The authors of the present paper consider the main indicators for assessing the investment process in the region. The influence of effective human capital on this process is substantiated. The paper shows that the formation of such human capital in modern Russia depends on the social well-being of the population of the region, which in its turn is largely determined by the existing level of social justice. The Lorentz curves, the Gini coefficient and the Robin Hood index are proposed to be used for objective assessment of this level. In order to create more favorable conditions for the formation of effective human capital in the region, it is proposed to use progressive taxation and state social transfer payments, create and develop institutions of civil society, increase the investment activity of private business, the state and public-private partnership.

Since the end of the twentieth century, a new, relevant, and promising trend in economic science has been actively developing – the economy of happiness that arose at the junction of psychology and economics. Understanding the essence and content of social well-being is associated with such a development of a society where the social and spiritual needs of people are met, the resources and benefits of society are used as effectively as possible and favorable conditions for a full-fledged life and comprehensive development of each person are created. If earlier the main task and priority of any national policy was considered an intensive GDP growth, now the GNH – Gross National Happiness is increasingly considered as a priority, that is, the level of satisfaction with the life of the population, as evidenced even in the resolution of the UN General Assembly. However, the methodological ap¬proaches to assessing the economy of happiness are not perfect, first of all because this area is new in economic science. The study aims to summarize and further develop the principles and approach¬es to assessing the economy of happiness. The article analyzes existing practical approaches to the economy of happiness. A test was developed to assess the level of happiness of citizens from different countries; a survey was conducted based on this test from 2017 to 2018. Methodical approaches to assessing the economy of happiness have been improved based on obtaining correlation-regression models that show the dependence of happiness level on creativity, level of health, level of prosperity, level of satisfaction of needs, which enables to define creativity as the main factor affecting the level of happiness; and, unlike the known ones, it allows regulating the level of happiness as a final economic indicator.

Studies of human capital at the present stage of human development are extremely relevant, since at present human capital is steadily transforming from a factor of economic development into a target for its sustainable development. The paper proposes the basic tool i.e. a new mathematical model for assessing the impact of human capital on social well-being and development of Russian society. It uses the interdependencies among the criteria of human capital and general development. The tool proposed in paper will be powerful for improving and increasing the quality of human capital, improving the social welfare of society, bringing the most effective innovative solutions to the economy. The Human Capital can be assessed in particular by publications, proceedings, and other types of knowledge representation on the websites. And also all this materials can be automatically placed in other databases, including in Elibrary which can also be a parameter of a model. The assessments of the impact of human capital on social well-being and the development of regions and countries can be obtained automatically on-line.

Subject. This article analyzes the basic indices that most fully reflect the multidimensional well-being of the population and the standards the actual living conditions are compared with. Objectives. The article aims to assess the region population's well-being and develop priority measures to increase its level. Methods. For the study, we used a comparative analysis, and sociological studies and official statistics data. Results. The article describes the main reasons for the decline in the well-being of the population of the region and Russia as a whole. The article specifies the priority measures to improve the well-being of the population. Conclusions. Creating favorable economic and social conditions, developing international cooperation of companies, investment in human capital will help improve the quality of production factors and their efficiency.

The article covers the issues concerning the development of a framework concept for the system of management. The authors prove that the problem of socio-economic development of a region is to be considered from the perspective of a systemic approach principles and methods, viewing regions as an integral socio-economic system, whose subsystems include the state subsystem (with regions regarded as constituent entities of the federation), municipal formations, and a range of private and legal entities. The authors identify the major objectives of region management and consider ways of aligning the social and economic development of regions by overcoming the existing inter-regional disproportions. The framework concept, as proposed by the authors, is to recognize the economic development of a region, the development of the major constituents of the regional complex, and the region´s social development. Special attention is paid to the issues of implementing the investment policy and substantiating the staged of its implementation. Planning the investment activity, involving the rationale for long-term and medium-term goals of the investment process, as well as ways to achieve the goals, is seen as a vital element of investment policy.

The objective of this study is to develop an instrument to measure the social impact of sport. While there is a rich literature suggesting and measuring the ways in which sport contributes to society, no broad, encompassing scale has been developed. A measure of this type is useful if sport initiatives are to gain social, political and financial support, especially in the form of corporate sponsorship. The proposed “Social Impact of Sport Scale” includes the dimensions of social capital, collective identities, health literacy, well-being and human capital. In addition to development of a detailed 75 item composite scale stemming largely from past measurement, a shorter set of global measures is also examined. A convenience sample of university students is used in scale development as well as a partial test of the scale in context. Results find support for the detailed scale and for the short global measure instrument. In addition, the partial test of the scale in a context of sport experience relevant to students is reported. The value of the scale in use and areas of future research are discussed.

