Back-Referral Program (PRB) is one way to improve the quality of the health services for BPJS participants in conducting quality control and cost control. The unavailability of pharmacies and drugs for PRB causes the PRB program not to run optimally, thus increasing the catastrophic disease sufferers and absorbing big claims in JKN. This study is qualitative research with a descriptive approach using the method of in-depth interviews and document review. The research informants' criteria were: the elements of the leadership and policy management officers in the DKI Jakarta Provincial Health Office, Central Jakarta Health Office, Central Jakarta BPJS Health Center, Central Jakarta District Health Center, and Central Jakarta PRB Pharmacy. The results showed that the implementation performance was not optimal, which was influenced by policy standards and objectives, resources, communication between organizations, the implementers' attitude, the implementing organization's characteristics, and the economic, social, and politics. Coordination, commitment, and evaluation of activities from the Ministry of Health, BPJS Health, Government Service Goods Procurement Policy Institute, and DKI Jakarta Provincial Health Office are needed in terms of the availability of this PRB drug.

<p><em>Clients with hallucinations really need continuous family support both internal and external families. Reduced external family support will cause a heavy burden on the internal family in caring for hallucinatory clients. The reason families bring to the hospital is the inability to treat patient hallucinations at home after hospitalization because hallucinations pose a burden on the family. The purpose of this study was to find out in-depth information about family experience in treating schizophrenic patients who experience auditory hallucinations after hospitalization. This research is qualitative research, the phenomenology approach uses the method of collecting data by in-depth interviews and document review. Data were obtained by in-depth interviews with six participants. The results of the study are two main themes, namely family understanding of recognizing hallucinatory problems after hospitalization and family experience in treating schizophrenic patients with hallucinatory problems.It is hoped that health services will further improve the quality of health services in providing health education to families about how to properly care for hallucinatory patients and families are expected to be able to treat hallucinogenic patients well.</em></p><p><em><br /></em></p><p><em><em>Klien dengan halusinasi sangat membutuhkan dukungan dari keluarga secara terus menerus baik keluarga internal maupun eksternal. Berkurangnya dukungan keluarga eksternal akan menimbulkan beban yang berat bagi keluarga internal dalam merawat klien halusinasi. Alasan keluarga membawa ke RSJ adalah ketidakmampuan merawat halusinasi pasien dirumah pasca rawat inap karena halusinasi menimbulkan beban bagi keluarga. Tujuan penelitian ini adalah untuk mengetahui informasi mendalam tentang pengalaman keluarga dalam merawat pasien skizofrenia yang mengalami masalah halusinasi pendengaran pasca hospitalisasi. Penelitian ini merupahkan penelitian kualitatif, pendekatan fenomenologi menggunakan metode pengumpulan data dengan wawancara mendalam dan telaah dokumen. Data didapatkan dengan wawancara mendalam terhadap enam partisipan. Hasil wawancara dianalisis dengan menggunakan metode Collaizi. Hasil penelitian yaitu terdapat 2 utama tema yaitu pemahaman keluarga tentang mengenal masalah halusinasi pasca hospitalisasi dan pengalaman keluarga dalam merawat pasien skizofrenia dengan masalah halusinasi.Diharapkan bagi pelayanan kesehatan agar lebih meningkatkan mutu pelayanan kesehatan dalam memberikan pendidikan kesehatan kepada keluarga tentang cara merawat pasien halusinasi yang benar dan keluarga diharapkan dapat merawat pasien halusinasi dengan baik.</em></em></p>

Background: The Healthy Indonesia Program is a government program implemented with the Family Approach (HIP-FA) through a survey on healthy families. However, the quality of the program depend on the performance of the Human Resources (HR). This study aims to examine various aspects of HR in implementing the program at health centers. Design and methods: Data were collected through in-depth interviews, Focus Group Discussions, and document review on eight informants at the Health Office center. Results: Four themes revealed from the study: being burdened, feeling overwhelmed, feeling incompetent, and confused managing technology. The results showed that the implementation of the HIP-FA survey is an additional burden for health center staff. Conclusions: It is necessary to strengthen the implementation of all programs through continuous training and education, positive affirmation, recalculating employee workload and remunerations.

