In Australia, worker exposure to radon in underground uranium mines has been a focus of policy makers and regulators, and has been well controlled in the industry sector. That cannot be said for public exposure to radon. Radon exposure studies in the late 1980s and early 1990s demonstrated that the levels of radon in Australian homes were some of the lowest in the world. The International Basic Safety Standards, published by the International Atomic Energy Agency, requires the government to establish and implement an action plan for controlling public exposure due to radon indoors. When considering different policy options, it is important to develop radon prevention and mitigation programmes reflecting elements that are unique to the region or country. The Australian Radon Action Plan is being considered at a national level, and presents a long-range strategy designed to reduce radon-induced lung cancer in Australia, as well as the individual risk for people living with high concentrations of radon. In Australia, workers who are not currently designated as occupationally exposed are also considered as members of the public. In the Australian context, there are only a limited set of scenarios that might give rise to sufficiently high radon concentrations that warrant mitigation. These include highly energy efficient buildings in areas of high radon potential, underground workplaces, workplaces with elevated radon concentrations (e.g. spas using natural spring waters), and enclosed workspaces with limited ventilation. The key elements for a successful plan will rely on collaboration between government sectors and other health promotion programmes, cooperative efforts involving technical and communication experts, and partnering with building professionals and other stakeholders involved in the implementation of radon prevention and mitigation.

The Dutch government is in the process of revising its flood safety policy. The current safety standards for flood defences in the Netherlands are largely based on the outcomes of cost-benefit analyses. Loss of life has not been considered separately in the choice for current standards. This article presents the results of a research project that evaluated the potential roles of two risk metrics, individual and societal risk, to support decision-making about new flood safety standards. These risk metrics are already used in the Dutch major hazards policy for the evaluation of risks to the public. Individual risk concerns the annual probability of death of a person. Societal risk concerns the probability of an event with many fatalities. Technical aspects of the use of individual and societal risk metrics in flood risk assessments as well as policy implications are discussed. Preliminary estimates of nationwide levels of societal risk are presented. Societal risk levels appear relatively high in the South Western part of the country where densely populated dike rings are threatened by a combination of river and coastal floods. Options for the application of the individual and societal risk in the new flood safety policy are presented and discussed.

Commitment or often termed the government's political will to implement and enforce the rights of the ratification of several international human rights instruments are still being encouraged and is a logical consequence of the ratification of human rights. At the national level, there are government programs through the National Action Plan human rights ideal, but at the regional / local, still going violations of human rights and the implementation of a slightly run due to differences in the interpretation of the meaning of human perception among law enforcement, people’s (civil society) and the government.In this study, the observed variables are: first, the consequences of the government's participation in the ratification of treaties on human rights, which is then transformed into national legislation. Here, researchers are more focused on the political will of the government, and second, people's perception of human rights before the government took part in the ratification of treaties on human rights and the changes are positive or merely lip service and political imagery alone.Approach or method that is applied using a socio-legal research or empirical legal research. Key informants of this research is the Head of the sub-directorate of economic, social, cultural and development at the Directorate General for Multilateral Directorate of Human Rights and Humanitarian Ministry of Foreign Affairs, Head of legal harmonization in the Directorate General of Human Rights of the Ministry of Law and Human Rights, Commissioner Assessment and Counseling sub Commission on Human Rights at the National Commission on Human Rights and Resource Development Deputy Head of Human Rights in ELSAM (Institute for Policy Research and Advocacy). Breast cancer is the most common malignancy among women in the Republic of Buryatia estimating 18.4 % of all female cancers. From 1999 to 201З the average standardized incidence rate for breast cancer was 34.2±1.2 per 100,000 in the Republic of Buryatia and 42.3±0.8 in Russia. During a 15-year study period the overall increase in breast cancer incidence rate in the Republic of Buryatia was lower than that in Russia being 20.0 % and 22.9 %, respectively. In 2015 the Government of the Republic of Buryatia and the Ministry of Health approved the Individual Risk Assessment Program developed by the Tomsk National Research Medical Center (No. 2010616823 dated October 13, 2010) to improve cancer care for patients with breast cancer. The program was implemented in 27 medical institutions of the Republic.