This article discusses the innovative-investment process, its actors and peculiarities of functioning in Russia and in the Krasnodar region. Revealed the region’s potential in improving the investment climate to attract investment from both domestic and external investors. The main objective of strengthening the economic security of the region is stable funding of innovation as a factor in ensuring sustainability of the priority branches of the economy. In the article the analysis of statistical data on gross regional product by main economic activities, which form an objective assessment of the results of the activity of entities innovation and investment process. On the basis of data on volumes and number of investment in sectors of the economy of the region to assess their effectiveness. As a result of the analysis of indicators defining threats to the security of the region investment developed recommendations on particularly important issues, such as increased attention as fixed assets, investment activity, innovative potential and especially the legislative process with regard to innovation and investment in the region. Listed in the article the results of research may be used in the preparation of State programmes and projects containing a system of measures for the development and implementation of innovation and investment potential of Russia on the basis of institutional and organizational transformation.

Currently, in the context of the transition to digital technologies in all sectors of society and solving the problems of increasing national competitiveness, the study of aspects of the formation of human capital in Russia is an urgent topic in the scientific community. An important factor in the formation of human capital is social well-being — a subjectively assessed level of happiness of a person, his satisfaction with his own health, safety, availability of social benefits, opportunities for individual development. The article discusses the theoretical aspects of the mutual influence of social well-being and human capital. Definitions of the studied concepts are given, publications of Russian and foreign scientists on the issues of ensuring social well-being and the formation of human capital are analyzed.It is concluded that in the conditions of modern global socio-economic trends, the social well-being of a person depends on external factors, which necessitates the implementation of appropriate socio-economic policies aimed at reducing the negative impact of the external environment and ensuring sustainable development and accumulation of human capital.

The essence and content of social security are revealed, the systematic problems and ways of providing social security of Ukraine in the conditions of globalization and European integration are investigated, the analysis of the generalities of factors of social security of Ukraine at the current stage of state development is made. It is substantiated that the social security of the state, in the narrow sense, is the degree (level) of protection of national interests of the population in the social sphere from internal and external threats, and social security of the state, in the broad sense, is a state of development of the state for which the state is able to protect from internal and external threats and to ensure a decent and quality social standard of living of the population, regardless of age, gender, income level, to promote the full development of human capital. It is determined that the social challenges of Ukraine's security have intensified, especially in the areas of population reproduction and labor potential, functioning of the social sphere and labor market, income and employment of the population. It is substantiated that these challenges lead to deterioration of working conditions and decrease of material well-being, depopulation and aging of the nation, spread of poverty and disintegration of financial position of citizens, decrease of social protection of the population, increase of dissatisfaction with the life and social policy of the authorities.It is proved that the state policy in the field of convergence of the social security system of Ukraine and the EU, in particular with regard to regulation of migration processes, should be aimed at achieving the goal of systematic development of human capital and implemented in the following areas: ensuring demographic security, modernization of the health care system, restoration of the quality system education, preservation of cultural values, becoming a competitive labor market, improving housing affordability, building social infrastructure, systemic social insurance population.

Якісний прогресивний розвиток працівника можливий лише за умови збереження  стійкого  позитивного  ставлення  до  професії.  Позитивна  професійна  самоідентифікація  пов’язана  з  ототожненням  та  персоналізацією  працівником  особистісних  рис  працівників,  які  досягли  успіху  у  професії,  мають  суспільно  визнані  результати  діяльності.  Таким  чином,  професійна  успішність  як  суб’єктне  новоутворення  у  якості  відчуття  гордості  за  власні  результати  діяльності  забезпечує  реалізацію традиції наставництва і  передачі позитивного професійного досвіду.    Професійно  успішний  працівник  усвідомлює  необхідність  та  важливість  результатів  своєї  діяльності  для  інших,  що  вимагає,  відповідно,  від  соціального  середовища  усвідомлення  необхідності  визнання  результатів  діяльності  фахівців.  Знехтуваний  суспільством  працівник,  або  той,  результати  діяльності  якого  позиціонуються  як  меншовартісні,  дистанціюється  від  професії  та  має  негативний  потенціал розвитку. Professional formation of the person accompanies all phases of social and age of the individual. Gainful  employment is the main form of social activity that allows the employee to realize the basic needs. An important task  of psychological support worker in the course of professional activity is to provide favorable conditions for the  formation  of  professionally  important  qualities.  Professional  success  is  the  result  of  an  effective  solution  of  industrial jobs that are socially useful and important related to the needs of others. High-quality progressive  development of an employee is only possible while maintaining a stable positive attitude towards the profession.  Positive  professional  identity  associated  with  the  identification  and  personalization  of  employee  personality traits of employees who have been successful in the profession, who have publicly acknowledged  performance. Thus professional success as the subjective feeling of a lump in the pride of their own results of  operations  ensures  the  implementation  of  the  tradition  of  mentoring  and  of  positive  transfer  of  professional  experience.  Professionally successful employees aware of the need and the importance of the results of its operations  for the other, which requires, respectively, from the social environment - awareness of the need to recognize the  performance of specialists. Unclaimed society worker, or the results of operations, which are positioned as less  important, is moving away from the profession and has a negative potential.
