The purpose of this study was to examine educational services for children at the Kendari 1 State Special School and to determine the factors supporting and inhibiting educational services for children at the Kendari 1 State Special School. This research uses descriptive qualitative research with data techniques, interviews, and documentation. The results of the study indicate that services for children with disabilities are certainly different from other general children or must be in accordance with the needs of these children where in providing lessons or providing facilities so that they must have a special strategy or program. Supporting factors for children with disabilities in Kendari 1 State Special School are the government, family, teachers and the environment. Meanwhile, the inhibiting factors for children with disabilities in Kendari 1 State Special School are lack of teachers or teaching staff, school entry flows and lack of facilities and infrastructure.

This study aimed at investigating the implementation of e-learning in one of government non-favourite schools in Singaraja. This study was the result of the real implementationof e-learning in Bali in which the government expected e-learning to be applicable in every school in Bali since the launching of Balinese version of E-learning 2017. This research was a descriptive qualitative research. This study used snowball sampling in which the public opinion was counted. The data were collected by using observation and interview guide. The result of the study showed that the implementation of e-learning was not running well and became a serious problem. Some sollutions were offered in this study.

BOS policy is one of the public policies made by the government aiming at improving the quality of the human resources as the indicator of the progress of a nation’s development. This study aims to analyze and describe the implementation of BOS budget, and the supporting factors also inhibiting factors in implementing BOS at Junior High Schools in Tembilahan sub-district. The research design was qualitative using a descriptive method. The data and information were collected through an observation technique, interview, and documentation. Data analysis was conducted using classification steps, analysis, and data interpretation until the conclusion was drawn. The result showed that BOS policy was an appropriate and effective public policy for people in general and, particularly, for the school, teaching staff, and the students. The implementation of BOS at Public Junior High Schools in Tembilahan sub-district, was good and met the BOS technical guideline. However, it had still an obstacle that several school activities could not be accommodated using BOS budget. The supporting factors of the BOS policy implementation at Public Junior High Schools in Tembilahan sub-district such as a good communication between several relevant parties and the availability of competent human resources. Meanwhile, the inhibiting factors were financial resources and the characteristics of the policy were too rigid in the use in every school.

This research discusses the efforts of teachers in improving the literacy ability of the Qur’an students through the rubaiyat method at SD Inpres 6 Lolu Palu. The formulation of the problem in this research is how is the teacher's effort to improve the students' literacy in reading and writing through the rubaiyat method in SD Inpres 6 Lolu Palu? and what are the supporting factors and inhibiting factors in improving students' literacy in the Qur’an through the rubaiyat method? This type of research used in this thesis is qualitative research. Data collection techniques used were observation (interviews) and documentation. Furthermore, the data analysis used is data reduction and data presentation. In an effort to improve the literacy skills of the Qur’an (BTQ) students through the rubaiyat method in SD Inpres 6 Lolu Palu, teachers as educators give efforts to give the task of writing verses that are in the Qur’an namely, memorizing short suras, and teaching recitation. Based on the results of research conducted by the author In an effort to improve the literacy skills of students through the rubaiyat method there are several factors, namely supporting factors and inhibiting factors. As for the supporting factors in improving the students' literacy in the Qur’an, students are facilities such as books, fans, the Qur’an and iqra, as well as a comfortable classroom. While the inhibiting factor is the lack of media or teaching aids that are used during the learning process. The implication in this research is the government, all schools, especially school principals, PAI teachers, and BTQ teachers can work together in improving the students' literacy skills through the rubaiyat method in order to be able to emphasize students more about the importance of learning the Qur’an and reading it according to science Tajweed.

