In this paper, we analyze requirements of next generation 112 emergency services in the era of ubiquitous mobile devices and sensors and present the design, implementation, and piloting results of our testbed, which was developed within the H2020 project NEXES. The system leverages a multihop location-aware PEMEA routing network that finds the geographically closest responsible public service answering point (PSAP) and supports cross-border application roaming. Our reference mobile implementation utilizes multiple device and network-based positioning technologies, which, combined, both outperform traditional cell-tower based positioning and provide a means for detecting fraudulent calls. The system is extensible and can establish a variety of communication channels after the initial emergency session is set up; we demonstrate this with an interoperable WebRTC-based video call. The obtained results demonstrate the viability and flexibility of PEMEA-based over-the-top emergency services, show high user acceptance when comparing them with existing solutions, and thus pave the road for further rollout of such systems.

With the continuous improvement of people's living standards and the strengthening of purchasing power, there are higher requirements for brand and quality. However, due to geographical restrictions or the restriction of city scale and other reasons, some commodities have not set up counters or exclusive stores locally, and due to the high import tariff, the big price difference for some products between domestic counter and that of foreign countries is very obvious, so various new service forms such as overseas shopping and daigou emerge as the times require. They can eliminate geographical restrictions and are more convenient, faster, affordable, and loved by consumers. More and more individuals and platforms have regarded it as a business opportunity and joined in the trade which make the scale of the trading market grow quickly. Many operators, especially overseas online retailers, have seen the strong consumption ability of China's consumers, opened up payment modes such as Alipay and WeChat, and also used direct mail delivery mode to distribute them. The Chinese consumer market is constantly upgrading, with individualization, diversification and quality becoming the new pursuit of consumers. Due to the increase in income, the popularization of the Internet and the continuous upgrading of consumer consumption attitudes, the trend of consumption upgrading has gradually spread to small cities. Cross-border e-commerce platforms continue to explore new trade models to promote the development of cross-border e-commerce trade. The Ministry of Commerce will further promote the economic and trade cooperation and the strategy of "One Belt, One Road", develop "Silk Road online retail", and create a new platform for international cooperation in accordance with the requirement, proposed by President Xi Jinping, to build the road of peace, prosperity, opening up and civilization. Under the circumstance of "One Belt, One Road", China's cross-border e-commerce has flourished. In 2019, China's cross-border e-commerce market has presented more characteristics.

Abstract: Under the Ceausescu regime, Romanian Television was part of a powerful propaganda machine. The December 1989 uprising became known as a "Tele-Revolution" as some of its key moments were broadcast live. It also had negative effects on the image of the country. If reforms have been slow, enormous changes have taken place in the Romanian audiovisual landscape in the last 10 years: a regulatory Authority was set up in 1992 and audiences can now choose between the programs of public and/or private broadcasters; 40% of Romanian households are cabled, and satellite television and thematic channels are also gaining ground. In 1999, a Council of Europe report made several recommendations for Romania's public service broadcasting to be an asset capable of promoting a high-quality audiovisual cultural policy, strengthening social cohesion and contributing to rehabilitate the image of Romania. The paper suggests that while Westerners may take some credit for helping Romanians on the road to achieve the former, they should also take some of the blame for the deadlock reached on the latter. Résumé: Sous le régime de Ceaucescu, la télévision roumaine était au service d'un puissant appareil de propagande. On donna le nom de ` Télé-révolution ' aux événements de décembre 1989 car ses moments les plus marquants furent retransmis en direct. Positive d'un côté, une telle retransmission eut des conséquences catastrophiques en ce qui concerne l'image de la Roumanie à l'étranger. Bien que les réformes aient été lentes, il y a eu des changements importants dans le paysage audiovisuel roumain depuis les dix dernières années : une autorité législative est en place depuis 1992 ; les téléspectateurs peuvent choisir entre radiodiffuseurs publics et privés ; 40% des domiciles roumains reçoivent le câble ; et la télévision par satellite et les chaînes spécialisées sont en train de gagner en importance. En 1999, un rapport du Conseil de l'Europe a fait plusieurs recommandations sur la radiodiffusion du service public en Roumanie, afin qu'elle puisse réaliser les objectifs d'une politique culturelle prônant la qualité, renforcer la solidarité sociale et réhabiliter l'image de la Roumanie. Cet article suggère que les Occidentaux, bien qu'ils puissent se féliciter d'avoir aidé à améliorer les médias roumains, ont une part de responsabilité dans le manque de progrès en ce qui a trait à l'image de la Roumanie à l'étranger.

