Pembuatan Taman D’Terong dicetuskan sebagai gagasan dari masyarakat untuk kebermanfaatan bersama. Tulisan ini memperlihatkan bentuk kepedulian sosial masyarakat melalui gerakan ini sebagai resiliensi komunitas desa terhadap COVID-19. Penelitian ini menggunakan metode penelitian kualitatif deskriptif melalui wawancara, observasi dan kepustakaan. Hasil penelitian menunjukkan bahwa konsep resiliensi komunitas terhadap bencana memiliki efek percepatan pemulihan yang baik. Dengan kerangka kerja konsep melalui pendekatan berbasis modal terbukti bahwa modal di dalamnya telah memperkuat resiliensi tersebut. Dimulai dengan inisiasi sepuluh warga yang terdampak di tengah pandemi, kemudian mengajak warga untuk berswasembada tani. Kemudian hasil panen dijual kepada warga dengan harga murah, di mana mampu meringankan beban belanja kebutuhan dan menyumbang pemasukan kas desa untuk disalurkan ke warga membutuhkan, serta pemutaran anggaran pengelolaan usaha tani.  Kata Kunci : Taman D’Terong, Resiliensi, Modal, COVID-19   Taman D’Terong was initiated by the community for mutual benefit. This paper shows a form of community social concern as the resilience of the village community against the COVID-19. This study used descriptive qualitative methods in which the data were collected through interviews, observations, and literature review. It revealed the concept of community resilience to disasters had a good effect on recovery acceleration. Using the conceptual framework through a capital-based approach, it is evident that capital has strengthened this resilience. It was started with the initiation of ten people who were impacted amid a pandemic, they invited others to be self-supporting in farming. Then the harvest was sold to residents at low prices so that it could lighten the burden of the basic needs and contribute to village cash income to be distributed to the community in need, as well as the supporting budget management of the agricultural business. Abstrak        Badan Usaha Milik Desa adalah lembaga usaha desa yang dikelola oleh masyarakat dan pemerintah desa dalam upaya memperkuat perekonomian desa dan membangun kemasyarakatan masyarakat yang dibentuk berdasarkan kebutuhan masyarakat desa. Sebagai badan usaha milik umum (milik desa), tata kelola dan akuntabilitas publik juga melekat pada BUMDes. Literasi tata kelola BUMDes tidak hanya bermanfaat bagi pengelola atau pengawas BUMDes, tetapi juga bermanfaat bagi masyarakat desa terkait penggunaan aset desa yang dipisahkan untuk memenuhi kebutuhan masyarakat desa dan memberikan layanan berkualitas kepada masyarakat desa. Melalui tata kelola yang baik, BUMDes diharapkan dapat dikelola secara profesional, mandiri, dan memiliki jaringan yang baik dengan berbagai pihak sehingga dapat terkonsolidasi dan menjadi kekuatan ekonomi pedesaan menuju desa yang mandiri dan mandiri. Kata Kunci:  audit sektor publik, akuntansi & tata kelola desa, transparansi dan akuntabilitas.   Abstract       Village-owned enterprises are village business institutions that are managed by the community and village government in an effort to strengthen the village economy and build social communities that are formed based on the needs of the village community. As a publicly owned (village-owned) enterprise, public governance and accountability are also inherent in BUMDes. BUMDes governance literacy is not only beneficial for BUMDes managers or supervisors, but also benefits village communities related to the use of separated village assets to meet the needs of village communities and provide quality services to village communities. Through good governance, BUMDes are expected to be managed professionally, independently, and have good networks with various parties so that they can be consolidated and become a rural economic power towards an independent and autonomous village. The village head has an urgent function in development, empowering village communities. As a village head, as a public office, the decisions taken must comply with legality, the principle of protection of human rights, and the general principles of good governance. The fact is, the village government's problems do not always run smoothly because they get rejection and resistance from the community. The refusal and resistance, even to the point of legal issues or resolved through reporting. One of the cases occurred in the Berora Village administration, Lapok District, Sumbawa Regency, in the form of a decision by the Village Head to dismiss four Regional Heads. The above case basically will not happen if the principles of legal certainty and orderly administration of government according to the Sumbawa Regency Regulation Number 3 of 2015 can be carried out correctly. Researchers made in-depth observations of the subjects involved, starting from the Village Head, Hamlet Head, BPD Desa Berora, Camat Lapok, and possibly an in-depth investigation of the regional regulations themselves through the Sumbawa Regency law bureau. The results showed that the Dispute on the dismissal of the Village Apparatus by the Village Head of Berora resolves through two media, namely Administrative Efforts and the Mataram State Administrative Court. The decision has given through administrative efforts (Camat, strengthened by the Head of the Village Community Empowerment Service and the Regional People's Representative Council through Commission one decided that the dismissal of the Berora Village Apparatus must be annual.

