AbstractThe impacts of flood on the Nigerian population over the years have been enormous. This is because the attendant associated risks such as destruction of lives and properties, livelihood displacement, and impoverishment of victims arising from increasing flood cases have constituted a threat to the citizens’ survival and therefore inform the attention the menace has drawn among scholars, policy analyst. This chapter has as its primary aim, a critical assessment of the impacts of government responses over the plight of victims of flooding in Nigeria over the years under review. Thus, special attention is given in this chapter to the various barriers or challenges facing government response to the plight of flood victims in Nigeria. Finally, some valuable steps, which if taken will reduce these barriers or challenges, are outlined. Though, the study adopted the use of secondary sources of data collection via content analysis, the experiences and knowledge gathered in this chapter will be strategically useful to people and organizations interested in the government of Nigeria’s response to the plight of flood victims, barriers inhibiting the success of fund utilization in reducing the suffering and impoverishment of the flood victims, number of deaths, and population displaced as a result.

This article discusses the poem "Sajak Pertemuan Mahasiswa" by W.S. Rendra. The discussion of this poem is motivated by efforts and efforts to apply the concept of poetry structure put forward by Lévi-Strauss. The description of the structure of this poem aims to display the structure of the poem consisting of the outer structure (surface structure) and the inner structure (deep structure). The outer structures that will be discussed are forms of text, diction, and sound, while the inner structures that will be discussed are imagery, compounds, and themes. The method used in this study is descriptive of analytics with a type of qualitative research, namely placing the text of poetry as the object and research data. Data collection techniques are done by identifying, classifying, and recording. Data anlysis is done by meaning direct and directed content. Analysis is done by discussing the structure of poetry consisting of text, diction, and sound, imagery, compounds, and themes. The results showed that the structure of Lévi-Strauss poetry can determine the overall meaning and message of poetry. The use of blank verse, simple diction, dominance of vocal sounds /a/, thought imagery, and metaphorical-rhetorical majas refers to the theme of "openness". This theme can be interpreted very broadly, namely openness to justice, education, employment, income, and livelihood. This openness is tried by students as agents of change and a bridge between the government and the people.

The first wave of the COVID- 19 disease has caused a daunting and unprecedented challenge for governments of the world. Decision-makers worldwide, including that of Bangladesh, had to initiate responses that were beyond the conventional measures. This paper offers the decision-makers in Bangladesh on the possible learning in the field of crisis management during this pandemic. The paper aims in focusing on the first phase of responses to COVID-19 (March-May) from the initial lockdown to the reopening of offices by the government of Bangladesh. Methodologically, the paper is a content analysis involving netnography approach of data collection from websites. The paper presents a finding of possible lessons of crisis responses in Bangladesh. The paper aims to create an agenda for learning lessons from the situation of the largest crisis to hit the world in centuries. The paper induces substantial value for policy-makers to be prepared for the second wave of the COVID- 19 crisis, to meet the challenges of the pandemic.

This paper discussed the Muhammad Rashid Rida’s Islah thought in developing the Muslims community. The objective of this paper is to identify the concept of ‘Islah’ according to Islamic perspective generally based on his based on his Islamic, realistic and futuristic thought. This paper generally explains the concept of ‘Islah’ based on Islamic perspective, background and Muhammad Rashid Rida’s thought on the weakness factors in Muslim society as an approach to overcome the problem faced by Muslim. This study on Muhammad Rashid Rida is important to see the suitability the concept of ‘Islah’ as an approach in developing the Muslim community based on the reality of ummah nowadays.This study using qualitative approach through content analysis to examine and analyze data from primary and secondary sources. The data collected from various sources will be filtered and sorted before analyzed by using the deductive method. The paper found that the concept of reformation brought by this scholar in solving the problems faced by Muslim is relevant to the situation today. This study also found that all parties including the government, citizens, and intellectuals should play a significant role in solving the problems facing by the Muslims. Objektif makalah ini adalah untuk mengenal pasti konsep islah menurut persektif Islam secara umum huraian konsep tersebut berdasarkan pemikiran beliau yang islamik, realistik dan futuristik. Makalah ini secara umumnya menyentuh mengenai konsep islah menurut perspektif Islam, latar belakang dan pemikiran Muhammad Rashid tentang faktor-faktor kelemahan umat Islam serta bagaimana islah dijadikan sebagai pendekatan dalam menangani permasalahan yang sedang dihadapi oleh umat Islam. Kajian terhadap pemikiran Muhammad Rashid Rida penting untuk melihat kesesuaian konsep islah yang dikemukakannya sebagai pendekatan dalam membangunkan masyarakat Islam berdasarkan realiti ummah pada hari ini. Penulisan ini menggunakan pendekatan kualitatif melalui analisis kandungan bagi meneliti dan menganalisis data-data daripada sumber primer dan sekunder. Data-data yang dikumpulkan daripada pelbagai sumber akan disaring dan disusun sebelum dianalisis menggunakan metode deduktif. Makalah ini mendapati, konsep islah yang dibawa oleh tokoh kajian ini bagi menangani permasalahan umat Islam adalah releven dengan situasi ummah pada hari ini. Kajian ini juga mendapati, semua pihak seperti kerajaan, rakyat, dan para cendekiawan perlu memainkan peranan yang signifikan bagi menyelesaikan permasalahan yang melanda umat Islam. Social media sites are the world’s biggest information dissemination platform and today’s we cannot imagine to share our any information without these sites. It has been a leading manifestation in our lives in the past several years. Various profit and non-profit organization in Bangladesh are using Facebook to promote their services and highlight their roles to community. Now, government different ministries have accepted the opportunities of using Facebook to deliver better services as well as engage with citizens. The present study intends to examine the government ministries’ Facebook pages in Bangladesh to explore what types of information are disseminated on their Facebook pages, how effective these pages are in reaching out to citizens as well as engagement. Qualitative content analysis of four selected government ministries’ Facebook pages has conducted to fulfill the research aims. Content analysis allows describing the material only on selected aspects, on the other hand method is highly flexible as coding frame is always adjustable to the material. The researcher has selected four ministries Facebook pages and among these pages, two are verified and another two pages are not verified. The researcher has developed the categories and codes according to fulfill the research aims. Data collection has started by identifying the usage Facebook of each ministries and found that each ministries has incorporated Facebook logo in their website. After that, the information provided on ‘about’ section was put down, the number of likes/followers, the existence of profile picture, cover photo, and other applications has been identified. The data collection for content analyses was conducted in six months posting messages between October 2017 to March 2018 were recorded as well as organized and analyzed by using Microsoft Office Excel program.