Abstract Orienteering has gradually changed from a professional sport to a civilian sport. Especially in recent years, orienteering has been widely popularized. Many colleges and universities in China have also set up this course. With the improvement of people’s living conditions, orienteering has really become a leisure sport in modern people’s life. The reduced difficulty of sports enables more people to participate, but it also exposes a series of problems. As the existing positioning technology is relatively backward, the progress in personnel tracking, emergency services, and other aspects is slow. To solve these problems, a new intelligent orienteering application system is developed based on the Internet of things. ZigBee network architecture is adopted in the system. ZigBee is the mainstream scheme in the current wireless sensor network technology, which has many advantages such as convenient carrying, low power consumption, and signal stability. Due to the complex communication environment in mobile signal, the collected information is processed by signal amplification and signal anti-interference technology. By adding anti-interference devices, video isolators and other devices, the signal is guaranteed to the maximum extent. In order to verify the actual effect of this system, through a number of experimental studies including the relationship between error and traffic radius and the relationship between coverage and the number of anchor nodes, the data shows that the scheme studied in this paper has a greater improvement in comprehensive performance than the traditional scheme, significantly improving the accuracy and coverage. Especially the coverage is close to 100% in the simulation experiment. This research has achieved good results and can be widely used in orienteering training and competition.

AbstractTwo-dimensional (2D) magnetic materials are essential for the development of the next-generation spintronic technologies. Recently, layered van der Waals (vdW) compound MnBi2Te4 (MBT) has attracted great interest, and its 2D structure has been reported to host coexisting magnetism and topology. Here, we design several conceptual nanodevices based on MBT monolayer (MBT-ML) and reveal their spin-dependent transport properties by means of the first-principles calculations. The pn-junction diodes and sub-3-nm pin-junction field-effect transistors (FETs) show a strong rectifying effect and a spin filtering effect, with an ideality factor n close to 1 even at a reasonably high temperature. In addition, the pip- and nin-junction FETs give an interesting negative differential resistive (NDR) effect. The gate voltages can tune currents through these FETs in a large range. Furthermore, the MBT-ML has a strong response to light. Our results uncover the multifunctional nature of MBT-ML, pave the road for its applications in diverse next-generation semiconductor spin electric devices.

The incompatibility between the microscale-built environment designs around mass transit stations and stakeholders’ preferences causes dissatisfaction and inconvenience. The lack of a pedestrian-friendly environment, uncontrolled development patterns, traffic and parking issues make the street life vulnerable and unattractive for users, and affect the mass transit usage. How to design the streetscapes around mass transit stations to provide a user-friendly street environment is a crucial question to achieve sustainable transit-oriented development goals. To recognize the specific attributes of streetscape environment relevant in local context of BRT Lahore, this paper presents the results of a visual preference experiment in which nine attributes of built environment were systematically varied across choice sets. Multinomial logit models were set up to identify the preferences of three target groups: BRT users, commercial building users and residents at different locations. The research indicates that not only the road-related factors (bike lane and sidewalk widths, crossings facilities, street greenery) have a significant influence on people’s preference but also that building heights, and the typology of buildings and housing projects around BRT corridor have shaped these preferences. When planning and designing urban design projects around mass transit projects, these significant attributes should be considered.

