Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. At present, the state of the economy of the agricultural sector in many countries of the world, including in the countries of the European Union (EU), inherent in developed industry, has led to the transition to a new environmentally oriented agricultural policy. An important role is assigned to state support of agricultural producers, through subsidies, preferential credit policy, and in some countries, the complete abolition of taxation of entrepreneurial activity in rural areas, which confirms the relevance and national economic significance of the article. In domestic agroeconomic science and practice, there is no scientific concept of state participation in the process of bringing the agricultural sector out of the crisis. Research objectives – consider the development policy of the agricultural sector of the EU countries; study the level of state support for agricultural producers. The purpose of the work is to consider the degree of development of the agricultural policy of the EU countries in the context of ensuring food security. The methods and methodology of the research were general scientific, particular methods of cognition, including the historical and logical, the method of observation and comparison. Shows the main approaches to state regulation of the development of the agro-industrial sector at the level of the European Union as a whole and in the context of member countries; characteristic features and principles that determine the success and integrity of a unified agricultural policy; factors contributing to the productivity of agricultural land; agro-ecological requirements restricting the import of genetically modified products; the main tasks in the development of a new policy of the agrarian sector of the economy; priority directions of regulation of measures to support agricultural producers, integrated development of rural areas, increasing the competitiveness of the EU agricultural sector. The practical significance of the work lies in the fact that this study will allow the state bodies of Belarus to better understand how it is necessary to form an agricultural policy in the context of ensuring food security.

Abstract Nowadays agricultural production is experiencing certain difficulties that negatively affect the profitability of agricultural organizations. Despite all the efforts of the state and its attempts to support agricultural producers, one can observe a decrease in production volumes of some types of products, as well as a lack of high-tech equipment. These challenges can be solved by improving the tools and by methods of regulating the activities of agricultural organizations. The implementation of new state control scientific approaches, primarily financial and credit, informative consulting and personnel issues of agricultural sector, will help overcome negative trends. The priority task of strengthening the state stimulating role in control of inter-farm relations in the regional agricultural sector is state support for the development of peasant (farm) households and cooperation in agriculture, while maintaining the existing level of support for medium and large agricultural. The article presents an assessment of the effectiveness of public investments in the development of agriculture on the example of the Chuvash Republic, which indicates a decrease in the effectiveness of the selected forms of support for the agricultural sector. There is a growing need to develop new tools to stimulate the innovative development of the agro-industrial complex.

The choice of the object of research is due to both the common soil, climatic and economic conditions for the development of agriculture in Canada and Russia, and the similarity of problems in the digitalization of the industry. The article examines the features, innovative solutions and measures to support the digital transformation of the agricultural sector in Canada. As a result of the analysis, the approaches to the implementation of digital solutions in the agriculture of Canada were identified that can be applied in Russia, the experience in conducting statistical monitoring of the activities of farmers using modern technolo-gies was studied, the directions of state support for agricultural producers in the period of digital transfor-mations were determined.

In the article it is shown the results of summarizing of the features, methods, and tools of state support for business structures of the agricultural sector in Ukraine. It is established that the main form of state support is preferential tax treatment and implementation of state targeted programs, covering budget financing of programs and activities aimed at the development of certain industries, partial compensation of interest rates on commercial banks, partial compensation of purchased agricultural machinery. As a result of the analysis of public expenditures in support of the agricultural sector of Ukraine, it was found that the actual amount of funding does not meet the legal norm in the amount of 1 % of GDP. It should be noted a significant overall reduction in public spending to support the agricultural sector of Ukraine in 2020 year compared to the previous 2018–2019 years. At the same time, there is a reorientation of state support: expenditures on livestock and processing of this industry are significantly reduced, while expenditures on cheaper loans and partial compensation for the cost of purchased agricultural machinery are increasing. Given the problems of the agricultural sector, the main areas of the state support and stimulation of agricultural entrepreneurship should be: creating an effective mechanism for the financial support of agricultural enterprises in the context of budget grants and public investment; development of the programs to ensure the renewal of fixed assets and logistical re-equipment of agricultural enterprises through the introduction of innovations; protection of the domestic agricultural producers through a balanced export-import policy.

