This article examines the possibilities for the Greek police to use performance measurement. The article first presents the context from which the monopoly of the state police began to be questioned. It briefly describes the development and essential trends in this type of evaluation for police forces in Great Britain, the initiator of quality reforms in the public sector in Europe and where considerable experience has been accrued. In the second part, the concepts of security and trust are explored and used as the theoretical background for a small-scale empirical study. It examines whether testing the effectiveness of policing can help in developing the necessary sense of security and trust required by small businesses to expand their enterprises. Furthermore, it examines whether such knowledge could motivate security companies to offer a more economic service to a larger number of households and private enterprises by cooperating with the state police and if such measurement would prove useful for them and their customers. Finally, some conclusions are formulated in reference to safety, police culture and organization, as well as to the quality of reform in Greece.

Purpose The purpose of this paper is to identify the influence exerted by a quality management system (QMS) under ISO 9001: 2015 on the quality of public services organizations in Mexico. Design/methodology/approach The methodological design was quantitative, explanatory, observational and transversal, for which a sample of 461 public servants from the state of Guanajuato, Mexico was obtained. To test the hypotheses, a structural equation model (SEM) was developed through the statistical software Amos v.21. For the analysis of the data, software SPSS v.21 was used. Regarding the goodness and adjustment indices of the SEM (χ2 = 720.09, df = 320, CFI = 0.933, TLI = 0.926 and RMSEA = 0.05) which, therefore, proved to be acceptable. Findings According to the results obtained through the SEM model, the QMS under ISO 9001: 2015 is positively and significantly influenced tangible aspects (β1 = 0.79, p < 0.01), reliability (β2 = 0.90, p < 0.01), related to response quality (β3 = 0.93, p < 0.01), guarantees (β4 = 0.91, p < 0.01) and empathy (β5 = 0.88, p < 0.01) of the quality related to public services in Mexico. The study’s key contribution is that it discovered that implementing a QMS in accordance with the ISO 9001: 2015 standard has an impact on the quality of public services, with the most influential quality of response. Similarly, the assurance and dependability of service quality turned out to be important in providing public service quality. Research limitations/implications In this paper, the QMS was only evaluated as a variable that intervenes in the process of obtaining quality in public service under the ISO 9001 standard in its 2015 version. In this regard, the results’ trustworthiness is limited to the extent that the findings may be generalized in the state of Guanajuato, Mexico’s public service. As a result, the scientific community is left primarily focused on service quality to promote new future research. Practical implications The ISO 9001: 2015 standard’s QMS is one of the tools for success in both the commercial and government sectors. However, there are practical limitations, which focus on the time during which managers exercise their vision in the public sector: first, the dynamics that managers play in public policy; second, the length of time they have served in public office; and third, the interest of directors of public institutions to improve the quality of service provided by the government. Other practical consequences concern organizational culture and identity, public servant commitment, senior management or secretaries of government, as well as work and training. Originality/value The findings of this paper are important and valuable because they foster knowledge generation in the public sector through the ISO 9000 quality area. A model that permits the adoption and implementation of a QMS based on the ISO 9001: 2015 standard in public organizations that seek to provide quality in their services offered to the user is also presented to the literature. Similarly, the paper is important because there is currently insufficient research focusing on the variables examined in the context of public service in Mexico.

An in-depth assessment of the situation requires a variety of analyzes, significant from the point of view of the implementation of appropriate, effective strategy to increase the sense of security among citizens. The object of the research is the theoretical basis for the substantiation of partner interactions between the state and private business. The purpose of the work is to study theoretical approaches to substantiating partner interactions between the state and private business, and the principle approaches regarding the distribution of responsibilities and risks between partners. The research method is monographic. The article is devoted to the study of economic theories, which can most adequately reflect the content and nature of partner interactions between the state and private business in solving socially significant task. It is revealed that the complexity of the PPP as an economic category leads to the objective impossibility of the existence of a unified theory or concept for describing the construction and functioning of a model of partner interactions between the state and business. The development of the concept of management of the development of transport infrastructure with the benefits of PPP has a broad scientific theoretical and methodological basis – these are theories of fundamental and applied nature. It is made up of theories as fundamental (the theory of neo-institutional economy and new institutional policies, the theory of management of socio-economic systems, the concept of public administration) and applied (project, investment, financial management, economic analysis) character. The results of the article can be implemented during the development and substantiation of the forms of application of partner interactions of the state and private business as an instrument of realization of the state policy of development of transport infrastructure of Ukraine. Nowadays in Kyrgyz Republic take a place huge reforms of prosecutors. The implementation of national projects requires a new quality of prosecutorial oversight so that the human rights and law enforcement potential of the prosecutor’s office really contributes to the development of a democratic rule of law. The prosecutor's office as one of the state legal institutions plays an extremely important role in the public and state life of the Kyrgyz Republic. As you know, the successful implementation of socio-economic and socio-political transformations in the state largely depends on existing laws, the observance of which the prosecutor's office is called upon to monitor.

The article focuses on the sense of security as a very important element affecting the quality of life and its improvement. Attention was drawn to crime and security in public space, which, is used by old people. The aim of the study is to use the CPTED methodology – Dutch solutions in the field of crime prevention such as architectural, urban and green design. The main criteria used in the method is visibility, accessibility, attractiveness and territoriality. Observations and analysis on the use of this method were conducted by the author on the high-rise (real estate) in Łódź-Widzew.

