Heterogeneity of individual cognitive types exists in any culture beneath the surface of stereotypically ritualized behavior. These individual types exist across cultural boundaries and are therefore transcultural, contrary to the widely held assumption that individual types must be subcultural variations. This has profound implications in human resources utilization and training. One of the cognitive types is indispensable for futurogenic management which goes beyond proactive management and generates unprecedented and unforeseen changes. An overlooked problem in understanding between different cognitive types is dimension reduction, which produces illusion of perfect understanding by reducing the cognitive dimensions of the communication sender into the dimensions of the communication receiver. This problem has not been considered because of the theorists' unawareness of heterogeneity of cognitive dimensions.

This study reviews the extent to which Universal Design of digitalized work tools is not only a useful, but a necessary principle to support inclusion in an ageing workforce. But Universal Design must be understood and implemented in a broader sense than “classic” adaptation. It includes areas like services, digitalization training and user interface between mainstream and assistive technologies. It makes requirements to an enterprise’s management system and training policy, besides mainstream human resources policies. The paper goes through these requirements and concludes with the need to improve our understanding of the principle of Universal Design for it to be an efficient tool for inclusive workplaces: not only the digital work tools have to be accessible, but it must be combined with management policy, training and support.

Bureaucratic reform is an effort to reform and change fundamentally in a system of governance that involves institutional aspects (organization), management (business process) and human resources apparatus to realize good governance. In Law No. 5 of 2014 concerning the State Civil Apparatus where has a function as the executor of public policy and public servants. The lack of civil servants within the Bantul Regency Government, such as teachers, health workers and technical personnel, are caused by the presence of retired employees and the enactment of the civil servants candidate (CPNS) moratorium policy which causes the workload (ABK) figures of an organization and employees to be heavier than before which can affect public service quality. The method used in this study is descriptive qualitative. The results showed that the performance of civil servants in the Education, Youth and Sports department was very good, besides that the arrangement of work plans was also in accordance with the standards of the organization. However, there are some obstacles, especially in the timeliness of completing assignments, and the ideas or initiatives of civil servants in delivering ideas are still lacking. Meanwhile, the factors that influence civil servants performance in carrying out their tasks are lack of human resources, the presence of seniority and the lack of awareness of ASN about the importance of implementing education and training.

Starting from 2017, the management policy and education authority of Vocational High School in district region is taken over by the provincial government. In order to distribute the services to Vocational High School in several regions, the provincial government applies data service in online. To support online data service between the provincial education office and the Vocational High School in several regions, it is needed the supports of adequate IT infrastructure. The IT infrastructure components cover human resources and IT assets in form of hardware and software. To discover the maturity level of IT infrastructure in each Vocational High School, it is required analysis of IT human resources capability and IT asset owned. The research method used was COBIT 5 framework with a set of best practices which able to facilitate the management to assess and mitigate risks, as well as provide improvement recommendations. Subdomain focus used for evaluations and recommendations were APO07 and BAI09. The results obtained by capability level of each subdomain is at level 1 namely Performed Process that organization performs a process to achieve the purpose with improvement recommendations to Level 2 namely Managed Process.

The use of new information technologies has the advantage of supporting all those in charge of any organization in their decisions, and allowing them visibility as quickly as it is relevant to all the important indicators of their system. Human resources managers are using more and more IT tools to better follow the continuing education open for the teaching staff. The number of these training courses and the high number of participating teachers can pose many monitoring and traceability problems. Hence the idea of proposing a model based on e-learning solutions to help adapt the teaching to the learner, and to ensure traceability when switching from one training to another.

In the course of the research, we examined the impact of the selection and training system of a Hungarian automotive company on organizational performance, which together ensure the future development of the company. It contributes to the optimization of sales, purchasing and logistics processes, ensures customer satisfaction and the success of the company. In this fast-paced and globalized world, it is essential for companies to be aware that one of the most important factors of production is human resources themselves, whose proper selection and training are a key element in maintaining and developing economic competitiveness. Human resources play the biggest role in the operation of an economic organization. Process quality and process orientation reduce costs, increase profitability, and improve processes to always meet growing requirements. This is the basis of the quality strategy. Therefore, it consistently applies preventive quality assurance methods, learns from failures, eliminates the causes of mistakes without delays and transfers its experience to all areas of the company for preventive action. It is customer-oriented and strives for excellence in all areas, and thus makes it an obligation for everyone to aim for the highest level of customer service. Due to the special peculiarities and characteristics of the labor force, it cannot be compared to any of the production resources. Taking this as a basis, the human resource management used to be more of a functional purpose, while in recent decades human factors have become an essential source of competitiveness. The market operation and performance of an organization depends significantly on how we can select the most suitable workforce. We need to see what the strategic points that determine the role of HR are, and we are also looking for the answer in which direction the needs, expectations and professionalism given by the generational difference move the activities of human resources. The aim of the research is to get an answer to how the employees of one of the leading Hungarian players in the automotive industry perceive the importance of the selection and training of the workforce in maintaining and improving competitiveness. To this end, we used a semi-structured interview, with the help of which we evaluated the current selection and training processes in the light of competitiveness and made suggestions for the improvement and refinement of these processes.

While the implementation of Integrated Quality Improvement Management in Madrasas includes Quality Strategy Planning (vision, mission, goals, long-term institutional strategy, supervision and evaluation), improving process quality (Curriculum and learning process), improving the quality of Human Resources (HR), improving quality environment, improving service quality, improving output quality.

This study aims to determine the strategy of developing human resources through education and training at the Makassar City Manpower Office. Using a qualitative descriptive approach. The main instrument in this study is the researcher himself using a cellphone, and using a field note that is by recording data related to research found in the field. Data collection was carried out by using observation, interview, and documentation techniques. Analysis of the data used is data reduction, data presentation and conclusions. The results showed that the strategy of developing human resources through education and training at the Makassar City Manpower Office was in a fairly good category, seeing the focus in this study, namely: 1) determining needs has been determined quite well, 2) determining targets that are in in the good enough category, 3) the determination of the program content is in the good enough category, 4) the principles of learning get pretty good results, 5) the implementation of the program gets pretty good results, 6) identification of the benefits of getting pretty good results, and 7 ) the evaluation of program implementation got quite good results

Increasing the quality of professionalism, an attitude of dedication and loyalty to the State and the development of insight into governance for Prospective Civil Servants to support the realization of good governance, namely through education and training guidance. Basic Training for 2019 Metro City Government Civil Servant Candidates was held by BKPSDM Metro City through the Human Resources Development Sector. The goal is to determine the role of the Metro City Personnel and Human Resources Development Agency for the implementation of the Class III CPNS Basic Training Class I Year 2019. With this research, it is hoped that the implementation of Basic Training Training can run better. This study uses a qualitative method. The data sources used were primary and secondary data from interviews, observation and documentation. The data will be analyzed using descriptive analysis method. Based on the data analysis carried out, it was concluded that the Human Resources and Human Resources Development Agency of Metro City as the organizing committee has made every effort to smooth and successful the implementation of Basic Training Class III Class I Year 2019. This can be seen from the implementation of group dynamics activities to make participants become more comfortable during the Basic Training Training; providing modules and stationery to support learning activities during training; The provision of facilities and infrastructure is carried out in accordance with the budget constraints set by the Metro City Government; The determination of competent widyaiswara by submitting the results of the widyaiswara evaluation to the Lampung Province Education and Training Agency.