ABSTRACTThe purpose of his research is to find out and analyze the practice of the qardh in Islamic perspective, and the impact of the practice of financing with the Qardh contract on empowerment UMKM , as well as supporting and inhibiting factors and solutions of the empoerment. This research uses descriptive qualitative research with a phenomenological approach as the main theoretical basis. The purpose of this research was to know the implementation of government regulation policy number 68 year 2002 about food security in Nunukan Regency and to know the supporting factor and the obstacle factor of the implementation of government regulation policy on food security in Nunukan Regency. The type of research used was descriptive qualitative research. The study used a phenomological type. Technique of collecting data used instrument in the form of interview, observation and documentation. The reselts of the research indicated that there werefour things related in this case, namely(1)Implementation of government regulation policy number 68 year 2002 regarding food security in Nunukan Regency had been running well enough,it just needed little attention from the government for farmer assistance, it must always be on time so that farmers were not difficult in managing food. (2)Commitment built by the agricultural service and food security in Nunukan Regency had been running well,(3)Control of organization or supervision had been done well,(4)The behavior of target group dimension included positive or negative response of society in supporting or not supporting policy.The people who did not join the farmer groups gave response negatively to this policy. ABSTRAKTujuan penelitian adalah untuk mengetahui implementasi kebijakan peraturan pemerintah nomor 68 tahun 2002 tentang ketahanan pangan di kabupaten nunukan dan untuk mengetahui faktor pendukung dan faktor penghambat implementasi kebijakan peraturan pemerintah tentang ketahanan pangan di kabupaten nunukan. Jenis penelitian yang digunakan adalah jenis penelitian deskriptif kualitatif. Penelitian menggunakan tipe fenomologis. Teknik pengumpulan data menggunakan instrumen berupa wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa ada lima yang terkait dalam hal ini yaitu (1)Implementasi kebijakan peraturan pemerintah nomor 68 tahun 2002 tentang ketahanan pangan di kabupaten nunukan sudah berjalan cukup baik, hanya perlu sedikit perhatian dari pemerintah untuk bantuan tani harus selalu tepat waktu agar petani tidak kesulitan dalam mengelolah pangan.(2)Komitmen yang dibangun oleh dinas pertanian dan ketahanan pangan di kabupaten nunukan sudah berjalan cukup baik,(2) Kontrol organisasi atau pengawasan yang dilakukan sudah baik.(4)Perilaku kelompok sasaran dimensinya mencakup respon positif atau negatif masyarakat dalam mendukung atau tidak mendukung kebijakan. Hanya masyarakat yang tidak bergabung di kelompok tani yang merespon negatif dengan adanya kebijakan ini. Kata Kunci:Implementasi, Ketahanan Pangan

ABSTRACT The purpose of this study is to find out the role of PAI teachers in shaping the character of class learners VII SMP Muhammadiyah Ambon and to find out the supporting and inhibiting factors of PAI teachers in shaping the character of class learners VII in SMP Muhammadiyah Ambon. This type of research is descriptive qualitative research. This research was conducted from September 22 to October 22, 2020. The subjects in the study were 1 principal and 1 PAI teacher, SMP Muhammadiyah Ambon. The research instruments used are observation sheets and interview guidelines. Data analysis uses data reduction, data presentation and inference. The results showed that Teachers of Islamic religious education in the formation of the character of class learners VII SMP Muhammadiyah Ambon has played a good role, where islamic education teachers have performed their role such as teachers as teachers, namely teachers of Islamic Religious Education has taught about honesty, discipline, manners and accuracy. Keywords: The Role of PAI Teachers, Shaping The Character of Learners ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui peran guru PAI dalam membentuk karakter peserta didik kelas VII SMP Muhammadiyah Ambon dan untuk mengetahui faktor pendukung dan penghambat guru PAI dalam membentuk karakter peserta didik kelas VII di SMP Muhammadiyah Ambon. Tipe penelitian adalah penelitian deskriptif kualitatif. Penelitian ini dilaksanakan dari tanggal 22 September sampai dengan 22 Oktober 2020. Subjek dalam penelitian adalah 1 orang kepala sekolah dan 1 orang guru PAI, SMP Muhammadiyah Ambon. Instrumen penelitian yang digunakan adalah lembar observasi dan pedoman wawancara. Analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Guru pendidikan agama Islam dalam pembentukan karakter peserta didik kelas VII SMP Muhammadiyah Ambon sudah berperan cukup baik, dimana guru Pendidikan Agama Islam sudah melakukan peranannya seperti guru sebagai pengajar yakni guru Pendidikan Agama Islam telah mengajarkan tentang kejujuran, kedisiplinan, sopan-santun dan keteladanan. Profit sharing is the distribution of business results that have been carried out by the parties who entered into the agreement, namely the customer and the sharia bank. In this case, there are two parties who enter into a business agreement, the results of the efforts carried out by both parties or one of the parties will be divided according to the portion of each party who entered into the contract agreement. The purpose of this research is to find out the application of the financing profit sharing system at PT. BPRS Al-Falah Banyuasin in 2021 and to find out what are the inhibiting factors for the implementation of the financing system at PT. BPRS Al-Falah Banyuasin. This type of research is a descriptive qualitative research. The data collection techniques used include observation, interviews and documentation. Based on the results of the study, it was concluded that the implementation of the Mudharabah financing profit sharing system carried out by PT. BPRS Al-Falah Banyuasin is using the Profit sharing method because it is in accordance with the recommendation of the MUI DSN Fatwa that the Profit Sharing method is more appropriate for Mudharabah financing. As for the obstacles in the implementation of Mudharabah financing at PT. BPRS Al-Falah Banyuasin is an obstacle when completing files or administrative requirements Constraints when the business is running.