Purworejo District Health Office (DHO) has developed Health Center Management Information System (HCMIS) to provide quick, precise, and accurate information for supporting the process of decision making and the policy of services at Health Center. However, there was still any empty forms and did not use the system. To standardize Health Information System, Ministry of Health has released a concept of Generic SIKDA. Therefore, the system applied by Purworejo DHO needs to be evaluated using the method of HOT fit. This was qualitative research using indepth interview and direct observation. Main informants were nine data operators and informants for triangulation purpose was six persons from health centers and five persons from DHO. Furthermore, data were analyzed using content analysis. The result of this research revealed that the application of HCMIS at Purworejo DHO was equal to Generic SIKDA. The system had been applied routinely but there was no a guidance book and training. Number of human resources was sufficient. However, there needed to make an implementer team of Health Information System in accordance with competency. There was no routine monitoring and current budget was not sufficient to maintain hardware to support the system. Quality of the system used was good, easy to use, and available of menu to communicate data. Unfortunately, quality of resulted information had still been inaccurate and incomplete because it did not cover data of services at Subsidiary Health Centers (SHC) and Village Health Posts (VHP). The lateness of services was related to a funding procedure. HCMIS at Purworejo DHO was equal to Generic SIKDA but it had not been used to make a decision. As a suggestion, DHO needs to conduct training, monitor, and provide hardware and a network. Meanwhile, Health Centers needs to make a commitment for applying the HCMIS maximally by SHC and VHP.

This study aims to analyze the quality of public services at the Bandung Service Center, Placement and Protection of Indonesian Workes (BP3TKI) Bandung. This research method uses  qualitative methods with descriptive approach. Data collection techniques used were in-depth interviews and documentation studies. Informants in this study were Head Of Correctional and Program Institution Section, Head of Placement Preparation Section, service staff and TKI. In addition, the steps in data analysis according to Miles and Huberman consist of three stages, namely: data reduction, data presentation and conclusion/ verification. The results of this study were obtained from the results of interviews that: (1) The quality of public service at the Indonesian Workforce Service, Placement and Protection Center (BP3TKI) Bandung has implemented five dimensions namely: Tangible, Reliability, Responsiviness, Assurance, Emphaty along with indicators. However, from some indicators there are still those that have not gone according to the wishes of Indonesian infrastructure, there are still officers who are capable and expert in operating the tools  available at BP3TKI Bandung, and the officers’ inability to process service to TKI. (2) barriers that existin the implementation of public service at the Indonesian Workforce Service, Placement and Protection Center (BP3TKI) in Bandung is that there is no place for medical examinations for Indonesian migrant workers, and banks to pay for insurance so that migrant workers must leave the office, and for facilities and infrastructure that are still not maximal to support the service process.

One of the government's policy to reduce the maternal mortality rate (MMR) is to launch Jampersal Program. This study purpose to describe the factors associated with utilization Maternity Insurance service (Jampersal) by maternal in Public Health Center X, Muaro Jambi Regency in 2013. The research method used a cross sectional sampling technique with proportional random sampling, after that followed by a qualitative approach through in-depth interviews and document review 9 informants. Quantitative research results showed that 31.1% Jampersal utilize. There is a significant relationship between the variables of age, education, knowledge, attitudes, beliefs, income, accessibility, the role of health workers and the need to use Jampersal. The most dominant variable is income after controlled by education, knowledge, income and accessibility. This study recommended   midwives to give more intensive information, clear and complete to the community and always working to improve the quality of service Jampersal.

Adolescents are particularly vulnerable to a variety of health risks, especially about sexual promblems and reproductive health problems. The government develops adolenscent health programs in Indonesia by using the Adolenscent Friendly Health Service (PKPR) at the health care level. Adolescent health programs in 2019 at Magelang city has not achieved performance targets, so that it becomes attention to optimizing the PKPR program. This research is to find out cause the implementation of the PKPR program in Magelang Tengah health center which is not optimal with influencing factors. The method of research was qualitative with descriptive approach. The technique of collecting data was through in-depth interviews with subject sellection with purposive sampling criteria. Data analysis used content analysis. Analyzed variables were communication, resources, dispositions or attitudes, and bureaucratic structure. The results showed that implementation of PKPR in health center has not been optimal because have some constraints which influenced by several factors, such as the lack of communication between PKPR teams in coordinating scheduling activities, the understanding and clarity about PKPR program owned by officers was limited, the function of public service room in health center has not been optimal to provided service to adolescent, and monitoring and evaluation was limited. Therefore, it needs to communication and coordination was scheduled regularly so that has a good team management, and needs to monitoring and assessment of SNPKPR by Department of Health regularly in order to know the achievement and factors which influence the unoptimability of implementation PKPR program in the health center.

