Typology of Russia municipalities by economic specialization and status in settlement systems

The article is about methodological approaches to the typology of municipalities of the Russian Federation based on the microstatistics level. The typology is carried out according to two criteria: type of settlement system and specialization of the economy. One of the research task is to analyze the approaches to the delimitation of urban agglomerations for better understanding of their role in the settlement system. As a result, each municipality got type: characteristics of its social, economic and spatial development. Supposals about factors influencing on socio-economic development pathway are given in the article. The uneven intraregional development requires careful consideration of territory’s characteristics for successful management of their socio-economic growth. Focus of spatial policy on the municipal level allows to respond to the specifics and potential of territories for the development and implementation of effective federal and regional spatial policies, increase its evidence and give additional opportunities for evaluating its results.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

Extremism prevention is an essential component of the work in the field of national security of the country. The article reveals some of the main forms of extremism, such as religious-political, ethno-social, economic, pseudoscientific, and others, and provides examples. The main content of the article is devoted to the disclosure of the essence and diversity of manifestations of cultural extremism in the country, especially in the North Caucasus and Dagestan. Numerous concrete examples are given, proving that cultural extremism takes place and sometimes takes on quite acute forms. It is shown that the manifestations of cultural extremism are more difficult to combat, since it manifests itself among more literate and intellectually savvy people and does not have open ideologically organized forms, as in the case of religious and political extremism. The article considers the current law of the Russian Federation and the draft new law on culture, which notes all the mechanisms for overcoming extremism in culture, and which clearly emphasize the primacy of the rights and freedoms of an individual creative personality.

A digital government is relevant topic. It is associated with hopes for improving the institutions of public policy and administration. Russia has adopted programs for the development of the digital economy. So that, there is planned the transition to digital government in Russia. The transition to digital government is accompanied by several challenges such as control, centralization, excessive control, etc. An important factor in the success of responding to these challenges is the attitude of citizens to the digitalization of public services. This article presents empirical materials from a sociological study conducted in two regions of the Russian Federation: St. Petersburg and the Leningrad region. The sample size was 300 respondents. The study is the empirical basis for a multistage study conducted by the author as part of the research team of St. Petersburg State University in the period from 2017 to 2020. The article presents the empirical material of the study and analysis on its basis of the attitudes of Russian citizens in relation to the implementation of new management models in a transforming social, economic and political environment. Since the article is based primarily on original empirical material, the presented references to other theoretical and practical works are informative


The article presents a typology of rural areas in the Russian Federation in terms of the level and dynamics of socioeconomic development based on comparative statistical and comparative trend methods of analysis, which the authors have elaborated. The authors cover methodological approaches, as well as organizational and economic mechanisms of agriculture, which are stipulated in the government program “Integrated Development of Rural Areas” for 2020-2025, and their expected influence on the transformation of types of rural areas, which have arisen in the country.

The article is devoted to the issues of development of methodological approaches to accounting and auditing of estimated values and their changes in the conditions of digitalization. The purpose of the research is to study modern methodological approaches to accounting and auditing of estimated values, taking into account the specifics of the current stage of digital transformation, and to develop the main directions for their improvement in order to improve the quality of the information base in order to be able to make sound management decisions. The theoretical and methodological basis of the research consists of the evolutionary-adaptive theory, balance sheet theory, risk-based approach, methods contained in IFRS, ISA, FSB in the field of accounting and auditing of estimated values, regulatory legal acts of the Russian Federation, research in the field of modern international and Russian accounting and auditing practice. The research methodology included a review of accounting and auditing practices in the field of estimated values. The main features of accounting and auditing of estimated values are defined. Methodological approaches to improving accounting and auditing of estimated values that are based on digital technologies are proposed. Implementation of the proposed methodological approaches to accounting and auditing of estimated values in the context of digitalization will significantly improve the quality of accounting and control support for business.

  This article is dedicated to the analysis of the system of offences related to the illicit circulation of digital securities in the Russian Federation. Special attention is given to the peculiarities of the mechanism of constructing the system of offences in the sphere of digital economy. The article analyzes the basic FATF acts pertinent to digital assets; examines the alarm signals in using such assets to launder proceeds acquired by illegal means or used to finance terrorism. The author reviews recommendations on application of risk-based approach in the process of creating due legal regulation of digital assets in the FATF member-states (including Russia). As a research task, the article aims to determine which acts associated with the illicit circulation of digital securities are the subjected to criminalization, as well as the composition of these offences considering the technological aspect of the mixed (economic and technological) nature of such assets. The corresponding draft federal laws “On the Amendments to the Criminal Code of the Russian Federation” and “On the Amendments to the Code of the Russian Federation on Administrative Offenses”, developed by the Ministry of Finances of the Russian Federation, comprise the legislative normative framework for this research. The conclusion is made on the reception (accounting) of recommendations for further development of such regulation in the Russian Federation.
