Rationale and relevance: the collection and analysis of objective information about the success service graduates institutional schools at the initial stage of professionalization allows you to define promising directions in system of professional training of employees of law-enforcement field and to adjust the educational process in accordance with the needs of operational activities. Objective: to study the satisfaction with the quality of educational services by their consumers (graduates) and employers (managers). The research method is a questionnaire survey of managers and graduates, including four sections. The first section assessed the readiness of graduates to carry out professional activities. The second section assessed the General cultural, business and personal qualities of graduates. The third and fourth sections identified shortcomings and advantages in the training of specialists. the article describes the results of a survey of managers and graduates regarding satisfaction with the quality of educational training. Description of research procedure and sampling: the survey was conducted a year after graduation from educational organizations, it took part 319 of the heads of the expert, investigative and operational units of the Moi of Russia in Volgograd region and 348 graduates of the Volgograd Academy of the MIA of Russia. Among 204 interviewees and evaluate the graduate of the specialty "Legal national security", 53 "Judicial expertise" and 91 "law Enforcement" 2008–2012 set. Results of the study: a high level of professional training was revealed in 59% of graduates of police operatives, 61% — investigators, 60% — experts. The average level of training by mentors was observed in 39% who graduated from the Academy with a degree in "Forensic examination", "Legal support of national security" and 40% — "law Enforcement". The results of the comparative analysis of the expert evaluation of managers and self-assessment showed that graduates are able to adequately assess the level of formation of the necessary competencies. This conclusion is confirmed by the results of the correlation analysis (the lowest correlation coefficient was 0.55). In conclusion, taking into account the results indicated the need for a systematic analysis of the effectiveness of educational and psychological training, the effectiveness of professional activities of graduates of educational institutions of the Ministry of internal Affairs of Russia.

