In recent years, the cluster approach has become the main instrument of an effective state strategy for the development and management of tourism in countries with a high level of competitiveness. It is based on the interaction and cooperation of organizations operating in the tourism industry and government structures, without which innovation activity cannot be managed, new approaches emerge that involve an indirect impact on the development of the region within the national innovation system by creating conditions for increasing innovation activity and susceptibility of economic entities. The development of many regions is constrained by the lack of necessary conditions: inadequate material and financial resources, underdeveloped research base, inconsistent regional policies.

The article analyzes the impact of tourism on improving investment climate in the region. The main factors of investment attractiveness of the developing areas of tourism are considered, among which the ability of the tourism industry to develop on almost any site with a variety of conditions and resources of activity that is related to diversity of tourist activities; and the multiplier effect of tourism development which contributes to the development of related sectors of activity. The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. According to the analysis of the legal documentation in the tourism sector of the Russian Federation and monitoring of the development of tourist areas in the article substantiated is the conclusion about the need to tough public policy, defining legal boundaries and strategic guidelines for the development of tourism on the innovative type, as well as the need to adjust the existing practice of tourism territories, which currently does not increase the investment attractiveness of regions.

The paper is focused on the performance measurement of the Support and Guarantee Fund for Farmers and Forestry (SGFFF) as a main instrument of a capital reinforcement of the Czech agricultural enterprises restructuring during the last ten years. New possibilities shaped up by the CAP exercise are evaluated as well. The principles of the SGFFF function from the point of view of agricultural restructu- ring and regional allocation of the financial resources as well as the reason why subsidy of the supported loans’ interest rates have been employed are cleared up there. Results are discussed upon an analysis of the Fund activity. According to results of the analysis, it can be claimed that the Fund has became an important part of supports for agricultural sector. From the point of view of criterions of regional allocation of financial resources there was found out the level of supports has not been derived from the different natural and soil quality. The economic results and a high level of the prospectus have been used as main criterions for the decision-making system. The activity of SGFFF continues within the State Aid in the framework of the CAP EU and so that the loans for farmers are still more available for restructuring of the Czech agriculture and improving of its competitiveness.

The paper states the gradual revival of tourism, both in Ukraine and in the world. That is why we believe that tourism, especially in the western and southern regions of our country can become a significant driver of economic development of local communities. For the rapid and successful development of the tourism industry in Ukraine, it is necessary to find internal reserves to increase demand for domestic tourism products, increase ways to meet consumer demands for content, diversity and quality of tourism and recreation services. It is determined that the system of management of the tourism industry in the context of decentralization in Ukraine is disorganized, built on lobbying principles, consists of different in number and quality of officials, has insufficient funding and misuse of allocated funds. The importance of creating a decentralized management mechanism in the conditions of decentralization, which will be effective even with minimal funding of the tourism industry, different number of employees in this field and will ensure a high level of their professionalism. It is proposed to create tourist departments at the regional and local levels; training and retraining of specialists-managers, who in connection with the position will perform the assigned powers in the field of tourism. A separate area is the improvement or change of the law on tourism adopted in 1995, which does not fully meet modern realities and requires comprehensive changes that would meet the interests and modern needs of society. We believe that it is very important that tourism should be planned on a comprehensive basis, taking into account all aspects of legislation relating to other sectors that have a direct or indirect impact on it.

It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

Under the megatrend, we mean large-scale technological, economic, social, political changes that occur slowly, but in the long run, when they are rooted, they substantially and permanently affect most of the processes in society. Such relative stability in the trajectory of the main forces of change can predict some elements of medium and long-term future changes. The article investigates such megatrends of the development of global innovation networks as the structural nature of the global innovation system, the development of systemic interconnections in the field of innovation, the interaction of national innovation systems and global, the internationalization of innovation activity, and the paradigm of "open innovation". The methodological principles and structural elements of the concept of the national innovation system are determined in the paper, the connection of national innovation systems with the phenomenon of internationalization of the innovation sphere is explored. The theoretical principles of the phenomenon of internationalization of innovation activity are investigated, as well as the preconditions for the emergence of the concept of "open innovation" and its current trends have been established. The concept of open innovation is an important precondition for the emergence and functioning of global innovation networks. The paper analyzes the genesis and specificity of the phenomenon of global innovation networks, outlines their structure and dynamics. It has been determined that global innovation networks play an important role in the development of the modern world economy, as they stimulate international cooperation in the innovation sphere, transfer of knowledge to the world economy and general scientific and technological development and growth of world production.

Modern social and economic science pays little attention to the development of tourism based on new approaches to its management and organization. As a result, the most important sector of the economy develops in practice on the basis of not always effective traditional models. The research problem of the development of a new approach to the organization of tourism products with cross-border nature is developed in this article. The purpose was to develop a methodological toolkit for the development of cross-border tourism based on the cluster approach. To achieve this goal, the study design was based on the study of tourism features that affect the planning and clustering process. The highlighted stages of clustering in the form of identifying tourism objects, designing clusters, forming cluster structures form the basis of a new socio-economic model of the tourism industry. To design a regional cross-border tourism cluster, a method is substantiated and applied to correlate all indicators of cluster tourism development to the number of cultural and historical objects. The selected 19 indicators of development are combined into 6 groups, which make it possible to comprehensively assess the cluster organization of tourism in the region. The approbation of the indicators was carried out on the example of all five countries of the Central Asian section of the Silk Road. Model calculations of the developed set of analytical cluster indicators made it possible to combine the identified objects in each region into homogeneous clusters. In this case, Ward’smethod was used, and the square of the Euclidean distance was used as the objective function and criterion of similarity and difference. The proposed cluster maps make it possible to activate and increase the competitiveness of the tourism product as a whole and give impetus to socio-economic development in each country of the Central Asian region. The current trends of development, ensuring the welfare of the state, are in continuous communication with innovation activity. Under the influence of complex and sustainable innovation processes, the concept of the national innovation system is embodied at the macroeconomic level in its totality. Numerous elements are seen in the conjugation of the national innovation system scale, among which higher education institutions, and their scientific and innovative potential take their place. However, the reverse side is inequality in the levels of university integration, which introduces a discrepancy between the degree of their effectiveness as the elements of the national innovation system. So it becomes urgent to have a specific set of steps to improve the level of university integration. The process of integration level increase must be governed necessarily by the principles of suitable integration condition management, where it is possible to justify waiting by creation of a management algorithm for university integration in the national innovation system. The result of such an algorithm application is the obtaining of a visual set of steps by a user to ensure the process of managerial decision making and implementation to improve the level of university integration in the national innovation system. The increase of university integration will directly enhance its interaction with other elements of NIS, and therefore will increase its contribution to the national economy development, and other priority areas of the state.
