The article proposes identification of the most likely ways of institutional changes in the system of pedagogical education in the conditions of innovation, taking into account global socioeconomic and socio-cultural trends that define the essential aspects of training future teachers. It analyzes international trends of modernization of education, which largely determine the directions of pedagogical education development. The problems of values change in modern education are discussed. The materials are prepared within the framework of the project «Promising models of development of pedagogical education in the Republic of Kazakhstan in the conditions of realization of «Kazakhstan – 2050 » Strategy approved by the decision of National scientific council of the Ministry of education and science of the Republic of Kazakhstan «Intellectual potential of the country».

The purpose of the study is focused on finding optimal and effective organizational and economic mechanisms for integrating the intellectual potential of the Republic of Kazakhstan and the Russian Federation. The introduction of sustainable development tools and the transition to models for achieving the SDGs in the field of education, science and technology is considered by the authors as a strategic priority for the integration of the Republic of Kazakhstan and the Russian Federation. Intellectual potential is the fundamental basis for the innovative development of business entrepreneurship. The subject of the research is the intellectual potential of economic systems and its relationship with innovative development. The object of the research is the countries with developing economies — Kazakhstan, Russia. The methodology was based on the use of the following general scientific and special research methods: analysis and synthesis, the dialectical approach, the statistical method of data analysis, the method for establishing patterns and hypotheses, the method of aggregated analytical calculation. Within the framework of the results of the research: the creation and development of corporate-type universities; creation and development of regional and interregional centers of competence; creation and development of centers of business initiatives; scientific and educational consortia.

The question of the need for modernization processes in modern education are raises in the article. The relevance of the research of educational problems is not controversial, because the political, economic, cultural, intellectual potential of the state, the welfare of society, development of all humanity depends on the state and possibilities of its development are noted .  The purpose of the article is to find a new way of thinking, vision, ideas, etc. In order to ensure the success of education, its entrepreneurship in the context of the interdisciplinary nature of the pedagogical study scenario.  The emphasis is on transformational processes of education development.  It is generalized that education can never exist separately from society, from its needs, in addition, it is largely responsible for both the achievement of humanity and for humanitarian catastrophes and global problems. For the social and economic growth of the country, the level of education and culture of the population is important.  Education of the XXI century is an intellectual potential, it is an education with a cultural-developing, developing dominant, a factor in the perfection of a person; this is the education of a responsible person who is capable of self-education and self-development, able to think critically, develop various information, use acquired knowledge and skills for creative solving.  the problems, aspires to change for the better their life and life of their country. The art of education, which is the most difficult of arts, is firmly rooted in society, must be truly high art.  Therefore, this problem is not only philosophical or pedagogical, but also global.  Issues of ethical basis, emotional intelligence, upbringing man of culture should take the top priority in educational labyrinths. But before modern education, there are many more complex tasks, the solution of which would contribute to a significant increase in the formation of a high-grade personality with high moral and spiritual qualities.

This study aims to assess the relationship between R&D and economic growth in terms of their ability to understand R&D management. In the paper, the algorithm of actions was used, which allows ensuring interconnection, sequence of work, validity of the choice of the methods used, and defining key factors over a long period. The following methods of the empirical study were used: analysis of the provision of level development; regional analysis of the data; correlation analysis. Based on correlation analysis the impact of economic growth on R&D was investigated, which is expressed by such variables as the number of organizations engaged in R&D, internal expenditures in R&D, expenditures for technological innovations, number of employees in R&D. The data were obtained from the World Bank, the Eurasian Economic Union, and the statistical yearbook of Kazakhstan for 2009–2019. The results obtained show that all determinants correlate not only with the GDP but with each other as well. According to the findings, viewing the GDP level, there is a positive and negative correlation link between such two factors as ‘the number of research organizations’ and ‘R&D technological innovations’. These coefficients of correlation between GDP and independent factors selected for the analysis are significant, i.e. they can significantly affect the value of the GDP. The obtained results are useful in formulating the R&D development management strategy. The article considers features, approaches, institutional conditions of cluster development in the context of industrial and innovative development of the Republic of Kazakhstan. The purpose of the study is to work out new approaches to cluster development within the framework of the State Program of industrial and innovative development – 3. The methods of scientific research, statistical data and economic and mathematical modelling were applied in the work. As a result of the given study the possibility of merging clusters and special economic zones was evaluated, the role of clusters in the development of territories was outlined. The empirical basis of the analysis was the results of the study conducted in the framework of the research "Improvement of the policy of state regulation of accelerated clustering of industrial regions", carried out under the grant funding by the Ministry of Education and Science of the Republic of Kazakhstan.

