Local legislation is effective for good governance. Legislators must be proficient in presiding meetings, drafting resolution, formulating agenda, taking down minutes and writing official communications. This study assesses public officials’ profile in presiding meetings and in writing agenda, taking down minutes and drafting resolutions. The study used the descriptive design. Fish bowl technique determines 23 Village captains, their councilors, SK chairmen, secretaries and treasurers as respondents. Results revealed that most captains and councilors are male; most secretaries and treasurers are female. Majority are 50 years and below; Most are college graduates/college level; first termer. Councilors are reelected. Majority of the secretaries and treasurers are reappointed. Majority have attended one seminar on writing agenda/resolutions. Nearly all captains and secretaries can formulate agenda while majority of the councilors and treasurers cannot. Majority of the captains, councilors, and treasurers claim they cannot take down minutes and cannot draft resolutions. The study concludes that officials lack competence in presiding meetings and writing resolutions.   Keywords - Presiding Meetings, Writing Agenda Minutes Resolutions.

Purpose Corruption undermines good governance. Strategies for preventing malfeasance in low-corruption environments require a different approach to that applied in high-corruption environments. This paper aims to ask if criminological theories and practice contribute to the study and prevention of corruption in public organizations? Do crime prevention techniques help us in preventing corruption? Design/methodology/approach Empirical data demonstrate that the overwhelming majority of public officials in rich countries demonstrate high levels of integrity; yet, significant sums are invested in anti-corruption agencies and prevention strategies. This paper reports on recent work with an anti-corruption agency, which forced us to re-think how to deliver an anti-corruption agenda in a low-corruption environment. The authors build on their research of public sector corruption in rich countries to develop a set of 20 situational corruption prevention measures for public administrators. Findings The result, with lessons from crime prevention, is a prevention tool to support continued good governance in low-corruption environments. Figure 1 is a template that readers can apply in their own environments. Figure 2 is the authors’ attempt to populate this template based on the research reported here. Originality/value The matrix of situational corruption prevention techniques provides two original approaches. First, it recasts the language of crime prevention into a non-confrontational approach to avoid alienating honest public officials. Second, the matrix incorporates common public sector functions to guide the development of context specific corruption prevention techniques.

This article discusses the importance of the role of the right government system within a country. One of the determinants of the good governance system is based on the accuracy in the selection of government bureaucracy system. Therefore, to provide a more detailed understanding, this article will discuss about the bureaucratic system. This review will examine two bureaucratic systems currently dominantly applied by most countries in the world, namely Orwell Bureaucracy (Orwellization) and Parkinson's Bureaucracy (Parkinsonization). This article is divided into four studies, first on the backgrounds of Orwell and Parkinson, the two studies on the concept of Orwellization and Parkinsonization framework, the three analyzing the application of both concepts within a country, and the fourth is criticism given by experts to the concept of Orwellization and Parkinsonization. In this study it is found that the concept of Orwellization and Parkinsonization is still relevant in studying the problems of bureaucratic systems in some countries, the concept of Orwellisasi can create a strong state but weaken the issue of Human Rights (HAM), while the concept of Parkinsonization contributed considerably in the development effort but weaken the system of recruitment of public officials. However, there are some experts who give criticism to the concept of  ureaucracy Orwellisasi and Parkinsonisasi this, this is not apart from weakness owned by each bureaucracy concept. Keywords: bureaucracy, Orwellisasi, dan Parkinsonisasi

This study examined the difference in the satisfaction level of 4Ps beneficiaries in Barangay VI, Victorias City, Negros Occidental, Philippines between the year 2015 and year 2020. The design of the study used a descriptive comparative method of research. The participants were 216 from 2015, 250 from 2020, and were official 4Ps beneficiaries of Barangay VI, Victorias City, Negros Occidental in the specified years. Results were analyzed with frequency, percentage, mean, and T-test. The findings revealed that the majority of them were above 30 years old with 349 (74.89%), female with 425 (91.20%), married with 359 (77.04%), laborers with 268 (57.51%), with 1-3 number of children with 261 (56%), and high school level of educational attainment with 284 (60.95%). Further, it indicated that there was an increasing trend in the 4Ps parent-beneficiaries in 2020 with the following: above 30 years old (41.2%) widow (7.1%), single parent (9.9%), no work (17.4%), laborers (8.8%), college level (4.8%) and college graduates (0.1%). It revealed the decreasing trend in the year 2020 with the following 4Ps parent beneficiaries: 30 years old and above (46.8%) and married (13.5%). The satisfaction level of 4Ps beneficiaries to CCT has significantly increased to a high level of satisfaction by 2020. There was a significant difference in the satisfaction level of 4Ps parent- beneficiaries to the CCT program which revealed that the satisfaction level survey was higher in 2020 than in 2015 especially in terms of health grants and education grants. Lastly, it was recommended to provide sustainable programs that would enhance the living conditions and nutrition grants of locals.

