Since the launch of Law No. 6/2014 regarding villages, scholarly concerns on village studies are growing. However, studies focusing on gender equality in Village Law implementation are still few. This article discusses the responses of the village government to gender problems in their respective areas. Based on field research in two villages in Java, namely Panggungharjo and Lerep, this article recognizes that there is greater attention on gender issues since the implementation of the law. However, village heads still dominate village policymaking. Further, although gaining some supports, gender issues are still placed as the secondary among the village development priorities. They also lack of empowerment programs that will have a direct impact on the improvement of gender equality. Considering these criticisms, there is a crucial need for the national government to issue regulations that will encourage a stronger assertion of gender equality in Village Law implementation.

Abstract: This article is a field research on the application of the Regional Autonomy Law No. 32 year 2004, jo PERDA (Regional Regulation) No. 7 year 2006 about the local government in Waru-Sidoarjo. The research was conducted by interviewing some people from four villages, namely Ngingas, Kepuh Kiriman, Tambak Oso, and Tambak Rejo. The research concludes that the community of the four villages had been carrying out the mandate of the Regional Autonomy Law No. 32 year 2004, jo PERDA (Regional Regulation) No. 7 year 2006. However, the compliance in carrying out the law is not based on their legal awareness. It is because there are some laws that are considered as discrimination and murder of the rights of individuals, including the prohibition of the village government to take charge of the political party (consulting / comparative study) ". It can, of course, kill the principles of human rights and democracy, whereas the legislation itself gives respect to the principles of democracy and human rights. The principles to be considered in formulating constitution is the guarantee of human rights of each member of society and the equality of all people before the law without any distinctions of social statification.Keywords: Implementation, regional autonomy law, Waru

The issuance of Law of the Republic of Indonesia No. 6 of 2014 concerning Villages, positioning villages as the spearhead of national development. The existence of a village law also provides clarity about the position and the authority of the village government in managing village household affairs. The regulation also regulates government policies regarding the allocation of village funds which allows them to be used to develop their potential. In addition, the village policy gives villages a source of funds and adequate authority to improve the welfare of the village community. Regulations that provide substantial authority and responsibility to villages must certainly be balanced with the implementation of village governments that are able to commit to running good governance. In implementing the policy, it turns out that there are still cases of misappropriation of the allocation of village funds by the village government apparatus. This paper will explain the analysis related to the importance of village governance in implementing the Law of the Republic of Indonesia No. 6 of 2014 using the rational bureaucracy theory put forward by M. Weber.

The results of this research can be concluaded that: 1. Lack of community participation to participate in village fund management planning, this is due to the lack of motivation of the community to participate in the deliberations. Then there was a delay in submitting a draft village regulation that had been agreed to be evaluated. 2. In the implementation, administration, reporting and accountability of village fund management in accordance with PERMENDAGRI Number 113 of 2014, it shows that the principles of participation in management, orderly and disciplined principles, principles of transparency and accountability principles have been carried out properly.The suggestion from this research is that the village government should develop a participatory concept and foster a sense of community motivation by providing education seminars on managing village funds and leading to the implementation of village governance. Then the village government should pay more attention to the applicable regulations in managing village finances in order to realize Good Governance.

The village as the lowest government organizational structure becomes the frontline of services that directly come into contact with the community, therefore the ability and capacity of the village government apparatus plays a very important role. In order to create good village governance, the village government needs to be supported by proper village administration. The method used is in the form of training on village administration management. So that with this training, it is expected that government administration and financial governance, especially in increasing the capacity of human resources of village apparatus in realizing orderly village administration which functions as a source of data and information on village government administration, implementation of development, coaching, community, and community empowerment.

This study aims to identify the activities and construct an internal control model of village funds management based on the Regulation of Ministry of Home Affairs No. 20 of 2018. The internal control model can be used to actualize good village governance. This study attempts to conduct in-depth interview to village officials and observation in Jambu District, Semarang. Based on the results of this study, the village funds management defines the activities as follows: (a) preparing the budget plan based on the programs set in Village Government Budget (APBDes) proposed as development, government, empowerment, and social activities; (b) carrying out the activities; (c) accountability; and (d) evaluation. Further, the fundamental components of internal control are control environment as the integrity and village officials’ ethics, the leadership of village chief, and the accountability. When village officials possess a strong integrity and ethics, frauds can be minimized. In the other hand, the financial statement is accountable. Besides, the democratic leadership of village chief can increase the accountability and communication so that the policy can be implemented properly as the objectives proposed. Furthermore, it is important to explore the role of society in internal control system of village funds management.   Keywords: internal control, village funds management, good village governance

ABSTRACT Rapid development of information technology and increased authority of village by the law No. 06 of 2014 on Village, need the existence of transformational leadership. Village head is expected to have ability to respond the changes, and influence the changes to support village development. The purpose of research are identify the ability of village head to respond the change, and identify behavior of transformational and transactional of village head to govern the village government in Kuburaya Regency. Samples of the research are two villages with different characteristics and resources. The two villages are Telukempening and Sungairaya Dalam. The result shows that limitation and lack of resources in Telukempening encourage the village head to be transformational leader, meanwhile village head of Sungairaya Dalam shows the behavior of transactional leadership. Development and empowerment are things that are commonly discussed for the progress and change of the nation at this time. One of the efforts of the village government in overcoming the problem of poverty is the formation of Village-Owned Enterprises (BUMDES). This study aims: 1) to explain the social conditions of the people of Teluk Terate Village, 2) to explain how to empower the community's economy through BUMDES. 3) to explain how the results of community economic empowerment through BUMDES. In this study, I used descriptive qualitative research methods with field research. The results of this study indicate that the community feels helped by the existence of BUMDES Sabar Subur. 1) One of them is by sending a number of residents who are unemployed due to low education factors to the Manpower Services Unit, 2) Community economic empowerment through BUMDES runs well through the stages of awareness, training, mentoring and evaluation. And has several business units such as Sharia Microfinance Institution Business Unit (LKMS), Training and Employment Business Unit, Production and Trade Business Unit and Service and Rental Business Unit. 3) With the existence of this business unit, the people of Teluk Terate Village already have a business of cassava chips, catfish farms, and several quite large stalls. And seen from the inhibiting factors, it is hoped that the management of BUMDES can be even better with innovations and new BUMDES board members.