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

Abstract. The purpose of the article is to highlight the problems of providing regional labor markets with qualified personnel and identify ways of effective interaction between educational institutions and enterprises. The theoretical significance of the article is that it, based on an experimental study conducted in the Donetsk region, analyzed the reasons for dissatisfaction of enterprises with the quality of professional training; the existing experience of cooperation between educational institutions and enterprises of the region is analyzed; barriers have been identified that prevent the establishment of an effective partnership between educational institutions and enterprises aimed at meeting the existing and future needs of the labor market in qualified personnel; the level of readiness of enterprises of the region to cooperate with institutions in the direction of modernization of material and technical base, internship of teachers, joint preparation of educational programs, advanced training of personnel is analyzed; on the basis of the analysis of results of survey it was identified professions for which it is advisable to start professional traininin in vocational institutions in Donetsk region; the model of competencies of the future skilled worker elaborated by employers is presented (on the example of the profession «Locksmith for repair of wheeled vehicles. Driver of motor vehicles (category «C»). Machinist of a truck crane»). The practical significance of the article is that based on the opinion of employers of Donetsk region, the authors offer recommendations to improve the interaction between educational institutions and enterprises of Donetsk region to solve the problem of professional training for current and future needs of the region’s economy. The presented recommendations and research model can be extrapolated to the effective development of labor markets in other regions of the country. It was revealed that the modern labor market in particular in Donetsk region is characterized by significant disparities between demand and supply of personnel (almost all vacancies in terms of occupations have a deficit, i.e. supply (number of unemployed) exceeds demand). There is a great lack of vacancies in the professions of auxiliary worker, driver of vehicles, seller of food products, seller of non-food products, cook. Instead, the scarce professions that are in demand in the labor market are a machinist bypassing turbine equipment, a locksmith repairing steam and gas turbine equipment, a machinist bypassing boiler equipment, an electrician servicing electrical installations, a kneading machine operator, a plumber, a nanny, an electrician for repair and installation of cable lines, a pipe and billet cutter, an extruder of refractory products. It is determined that the system of training of future skilled workers in educational institutions of the region needs significant modernization, as there are currently significant discrepancies between the level of preparation of graduates for professional activities and the requirements of employers. The difficulty of adaptation of graduates in the workplace is associated with the lack of certain professional competencies and personal qualities, the development of which should be paid attention to in the process of initial professional training in educational institutions — practical training, experience, practical knowlwdge), motivation to work. Deficits are also responsibility, independence, purposefulness, level of qualification. It was found that cooperation between educational institutions and employers is still carried out in traditional forms — the internships of students of educational institutions on the basis of enterprises, the participation of employees in assessing the quality of training. The prevalence of formal interaction significantly determines the quality of training for the needs of regional labor markets. The directions of personnel professional training for actual and perspective needs of the region labour market are singled out: excavator driver, car mechanic, electric gas welder, locksmith-repairman, electrician, turner, crane driver, confectioner cooker. The structure of the competency model of future skilled workers was identified — basic and professional competencies — that will ensure rapid adaptation and effective work of graduates at enterprises of the region. It is determined that for the effective development of regional labor markets and effective training for them the key is to implement the idea of public-private partnership of educational institutions and employers, the most effective forms of which should be cooperation in curricula development, advising on their content, methods and technologies of the educational process, providing recommendations for updating equipment, providing teaching materials, assistance in updating the library fund, databases, to ensure the educational process in the institution (invitation of so-called guest speakers), professional development of teachers and masters of industrial training, joint project activities, implementation of career guidance activities, organization of excursions of students and entrants to enterprises, informing about employment opportunities at enterprises, lobbying the interests of the institution at the level of local governments, participation in determining the development strategy of the institution, assistance in the process of attraction of additional sources of financing, creation of advisory bodies of the educational institution (advisory committee in the specialty, supervisory boards, etc.). Introduction. The article for the first time structures the types of additional responsibilities of teachers, not underpinned by local regulations. The proposals for debureaucratization of the educational process in secondary schools are generalized. The aim of the study is to reveal the impact of bureaucratic burden on the social feeling of teachers of general secondary education facilities, the quality of their professional activities and to develop proposals for debureaucratization of teachers’ work. Materials and Methods. A survey of managers and teachers of educational institutions covered more than 3,000 respondents. As additional sources for the interpretation of the data, we used the methods of group interviews (two focus groups conducted among rural teachers), as well as a secondary analysis of data from the international study of the educational environment and working conditions of secondary school teachers (TALIS), conducted in 48 countries, including Russia. Results. The study broadened the idea of the impact of bureaucratization of the education system on the quality of professional activity and the social well-being of teachers. Intensification of bureaucratization of teacher work is attributed, on the one hand, to the extensive growth of additional types of work, and on the other, to the low legal awareness of teachers of educational institutions. Working with reporting documentation takes up to 90 % of the working time free from paid teaching ho urs, which practically does not leave time for the implementation of part of the pedagogical load associated with methodological, organizational and consulting activities. The study identifies activities that, according to respondents, contribute to the debureaucratization of teachers’ work. Discussion and Conclusion. The article is of interest to teachers and heads of educational organizations, regional educational authorities, and scientists, researching i nto educational problems.

The Armed Forces of Ukraine have recently undergone cardinal changes; this concerns the issues of equipment, personnel training and other issues related to the defence and industrial complex development. The military equipment and weapons are becoming more and more complex, and the wars themselves are changing from «classic» to «hybrid» with the centre shifting into the information and communication space. Such changes are naturally reflected in the Armed Forces of Ukraine future officers’ professional training system, requiring a rethinking of the natural disciplines’ role. The purpose of the article is to publish the results of the theoretical study on the identification of pedagogical conditions for forming the Armed Forces of Ukraine future officers’ readiness for using STEM-technologies in professional activities, in particular, strengthening of the natural disciplines’ training with the application of STEM-education technologies in the process of training sessions conducting in higher military educational institutions. Methods of research: analysis, synthesis, systematization of scientific and pedagogical manuals, generalization. Results. The study identifies the following directions of strengthening natural disciplines’ training in the process of conducting training with using STEM-technologies: transforming the content of the existing disciplines from the point of view of strengthening the natural sciences’ training; creating the new applied training courses taking into account the integrative method of teaching the material; developing the problematic tasks of military-applied character, the solution of which requires a system of knowledge from different scientific fields; holding a series of seminars with future officers on the general theme of «Applying new information technology to military applications»; organizing and conducting instructor-methodical sessions with scientific-pedagogical staff on acquaintance of all educational process’ participants with STEM-technologies; publishing the results of research on the implementation of STEM-technologies at scientific seminars and conferences; the advisable and prudent STEM-technologies introducing during training at higher military educational institutions. Conclusion. The research proves that the natural disciplines’ training strengthening with the application of STEM-education technologies in the process of training sessions conducting at higher military educational institutions can be defined as a pedagogical condition for successful forming the Armed Forces of Ukraine future officers’ readiness for using STEM-technologies in professional activities.

