Since the end of the twentieth century, a new, relevant, and promising trend in economic science has been actively developing – the economy of happiness that arose at the junction of psychology and economics. Understanding the essence and content of social well-being is associated with such a development of a society where the social and spiritual needs of people are met, the resources and benefits of society are used as effectively as possible and favorable conditions for a full-fledged life and comprehensive development of each person are created. If earlier the main task and priority of any national policy was considered an intensive GDP growth, now the GNH – Gross National Happiness is increasingly considered as a priority, that is, the level of satisfaction with the life of the population, as evidenced even in the resolution of the UN General Assembly. However, the methodological ap¬proaches to assessing the economy of happiness are not perfect, first of all because this area is new in economic science. The study aims to summarize and further develop the principles and approach¬es to assessing the economy of happiness. The article analyzes existing practical approaches to the economy of happiness. A test was developed to assess the level of happiness of citizens from different countries; a survey was conducted based on this test from 2017 to 2018. Methodical approaches to assessing the economy of happiness have been improved based on obtaining correlation-regression models that show the dependence of happiness level on creativity, level of health, level of prosperity, level of satisfaction of needs, which enables to define creativity as the main factor affecting the level of happiness; and, unlike the known ones, it allows regulating the level of happiness as a final economic indicator.

Recently economists have expressed increasing interest in studying the determinants of happiness. Their main task has been to identify economic and non-economic sources of well-being to define policies aimed at maximising happiness in nations. As yet, it has not been precisely explained why ‘happiness economics’ is actually a part of economic science. In this article, we show that happiness can be an economic concept providing a critical review of the literature on (a) economic applications of happiness data and (b) economic consequences of happiness. Happiness data have been used to analyse microeconomic phenomena and to value non-market goods. Happiness may act as a determinant of economic outcomes: it increases productivity, predicts one’s future income and affects labour market performance. A growing number of happiness studies indicate a role of personality traits in understanding the link between well-being and economic outcomes.

The choice and implementation of the appropriate strategy for the socio-economic development of the region are fundamental for meeting the social needs of citizens. At present, when determining the vector of economic development, municipalities take into account the trends in the development of society and the social problems arising in it, as well as their economic consequences. However, the radical transformation of the social sphere, which is so important for modern society, namely its social security, does not cease to segment society into opposite strata of different status. This topic is especially relevant for modern conditions, when the state guardianship is increasing in matters of conducting a modern and active social policy. The main task in this direction is the creation of such conditions for the population of the region, which could contribute to the comprehensive development of the social sphere. The analysis of indicators of the social sphere of the Tambov region is carried out, as well as problems and tasks for their solution are identified.

The authors examine a complex of methods for identifying the emotional-evaluative attitude of individuals to the social reality and their place in it in the conditions of freedom and isolation. Using the research results and the analysis of practical experience, they describe psychological-pedagogical means and methods that improve the reserve resources of the human body, which leads to positive changes in forming a favorable social well-being and correction of inmates in the conditions of isolation. Special attention is paid to the interactions of employees of the departments of social educational work and psychological labs with inmates in correctional institutions. The authors single out the following methods leading to favorable results in the work of the abovementioned departments: individual and group discussions, doll therapy, use of metaphor (association) cards, psychocorrection, Rokic’s methodology, constitutive method in the form of testing for suicidal tendencies. An important component in the work with the suspects, the accused, and the convicted persons is changing their moral orientations, development of a law-abiding mindset and orientation towards correction (rehabilitation). Criminals can be broken into three groups. The first group is comprised of those who can be successfully rehabilitated, it includes persons with views and convictions which agree with the norms of social community who committed crimes though negligence. The second group includes those who can be rehabilitated, these are individuals with essentially unstable views and convictions. The third group is made up of inmates whose rehabilitation is hardly possible. In this case, the main task of the social education worker consists in using the positive qualities of the convict’s personality to provoke a conflict between the positive and the negative, and the task of the psychologists is to provide psychological support for the person.

The authors of the present paper consider the main indicators for assessing the investment process in the region. The influence of effective human capital on this process is substantiated. The paper shows that the formation of such human capital in modern Russia depends on the social well-being of the population of the region, which in its turn is largely determined by the existing level of social justice. The Lorentz curves, the Gini coefficient and the Robin Hood index are proposed to be used for objective assessment of this level. In order to create more favorable conditions for the formation of effective human capital in the region, it is proposed to use progressive taxation and state social transfer payments, create and develop institutions of civil society, increase the investment activity of private business, the state and public-private partnership.

Inclusive and well-functioning labor markets are a prerequisite for the economic strength of a country. This includes ensuring enough jobs and social justice protection. Having a job is an important factor for material well-being, security, equality and personal human development, but in Georgia the status of an employee is not associated with normal living conditions. Due to high level of poverty in the country, the population agrees to work for an inadequate fee. The part of the informal sector in the labor market is quite high, this is mainly associated with low pay, unbearable conditions and the absence of safety standards. In such conditions, the main task of the government is to protect the social rights of workers, reduce the informal sector of the labor market, and implement effective and non-discriminatory labor market and employment policies.

Introduction. Monitoring of the social and professional well-being of teachers (in- cluding at the regional level) is conditioned by the need to assess the effectiveness of the ongoing social reforms, including the modernization of the Russian education system. The purpose of the paper is to analyze the content and dynamic characteristics of the manifestation of social and professional health indicators of teachers as a social and professional group at the level of the Republic of Mordovia, taking into account the historical changes in the state of the society. Materials and Methods. The materials used were sociological surveys conducted in the Republic of Mordovia among teachers of general education schools. To analyze the data obtained, traditional statistical methods (comparison, grouping, index method) were used, as well as methods for testing statistical hypotheses. Results. The specificity of the social and professional well-being of teachers in the Republic of Mordovia has been studied. It has been proved that over the past 25 years the level of social well-being of teachers in the Republic has increased significantly: the interviewed teachers have shown a higher level of satisfaction with personal se- curity, material prosperity, living standards of their families, entertainment, leisure, housing and working conditions. A high level of satisfaction with the profession of the teacher and its relationship with the experience of pedagogical work, as well as with the place of residence, has been revealed. Discussion and Conclusions. A high level of professional identity is inherent in more teachers with longer work experience, but the problem of age changes makes the professional recruitment of personnel into the school system urgent. The results obtained may serve as a stimulus for a more extensive study of the regional issues of modern teaching, including its ‘social portraits’, and may also be useful to the regional authorities dealing with the elaboration of education development programs.