The potential for corruption in the management of village funds and for knowing efforts to prevent corruption in managing village funds. Management of village funds after the issuance of Law number 6 of 2014 concerning Villages experiences various kinds of problems between the emergence of criminal acts of corruption regulated in law number 20 of 2001 concerning Prevention of Corruption, so that the village government is expected to carry out various kinds of prevention against criminal acts of corruption both in terms of policy making, budget allocation and in the mechanism of policy making. Prevention of criminal acts of corruption must continue to be carried out starting from the lowest level, namely the village government so that in the future there will be realized a lawful village community that will increase the structure of good governance. Corruption prevention in managing village funds is trying to identify various modes of corruption in the village, increasing the capacity building of village officials and strengthening the capacity of village facilitators.

Community service activities are one of the activities that aim to assist the government in improving Good Government. Community participation is still very low in implementing the principles of good government. Yet society is a very important part of these principles. Because the role of the community is still very low, community service is held in the form of counseling and socialization about the importance of community participation in improving good government. To realize a civil society, good governance is needed, both at the center and at the local level so that they can work well together so that the goals desired by the community are carried out, and this is not the task of the central government alone but the government under it starting from the village government and local government. that is what we know as the implications of village autonomy. The village community is expected to become a useful community, especially in the process of administering government (at the village level in particular). Because the participation of the village community is a real embodiment of Good governance. This kind of society will be solid and actively participate in determining various government policies. In addition, this kind of society will also carry out an effective supervisory function in the implementation of government administration. If the community is not yet effective in front of the government and there are still many social problems in it such as conflict and group anarchism, it is very unlikely that Good governance can be implemented.

The purpose of this research is to see how the village government and village communities apply the principles of village financial management in reporting and accountability of village funds, as the implementation of good governance in several villages in Peusangan District, Bireuen Regency. The method used in this research is descriptive qualitative using interviews. Interviews were conducted with parties from the District, representatives of the village community, and village government, such as the Keuchik, the Village Secretary, the Head of Financial Affairs, the Representative of the BPD (Village Consultative Body) / Tuha Peut. The results of this study indicate that the application of the principles of village financial management in reporting and accountability of village funds in Peusangan District, Bireuen Regency has been implemented, but not yet fully implemented to the maximum.

Village Funds are Funds sourced from the State Revenue and Expenditure Budget allocated for villages to be used to finance government administration, development implementation, community development, and community empowerment. Village government is required to carry out governance in a transparent and accountable manner. Laws and Government Regulations have provided a clear legal umbrella so that the BPD does not need to hesitate in carrying out its function of supervising the performance of village heads. This study used qualitative research methods. Data collection was carried out through observation, in-depth interviews and discussions with related parties through snowball techniques. Data collection was carried out through observation, in-depth interviews and discussions with related parties through snowball techniques. The results showed: Village Community Kec. Panombeian Panei participates in the management of the village fund budget. Management of the village fund budget in the Village of Panombeian District Panei. How ever, the management is still inadequate due to unwise decisions, no budget transparency and a lack of accountability for the expenditure of the village fund budget itself.

