An important task of the modern industrial policy of the region is to ensure the growth of the industrial component on the basis of innovation and investment development of industries. Issues of post-crisis development and economic growth in conditions of limited resources were considered. The effectiveness of industrial policies in the region needs to be matched to real innovation and investment opportunities. On the basis of the analysis, a model on the formation of directions of innovation and investment development of industrial policy of the Samara region was developed. The relationship between the factors of innovative development of enterprises and the level of investment activity in the industrial sector of the region has been determined. The study identified problems of formation of innovation and investment potential of industrial enterprises of the region and ways to solve them.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The article is dedicated to the industrial policy of the European Union and its official interpretation. It outlines the existing approaches to the formation of the conceptual structure of this policy, the main stages of its evolution, priorities, tools and measures of implementation, the main target areas of financing. The existing conventionalism of the EU activities designated to regulate the industrial sector in the capacity of an industrial policy is shown, a clarification of the concept of this policy is proposed. Such regulation today goes far beyond the sectoral framework and, extending to almost all spheres of the economy, acquires a cross-cutting general economic nature. Particular attention is paid to the latest version of industrial policy, which convincingly indicates an increase in the innovative trend in the area of economic activity referred to as industrial policy. There is a radical expansion of the range of its innovative priorities to ensure the formation of a regional innovation economy for sustainable development. As a result, this policy serves as an organic component of innovation policy. At the same time, the rapid updating of the proclaimed versions of the EU industrial policy definitely shows that it has become a tool for the implementation of urgent adjustments to the economic course in accordance with the objective requirements of modern development.

The article is devoted to a comparative analysis of the main tasks of the Russian industrial policy at the beginning of the XXI century and at the present stage. Special attention in the research process was paid to the conceptual basis of the national industrial policy, which determined the formation of key guidelines for the development of enterprises and industries. It also highlights the goals, directions and tools for the implementation of industrial policy. The results allow us to conclude that industrial policy in the early 2000s. was caused by the main problems of the industrial sector of the country related to systemic deficiencies in the economic environment and focused on state support of enterprises, independent development of industry without coordinating strategic priorities with the socio-economic development of the country, and also focusing on creating greenhouse conditions for national producers, which led to inefficient management and use of resources, as well as the inability to compete enterprises in world markets. Now the task of industrial policy in Russia lies in the selective formation and improvement of the competitiveness of certain types of industrial activity and products in the domestic and foreign markets based on the transition to a qualitatively new - innovative - development model.

The priority direction of tax policy is the formation of tax potential, which includes the creation of conditions for the intensification of entrepreneurial activity, the formation of active development actors, the expansion of sources of tax revenue, the stimulation of innovation and investment activity. At the same time, in Ukraine, the lack of systemic directions of tax incentives for innovation in the legislation and practice of tax instruments significantly hinders the development of innovation potential of the economy and reduces its competitiveness. The basis for improving tax policy in the context of innovative development is the institutional component. The purpose of the study is to identify promising institutional aspects of the formation of tax potential in industry. The methodological basis of the study were analytical reviews, regulations, modern scientific and applied research in the field of innovation. The research uses methods of dialectics, methods and principles of scientific knowledge, tools of economic analysis to substantiate proposals for the formation of institutional foundations for the formation of tax potential. The main hypothesis of the study was the assumption that tax policy, which is aimed at developing innovation, largely determines the economic interest of industrial enterprises in the introduction of new technologies, as financial resources released from the tax potential of the enterprise can be directed to its innovation and investment activity. Presenting main material. The strategic task of tax potential management is to increase and strengthen the tax base by stimulating investment and innovation activity; support of enterprises in order to develop production and increase production. The tax potential is considered in the context of institutional innovation projects and smart specialization. An assessment of the prospects for the use of various tax instruments in accordance with the current situation and the need for the transition to adaptive management of tax potential of industry. The originality and practical significance is confirmed by the proposed scientific and methodological approaches to the management of tax potential in the context of innovative development. Conclusions and prospects for further research. Measures to increase the tax potential should include expanding the tax base not only through existing reserves, but also creating a new base through the development of innovation potential. The implementation of the relevant institutional strategy should be aimed not at simple maximization of tax revenues, but at the development of investment and innovation potential with the establishment of favorable conditions for the development of priority projects. Further research will focus on the analysis of the peculiarities of the use of tax tools in the framework of specific institutional and innovative projects of economic development.

The main problem of the innovative development of the regions of Kazakhstan is the lack of innovative activity of enterprises, which is reflected in the volume, periodicity and impact of their innovations. At the same time, the majority of enterprises belonging to the real sector of the economy have sufficient resources for the development of innovative activities. However, the prospects for their interaction with enterprises in other sectors and sectors of the economy for technology transfer are insignificant. In this connection, the studies defining the main ways and methods of forming cluster initiatives in the regional economy are relevant. The analysis of the investment activity of industrial enterprises in the region predetermined the multidimensional nature of the research methodology, the need to use methods of system, statistical, comparative and logical analysis, grouping. The practical significance of the study is to develop specific recommendations to increase the investment attractiveness of Pavlodar region through the implementation of several cluster initiatives in the real sector. The results of the study allowed to develop some recommendations on the formation of a system for the implementation of cluster initiatives in the region, differing in their adaptation to the specifics of the industry, which made it possible to identify priority areas for the development of clusters in the real sector of the regional economy.