Background: A referral system in the era of National Health Insurance starts from first-level primary health facility. The high number of referral in one of primary healthcare centers in Surabaya indicates that the implementation of the vertical referral system has not gone well.Aim: To determine the conformity of the vertical referral system to the clinical procedures at the general outpatient clinics of the the primary healthcare center based on the National Referral System Guidelines.Methods: This study was an observational descriptive study and used implementation research method, which conducted in August 2018. This study was conducted in one of primary healthcare centers in Surabaya. This study used triangulated data, such as the review of reference documents, interviews with referral officers, and direct observation.Results: Out of 7 regulations in the clinical procedures of referral system according to the National Referral System Guidelines, only 2 regulations were not run by the at the general outpatient clinics of the primary healthcare center. For example, patients being referred did not come to the primary healthcare center on their own instead of requesting their family to come. Also, the doctors in the primary healthcare center referred the patients by themselves. However, according to the guidlines, before referring patients, the doctors should contact the referred health facilities.Conclusion: The implementation of clinical procedures in the vertical referral system in the primary healthcare center in Surabaya is broadly in accordance with the existing regulations and guidelines. However, it is necessary to do some improvement. It is recommended that they should re-contact the referral health facility before referring the patients to improve the quality of communication and provide more education to the patients’ family so that they bring the patients to do check-up when the the referral is extended. Keywords: Clinical procedure, Primary healthcare center, Vertical referral system.

<p><em>Nazhir's problem is one of the problems in waqf practice that is often encountered in the management of waqf today. These obstacles are due to the low quality of human resources, lack of understanding of Nazhir, and lack of guidance given to Nazhir. This paper will discuss about the security of waqf in the city of Semarang, selling nazhir and implementing strategies by the Indonesian Waqf Board in order to create Nazhir professionalism. The purpose of this research is to find out the problems between waqf assets, Nazhir and the Indonesian Waqf Board and to formulate what solutions can solve them. This study uses a qualitative method with a descriptive approach, data observation, observation, and document review. The results showed that there were still many waqf assets found without complete administration so that representatives of BWI Central Java were focused on strategies to control existing waqf assets and the training received by Nazhirs in Semarang City was not sufficient to produce professional Nazirs. The mindset, understanding and work ethic of the Naz</em><em>h</em><em>irs are still traditional to create a productive climate of waqf which is beneficial for the economy of society.</em></p>

Pregnant women are one of the risk groups that should be considered to receive particular attention. Maternal mortality is caused by direct and indirect causes, which generally can be identified in early pregnancy. The Ministry of Health has launched various programs to reduce maternal mortality. At the community level, since 2007, there has been a birth planning and prevention of complications (P4K) program as a screening tool for pregnant women at risk by using stickers. The main point of this program is the active participation of families and communities to care for pregnant women in their environment. Purwakarta Regency, a region with uncomplicated geographical conditions, is supported by Health Human Resources (SDMKes) and Health facilities to do various programs in reducing the number of maternal deaths; one of them is P4K with stickers. In 2017, there were still 21 maternal deaths that should have been identified and referred to the hospital if the program was running well. The study aims to analyze the implementation of the P4K Sticker at the District Level. This research is qualitative research with in-depth interviewing techniques involving 12 informants and related documents, according to the theory of Van Meter and Van Horn policy implementation based on 6 (six) variables. This study found that the standard and policy objectives have not been fully achieved. There is still insufficient funding to support the program optimally. In terms of communication, there still a different understanding between the Health Office and Primary Healthcare Center. Despite there are still constraints on the number of human resources, the program's attitude is supportive.  Economic and political situations are good, but social conditions are not supportive. The conclusion is that the program's implementation still has constraints in each variable. Existing program barriers can be overcome by optimizing inter-organizational communication, in this case, the District Health Office with Primary Healthcare Center, to have a common understanding regarding the implementation of Sticker P4K.

Dharmarini Public Health Center has a high number of COVID-19 cases and there are COVID-19 epidemiological surveillance activities that are not in accordance with those stated in the guidelines, specifically in health monitoring and in terms of Community-Based Surveillance that vulnerable populations have not been recorded and reported. Based on a preliminary study, Dharmarini Public Health Center only has a surveillance officer and experienced obstacle in cross-sectoral coordination. This study aims to analyze the management aspects of COVID-19 epidemiological surveillance at Dharmarini Public Health Center include planning, organizing, actuating, and controlling. This is a qualitative research with analytical descriptive approach. Primary data collection was done by in-depth interviews and research subjects were selected by purposive sampling. The result shows that management aspects in COVID-19 epidemiological surveillance activities at Dharmarini Public Health Center have been carried out from planning, organizing, actuating, to controlling, but there are still shortcomings including in actuating that not all officers involved have received training, there is obstacle in cross-sectoral coordination, the implementation of health monitoring can still be improved, there are refusals in tracing, Community Based Surveillance has not been fully implemented, supervision has only been held once, and in controlling aspect that the evaluation carried out is still not comprehensive. Dharmarini Public Health Center is suggested to optimize the actuating and controlling aspects in COVID-19 epidemiological surveillance.
