The influence of human capital on the competitive opportunities and innovation development of region

This article discusses the theoretical issues of improving human capital the main resource of innovative potential and innovative development by investing in their skills and abilities in the context of the progressive development of science and technology. The focus of the author focuses on questions of formation and use of innovation-oriented cadres who are capable of engaging in research activities and their impact on improving competitive capabilities in the region. The author gives the generalised characteristic of innovative forms of organization employment business structures in the regions and sets out views on their further improvement. In conclusion, there is a need for the adoption of a set of measures and the creation of conditions for its further development.

The process of cluster paradigm development in Ukraine is characterized by the absence of a clear legal and regulatory framework that would enable the clusters to be identified in the overall set of business entities. It complicates the coordination of the interaction of participants in the cluster process, as well as processes related to the creation and development of other innovation-oriented business structures. Significant impact is the availability of the weak information support, the task of which is to establish business communications between the state and business, on issues of ensuring the maximum possible realization of the existing innovative potential, in particular, by commercializing progressive innovations. Therefore, the particular topicality gets the issue of building a structured institutional environment that determines the clear mechanisms for the development of the most innovative business structures in Ukraine. The purpose of the researches was to develop specific mechanisms for organizing synergistic interaction of all participants in the process of creation and development of clusters in Ukraine in the context of multilevel sectors of their functioning. To achieve the goal, the following tasks were solved: the world tendencies of modern innovative development were investigated; the change of Ukraine’s positions during 2014–2017 in innovation rankings was considered; the state of development of innovative entrepreneurship in Ukraine was analysed; a system of scenarios for the organization of technological solutions for the development of innovative clusters was proposed; the indicator of the evaluation of the cluster paradigm development in the regions for the purpose of determining the useful effect from its implementation was presented. Considered changes in Ukraine’s positions in 2010–2017 in innovation rankings and indicators of the provision of innovation development in Ukraine in 2010–2017 state the extremely low level of state interest in creating, internal commercializing, and promoting to the external market own innovative technologies, and in the development of the very innovative business, which, in turn, reflects on the ability of enterprises to develop their innovative potential. The proposed system of scenarios for the organization of technological solutions for the development of innovative clusters includes four possible technologies for the creation of clusters, which are united in two blocks: technologies in the sector of state entrepreneurship – the source of stimulation are state institutions and technologies in the sector of private entrepreneurship – the source of initial incentives are business entities themselves. Using the proposed indicator of the expediency of cluster paradigm development in the regions to determine the useful effect from its implementation (IRCD), it is possible to estimate the influence of clusters on the development of the economy in the region.

The work aims to analyse the activities of business structures in the issue of quantitative analysis of communication policy, as quantitative is more common and allows assessing the various aspects of communication policy of an enterprise in quantitative units. The tendency formed in conducting the communication policy of business structures is a natural change of the process in a certain time series. The paper graphically presents the relationship among the fundamental aspects of trend formation: time, place, and action. The study allows each promising trend selected from the previous stage of communication policy analysis to assess the success of the factors contributing to the speed of its spread to build input data for grouping trends that will further form promising areas of innovative development of industrial enterprises.

The article deals the problems of innovative development, primarily those of accumulation of human capital that occupies the central position of the world economy of XX century. Its priority is based on revolutionary character of scientific and technological development of recent decades. This not only triggers the major breakthroughs a number of leading branches of knowledge but makes the innovations permanent. At the same time under the conditions of globalization the issues of moral and ethical norms and universal solidarity come to forefront. This makes more and more urgent the change of the developmental priorities.

Research relevance. Today, the main prerequisite for the improvement of mining enterprises performance and competitiveness is their transition to innovation-based development. The enterprises are directed towards the novelties, innovations, and changes, which largely depend on human activity revitalization. As a result, human capital becomes more valuable than metal, oil, etc. Human capital becomes exactly the value that determines the economic development. Innovation-based development of a mining enterprise is the influence exerted by the managing entity on the managed enterprise with the purpose of transferring it to the required state. The effectiveness of mining enterprise innovative development management requires appraising the level of innovativeness and taking necessary remedial actions in order to achieve the goals. Research aim is to develop the methodological apparatus of estimating the innovativeness of a mining enterprise based on the development of human capital. Results. In the course of the research the need to switch to the innovation-based development has been justified, the special role in its realization is played by the effective use of the innovative potential. In its turn, human capital is the fundamental component of the innovative potential; human capital development conditions the enterprise’s assignment to an innovative type. Methodological apparatus of estimating the innovativeness has been worked out, which provides for the estimation of the innovative character of technical and process transformations, innovative product and innovative human capital. End appraisal ratio is an integral indicator formed based on four indices with the account of the weighting factors. It is recommended to establish the threshold values of the integral indicator which will make it possible to differentiate mining enterprises according to the level of innovative development. In order to estimate the human capital, the author’s recommendations published later should be referred to. Summary. The use of the methodological apparatus of estimating innovative mining enterprises will make it possible to increase the effectiveness of managing the process of switching to the innovation-based development. Control over the variation of innovativeness level makes it possible to take necessary remedial actions and achieve the desired condition.