The article shows that Azerbaijan belongs to modern countries with a high rate of economic development, therefore, at the current stage of evolutionary development as a state, it has embarked on the path of a new level of improvement. This shows how in recent years the economic situation in the republic has contributed to significant economic growth, an increase in the level of both the social welfare of the state and the modernization of the socio-economic infrastructure of the republic as a whole, resulting in a diversified structure of the economy. The article reveals an assessment of the current state of industrial enterprises in Azerbaijan, as well as an analysis of the directions and trends of their development. The assessment of the current state was carried out by studying resolutions, orders, acts, strategies for long-term economic development and other documents with the help of which it is possible to assess the quantitative composition of industrial enterprises. The determination of trends in the development of industrial enterprises was carried out using the analysis of the "Main directions of the Strategic Roadmap for the National economy and the main sectors of the economy", approved by the decree of the President of the Republic of Azerbaijan Ilham Aliyev on December 6, 2016. The analysis carried out in the article made it possible to determine the priority directions of sustainable development of industrial enterprises, more precisely: improvement of production; scientific, technical and innovative development; implementation of programs specified in the concept of the "Strategic Roadmap for the development of the national economy", etc. The main priority of industrial enterprises is innovative development, which includes all of the above, and NTR is presented here as a certain "layer", a means of realizing prospects. Based on the above, a logical chain of the main directions of development of industrial enterprises is constructed and their justification is given. The article reveals the investment activity of the country's economy, as well as analyzes the level of foreign investment. At the end of the article, the key directions of the formation of the innovative economy of the country are indicated, the priorities of industrial development and conclusions regarding them are indicated. The article seeks to explore the concepts of building strategy and strategic guidelines for industrial enterprises to ensure their economic security. It should be noted that in modern business settings, company strategy is of long-term character and is affected by a wide range of economic activity factors. Operating in industrial sector of the economy is associated with multicomponent production arrangements that challenge the need for high-quality technical support. In this regard, investment activity is of critical importance to industrial enterprises. Its key strategic priority is to promote research and development, technological and technical modernization of production. Within the scope of this study, the two issues of the industrial enterprise investment plan have been addressed, i.e. investment funds attracting and their placement. Investment generation to upgrade the production process, along with gaining additional benefits triggers certain risks inherent to such type of financial instruments. In the context of setting strategic guidelines for industrial enterprises, it is suggested to consider investment security as a subsystem and critical element in the economic security system. It is argued that investment security policy should be developed within the framework of tactical planning, since investment security is only part of the overall economic security paradigm. However, the outcomes of such activities should be anticipated at the stage of designing strategic guidelines for efficient enterprise functioning. While implementing the company strategy, it is proposed to divide the total range of tactical actions into two contingent groups: horizontal and vertical. Horizontal activities are targeted on enhancing the enterprise capacity building which in turn will make a resource base for facilitating the transition to the next stage of approaching the desired effect or a final goal. It is also argued that selecting strategic priorities and developing pathways to implement them is a complex and multifaceted process that requires a thorough approach for setting strategic objectives as well as elaborating interim stages in total enterprise development plan.

The work aims to analyse the activities of business structures in the issue of quantitative analysis of communication policy, as quantitative is more common and allows assessing the various aspects of communication policy of an enterprise in quantitative units. The tendency formed in conducting the communication policy of business structures is a natural change of the process in a certain time series. The paper graphically presents the relationship among the fundamental aspects of trend formation: time, place, and action. The study allows each promising trend selected from the previous stage of communication policy analysis to assess the success of the factors contributing to the speed of its spread to build input data for grouping trends that will further form promising areas of innovative development of industrial enterprises.

Implementation of innovation in the field of product, process, organization and/or marketing, as part of the competitive struggle, is therefore linked to the achievement of various objectives and effects. The main objective of the study was to describe the relationship between the different effects of innovation activity and the extent of innovative activity of industrial enterprises, such as investment in innovation and implementation of innovative solutions. The survey had been conducted in years 2010-12 in 1067 industrial companies, operating in Eastern Poland (Warmia-Mazury, Podlasie, Lublin, Świętokrzyskie and Podkarpackie voivodeships). The methodological part of the analyses is based on the probability calculus - probit regression. Industrial enterprises in Eastern Poland indicated on improved quality of products offered on the market and increased range of products as the main effects of innovation activity. Analysis of innovation activity phenomena characterized in the article may have an impact on the perception of regional innovation policy, in terms of its nature and direction, as well as the vital question of the effectiveness of instruments of supporting innovativeness of industrial enterprises in Eastern Poland.

In the article the author views economic and managerial issues of development of innovative activities of industrial enterprises based on the implementation of economic processes of the National technological initiative; presents the parameters of NTI implementation; shows that the effectiveness of innovative development of industry determines the creation of future markets, allowing enterprises to shape the image of the future of industry, to carry out a continuous and complex innovation process, the production of innovations, their commercialization and market demand. The author substantiates the relevance of implementing the processes of innovative development of the industrial complex of the region on the basis of NTI, which consists in the fact that the creation of innovations and their commercialization allowed enterprises to have a leading position among similar manufacturers, creating products with a high level of knowledge intensity, thereby forming new technological markets. NTI stimulates the development of new markets, determining the forecast of economic development. Innovative development of the region's industrial complex on the basis of NTI involves the creation of an integration grouping of the industrial sector on the basis of the innovation ecosystem. The most significant result of the research is the development of a model and an algorithm for evaluating the innovative ecosystem of the industrial complex of the region based on NTI. The model reflects that the development of STI projects is carried out through the innovation support infrastructure. In order to implement innovative STI projects, a regional ecosystem of innovation support is being created on the basis of industrial clusters. The main importance in the ecosystem is the network connections of participants in innovative processes and their technological capabilities (points of technological growth). In the article it is shown that the strategy for implementing STI to create new markets and technologies is based on the innovative activity of industrial complexes. In the model of the proposed ecosystem of innovative support for the industrial complex of the region based on NTI, an algorithm for evaluating the effectiveness of its functioning has been developed.
