The paper states the gradual revival of tourism, both in Ukraine and in the world. That is why we believe that tourism, especially in the western and southern regions of our country can become a significant driver of economic development of local communities. For the rapid and successful development of the tourism industry in Ukraine, it is necessary to find internal reserves to increase demand for domestic tourism products, increase ways to meet consumer demands for content, diversity and quality of tourism and recreation services. It is determined that the system of management of the tourism industry in the context of decentralization in Ukraine is disorganized, built on lobbying principles, consists of different in number and quality of officials, has insufficient funding and misuse of allocated funds. The importance of creating a decentralized management mechanism in the conditions of decentralization, which will be effective even with minimal funding of the tourism industry, different number of employees in this field and will ensure a high level of their professionalism. It is proposed to create tourist departments at the regional and local levels; training and retraining of specialists-managers, who in connection with the position will perform the assigned powers in the field of tourism. A separate area is the improvement or change of the law on tourism adopted in 1995, which does not fully meet modern realities and requires comprehensive changes that would meet the interests and modern needs of society. We believe that it is very important that tourism should be planned on a comprehensive basis, taking into account all aspects of legislation relating to other sectors that have a direct or indirect impact on it.

An intelligent system to efficiently provision resources in a hybrid cloud environment is necessary due to the high level of complexity. The semi-permeable agent for hybrid cloud scheduling (SPAH) is a bio-inspired agent that adapts the biological process of osmosis into cloud bursting. The primary objective of the agent is to minimize the makespan. The framework and algorithm for the two phases of SPAH, to recognize the state and decide on action are presented. A QoS (Quality of Service) deadline factor metric is proposed to study the indirect impact of SPAH in deadline satisfaction. SPAH shows significant improvement in deadline satisfaction of up to 85% as compared to other cloud bursting techniques. This is the result of a reduced makespan and a reduced cumulative waiting time. The analysis of SPAH shows that it works in quadratic time complexity.

Preserving the health of the population occupies a special place at the legislative level, in the socio-economic strategies for the development of regions and the country as a whole. The preservation of human health depends not only on one’s own desire to preserve it, including the current state of the state and the development of the country’s tourism industry. Recreation and recreation for modern people, who mainly live in cities and megacities characterized by a high level of pollution due to the intensity of economic activity, are of particular importance for maintaining health and life expectancy. An increase in people’s life expectancy is considered at the state level as an important indicator of people’s well-being, improving the level and quality of life. Russia has created unique conditions and opportunities for the development of domestic tourism, which, with reasonable organization, investments, including the creation of public-private partnerships, and improving the efficiency of services provided, allow us to carry out our activities in the field of preserving and maintaining public health, increasing the duration and quality of life. Domestic Russian tourism can be considered as the basis for the socio-economic development of territories at any level, as well as as an industry whose contribution to the country’s GDP can be significant.

In recent years, the cluster approach has become the main instrument of an effective state strategy for the development and management of tourism in countries with a high level of competitiveness. It is based on the interaction and cooperation of organizations operating in the tourism industry and government structures, without which innovation activity cannot be managed, new approaches emerge that involve an indirect impact on the development of the region within the national innovation system by creating conditions for increasing innovation activity and susceptibility of economic entities. The development of many regions is constrained by the lack of necessary conditions: inadequate material and financial resources, underdeveloped research base, inconsistent regional policies.

Current condition, problems and prospects for the domestic tourism industry development are studied. The main aspects hindering the tourism industry development in the country are considered and require further solutions. The current normative legal acts regulating issues in the field of tourism are considered and the attention is focused on the lack of correlation between the normative regulation of the branch and the share of revenues from the provision of tourist services in the country's GDP. It is determined that further reorganization and development of tourism in our country is not possible without the active support and direct intervention of the state. The authors proposed the measures, the implementation of which will help harmonize national standards in the field of tourism and resorts with international standards and help improve the quality of the national tourism product. It is proved that the development of the tourism industry directly depends not only on strengthening state regulation of tourism at the national level, but also at the regional level, especially since the tourism management system at the regional and local levels in decentralization in Ukraine is far from perfect. Emphasis is placed on the need to implement EU legislation in the field of tourism and resorts, which contributes to the improvement of tourism legislation and developed recommendations for the implementation of mechanisms for tourism development in the country.

With Ukraine taking a course to implement systemic sectoral reforms to improve the quality of services provided to the population, decentralize resources and powers, and form an effective system of public governance, health care reform, among others, plays an important role. Their effective implementation requires scientific discussion and analysis of causal relationships. The purpose of the article is to identify and analyze the financial and economic problems of the health care system in Ukraine. The article identifies and analyzes the negative aspects of the functioning and development of the health care sector. Among the key ones are: Ukraine lags behind European countries in terms of life expectancy, mortality and health; low level of financial support for the healthcare sector; high level of attraction of private funds of patients with unsatisfactory quality of received services; excessive centralization of health care management, which has led to a lack of a transparent state-guaranteed package of health services and an increase in corruption in the procurement, education, certification and employment of health workers. Emphasis is placed on the shortcomings of the mechanism of financing disease prevention, primary health care, provision of outpatient and inpatient medical services. Among them are: duplication of services and inefficient use of financial resources at the subnational level; low efficiency of use of medical subvention funds; constant change in the mechanism of providing transfers in the field of health care, etc. Possible areas for improving health care funding are outlined. Emphasis is placed on the expediency of reforming the health care sector in terms of income mobilization in the context of coverage of the population with basic medical guarantees and the effectiveness of the organization of the process of such funding.