This article is concerned with researching the strategies for innovative development of business structures. The article is aimed at developing a classification of strategies for innovative development of various business structures. The publication discloses the essence of the innovation development strategy, taking into account three approaches. Conclusions have been drawn on the essence of the strategy for innovative development of business structures. According to the results of the critical analysis of the literature, the classification of existing business structures was carried out and the main directions of strategic innovative development were determined. The research highlights two key areas of strategic innovation development based on active and passive positions. An active innovative strategy involves the use of new technologies that have not yet been used in the market. This strategy can be followed by all business structures without exception, but depending on their type, achieving the goal will be more difficult or easier. In particular, business structures with a mixed form of ownership are more likely to stay in the market using active innovative strategies. At the same time, business structures formed by one person will experience much more difficulties in implementing active innovative strategies in the market. Another type of strategy is passive (imitation), which consists not in the development of new technologies, but in the use of already developed ones. The main conceptual task in building such a strategy is to study the market, competitive advantages and disadvantages of completed innovative technologies in order to enter the market with a similar but more market-adapted solution. We can confidently say that developed business structures can more easily implement the imitation strategy, since it requires a quick reaction and development, more rational solutions, which is associated with the use of more resources. However, despite this, innovation is the only way to enter and hold on to the market with a unique product, since they do not depend on the size of the enterprise, its finances or the number of personnel.

Purpose. The aim of the article is to substantiate the feasibility of using theoretical and methodological tools to ensure the innovative development of enterprises and to further forming the practical basis for their effective functioning. Methodology of research. General and special methods are used in the course of research, in particular: dialectical, monographic and system analysis – to substantiate the essence of innovations, innovative development, to determine the possibilities of further use of the “TAMO” model; graphic, abstract and logical – when forming conceptual bases of innovative development of enterprises. Findings. It is determined that the innovative development of an enterprise should be defined as a process of directed regular change of its state, which depends on purposeful, consistent movement to a balanced innovation state under the influence of synergistic action of innovative potential, periodic regrouping of forces caused by the logic of STP, the source of which are innovations that create innovations that create new opportunities through the ability to find strategic priorities and purposeful search for ideas, new solutions, ways to commercialize them and implement them as stimulants ensure victory in the competition. It is proved that the formation of the conceptual foundations for ensuring the innovative development of the enterprise is directly influenced by the features that determine the theoretical foundations, the methodological basis, the main components of management and its further improvement. The scheme of conceptual bases for the management of innovative development of enterprises is formed, which contains the concept of object and subject of research, mission and goals, methodological basis and levels by which they study the need for innovations, the potential of innovative development is evaluated, the directions of realization are determined: theoretical, methodological, instrumental, organizational and practical, commercialization of research results, international and public-private partnership on financing of innovative activity and efficiency in innovative business. Originality. The definition of the essence of innovative development of the enterprise has been further developed; the scheme of conceptual and practical bases of providing of such development of the enterprises with definition of directions of realization has been formed. Practical value. The obtained results of the study can be used to extend the use of the “TAMO” model in the process of creating and commercializing innovations through the formation of an innovative trajectory using the conceptual framework scheme to manage the innovation development of enterprises. The purpose of the study is to study the relationship between the level of human capital and innovative development in various countries of the world in the context of the transition to the sixth technological order. When  studying the relationship between human capital and innovation  development, the authors formulated a hypothesis about a significant difference in the sensitivity and impact of innovation on the level of human  capital for different groups of countries. To test the hypothesis, the authors used analytical, statistical, and correlation-regression analysis methods. The combination of these methods allowed us to record a different degree of relationship between the level of human capital and GDP, human capital and innovation, innovation and GDP of Russia. According to this analysis, in Russia there is a close relationship between the level of human capital and GDP, a less close relationship between innovation and human capital, and a very weak relationship between innovation and GDP. The current situation for Russia in the context of changing technological patterns requires special attention from state institutions to solve this problem. For the purpose of innovative development of Russia, the authors proposed measures for six major areas. The results obtained can be used to justify proposals and  measures to regulate innovation processes, taking into account the priority of national interests of scientific, technological and economic development of the country.

The problems of ensuring effective management and forming competitiveness of industrial enterprises are relevant regardless of the conditions for conducting business activities. The fact is that the competitiveness of business structures in modern conditions is not ensured by simply owning factors of production (labor, capital, land), and even entrepreneurial talent is not currently a source of obtaining stable or exclusive competitive advantages. In order to obtain sustainable or exclusive competitive advantages that constitute strategic competitiveness, the business structure needs to have an intellectual (educational) component of development, including the production and implementation of innovations, as well as readiness for changes. Subject of research. On the basis of innovative foresight, ensuring the competitiveness of business structures of the production industry is a set of organizational, managerial and economic relations that arise in the process of formation. Purpose and objectives of the study. Development of proposals to improve the competitiveness of business structures based on innovative foresight. A number of theoretical, methodological and practical issues related to the formation and implementation of a strategy for managing the innovative development of entrepreneurial structures based on innovative foresight remain insufficiently studied and require further development of rules for its creation and functioning. At the same time, despite a detailed description of the problems of strategic management of innovative development of business structures, the research of foreign scientists was carried out in relation to the relatively stable conditions of the economy of developed countries, the practical application of the mechanisms proposed by them in the conditions of the Kazakh economy requires mandatory revision, taking into account the specifics of the modern economy and industry.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.