Al-qu'an is the first source of Islamic law، which is obligatory for all muslims to do. To understand the Qur'an، it is necessary to master the sciences of Arabic، especially balaghah، among them the objectives of Nida'. In the Qur'an there is a lot of Nida' in which there is the meaning of qiyasi،which has been mentioned in the balaghah books. To know the purpose of the verse contained the letter Nida' ، the author did a study with the title "Yaa" Nida' in the letter al-a'raaf and hud (Study analysis balaghah in science ma' ani). And whosoever is in the heavens and the earth، he is the All-mighty، the All-wise. The purpose of this study is to find out what the purpose of "Yes" Nida' is in the letter al-a'raaf and hud is reviewed from the balaghah aspect. The objects in this study are surah al-a'raaf and hud. The data sources used in this study are primary and secondary sources. And the method of data collection that the authors use is library research by collecting primary and skunder data with methods of analyzing and reading books related to this research. And in this study the authors used descriptive analysis and content analysis using tables. The purpose of "Yaa" Nida' in surah al-a'raaf and hud varies in purpose and meaning، namely regret، herdik، spirit، amazement، relief، moaning

This study aims to carry out a disaster communication audit of Kabar Petang (Evening News) Program on the TVOne in the May-June 2019 period. This study uses the SMCR theory and the concept of disaster communication, the Standard Operating Procedure (SOP) of Disaster Communication, and the Guide to Broadcasting Behavior and Standards of Broadcasting Programs issued by the Indonesian Broadcasting Commission (KPI). This study uses a descriptive qualitative method with data collection techniques including content analysis, observation, a document study, and validity test through an interview with KPI as a source. The results of this study constitute the findings of disaster communication audit of disaster broadcast on TVOne, part of which has followed the Guide to Broadcasting Behavior and the Standards of Broadcasting Program issued by the KPI, SMCR theory, and has used disaster communication dimensions, and SOP for Disaster Communication. There are some findings that are not yet suitable, namely: (1) the repetition of a video clip showing the sufferings of victims; (2) the absence of competent resource persons in the field of disaster; and (3) the broadcast of affected people’s panic. This research provides recommendations to broadcasting institution TVOne, the government, and media workers to convey educational broadcast messages based on competent sources in the field of disaster so that the community is ready to survive the natural disaster.

Nowadays, the use of social media to analyze disaster responses has become important. However, its application to support decision-making by the Government during disasters still present significant challenges. This article offers a complete analysis of the response of the public and the Government in dealing with the COVID-19 Pandemics in Indonesia. The content analysis uses to analyze the tweet post on Twitter to determine the public and government response. Data was collected from public and government tweets on Twitter and producing 11,578 community tweets from the public and 958 tweets from the government account. This data was collected from 2nd March until 15th April 2020. Public comments are sorted into six categories of comments, that is fate, logic, government mention, worry, scientist, and impression, while sentiments are classified as positive, negative, and neutral. Government comments are sorted into eight categories, namely information, education, operating, warnings, resources provision, volunteer recruitment, and rumors management. The results showed that the public encourages and supports the Government to cope with a pandemic think rationally and logically in dealing with this Pandemic. In addition, the study indicates that the Government has not used social media as a medium for communicating with the public. The quality of government response is not good, especially in the categories of information on operations, warnings, resources provision, recruitment of volunteers, and rumors management. The implication of this study suggests how the data might be useful for the Government in delivering information during the Pandemic.

This paper makes a critical assessment of the study conducted by the CIMM (Standing Committee on Immigration and Citizenship) on undocumented and temporary foreign workers. It examines records of three moments of the process: (i) minutes of meetings during the assessment phase; (ii) the CIMM Report; (iii) and the Government Response. The argument sustained throughout the paper is that government's negative representation of non-status workers is conveniently constructed to avoid policy changes and consequently sustains the irregular movement of migrants.

This study aims to: (1) explain the lingual form of inciting Ribka Tjiptaning on social media and (2) explain the meaning of denotation and the incitement connotation of Ribka Tjiptaning on social media. The data in this study are language that contains the crime of incitement by Ribka Tjiptaning on the social media YouTube. While the source of data in this study is the social media youtube. The method used in this research is descriptive with qualitative approach, data collection techniques in the form of look-see and take notes. Data were analyzed using qualitative content analysis (qualitative content analysis). The results of this study indicate that: the data containing denotative and connotative meanings in Ribka Tjiptaning's utterances on social media YouTube amounted to 7 denotative meanings and 5 connotative meanings. Ribka Tjiptaning's speech contained rejection and accusations that the government was playing with the Covid 19 vaccine. This speech is an act against the law by disseminating information that can provoke / incite.