<p>In this paper we present weight measurements of urban heavy traffic comparing two different Weigh In Motion (WIM) systems. One is a WIM-ROAD system using Lineas quartz pressure sensors in the road surface. The other is a WIM-BRIDGE system using optical fibre-based strain sensors which are applied under the bridge to the bottom fibre of a single span of the bridge deck. We have designed our tests to determine which system is most suited to Amsterdam. We put special focus on the accuracy that each system can achieve and have set up an extensive calibration program to determine this. Our ultimate goal is to draw up a realistic traffic load model for Amsterdam. This model would lead to a recommendation that can be used to re- examine the structural safety of existing historic bridges and quay walls, in addition to the current traffic load recommendations.</p>

AbstractThis article compares the “continuity” produced by private- and public service television companies and discusses whether it can survive in the digital era. In broadcast television, “continuity” carries the industry’s dominating business model: the commercial break. The present disruption to this model, caused by digital technology, over-the-top companies like Netflix and social media like Youtube, has made the television industry eager to adapt to new television viewing habits. However, based on a comparative analysis of the communicative strategies of four television companies in Denmark, the article argues that a traditional delay economy still governs the temporal structures and constructions of continuity. This delay economy draws heavily on the patience of its implied viewers. The article discusses this conceptualization of the audience in the context of an emerging impatience culture in which instant access to personalized audio-visual content and gaming on different devices are part of the viewers’ media experience.

Actualization of democratic precepts in the public services delivery in Indonesia starting point on the importance of community participation ranging from formulating criteria for the services, how the delivery   of the services, arranging each engagement, public complaints mechanism set up   by the monitoring and evaluation of the implementation of the public services in order to co-together build a commitment to create quality of the public services. It’s all been contained in the Law 25 of 2009 on Public Services, certainly it has been based on the precepts of the democracy of Pancasila. Rembug of the public services as an actualization of the public services based on the democracy of Pancasila.

Abstract: congestion on the office and trade areas especially on Jalan Ahmad Yani is not very good. Average velocity of traffic in the morning or afternoon is only about 2 km / h, indicating the level of service on the road in the worst condition. Before getting the solution of the problem, it needs to be identified and planning things that have the potential to avoid such congestion. This study describes the existing conditions, descriptions and analysis of survey data carried out until later will be planned Building Parking Places to overcome this. The building is intended as an effort that serves the users of vehicles in a region section of Medan. It is expected that this Parking Building Building with the surrounding building can support each other. In general, this development plan only serves a particular vehicle, as a chain of facilities provided from vehicle manufacturers. The purpose of the public service is parked as much as possible, this Parking Service Building does not restrict the service only to the area where it is located, the service and placement for parking can come from outside the area in question, that is with related activities around it.Keywords: Parking Field, Vehicle Circulation, Congestion Abstrak: Kemacetan lalu lintas pada kawasan perkantoran dan perdagangan terutama di Jalan Ahmad Yani sudah sangat tidak baik. Rata-rata kecepatan arus kenderaan pada pagi atau siang hari hanya sekitar 2 km/jam, menunjukan tingkat pelayanan di jalan tersebut pada kondisi terburuk. Sebelum mendapatkan solusi dari masalah tersebut, perlu diidentifikasi dan perencanaan hal yang berpotensi untuk menghindari kemacetatan tersebut. Penelitian ini menggambarkan kondisi yang ada, deskripsi dan analisa data survei yang dilakukan sampai nantinya akan direncanakan Gedung Pelataran Parkir untuk mengatasi hal tersebut. Gedung dimaksudkan sebagai usaha yang melayani pemakai kendaraan dalam suatu wilayah dibagian kota Medan. Diharapkan Gedung Pelataran Parkir ini dengan yang  gedung sekitarnya dapat saling menunjang. Pada umumnya rencana pembangunan ini hanya melayani kendaraan tertentu, sebagai mata rantai dari fasilitas yang diberikan dari produsen kendaraan. Tujuan pelayanan masyarakat yang berparkir semaksimal, Gedung Pelataran Parkir ini tidak membatasi pelayanan hanya pada wilayah dimana ia berada, pelayanan dan penempatan untuk parkir dapat datang dari luar wilayah yang dimaksud, yaitu dengan aktivitas-aktivitas yang berhubungan disekitarnya.Kata Kunci: Pelataran Parkir, Sirkulasi Kenderaan, Kemacetan
