Social and economic and political transformations of the last decade give the grounds to claim about creation in Russia of prerequisites of formation of open information space. However the lack of effective information policy of authorities on places is one of the reasons of decrease in trust to institutes of the power of federal, regional and local levels. For this reason subjects of information policy of municipality are faced by problems of improvement of cultural and behavioral relationship between executive (administration of municipal unit), representative bodies of the power, media and the population of municipal unit; development of communicative and information technologies and networks; formations of uniform information and communicative space of municipal unit.

The article deals with some problems of the formation of the information society and the implementation of information technologies. Attention is focused on the possibility of using the latest IT achievements not only for the benefit of society, but also in the interests of individual corporations and criminal groups. Cybercrime statistics are provided. The trend for their growth is shown. The work of the state in the field of information policy is analyzed. As a result, a general conclusion is made about the need to accelerate the pace of development of information technologies and the development of legal norms governing this group of public relations.

The second world and its constituent German-Soviet wars became the key events of the 20th century. Currently, the study of domestic and foreign historiography in the context of the disclosure of the information policy of the Soviet Union and Nazi Germany, the information confrontation of the Nazi and Soviet systems of information and psychological infl uence on the enemy population is relevant. Thanks to the work of domestic and foreign scholars, the attraction of new archival materials and documents, the world saw scientifi c works devoted to various aspects of the propaganda activities of Nazi Germany, including in the temporarily occupied territories of Ukraine. Among them are the works of Ukrainian historians: A. Podolsky, Y. Nikolaytsya, P. Rekotov, O. Lysenko, V. Shaikan, M. Mikhailyuk, V. Grinevich; Russian historians M. I. Semiaryagi, E. Makarevich, V. I. Tsymbal and G. F. Voronenkova. An analysis of scientifi c literature published in Germany, England and the United States showed that the eff ectiveness and negative eff ects of German information policy are revealed in the works of German historians and publicists O. Hadamovsky, N. Muller, P. Longerich, R. Coel, et al. Along with the works devoted to armed confrontation, one can single out a study in which the authors try to show the information technologies and methods of psychological action that were used by the governments of both countries to infl uence the consciousness and the moral and psychological state of their own population and the enemy’s population, on the results of the Second World War. Most active in the study of Nazi propaganda and information policy of the Third Reich, in general, were the German historians, in particular E. Hadamovskie , G. Fjorsterch and G. Schnitter, and others. The value of their work is to highlight the process of the creation in 1933–1945 of the National Socialist Party in Germany of an unprecedented system of mass manipulation in the world’s history, fully controlled by the Nazi leadership of the information space. Thus, an analysis of the works of domestic and foreign scholars shows that the information confrontation between Nazi Germany and the Soviet Union was extremely powerful, since both warring parties possessed the most up-to-date information and ideological weapon. Unfortunately, today there is no comprehensive study of this problem that could reveal all aspects of the information confrontation in the modern information world.

The fact that Poland and Ukraine share a border, the convergence of the political goals of the peoples of both countries, and the constant efforts towards the development of democracy and decentralisation of public life determine the need to intensify cooperation in various areas of the functioning of society and the economy. An important sphere of cooperation is the public sector, in particular at the level of local government. The local government cooperation of both countries was already visible at the beginning of the social and political transformations after 1990. The development of this cooperation, with varying results, took place in the 1990s and, to an even greater extent, after Poland’s accession to the European Union. In the last three decades, local and regional communities in Ukraine have become an important partner for Polish local governments, both at the local and regional levels. The local government cooperation that has been implemented is based on the diversification and multidimensionality of forms and models. Some result from legal regulations, while others are based on mutual experiences, previous contacts, and sympathies of public authorities. The aim of the study is to analyse and present the conditions and forms of Polish-Ukrainian local government cooperation. The aim is also to show the barriers to cooperation and to define proposed solutions to improve partner contacts of territorial units. The local government cooperation of the two countries is undoubtedly hindered by the fact that Ukraine is not a member of the EU, and often by mutual misunderstanding and non-acceptance of historical experiences. On the other hand, common goals at different levels of social, public, and economic life are a significant factor motivating parties to increase cooperation and achieve a synergistic effect thanks to it.

AbstractEconomic development and growth may induce infrastructure investment and service provision by the public sector. This article investigates to what degree economic performance affects infrastructure spending at the state and local levels. For further elaboration, it examines the differential impacts of economic performance on state and local spending on different types of infrastructure. For that purpose, infrastructure is classified into two types: knowledge infrastructure and physical infrastructure. Methodologically, it uses the time-series cross-sectional (TSCS) data from 1977 to 2000 in 50 states of the USA. To correct the complex error terms in TSCS data, it uses the ordinary least square estimation using the Prais-Winsten procedure and panel-corrected standard errors. Some endogeneity issues are also corrected. Research finds that economic development and growth contributes to the increasing infrastructure spending on a per capita basis by state and local governments; however, its magnitude is not large. When infrastructure spending is disaggregated, economic performance also contributes to the increasing state and local spending on both knowledge and physical infrastructures. In particular, the magnitude of the positive effects on physical infrastructure spending is approximately two times as large as that on knowledge infrastructure spending. However, economic performance has no significant effects on the proportion of infrastructure spending out of the total state and local spending, regardless of whether infrastructure is aggregated or disaggregated. In short, there are level effects of economic performance, but there are no compositional effects. This finding implies that state and local governments increase infrastructure investment and its service provision in responding to the economic growth; yet, they do not consider it as a top priority in comparison with other types of functional areas.