The intellectual potential is considered as the fundamental basis for the innovative development of the industry and business entrepreneurship through influence factors. At the same time, there is no single clear definition of the term ‘intellectual potential’ and clearly developed organisational and economic mechanisms for its relationship with the trends of innovative development of the economic system. The purpose of the study is focused on the search for optimal and effective organisational and economic mechanisms for the development of the intellectual potential of countries with developing economies. The methodology was based on the application of the following scientific methods: analysis and synthesis, the statistical method of analysis, the method of establishing patterns and hypotheses, and the method of enlarged analytical calculation. Research and analysis of the main constituent elements and indicative data of the intellectual potential of developing countries of the world (the Republic of Kazakhstan and the Russian Federation) made it possible to identify systemic problems in this area. It can be concluded that the intellectual potential has significant reserves in the field of improvement and development, primarily in the field of human capital. As a result of the study, the authors propose ways of intensifying the development of intellectual potential on the principles of the formation of organisational and economic systems, such as creation and development of corporate-type universities; creation and development of regional and interregional competence centres; creation and development of business initiative centres.

Abstract Introduction Bedtime Procrastination (BP) is defined as the behavior of voluntarily delaying going to bed, without having external reasons for doing so. Recent research on procrastination behavior suggests that when negative emotions are elevated, procrastination behaviors can be triggered in order to find pleasure to avoid and alleviate them. Procrastination can also occur when there is difficulty regulating emotions. In addition, the reason for bedtime procrastination may be different depending on whether the individuals present with insomnia. According to previous studies, patients with insomnia may exhibit more pronounced negative avoidance of bedtime due to prolonged sleeplessness. Therefore, this study compared the difference between of the bedtime procrastination and the emotional regulation strategies between the insomnia group and the healthy group. Methods This study was conducted in 582 adults (mean age 23.06 ±2.16 years), 81.6% females. Individuals scoring higher than 15 on the Insomnia Severity Index (ISI) were classified into the insomnia group (n=375), and those less than 15 were classified into the healthy group (n=207). Participants completed the Bedtime Procrastination Scale (BPS), Emotional Regulation Strategies Checklist. Data was analyzed using descriptive statistics, chi square test, and independent t tests. Results The insomnia group had significantly higher bedtime procrastination scores than the healthy group (t=-6.241, p<.001), and also the avoidant/distractive regulation style score was significantly higher (t=-1.969, p<.05). In addition, the score of active regulation style was significantly lower in the insomnia group than in the healthy group (t=3.050, p<.01). There was no significant difference between the two groups in the support-seeking regulation style. Conclusion Based on these results, it was confirmed that there was a difference in the bedtime procrastination and the emotional regulation strategies between the insomnia group and the healthy group. The article deals with the theoretical and methodological aspects of the development of methods for assessing the effectiveness of the educational process in the region. Indicators of the development of educational processes are analyzed from the perspective of long-term scientific and technical forecasting. Based on the analysis of the strategic documents, the problems existing in this area of strategic planning and the factors that hinder the innovative development of the education system in the region are identified. The basic principles and approaches to scientific and technological forecasting are defined. The main groups of scientific forecasts and the main directions of education development in Russia are identified. The considered forecasting methods are recommended for use in the work of state authorities and local governments, depending on the complexity of the implementation and the adequacy of the method, the requirements for the information base of the project.

The International Thematic Proceedia titled „Psychology in the world of science” is a publication from the 16th International Conference “Days of Applied Psychology” held on September 25th & 26th 2020 at the Faculty of Philosophy, University of Niš. This is a traditional annual nonprofit conference which has been organized since 2005 by the Department of Psychology of the Faculty of Philosophy, University of Niš, with the support and co-financing of the Ministry of Education, Science and Technological Development of the Republic of Serbia. The conference started with the idea of gathering researchers and practitioners who discuss the link between science and practice in different psychological areas. From the very start, this gathering has welcomed international participants, and year after year this number is on the rise. This scientific publication contains 18 peer-reviewed articles which can be classified as original scientific papers and as review papers. The authors of these manuscripts come from six countries: Portugal, Bosnia and Herzegovina, Slovenia, Bulgaria, Turkey, and Republic of Serbia.

The publication proposes to discuss the problem of teaching children of immigrants who have arrived in our country and need to adapt to the new social, linguistic and cultural environment. The principles underlying the organization of education for children of immigrants in the Russian Federation, and the conditions for their education in educational institutions of our country, which were formulated at a meeting of the Council under the President of the Russian Federation for Interethnic Relations on March 30, 2021, are given. The content of the state order of the Ministry of Education of the Russian Federation to the Federal State the budgetary scientific institution “Institute of Education Development Strategy of the Russian Academy of Education” to study the difficulties faced by children of immigrants in the process of adaptation. The result of the study should be the creation of a set of guidelines for teachers organizing the work of classes in which children of immigrants study.