State revenue is the most important part of the State Budget to finance various sectors of state expenditure. In support of this country's acceptance in apply MPN-G2 to facilitate the public in paying taxes. The result found that effectiveness of state revenue by applying of MPN-G2 system is quite effective in the case of quantity in the form of increasing percentage of amount of realization and transaction of state revenue. While the quality of state revenues after the MPN-G2 less effective because of input transparency of state revenue transactions is still too large so that the validity of the transaction is in doubt. For the duration of the state revenue with billing shows effective results because it is faster in the state revenue deposit, but the delegation of state revenue is less effective because it is still like the old system all transactions collected first with the time period determined after it was transferred to the state treasury. This study also produces factors that affect the effectiveness of state revenue with MPN-G2 such as communication, resources, and clarity of technology and procedures.

Russia today is a dynamically developing state that, despite external pressure, continues to strengthen its positions in the world arena, timely preventing external and internal threats to economic security. Social stability is a fundamental prerequisite for the dynamic development of the state. In this regard, the state's task is to prevent destructive processes in social and economic development, using a set of measures and management procedures. The state of the social sphere, trends and forecasts of its formation have always been in the focus of the interests of the leadership of our country, government organizations and the scientific community. This is because the social sphere is of primary importance for the development of society in particular and the state as a whole. In recent years, large-scale changes have begun to take place in the Russian Federation, including the development of new public legislation, the implementation of targeted projects, the formation of a new concept of public protection of the population, and many actions have been taken to provide a decent level of well-being and increase the quality of life of the Russian people. Despite the fact that the Russian government has made great efforts to reduce the scale of unemployment and poverty, improving the quality of life, the social problem remains quite acute. The main factor was the sudden change in the international situation in the last few years, the introduction of financial and restrictive sanctions, the implementation of hostile political activities by certain foreign states against Russia, and as a result, the complication of the social and financial situation within our state. However, successful social and financial development remains the highest value for the Russian state in the near future. The purpose of this activity is to identify the relevance and complexity of problems of economic security and assess indicators that determine threats to security in the public sphere. Observation and diagnosis of the degree of threats to the national interests of the state on the basis of indicators of socio-economic development indicators in the public domain is a priority task in the existing realities of our life. Modeling the threats to economic security, ie, obtaining specific values of economic security indicators depending on their belonging to a particular risk class (level), it is possible to develop an appropriate plan of measures to improve economic security in the social sphere on the basis of the proposed classification. Monitoring and diagnosing the level of threats to the national interests of the country on the basis of indicators of social and economic development in the social sphere is a paramount task in the existing realities of our life. At the same time, the results obtained serve as a good basis for developing development strategies for the future with the preservation of social stability. The aim of the study is to formulate methodological provisions for the development of the theory of economic security based on the definition of threats to the economic security of the social sphere, using the proposed model of the relationship between the key factors that affect the level of security in this area. The research uses a set of general scientific approaches (abstract-logical, deductive, complex and systemic). The realization of the research process was carried out with the help of the dialectical method of cognition, which predetermines the study of economic phenomena in their interconnection and development. To solve individual problems, economic-statistical methods, comparison methods, absolute, relative and average values, graphical and tabular data representation, correlation-regression analysis, Ward clustering were used.

In my article I attempt to decipher the logic of a large police and secret services operation conducted by means of surveillance and direct control of the gay men in the late 1980s in Poland. LGBTQ+ activists claim that some 11000 men were involved in it, and yet, this action has never been properly researched, summarized and no justice procedures have been undertaken after 1989. This article combines the “archive activism” of Howard Zinn and his followers in the queer activism and theory, certain elements of theories of the public sphere and counterpublics (Kluge and Negt, Warner etc) and the critical deconstructive and feminist research on the archive and the private (Derrida, Berlant, Gatens) in order to build a discussion of how to queer the scattered state archives of the state police and services without petrification, nostalgia or resignation. It investigates the large spectrum of implications of “being public against our will”, depicting forms of resistance and insubordination as well, as “archivizing against their will” in the institutional context avoiding responsibility.

Abstract. The article examines the mechanisms of process financing informatization of administrative services. The purpose of the article is to determine the sources of funding and prospects for the provision of administrative services in terms of informatization of the public sector of Ukraine. Research methods are comparative analysis of analytical and official statistical data of Ukraine, institutes of international support on the basis of group classification of instruments of financing of Administrative Servics Center (ASC). It is proved that decentralization, development and improvement of the quality of administrative services determine the ASC as a priority area of reforming the system of administrative services in Ukraine. The legal bases of creation and maintenance of functioning of ASC, legal statuses of establishment, principles of process of rendering of administrative services in ASC are defined. The dynamics of the number of administrative service centers and regional features of functioning are analyzed. Sources of financing of ASC (the state budget, regional and city budgets, means of the State fund of regional development, the international projects of technical assistance) are allocated. It is proved that the most common and largest source of funding for informatization processes in the ASC is the state budget (subvention for infrastructure development). The authors propose a forecast model for the creation and development of administrative service centers in Ukraine under conditions of further state funding in appropriate volumes. The necessity of attracting external sources of financing (funds of international technical assistance projects, initiatives of international donors) in the conditions of limited and deficit of the state budget of Ukraine is substantiated. The necessity of modernization of ASC from the point of view of use of IT-technologies is substantiated. Priority areas for comprehensive reform of improving the quality of administrative services are identified: decentralization, simplification, deregulation, institutional capacity development and communication support.