The scientific article Sadruk Oksana Mykolayivna on the topic "Legal features of insurance in the agricultural sector" is devoted to the analysis of the features of insurance of agricultural products. The paper examines such concepts as "agricultural insurance", "risk in agricultural production", "index insurance of agricultural products" and others. The current state of development of agricultural insurance in Ukraine is analyzed, and such characteristic features of modern agricultural insurance as insufficient legal regulation of insurance relations in the agricultural sector are identified; low popularity of insurance among agricultural producers, which is caused by distrust of agricultural producers to insurance companies; insufficient state support for agricultural insurance in the country; insufficient supply from insurance companies and others. In addition, the authors studied the law "On the features of insurance of agricultural products with state support", namely the task of uniting insurers of the Agrarian Insurance Pool and noted the problems of its operation. Finally, the authors noted the need to develop index insurance of agricultural products, referring to the successful experience in such sectors of Ukraine's economy as energy, construction, restaurant business and others. The authors highlight the significant advantages of index insurance, such as low cost, transparency, simplicity of index insurance and the need to involve appraisers at the scene of the insured event. In the conclusions, the authors drew attention to the problems that arise today during the insurance of agricultural products and ways to overcome them. In addition, the article notes a significant step by the state to address the problems that arise during the insurance of agricultural products. Such a solution could be the Law of Ukraine, which provides for the introduction from 2021 of state support for insurance of agricultural products.

Subject. This article discusses the issues of State support for agricultural producers and financing of the agricultural sector. Objectives. The article aims to analyze the expenditures of the budgets of the Russian Federation and the Republic of Mordovia to finance agriculture and assess their changes and structure. Methods. For the study, I used general scientific and ad hoc data analysis techniques. Results. The article justifies the need for State budget spending to finance agriculture. It identifies the main and promising areas of financing of the agro-industrial complex at the federal and regional levels. In particular, the article proposes to provide State support to agricultural producers, taking into account the level of their development, which will help accelerate the development of the whole industry. Conclusions. Implementing the proposed measures to allocate funds of the State budget, taking into account the level of development of the regions, will help increase the profitability of agricultural organizations and create favorable economic conditions for their development.

The article is devoted to one of the most important areas of economic regulation of the agricultural sector of the economy - the development of an agricultural insurance mechanism with state support. The authors assessed the current state of agricultural insurance. It was revealed that the current model of agricultural insurance with state support does not provide agricultural production with effective insurance protection and does not contribute to the activation of investment activities of agricultural producers. The level of insurance compensation received by agricultural organizations is insignificant, government subsidies do not reach farmers, but remain in the assets of insurance companies. In agricultural insurance, a truncated system of the insurer’s liability to the policyholder is used, which allows the insurer to significantly reduce its liability. The main directions of improving the agricultural insurance mechanism are associated with the formation of equivalent relations between the parties to the insurance process. It is necessary to create a state insurance company specializing only in agricultural insurance. The necessity of amendments to the legislation on agricultural insurance in terms of reducing the size of franchises and developing investment functions of insurance has been substantiated.

The article highlights the experience of Bulgaria in the field of public administration and regulation of logistical support of the agricultural sector of the economy under European integration conditions. The legislative bases of support of the national agricultural machine-building are analyzed with the aim of determining the factors of increasing the efficiency of agrarian production, depending on its logistical support in the conditions of European integration. In the course of the study, extensive methodological tools were used, in particular, methods of analysis and synthesis, generalization, unity of logical and historical approaches, comparative law, historical law and formal law. Main results: It has been found that in order to ensure high efficiency of agricultural production, a wide range of Bulgarian production equipment should be created. State support was provided by financing targeted programs aimed at improving the logistical base of the Bulgarian village. The state policy of promoting the development of innovative activity of agricultural producers has been investigated. Practical meaning: The author’s proposals to improve the logistics and increase the efficiency of agricultural machinery use by agricultural producers can be used in the formation of national state support policy in the formation of the material base of the Ukrainian village. Originality: For the first time in the Ukrainian historiography the Bulgarian experience of logistical support of the agrarian producer in the conditions of European integration has been investigated and generalized. The scientific novelty is to substantiate the Bulgarian experience in organizing the system of state support for logistics and supply of the agricultural sector of the economy. The structure of logistical support of the Bulgarian village is revealed through the system of legislative acts and targeted programs. The regularities of state support of logistical support of agriculture have been studied. It is substantiated that the logistics of agricultural production affects its efficiency and effectiveness.
