The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

Due to the fact that the modern world is in the context of globalization, the development of the countries of the world is accompanied by a qualitative increase in technology in the field of science and technology, in connection with which, there is an internationalization of scientific developments, high-tech production, as well as competition between countries over the distribution of resources is intensifying, in terms of new developments and development in general. Cooperation in itself bears the potential of mutual assistance, joint solution of a set of international, scientific problems by the participating countries. For this reason, modern scientific cooperation is a consequence of well-built scientific diplomacy. Scientific diplomacy is called upon to promote the development of scientific cooperation; it is aimed at maintaining partner diplomatic relations, which, on the one hand, can use science to bring together interstate priorities, and, on the other hand, contribute to the development of science itself. The latest diplomacy has adopted scientific approaches and is actively solving modern challenges facing governments and countries. The article discusses the work of international organizations in the designated area of research, provides Kazakhstani experience in resolving the issue

The advent of "world economic transition" and the formation of a multipolar world is closely linked, according to experts, with loss of globalization advances, which strengthens regionalism, increases diversification and fragmentation of the modern world, creating risks and threats to the world development. In this light studying the spatial organization of the global economy becomes more important, and at the same time that complicates the choice of priorities in the research activities of the Department of geography of the world economy, Faculty of Geography, Moscow State Lomonosov University in 2016-20, requiring a new research “ideology”. The article summarizes some ideas expressed by the department staff. It specifies that concept of territorial division of labor, as well as the defined set of key actors in the world economy and common assumptions regarding their contributions to its development needs a significant revision. The above firstly concerns giant developing countries, in particular rapidly growing China – a kind of locomotive entraining other developing states. Further, the impact of multinationals on the overall architecture and the territorial organization of the global economy becomes more and more tangible. This phenomenon requires the creation of a new scientific area of concern – the corporate geography as a tool to thoroughly investigate the transnational division of labor. Changes in the balance of acting forces are closely related to changes in industry composition and spatial organization of the global economy. The article raises the issues of development of such processes as tertiarization of the economy, reindustrialization and neoindustrialization, the latter being understood as an evolutionary transition to a knowledge-intensive, high-tech, mass labor-replacing and environmentally efficient industrial production. Basing on preliminary research from the standpoint of a relatively new methodological approach – formation of value chains – the vector of "geographical transition" " in their creation from developed to developing countries was designated. This means increasing complexity of the territorial structure of the world economy and an increase in the importance of semi-periphery. A spatial projection of globalization processes in the form of emerging “archipelago of cities”, which consolidates the international network of TNCs as the supporting node frame of the global economy requires close attention and analysis. The need of comprehending the study scope in the field of geography of the world economy in medium Atlas Information Systems (AIS), which in terms of functionality belong to the upper class of electronic atlases, is noted.

В современном мире происходит формирование нового мирохозяйственного уклада, который характеризуется нестабильностью геополитической обстановки и «перекроением» торгово-экономических отношений, а также форсированным развитием высоких технологий и их активным внедрением в производственную сферу. В этой связи актуальным вопросом является усиление позиций России на международном рынке посредством реализации конкурентных преимуществ отечественных продовольственных товаров. Основа любого высокоэффективного и качественного производства, в том числе и аграрного, – техническая и технологическая оснащенность, высокий уровень которой обеспечивает своевременное выполнение агротехнологических мероприятий без нарушения технологических сроков сельскохозяйственных работ. Проведенные исследования показали, что в нашей стране отмечается значительное отставание в техникотехнологической обеспеченности и инновационности АПК в сравнении с передовыми аграрными странами, что не позволяет в полной мере реализовать потенциал сельскохозяйственной отрасли. В развитых странах мира отмечается переход к шестому технологическому укладу, основанному на применении наукоемких технологий. В этой связи для нашей страны все большую актуальность приобретают вопросы техникотехнологической модернизации и цифровизации аграрной отрасли, повышения инновационной активности субъектов агробизнеса, повсеместного использования научных достижений пятого технологического уклада и ускоренного перехода на «рельсы» шестого технологического уклада. Решение данных вопросов обеспечит паритет России с ведущими аграрными странами по качественным и количественным характеристикам выпускаемой сельскохозяйственной продукции на международном рынке. Одним из решений данной проблемы может стать разработка и внедрение единой государственной политики модернизации аграрной отрасли страны. In the modern world a new world economic structure is being formed, which is characterized by the instability of the geopolitical situation and the «redrawing» of trade and economic relations, as well as the forced development of high technologies and their active introduction into the production sphere. In this regard, an urgent issue is the strengthening of Russia's position in the international market through the implementation of competitive advantages of domestic food products. The basis of any high-efficiency and high-quality production, including agricultural, is technical and technological equipment, the high level of which ensures the timely implementation of agricultural technological measures without violating the technological terms of agricultural work. The conducted studies have shown that in our country there is a significant lag in the technical and technological provision and innovation of the agro-industrial complex in comparison with advanced agricultural countries, which does not allow us to fully realize the potential of the agricultural industry. In the developed countries of the world, there is a transition to the sixth technological structure, based on the use of high-tech technologies. In this regard, the issues of technical and technological modernization and digitalization of the agricultural sector, increasing the innovative activity of agribusiness entities, the widespread use of scientific achievements of the fifth technological structure and the accelerated transition to the «rails» of the sixth technological structure are becoming increasingly relevant for our country. The solution of these issues will ensure the parity of Russia with the leading agricultural countries in terms of the qualitative and quantitative characteristics of agricultural products on the international market. One of the solutions to this problem can be the development and implementation of a unified state policy for the modernization of the agricultural sector of the country.