This study aims to determine the implementation of School Literacy Movement (GLS) in Islamic school, awareness of academic civitas in cultural literacy, supporting and inhibiting factors in GLS’ implementation and analysis on implementation in Islamic school. The study used is qualitative research. Subjects in this study are residents of the school and its objects are all matters related to the implementation of the School Literacy Program (GLS) in MI Muhammadiyah Pengkol Gunungkidul.The results of this study find that there is awareness with the school residents in actuating the GLS program and there are several strategies in implementing the GLS program. Supporting factors in the GLS program at this school one of them is a high awareness, good communication between school with parents and many strategies undertaken. While the inhibiting factors is the very minimal facility and hasn’t maximum support yet from the government. In the context of religion, Muslim should have a cultural literacy because it is the first teaching in the Qur'an. Challenges ahead in this case, children must have awareness to improve the quality of literacy. Nowadays, the textual reading quality of society through books is getting lower, so it is necessary to balance in understanding the phenomenon. It is also necessary to have a 'revolution' in changing the mindset of society in the literacy.

This study aimed to describe the forms of social movements Sidoarjo mud victim (LUSI) and to describe the factors supporting and inhibiting of the formation of social movements Sidoarjo mud victim (LUSI). The method in this research used descriptive qualitative research. Based on the research, showed that social movements Sidoarjo mud victim was a movement that is arising from a sense of common destiny that wants to fight for compensation due Lapindo mud disaster. Some forms of social movements such as KLM (mud victims sue), GKLL (movement Lapindo mud victims), PPKL (community care of mud victims) and social movements is initiated by the leader of the neighborhood. Some of the supporting factors to form of social movements victims included tighten the relationship of victims; movement to reach agreement on compensation; as supervisor of payment of compensation; as well as a movement justice for the victims. While the factors inhibiting included Sidoarjo Mud Management Agency  hard to be found; the leadership of the government was not facilitating the communication between the victim and the Sidoarjo Mud Management Agency;  demonstrations or meeting with leaders so difficult; as well as different perception among  NGO's with the social movements.

Abstract The role of child reading  in the formation of early childhood character is very important. So also the role of character education is needed by the government as the basis of education in Indonesia. Therefore, this study aims to explore the values of character education in the folktale and is role in the formation of personal early childhood. The approach used is the consept of childrens’s literature and character education. The method used is descriptive qualitative research with content analysis techniques. The source of data derived from the media compass that is a strory-theme tales character of the analyzed. The value of character education found in the folktales of “Suri Ikun and  Two Bird’s” that is creative value,  hardwork, helpers, appreciate achievement, positive attitude, and honesty value.   Keywords: Literature of children, folktale,  and Character