The accountability of the management of the village income and expenditure budget is an ongoing problem in the village which shows that the village government system that has been in effect from the past until now has proven not to be a stable system, this problem is evidence that there are still many problems surrounding the management of the village income and expenditure budget. The goal is how the accountability of Benete Village revenue and expenditure budget management, while the method used is a combination that combines the two methods, the techniques used are interviews, questionnaires and documentation. The results of this study are that the village government is still unable to manage the village income and expenditure budget in Benete Village. The first problem faced by the village is the limited or limited ability of the village apparatus in managing the village income and expenditure budget or the absence of participation from the village community which causes more problems. This condition can be seen clearly from the recognition of the difficulties of the village government in managing the village income and expenditure budget due to a lack of experts in the planning, implementation or accountability process, this is also seen by many rural people who think that the management of the village income and expenditure budget is still not good. and there are many hopes of the village community that the next planning or process can be carried out properly by the village government. Village finances should be strengthened because to strengthen the pillars of accountability in the village, village financial management must be carried out efficiently and effectively, and village income and expenditure budgets are the main source of village development.Akuntabilitas pengelolaan anggaran pendapatan dan belanja desa menjadi masalah yang berlangsung di desa yang memperlihatkan bahwa sistem pemerintahan desa yang berlaku sejak dari dahulu hingga kini terbukti belum menjadi sebuah sistem yang mantap, persoalan tersebut menjadi bukti bahwa masih banyaknya persoalan seputar pengelolaan anggaran pendapatan dan belanja desa. Tujuannya ialah bagaimana akuntabilitas pengelolaan anggaran pendapatan dan belanja Desa Benete, adapun metode yang digunakan ialah kombinasi yang menggabungkan kedua metode, teknik yang digunakan adalah wawancara, angket dan dokumentasi. Adapun Hasil dari penelitian ini ialah pemerintah desa masih belum bisa mengelola anggaran pendapatan dan belanja desa di Desa Benete. Masalah pertama yang dihadapi desa ialah keterbatasan atau terbatasnya kemampuan perangkat desa dalam pengelolaan anggaran pendapatan dan belanja desa ataupun tidak adanya partisipasi dari masyarakat desa yang membuat masalah bertambah banyak. Kondisi ini terlihat jelas dari adanya pengakuan kesulitannya pemerintah desa dalam Pengelolaan anggaran pendapatan dan belanja desa dikarenakan kurangnya tenaga ahli dalam proses perencanaan, pelaksanaan atau pertanggungjawaban, hal ini juga dilihat oleh masyarakat desa yang banyak berpendapat bahwa pengelolaan anggaran pendapatan dan belanja desa masih belum baik, dan banyak sekali harapan masyarakat desa agar perencanaan atau proses selanjutnya bisa dijalankan dengan baik oleh pemerintah desa. keuangan desa seharusnya diperkuat karena untuk menguatkan pilar-pilar akuntabilitas di desa, pengelolaan keuangan desa harus dilakukan secara efisien dan efektif, anggaran pendapatan dan belanja desa merupakan sumber utama dari pembangunan desa.

The issuance of Law of the Republic of Indonesia No. 6 of 2014 concerning Villages, positioning villages as the spearhead of national development. The existence of a village law also provides clarity about the position and the authority of the village government in managing village household affairs. The regulation also regulates government policies regarding the allocation of village funds which allows them to be used to develop their potential. In addition, the village policy gives villages a source of funds and adequate authority to improve the welfare of the village community. Regulations that provide substantial authority and responsibility to villages must certainly be balanced with the implementation of village governments that are able to commit to running good governance. In implementing the policy, it turns out that there are still cases of misappropriation of the allocation of village funds by the village government apparatus. This paper will explain the analysis related to the importance of village governance in implementing the Law of the Republic of Indonesia No. 6 of 2014 using the rational bureaucracy theory put forward by M. Weber.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.