This article argues that the accumulative bad governance in Egypt over three decades and its failure to realize the intended development for the people represents one of the main reasons why people revolted. Bad governance contributed to the fall of Mubarak regime in three fundamental ways: first, it created the conditions (such as rampant corruption, violation of human rights and absence of rule of law) that served to inspire public action against the rulers; second, it led to the breakdown of core elements critical for regime stability (within the bureaucracy and the judiciary for example) and third it catalyzed the middle-class  who played a key role in agitating for the uprisings via Face-book and other social media. However, in exposing the dynamics of bad governance in Egypt, this article suggests that the problem is not only one of governance gone badly; but also the lack of comprehensive ‘good governance’ paradigm capable to overcome bad governance aspects. So, by focusing only on institutional reform, the good governance paradigm did not capture the way in which actors, processes and values become diffuse across the state–society divide.A relational governance approach would be more analytically useful in capturing and engaging with some of these dynamics. Whereby, through partnership adoption-which is one of good governance pillars- decentralization of powers and responsibilities from a higher to a lower level of government should been held out as an answer to a multitude of diverse political challenges to realize the desired societal development. It is often assumed that as an organizing principle, decentralization reduces corruption by bringing government closer to the people (citizens' empowerment). Citizens are central to this thinking in terms of sensitizing them to public ethics. (Re)orienting public officials towards becoming reflective (responding) public officials according to new public management perspective (NPM) that may pave the way for effective development administration (DA) resurrection; which might be capable to translate people aspirations into actions; that could be more pertinent to recent revolutionary events in much of the Arab world countries as Egypt.   A relational governance approach would be more analytically useful in capturing and engaging with some of these dynamics. The paper examined how bureaucracy, as the legitimate organ for the implementation of state policies and programmes, has enhanced democratic governance in Nigeria using Akwa Ibom State as a reference point. The paper attempted to analyze the interplay between the political concept of democracy and bureaucratic practice in the State. The basic assumption of the paper was that democratic governance can be enhanced through effective and efficient bureaucracy. Based on documentary analysis with a tinge of survey (interview) method, it was observed that bureaucracy in Akwa Ibom has shown reasonable evidence of involvement in the implementation of government policies and programmes towards the welfare of the citizenry in demonstration of good governance. Moreover, the paper noted that the State bureaucracy needed to be repositioned to tackle some negative tendencies such as poor attitude to work, improper postings and placement of employees to positions of responsibilities and corrupt practices among public officials. Given these findings, it was recommended, among others, that the principles of transparency, probity and accountability should be made paramount as a norm and in praxis within and without the State bureaucracy; that meritocracy should constitute the basis for recruitments/appointments and postings within the civil service. These would enhance the effectiveness and efficiency of the bureaucracy towards democratic governance.

AbstractImplementation of good governance’s principles at Rajabasa, Bandar Lampung has not done well. It caused by the lack of communication between government (public officials) and citizens. Therefore, the purpose of this public service activity is to resolve the problem by using information technology. The activity chooses a smaller government scope, which is a neighborhood area. The activity involves two steps, which is website creation and training step. The website contains are statistic data of citizens, procedures to apply the resident documents completing with the required forms, activities announcement, interactive forum for conveying critics and suggestions between citizens and government, and promotion forum for industry players. As a result, the website successfully displays a variety of information needed by citizens, and provides a means of communication for citizens and public officials. Training step about procedure for using the website also has been done. Certainly, evaluation about the liveliness of citizens in accessing the website is still required. However, good communication, efficiency, and effectiveness can begin to form well, which leads to better implementation of good governance.Keywords: good governance, information technology, public service

AbstractThe President’s Council of Advisors on Science and Technology issued a report in 2012 calling for a drastic increase in the number of STEM graduates produced in our country over the following decade if we are to remain economically competitive globally (PCAST, 2012). The report cited the disparity between the diversity among the general public versus that of the STEM professional community and recommended measures to ensure that the women and members of underrepresented racial groups, who together comprise 70% of college graduates but only 45% of college STEM graduates, would become better represented in those fields. This call for action echoed calls by the National Academy of Sciences to expand underrepresented minority participation in STEM at the college level (NAS, 2011). In the following study, we examined whether participation in the Peer-Led Team Learning (PLTL) model in introductory biology influenced the rates of recruitment into STEM and retention in STEM for underrepresented minority (URM) students and for non-URM students. Chi-square analyses reveal that there are significant gaps in STEM recruitment and retention rates between URM and non-URM students, but when these students participate in the PLTL model, no differences in STEM recruitment or retention rates were observed. Additionally, we found that STEM retention rates were significantly improved for URM students who engaged in PLTL.