The journal "Radiation Diagnostics, Radiation Therapy" was founded in 2010. The founder and publisher of the journal is the SI "Institute of Nuclear Medicine and Diagnostic Radiology of the National Academy of Medical Sciences of Ukraine". The purposes and objectives of the journal: informing national and foreign readers about new experimental and clinical researches in the field of radiation diagnostics, radiation therapy and surgery; providing a platform for scientific discussions and reaching consensus on controversial and actual aspects of radiation diagnostics and radiation therapy of diseases in adults and children; promoting the expansion of cooperation between domestic and foreign specialists in the field of radiation diagnostics, radiation therapy and surgery for the formation of modern effective practice. In 2019, the journal was re-registered as "Radiation Diagnostics, Radiation Therapy" (RDRT). All scientific articles are peer-reviewed. Since 2019, all scientific articles published in the journal have been assigned the DOI index as one of an essential accessory for integration into the scientific space of our planet. As of December 2020, a total of 36 RDRT issues have been published. For 10 years, a total of 373 publications, within 23 headings, from 70 institutions of Ukraine, Belarus, Russia, Germany, and the USA, have been printed on its pages. All high-tech technologies of radiation diagnostics and radiation therapy to one degree or another are reflected in the published articles. It is planned to master live publication – posting on the Internet in the free access of scientific work, which is periodically brought up to date by its author. The advantages of such a publication: comfortable perception by the reader (in the text, all inaccuracies and errors noticed from the moment of the first publication of the work on-line are carefully corrected, and also changes in this branch of science are constantly monitored); comfort for the author (mistakes and misprints are now not fatal, and do not haunt the author for the rest of his life); interest in the periodically updated publication even intensifies over time, many readers return to the actual text not only to refresh the most significant points in their memory, but also to find out how the author's views are being transformed and what’s new appeared in a particular area. The subject of this research is the legal and cognate framework strategic aspects of the Eurasian Development Bank (EDB) as the key regional financial and investment institution that lend support to integration projects in the industrial sector in the countries of operations on a priority basis. The goal of this research lies in the conceptually systematization of the framework strategic and legal grounds of the  activity of the Eurasian Development Bank as the mechanism for the development of cooperation between EAEU member-states in the sphere of technological modernization of the economy and manufacturing of high-tech and science-driven products based on the cooperation projects with integration component. The author analyzes the instruments that are part of law of the Bank and determine its engagement in the integration processes in the industrial, agricultural and energy spheres, which suggest technological modernization. The conclusion us made that the current project and related analytical work of the EDB is in line with the trends of operation of the multilateral development banks, as well as correlated the requirement for increasing global competitiveness of the EAEU. The novelty of this research consists in comprehensive examination of the system of legal instruments aimed at implementation and strengthening of the potential of the Eurasian Development Bank as one of the mechanisms of industrial and technological integration within the EAEU. The author’s main contribution consists in argumentation of the position that overcoming systemic problems that persist in the activity  of the EDB, with the support of the national governments and national institutions of development, as well as active cooperation with the Eurasian Economic Commission, would most positively affect the intensification of the processes of industrial and technological cooperation and turning the EAEU into one of the most influential integration associations in modern world.