<p><em>In this study, researchers examined the role of the Village Care for Migrant Workers (Desbumi) program in mentoring female migrant workers in Darek Village, Praya Barat Daya District, Central Lombok Regency. This research is field research with data collection steps, namely interviews, documentation and observation. Therefore, this research aims o find out female migrant worker assistance patterns through the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. The results and discussion in this study are that the Desbumi program has three roles. First. Information center provides information to migrant workers about safe and legal migration (safety migrations). Second is the mobility data center, which assists prospective migrant workers in arranging migration filings at the village office. Third, the center for case advocacy, namely the role in providing protection and assistance to migrant workers who experience problems abroad.</em> <em>Meanwhile, the pattern of assisting female migrant workers in the Desbumi program approach is namely. First, pre-work mentoring, namely conducting socialization to the community by bringing migration flyers that have been given by Migrant Care and from the BNP2TKI office in Central Lombok Regency. It then provides an opportunity for people to ask questions about safe migration. Second, after work assistance, the Desbumi program can carry out consolidation and integration with Migrant Care, PPK and BNP2TKI if they encounter problems with migrant workers abroad. Furthermore, they confirm through social media with the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. Third, post-work mentoring, where former migrant workers are empowered in the village with various empowerment approaches. These approaches included making crackers, chips, sewing training and soft skills activities supported by the village government, Migrant Care, the Mataram City Panca Karsa Association (PPK), and BNP2TKI Central Lombok Regency </em></p><p> </p><p>Dalam penelitian ini, peneliti mengkaji peran dari program Desa Peduli Buruh Migran (Desbumi) dalam pendampingan buruh migrant perempuan di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Penelitian ini merupakan penelitian lapangan dengan langkah pengumpulan data yakni wawancara, dokumentasi dan observasi. Oleh karenaitu, tujuan dalam penelitian ini yakni untuk mengetahui bagaimana pola pendampingan buruh migrant perempuan melalui program Desbumi di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Hasil dan pembahasan dalam penelitian ini yakni, bahwasannya program Desbumi memiliki tiga peran seperti. Pertama. Pusat Informasi yakni untuk memberikan informasi pada buruh migrant tentang bermigrasi yang aman yang legal. Kedua, pusat data mobilitas yakni untuk membantu calon buruh migrant mengurus pemberkasan migrasi di kantor desa. Kemudian memberikan kesempatan bagi masyarakat untuk bertanya tentang migrasi yang aman. Purpose of the study: The objective of this study is to analyze the legal framework regarding village funds in Indonesia and analyze the budgeting of some villages in Central Java along with the relation of village funds to their development and poverty. Lastly, this paper will hand over recommendations to solve these problems. Methodology: The research method employed in this legal research is normative-empirical research, whereas the research material used includes primary and secondary data. The primary data is obtained based on field research by conducting interviews with the related respondents, while the secondary data obtained through literature studies of various sources. Main Findings: The authors found out that although with the existence of the village fund, there is still some village that is underdeveloped and there are many poor people. Applications of this study: The findings can be useful as a source to improve the effectiveness of Village Funds, whether for the Central Government or the Village Government. Novelty/Originality of this study: The new findings in this study would advance the existing knowledge in Village Funds, especially its implementation through village expenditure.

One aspect that needs to be studied more deeply about the village administration in the era of village autonomy is the ability of the human resources in the management of village government in accordance village governance objectives and the demands of, “Undang – undang no 06 Tahun 2014 about the village. The capacity of the village government deemed not qualified to run the authority possessed by law the village. Weak capacity of rural government impact on law implementation failure that led to the poor rural village development. This study examines these issues. This study used qualitative research methods. The unit of analysis of this research that the village government Landungsari Dau District of Malang, East Java. This study was conducted over three years (2016, 2017, 2018). The findings of the research during the last four months in the first year of the study is Landungsari village administration showed a good performance in governance at the village of village autonomy era (the era of the Village Law. The village government is able to carry out rural development planning, village administrative governance, and the financial management of the village properly. Nevertheless, the village government also faces serious problems is the lack of human resource capacity of the village administration, village very less quantity, and village officials do not understand the duties of each. To address these issues, the village government seeks to organize village governance based on information technology (e-government), but the effort has not worked well because the village government does not have a human resources professional in the field of information technology and the village government does not have enough budget to develop the e-government program. Therefore, the research team conducting FGD on the development of e-government program. FGD village government resulted in an agreement in cooperation with governmental science labs and e-government program APBDes budgeted in fiscal year 2017. Step next phase is the research team conducting FGD Phase II to design e-government as a means of governance villages effective and efficient, to disseminate the e-government, and publishes scientific articles on the model of governance based rural e-government in the Journal of Politics and Government Muhammadiyah University of Yogyakarta. Our advice as a researcher is a village government should make regulations governing Internet-based mechanism of public services (e-government). The regulation is to encourage villagers Landungsari to get used to using services based on the Internet, the district government of Malang should provide support to the village government to make innovations in governance, and the central government should support the village government to strengthen rural government institutions such as the addition of the village