In recent decades, the development of the tourism industry has been a worldwide trend. The interest shown in the development of the tourism sector is associated not only with the fact that the industry is developing dynamically but also with the fact that the development of tourism affects almost all key sectors of the economy. The task of the activities of tourist enterprises is the organization of comprehensive services for tourists. Services in tourism are varied ‒ transportation, accommodation, meals, excursions, entertainment, and personal services etc.The tourism sector is characterized by such characteristics as rapid growth rates, continuous improvement of the industry, and a high level of competition. That is why the success of enterprises in this area largely depends on carefully implemented advertising campaigns as one of the main elements of the communication complex and marketing strategy.Advertising campaigns in the tourism sector have their own characteristics and play an essential role in the lives of consumers when choosing travel products and services. The popularity of a travel product is largely due to how well the potential client is aware of it. And this is one of the main functions of advertising campaigns in the tourism industry. Advertising campaigns, like any other type of marketing communications, play an important role in implementing the strategy of tourism enterprises. With the help of advertising, they are developing new markets, and as a means of competition, advertising campaigns exacerbate it, helping to improve the quality of tourist services.The purpose of the article is to explore and analyze the features of the use of advertising campaigns in the tourism industry, to identify the positive and negative aspects, as well as prospects in this area.The relevance of the topic of the article is significant, because tourism is one of the largest and most dynamic sectors of the economy. High rates of its development, large volumes of foreign exchange earnings actively affect various sectors of the economy and contribute to the formation of a full-fledged tourism industry.

AbstractWellness tourism is a fast-growing tourism industry segment and major wellness tourism destinations are found in the Asia–Pacific region, including India. The region of Kerala in India has an abundant natural, cultural and entrepreneurial resources for the development of wellness tourism. These resources are centered on the unique and traditional Ayurveda treatment, complemented by impressive natural landscapes and rich cultures and history. Despite the abundance and quality of resources and services provided by a large number of stakeholders, Kerala lacks a branding strategy for differentiating Kerala as a wellness tourism destination to compete in international markets. A stakeholder-based participatory process was developed to co-create a branding strategy, involving a destination audit supported by an online conjoint analysis survey to discover the relative importance of ‘high-level’ attributes associated with Kerala’s wellness tourism resources. The most important attributes are ‘Fits with strategic priorities of the organisation’ and ‘Ability to integrate into wellness tourism packages’. The main resources complementing wellness services are natural features and cultural heritage. This research contributes to stakeholder-based participatory methods for destination branding.

The term customer satisfaction still has an abstract meaning for managers in developing countries. This study focuses on travel agencies in Poland, to improve managers awareness of how customer satisfaction can directly improve business performance. Authors investigated nine attributes of the travel agency service, and identified four of them that have significant effect on overall customer satisfaction (quality of the offer, safety, convenience and comparison of the delivered service with the advertising message). Furthermore, this paper demonstrates that a high level of customer satisfaction in travel agencies creates certain effects like positive word-of-mouth and customer loyalty, which impacts long-term business performance.

Research background and hypothesis. Replete schedule of competitions and intense training are features of contemporary team sports. Athletes, especially the most involved ones, may not have enough time to recover. As a consequence, aggregated fatigue can manifest in some undesirable form and affect athlete’s performance and health.Research aim. The aim of this study was to evaluate the changes in heart rate recovery (HRR) and investigate possible relations with sport-specifi c measures of effi cacy in professional basketball players during competition season.Research methods. Eight male high-level basketball players (mean ± SD, body mass, 97.3 ± 11.33 kg; height 2.02 ± 0.067 m, and age 23 ± 3.12 years) were investigated. The same basketball specifi c exercise was replicated several times from September till April during the practice sessions in order to assess the personal trends of HRR. Heart rate monitoring was performed using POLAR TEAM SYSTEM. Investigated athletes were ranked retrospectively according to the total amount of minutes played and the coeffi cients of effi cacy. Research results. There were signifi cant differences in the trends of HRR between the investigated players. The most effective players showed decreasing trends of HRR in all cases of ranking.Discussion and conclusions. Research fi ndings have shown that the quality of heart rate recovery differs between basketball players of the same team and could be associated with sport-specifi c effi cacy and competition playing time.Keywords: adaptation, autonomic control, monitoring training.

The continuous modernization of the education system makes the problems of the quality of teacher training increasingly relevant. Moreover, the measures taken to improve the system of teacher education are largely confined to the introduction of new organizational and managerial mechanisms and practically do not affect the internal content and technological structure of the teacher training process.Modern pedagogical universities are constantly looking for innovative models of training teachers that will be able to solve non-standard social and professional tasks. However, recent studies in this area do not fully take into account the nature of pedagogical activity and conditions of its formation. Thus, the need arises for a special study of the processes and means of updating the content and technologies of teacher training in order to control the level of students’ professional competencies development, as required by educational and professional standards. This means the creation of a special educational system in a pedagogical university, which can provide a harmonious and synchronous mastering by future specialists of both subject knowledge and methods of pedagogical activity.The article provides a theoretical study aimed at identifying key patterns of designing a new content for teacher education, the basis of which is the formation of a future teacher as a subject of his own professional activity. The author describes the experience of using a subject-oriented model of education, implemented at Bashkir State Pedagogical University n.a. M. Akmulla. The effectiveness of this model is confirmed by the high level of students’ mastery of designing methods and constructing the educational process, as well as their positive experience in the implementation of educational activities.