Weather-related disasters negatively impact livelihoods and socioeconomic activities and often lead to the loss of lives and homes. This study uses disaster data from the Disaster Management Department (DMD) in Tanzania to describe the spatial distribution of weather-related disasters, their socioeconomic impacts and highlight opportunities to improve production and uptake of weather and climate information by climate sensitive sectors. Between 2000 and 2019, severe weather accounted for ~69% of disasters in Tanzania. The Government spent over 20.5 million USD in response to these disasters, which destroyed over 35,700 houses and 1,000 critical infrastructures (roads, bridges, schools, and hospitals), affected over 572,600 people, caused over 240 injuries and 450 deaths. To reduce these impacts, it is important to understand the decision-making process in terms of what and how national guidelines create and enabling environment for integration of weather and climate information into disaster risk reduction strategies. For example, the National Transport Policy which is supposed to provide cross-sectorial guidelines on the use of weather and climate information addresses the use to marine industry but remains silent to other climate sensitive sectors and the public. Whilst weather warnings are available Tanzania continues to suffer from the impacts of weather-related disasters. There is a clear need to better understand the value of weather warning information at short timescales (1–5 days) and how this information can be better used in the individual decision-making processes of those receiving advisories and warnings. The review of policies to guide on cross- sectoral actions to foster the uptake of weather and climate services, decisions across climate sensitive sectors, both nationally and sub-national level is recommended.

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

Was to conduct a systematic review of data on the relationship between polymorphisms genes of detoxification system and development of preeclampsia (РЕ). Рresents the main genes of detoxification system (GSTPI, GSTМI, GSTТI, GРХI, ЕРНХI, SOD-2, SOD-3, CYPIAL, MTHЕR, MTR) and their functions. Of interest is the possibility of calculating the individual risk of PE based on the results about the presence of a combination of different polymorphisms in the genotype of the female. Question about early diagnosis of РЕ remains controversial and not fully understood. It is necessary to conduct further in-depth, extended study of this problem. Key words: preeclampsia, oxidative stress, genes of the detoxification system.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

During the Restoration and the Second Republic, up until the outbreak of the Civil War, the prison system that was developed in Spain had a markedly liberal character. This system had begun to acquire robustness and institutional credibility from the first dec- ade of the 20th Century onwards, reaching a peak in the early years of the government of the Second Republic. This process resulted in the establishment of a penitentiary sys- tem based on the widespread and predominant values of liberalism. That liberal belief system espoused the defence of social harmony, property and the individual, and penal practices were constructed on the basis of those principles. Subsequently, the Civil War and the accompanying militarist culture altered the prison system, transforming it into an instrument at the service of the conflict, thereby wiping out the liberal agenda that had been nurtured since the mid-19th Century.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

Research objective. Differentiation of natural focal areas of Western Siberia by integral incidence rates of tick-borne infectious diseases for determination of the strategy and tactics of their comprehensive prevention. Materials and methods. A retrospective analysis of official statistics for the period 2002-2018 for eight sub-federal units in the context of administrative territories was carried out. The criteria of differentiation were determined by means of three evaluation scales, including long-term mean rates of tick-borne encephalitis, tick-borne borreliosis, and Siberian tick-borne typhus. As a scale gradation tool, we used the number of sample elements between the confidence boundaries of the median. The integral assessment was carried out by the sum of points corresponding to the incidence rates for each of the analyzed infections. Results. The areas of low, medium, above average, high and very high risk of tick-borne infectious diseases were determined. Recommendations on the choice of prevention strategy and tactics were given. In areas of very high and high incidence rates, a combination of population-based and individual prevention strategies is preferable while in other areas a combination of high-risk and individual strategies is recommended. Discussion. Epidemiologic zoning should be the basis of a risk-based approach to determining optimal volumes and directions of preventive measures against natural focal infections. It is necessary to improve the means and methods of determining the individual risk of getting infected and developing tick-borne infectious diseases in case of bites, in view of mixed infection of vectors, as well as methods of post-exposure disease prevention (preventive therapy).