Abstract. The modern world is in the phase of active implementation of digitalization of most processes, including cloud technologies, which is also associated with the introduction of quarantine measures in most countries. Over the past decade, the average annual growth of the cloud services market has expanded by about 50% to more than $ 220 billion. This figure is projected to exceed $ 500 billion in the near future. Currently, a large number of cloud service companies are concentrated in the market. All companies can be classified into national, operating within one country, and international, operating in many countries simultaneously. In Ukraine, the leader is the high-tech company De Novo, which provides services in the segment of corporate clients based on VMware, EMC, Microsoft Azure solutions. Competitors are well-known foreign IT giants, namely: Oracle, IBM, Google, Microsoft, Amazon, HP and others. The Ministry of Digital Transformation of Ukraine plays an important role in this area. The latter signed an agreement with Microsoft to implement the Azure Expansion Program and accelerate Ukraine's digital transformation, including the development of Azure cloud services for the sum of more than $ 500 million. The transition from physical, outdated IT technologies to new cloud services will allow companies to significantly reduce the cost of maintaining their own staff of IT professionals and engineers, reduce dependence on IT equipment suppliers and increase productivity and efficiency of the decisions made. The management of the enterprise can choose one of the offered models from the companies-providers: IaaS, PaaS, SaaS. The choice will depend on the immediate management needs and financial capabilities of the enterprise. In Ukraine, the biggest share of users of cloud services belongs to large utility companies and state enterprises, namely: Dija, Ministry of Internal Affairs, Kyiv Municipal Enterprise "Informatics", Prozorro, Ukrposhta, E-Health (National Health Center of Ukraine), Naftogaz and several other organizations. Thus, the introduction of cloud services involves digital business transformations, namely: optimization of business processes, acceleration of innovation, cost reduction and so on. Digital transformation of the modern world requires any person, including people with partial or complete vision loss, to have new competencies in organizing their own lives. The share of high-tech services is growing in almost all areas of library and information activities.The process of inclusion of visually impaired people in the world of new opportunities is directly related to the formation of the image of socially active special library. The author analyzes the management decisions and development of the Novosibirsk Regional Special Library for the Blind and Visually Impaired as a consumer and participant of the intersectoral and interdepartmental market of rehabilitation industry products. The article reveals the role of assistive (auxiliary) technologies in the expansion of a number of educational services for the interested social and professional groups of the population.The empirical basis of the article is the results of the information and applied development of the assistive technology sphere by the specialists of the Novosibirsk Regional Special Library for the Blind and Visually Impaired. Various social, technical, regulatory and economic aspects have defined the development of the institution over a long period of time. The interdisciplinary nature of the proposed method involves the use of advanced assistive technologies as the basis for expanding the services of special library.The article considers the proactive approach that takes into account the priorities of the readership as an actual and effective way to develop a system of special library and information services. The author proposes and approves as innovation the idea of using the achievements of the related field of activity — accessibility technologies. Educational and training activities of the library in this context become a targeted tool for informing and motivating specialists of various branches. The article shows the need for additional efforts to organize and coordinate the work in the conditions of different levels of competence of specialists. Advanced development of assistive technologies allows expanding the range of users.

Sir Christopher Wren was the architect of St. Paul's Cathedral in London, in which he is buried in a simple tomb with a famous Latin epitaph, which can be paraphrased for our purposes as “if you are searching for a monument, look about you.” Joshua Freeman, in his sparkling history of the factory, says much the same about his book's subject: if you want a monument to the factory, look about you, to your house, your study, your clothes, or your desk. What is there that hasn't been manufactured in a factory? And yet Freeman's book is also something of an epitaph to a business model. We live, we are often told, in a postindustrial age. The factory has lost its ability to awe or to amaze (though not, perhaps, the ability to produce indignation and anger). The factory as technology's avatar has been replaced by the high-tech campus, where things are not made manually but digitally, keystroke by keystroke. Still, we are very much products of the age of the factory.
