian economy. The current structure of the Romanian economy lies on the last concentric circle of European integration, if its center is considered the western core of theEU. There is no doubt about this inevitability. The crisis caused by the pandemic already exists and despite the optimism of some international financial institutions it will profoundly affect the state of the world economy and the life of the citizens. There will be not only major changes in the paradigm of the neoliberal model of the global economy but also changes in the balance of power between the world's major economic and political actors. The trade war between the USA and China is also beginning to have important political aspects, as the fight for world leadership between these two superpowers is generating tensions over the entire world. These tensions will surely have many "collateral victims" through the direct and indirect damage that many national economies, even the European Union, will suffer, as a result of the economicand political consequences of the US and China entering a state that some Western analysts define as " a cold war but with a tendency to warm up". These elements will aggravate the pressure that the pandemic crisis will put on the state of the world economy, determining the extent and depth of the effects of the crisis not only on the economic field but also on the balance and stability of international relations.Keywords: coronavirus crisis; value chains; multilateralism-unilateralism; protectionism, neoliberal global economic model.

Political corruption as a social phenomenon exists in virtually all countries of the world, including those that most researchers consider as “benchmarks” in terms of the development of democracy. At the same time, there is a steady tendency towards the growth of political corruption and the evolution of corruption practices in developed democratic countries. Problems of political corruption in the professional literature are given a lot of attention but the issues related to the peculiarities of the experience of fighting political corruption in the EU in the context of the introduction of appropriate practices in Ukraine remain insufficiently researched. In the context of reforming the modern Ukrainian society, the study of problems of preventing and counteracting corruption is extremely relevant for a number of reasons: firstly, corrupt practices in the government machinery are the main obstacle to the implementation of any reforms; secondly, the high level of corruption in society, as evidenced by the results of the World CPI Corruption Perception Index 2015, decreases public confidence in the government; thirdly, it is necessary to implement the anti-corruption recommendations of the Action Plan on Visa Liberalization from the European Union (EU); fourthly, the reduction of corruption would contribute to attracting international investment, and so on. The purpose of the article is to identify features of counteraction to corruption in the countries of the European Union and to analyse the formation of government administration as the main precondition for narrowing the corruption space. To achieve this purpose, the following goals were set: to determine the level of implementation of international anti-corruption standards in the government practice of Ukraine; to investigate the formation and development of anti-corruption institutions; to analyse the experience of anti-corruption institutions in the EU; to investigate the formation of informational transparency of government space; to analyse the ratings of Ukraine regarding data openness; to find out the features of E-Declaration models as an element of public control of anti-corruption institutions in the system of public administration. Reaffirming its European aspirations, during 2001–2018, Ukraine ratified several laws in relation to the formation of anti-corruption standards: a) general and on liability for corruption offenses and offenses related to corruption; b) documents on the activities of specialized agencies for fighting corruption; c) documents on ethical rules, anti-corruption restrictions and prohibitions for certain officials and on the prevention of political corruption; d) documents on the prevention of corruption in the economy and sports; e) documents on access to information. This allows asserting that in general the legislative framework for the prevention of corruption in Ukraine has already been established. Despite the adoption of many laws, out of 200 anti-corruption measures, which, according to the State Program for the implementation of the Anticorruption Strategy, had to be implemented by state bodies by the end of 2018, about 35% had not been implemented. Anticorruption strategy for 2019 and subsequent years and the State Program for its implementation do not exist. Many important anti-corruption laws, which would help to further improve the Ukrainian economy, finance, the system of social protection of the population, and so on, were not adopted. Many of the problems that prevent effective use of the data obtained still need to be resolved. It is also necessary to find solutions for defining the electronic declaration of anti-corruption crusaders.