China expanded the application of the third-party treatment model (TPTM) in 2017 for effectively tackling the issues related to industrial pollution on a trial basis, and the model could diversify the government’s toolbox for addressing industrial pollution. With multiple players such as local governments, polluters, and environmental services providers (ESP) involved in the TPTM, appropriate guidance and coordination among the three players are critical to the success of the TPTM. This study constructs an evolutionary game model for the three players to capture their interaction mechanisms and simulates the three-player evolutionary game dynamics with the replicator dynamics equation. The simulation results show that heavier penalties for pollution and lower regulatory costs incurred by local governments could effectively improve the performance of the TPTM. Moreover, although environmental incentives provided by the central government to local levels do not affect the ultimate performance of the TPTM, they do shorten the time needed for the effect of the TPTM to emerge. The study concludes by proposing policy recommendations based on these results.

The recent and still enduring global economic and financial crisis deeply impacted the institutional framework in Italy and Spain by prompting a series of reforms, which ultimately re-shaped the local government features. Based on a qualitative comparative analysis of recent reforms, the author shows that (directly and indirectly) crisis-driven provisions have significantly impacted the local levels and changed the central/local relations in both countries. During the years of crisis, a decrease in local discretion in its three main facets (fiscal, administrative, and political/functional) has taken place. This outcome could both allow for a better understanding of how central and local governments have interacted during the crisis and to contribute to the formulation of more general considerations on local discretion and central/local relations in Italy and Spain.

History textbooks are sources of collective memory and can thus be read as "autobiographies" of nation-states. History textbooks used to be anchored in national traditions, ultimately legitimizing the rationale of nation-states. In questioning the sole validity of national history, social movements since the 1960s and the process of globalization became the seedbeds for the deconstruction of master narratives. Because of their instrumental character as teaching tools, textbooks in general allow researchers to decipher the normative structures of societies. The information revolution since the 1970s has dethroned textbooks as the sole means of instruction in classrooms, and led to the development of different approaches for the analysis of textbooks. Today's globalizing world demands new reference frames for teaching and learning. In the second part of this article, eight clusters that are pertinent for orientation in the perplexing realities of the present are drafted: challenges resulting from the revolution in information technologies; the changing world of work; contradictory tendencies in globalizing processes; the impact of a new turbo-capitalism with its de-legitimizing impact on political systems; unequal developments leading to an ever increasing inequality on a global as well as on local levels; the increase of worldwide migration and its impact on classrooms; contested memories in societies that reposition themselves in a world that has grown together and re-fragmented at new seams; and finally, the crisis in orientation and values and the personal costs resulting from the perplexities and insecurities of the world.

Globally, crave for sustainable development and increasing women participation in governance have been on unabated. This is premised on the belief that sustainable development is attainable where and when there is good governance and gender justice. Making use of library research and content analysis methodologies, the paper detailed in a systematic manner the missing link in sustainable development in Africa with particular emphasis on Nigeria. It analyses the current practice ofsextortion among the women in decision- making processes and leadership at the national, state and local levels and its impact on development. More so, the paper discusses the conditions that facilitate womens representation in decision-making processes within the context of the current socio-economic and political transformations. It also examines the linkages between womens presence in critical decision-making positions and sustainable development. The paper contends that most states in Africa are yet to attain development to be sustained. It blames the African leaders and the patriarchal states for the precarious pace at which the region develops. The paper concludes that sustainable development will remain a pie in the sky in Africa for as long as greed, self-centeredness and emperornic disposition of African leaders as well as mass poverty and infrastructural decay continue.

Urgency of the research. In the conditions of a short-age of local financial resources, financing of infrastructure projects is impossible without the development of the system of municipal lending. Target setting. An important condition for the devel-opment of the municipal lending system is the introduction of modern information technology in the process of interaction between local governments with potential lenders and investors. Actual scientific researches and issues analysis. Theoretical and methodological aspects of the development of municipal lending, the market for municipal borrowing are considered in the scientific works of domestic and foreign scholars, in particular D. Bergstresser, O. P. Kyrylenko, А. V. Petrykiv, J. Reck, I. Z. Storonianska. Uninvestigated parts of general matters defining. However, in the context of e-government development, the low level of application of modern information technologies in the municipal lending market requires further research. The research objective. The purpose of the paper is to substantiate the need for the use of modern information technologies by local authorities and local governments in the system of municipal lending. The statement of basic materials. The article reveals the problems and necessity of introducing modern infor-mation technologies into the system of municipal lending. The use of local government and local government cloud technologies, systems of Internet-trading, creation of centers of information and financial technologies for expanding the boundaries of information interaction between all the participants of municipal lending is proposed. Conclusions. As a result of the introduction of infor-mation technologies into the system of municipal lending, the amount of funds will be increased to solve the financial problems of the development of the local economy.