The article is devoted to the formation of universal competences of students in educational institutions of the system of the Ministry of Internal Affairs of Russia using the case-method of teaching. The authors have identified the main synonymous contradictions in the definition of the concept of “universal competence”. The main problems that lie in the choice of means and methods of development and the formation of universal competencies of students are highlighted. The subject of the study was determined the process of formation of universal competencies of students. The basic concepts of the competence approach are considered. It shows what universal competences should be formed in the framework of GEF3 ++ by a specialist in the specialty law enforcement. Disclosed the concept of educational technology, as well as the essence of the case-method of teaching. It schematically shows what the technological stages of the case-method of teaching consist of. An example of one of the mini-projects, which is aimed at the formation of universal competencies of students. Table 1 showed the stages of formation of universal competencies among students, and Table 2 showed the formation of universal competencies of students in a class on the basics of special ATS equipment. As a result of the study, it can be concluded that, in general, the case method allows to improve the educational process, involve students in the process of live communication, instill autonomy for searching, analyzing, extracting and evaluating information, which contributes to the process of developing universal competences of future police officers. In this paper, the following methods were applied: comparative analysis, case-method of teaching.

The article substantiates the importance of training law enforcement officials in profiling technologies through the prism of their professional activities. It is important for a law enforcement official to manage psychological tools allowing him to find solutions in conflict interactions with citizens or uncertain situations of crime investigation in order to fulfill the assigned professional tasks. Training in profiling technologies could significantly increase the level of their professional skills. In this regard, the goal is to develop the program of the course of study «Profiling, methods of identifying persons harboring criminal intentions» for various categories of students in educational institutions of MIA of Russia. Based on the proposed goal the following tasks were identified: 1. To prepare the methodological basis of the course. 2. To present the content and methods of training. 3. To determine the scope of the course and the types of academic work. As a result, the authors have developed and tested the course «Profiling, methods of identifying persons harboring criminal intentions» that can be used in the process of professional training at the educational institutions of MIA of Russia, as well as for training officers of Personnel Department as part of moral and psychological training in the territorial bodies of MIA of Russia.

The article is devoted to the peculiarities of training personnel for the internal affairs bodies of Donetsk Region in the second half of the 1960s. The authors highlight the issues of organising the educational process in special departmental educational institutions, namely, the functioning of collegial governing bodies in educational institutions, the specifics of recruiting applicants, practical training, as well as the features of educational work among personnel based on Marxist-Leninist ideology. The article also examines the issues of the implementation of professional training, internships, training courses, discloses the sources and forms of replenishment of militia units in the region.

Research goal: the research is aimed at the theoretical substantiation of the application of virtual reality technology simulators and their features in higher maritime educational institutions. Research objectives: to determine the role and place of simulation technology in the educational process in the training of future ship navigators in order to form the professional competence of navigation. Object of research: professional training of future ship navigators in higher maritime educational institutions. Subject of research: simulation technologies of virtual reality as a component of the educational process at higher educational maritime establishments. Research methods used: theoretical methods containing the analysis of scientific sources; empirical methods involving study and observation of the educational process. Research results: the analysis of scientific publications allows to define the concept of virtual reality simulators, their application in the training of future navigators, their use for assessing the acquired professional competence of navigation. Main conclusions: introduction of simulation technologies of virtual reality in the educational process in higher maritime educational institutions increases the efficiency of education, promotes the development of professional thinking of students, enhances the quality of professional competence development.