One of the most debated topics of our time is climate change. For this reason, the European Union and the countries of the world are taking several steps to reduce and reverse the effect. When we talk about climate change or sustainable development, it is very important to also talk about the energy sector. The European Union aims to achieve climate neutrality by 2050, which will require significant changes in our lives, it will be a major challenge for mankind. In 2019, fossil fuels accounted for 80% of the world’s energy production. The production of energy from fossil fuels has several negative effects aside from climate change. When fossil fuels are burned, gases and particles harmful to human health are released into the air and some of the fossil fuels are raw materials to produce plastics, for example. If we use it for energy production, we waste our raw materials. What are the options for reducing the environmental impact? How can coal-based energy production be replaced? What are other ways to reduce the environmental impact? These topics are discussed in the article.

Purpose the paper should confirm that concentrations of economic entities, which perform agricultural or other activities, in addition to distorting competition, are frequent cases of competition protection on the European Union market. Methodology the paper uses dogmatic and normative method that highlights existing legal solutions and indicate the directions of de lege ferenda solutions and method of content analysis. Results Concentrations of business entities are playing an increasing role in the world economy and law. The process of globalization of international trade and increasing competition among businessmen, especially in the countries of the European Union, have contributed to this. Conclusions Concentrations of business entities are important in creating market monopolies and they represent means of protecting the global market. Recommendations an important aspect of the concentration is its compatibility with the global market, otherwise, the application of temporary measures is recommended in order to restore the previous state.

Purpose. The aim of the article is identification and critical analysis of problems and substantiation on their basis of perspectives, instruments and mechanisms of rural development of Ukraine on the basis of improvement of institutional and innovative policy of the state, with achievement of economic security and sustainable multifunctional development of rural areas, regions, territorial communities and subjects of business activity in the context of European integration and convergence to the standards of the European Union. Methodology of research. The methodological basis of the study is the theoretical development of domestic and foreign scientists on the problem, legislative and regulatory materials of Ukraine and the EU. In the course of the research, general scientific and special methods are used, namely: monographic, analytical, abstract and logical and other methods – to summarize the results of the literary review on the problem under study, to substantiate the directions of rural development research, and to write programs for promoting rural development. Findings. It is substantiated that rural territory is a complex and multifunctional natural, social and economic, production and economic structure, characterized by a set of peculiarities inherent in it, namely: the area of land; landscape features; the number of people living and their type of employment; the number, species diversity of flora and fauna; volumes and structure of production; development of social and industrial infrastructure and other features. It is found that the format of the approach to the definition of the concept of “rural area” has changed significantly, in which it is not only the concept of space, where agriculture and forestry occupied a major share, but also the understanding that it is a place that has had considerable human, natural, cultural and social capital. It is determined that the territorial model of rural development, unlike other models, provides two parallel variants of development: the focus on the development of agrarian and agro-industrial sectors as drivers. This model recognizes the importance of local institutions (private and public) both in developing the directions of development and in the management and implementation of development programs. It is substantiated that, it is advisable to create appropriate regional development agencies to ensure the planned regulation of this process in order to make effective use of the territorial-resource potential of the rural territories of the region. It is proved that the activation of rural development is provided mainly on the basis of the implementation of the applied principles of agricultural policy related to institutional and innovative, sectoral and territorial stimulation, which facilitates the transition to sustainable development. Originality. The priority methodology for the study of rural development is defined, which includes the construction of a logarithm when writing a program for rural restoration and development. The structure of the regional public agency for rural development of Podillia is substantiated, which envisages the following functional departments: strategic management of rural development; formation of competent population; transfer of innovative technologies (products); design, which develops different types of innovation and investment projects for the sectoral and territorial economy. Practical value. It is determined that the common agricultural policy of the European Union is aimed at: balanced development of economic, social and environmental spheres; multifunctional development of rural areas; transition to principles of rational use of nature; protection of interests of rural population and formation of economic mechanism of development of rural territories in the system of social and economic security of the state. It is established that within the territorial development model, the importance of local institutions has been found to be complemented by the need for effective coordination between the different levels of governance of this policy, starting with EU policy, which is manifested through financial support and establishing a system of rules and guidelines, and further to national, regional and local levels. This combination contributes to the success of rural development policy, which has made multi-level governance one of the key features of rural development policy.