The Covid-19 pandemic has had a broad impact, especially on the Indonesian economy. All aspects are affected, especially the declining local revenue (PAD). PAD is one of the elements that make up the APBD. In the midst of an economic crisis like today, there are still regional officials who actually experience a social crisis and are inhumane so that they misuse APBD funds. There are regional officials in Jember who receive funeral fees for residents who died due to covid-19, which is a form of legalized corruption. There is also a member of the Tangerang City DPRD who prepares a regional budget for official clothes at fantastic prices.By looking at the cases above, this article was created to analyze the handling of misuse of APBD and legal steps that can be used to handle cases of misuse of APBD by public officials during the covid-19 pandemic. This study uses normative legal research methods, supported by secondary data that includes three legal materials, namely laws and regulations related to the misuse of APBD by public officials as primary legal materials, secondary legal materials (consisting of articles, books, and so on), and tertiary legal material (in the form of a dictionary). This research is descriptive and conducted with a qualitative approach/paradigm. The data is processed and analyzed qualitatively and then narrated in writing. The handling of misuse of the APBD by public officials is handled in different ways, some are handled according to the law, some are referred to as mistakes in making the APBD draft. Ethically and according to the general principles of good governance, all forms of abuse do not meet the elements of good governance, even though in formal jurisprudence the policy concerned is categorized as legal. However, from the point of view of morality, this wisdom has lost its spirit.Re-actualization as a noble value needs to be carried out as stated in the preamble to the 1945 Constitution, local wisdom, religious teachings, decency and propriety. Public officials also need to build consensus and commitment to achieve equitable welfare and social justice for the people.On the other hand, the community also needs to be more critical and selective in choosing regional heads and representatives of the people and the community needs to supervise the public officials they have chosen. Pandemi Covid-19 telah memberi dampak yang luas terutama pada sektor perekonomian negara Indonesia. Semua aspek terdampak terlebih pada pendapatan asli daerah (PAD) yang menurun. PAD merupakan salah satu unsur yang membentuk APBD. Di tengah krisis ekonom seperti sekarang ini masih ada pejabat daerah yang justru mengalami krisis sosial dan tidak berperikemanusiaan sehingga mereka menyalahgunakan dana APBD. Ada pejabat daerah di Jember yang menerima honor pemakaman warga yang meninggal karena Covid-19, dimana hal ini menjadi suatu bentuk pidana korupsi yang dilegalkan. Ada pula anggota DPRD kota Tangerang yang menyusun anggaran daerah untuk baju dinas dengan harga yang fantastis.Dengan melihat kasus di atas maka artikel ini dibuat untuk menganalisa penanganan penyalahgunaan APBD serta langkah-langkah hukum yang bisa digunakan untuk menangani kasus penyalahgunaan APBD oleh para pejabat publik saat pandemi Covid-19.Penelitian ini menggunakan metode penelitian hukum normatif,dengan didukung data sekunder yang mencakup tiga bahan hukum, yaitu peraturan perundang-undangan terkait penyalahgunaan APBD oleh pejabat publik sebagai bahan hukum primer, bahan hukum sekunder (yang terdiri atas artikel,buku, dan sebagainya), serta bahan hukum tertier (berupa kamus). Penelitian ini bersifat deskriptif dan dilakukan dengan pendekatan/paradigma kualitatif. Data diolah dan dianalisis secara kualitatif lalu dinarasikan secara tertulis. Penanganan penyalahgunaan APBD oleh para pejabat publik ditangani dengan cara yang berbeda-beda, ada yang ditangani menurut hukum, ada pula yang disebut sebagai kekeliruan dalam pembuatan rancangan APBD. Secara etis dan menurut asas-asas umum pemerintahan yang baik, segala bentuk penyalahgunaan tersebut tidak memenuhi unsur-unsur penyelenggaraan pemerintahan yang baik, walaupun secara yuris formal kebijakan yang bersangkutan dikategorikan sebagai sesuatu yang legal. Namun demikian dari sisi moralitas kebijaksanaan tersebut sudah kehilangan ruh nya. Reaktualisasi sebagai nilai luhur perlu untuk dilakukan sebagaimana tertuang dalam pembukaan UUD 1945, kerifan lokal, ajaran agama, kesusilaan dan kepatutan. Pejabat publik juga perlu membangun konsensus dan komitmen untuk mewujudkan kesejahteraan dan keadilan sosial yang merata bagi masyarakatnya.Di lain pihak masyarakat pun perlu lebih kritis dan selektif dalam memilih kepala daerah dan wakil rakyat serta masyarakat perlu melakukan pengawasan pada para pejabat publik yang telah mereka pilih itu.

Governance and Institutions are not ends in themselves but it is well known by now that good governance and effectively functioning institutions are required, along with sensible policies and well designed public investment, to improve resource allocation and comparative advantage, enhance productivity, facilitate more efficient markets and distribute the benefits of growth more equitably in any economy. How do Governance and Institutions interact? Governance refers to the manner in which power is exercised in the management of a country’s economic and social resources. Good governance requires checks and balances in a country’s institutional infrastructure, such that politicians and bureaucrats have the flexibility to pursue the common good, while restraining arbitrary action and corruption. The state’s monopoly on coercion, coupled with access to information not available to the general public, creates opportunities for public officials to promote their own interests, or those of friends or allies, at the expense of general interest. The probabilities for rent seeking and corruption are considerable

Corruption and accountability are challenging issues of public officials in Malaysia and Indonesia. This study compares approaches taken to control corruption and abuse of powers among public officials under Administrative Law. It comparatively examines the presidential and parliamentary systems and to study reported cases. Administrative Law approaches in both countries are analysed to determine its mechanism in this matter. The finding suggests a fusion of both approaches by an increasing use of codes and policy guidelines to enhance transparency and accountability. These will eventually promote good management and trust of the public towards the administration of both nations.
