Abstract Most of the strategies developed to “save” rural territories in Europe have not been successful. One of their main problems has been the adoption of the top-down paradigm when approaching the development of those territories. Portugal is a good example of the difficulty in adopting a bottom-up paradigm. The main objective of this paper is to present the perceptions of the local (including the residents) and regional stakeholders acting at Boticas, regarding the set of resources available and the development of the tourism industry. Boticas is a northern Portuguese, rural low-density municipality. In capturing those perceptions, the research contributes to the establishment of a more integrated and innovative development strategy and thus, a more capable strategy for profiting from the potential associated with the growth of the tourism industry that has been experienced recently in Portugal. The adoption of a mixed-method was suggested for evaluating these resources and capturing the perceptions of the tourist potential by different stakeholders. Empirical data was collected through a survey of 373 of its residents and 25 interviews conducted with local and regional actors, further supported by an inventory of the cultural resources and their capacity for visits. We conclude here that, residents tend to have a very positive perception of tourism development, and indeed, their perceptions largely met those of other stakeholders.

<p>Pariwisata ditegaskan dalam berbagai Rencana Strategis (RENSTRA) maupun Rencana Induk Pariwisata Nasional (RIPARNAS) sebagai andalan penggerak pertumbuhan ekonomi Indonesia. Aset berupa sumberdaya budaya dan sumberdaya alam yang dimiliki seperti keunikan wisata alam berupa wisata bahari dan berbagai event budaya daerah serta keaslian budaya dapat dikelola dan dimanfaatkan untuk bersaing dengan destinasi wisata lain. Kesemuanya itu untuk menarik wisatawan mancanegara maupun domestik untuk datang ke Indonesia. Salah satu program pemerintah dalam  pencapaian target tersebut adalah penciptaan 10 (sepuluh) destinasi wisata prioritas atau dengan istilah “Menciptakan 10 Bali Baru” yang tersebar diseluruh Indonesia, yaitu Danau Toba, Tanjung Lesung, Tanjung Kelayang, Kepulauan Seribu, Borobudur, Lombok Mandalika, Wakatobi, Morotai, Bromo-Tengger-Semeru dan Labuan Bajo. Dalam rangka mencapai tujuan strategi pengembangan wisata bahari di Lombok, maka diperlukan langkah-langkah tata kelola destinasi antara lain inventarisasi kesiapan terhadap keadaan daya tarik wisata alam maupun budaya, dapat dimanfaatkan dan kesiapan aksesibilitas, amenitas serta akomodasi. Penelitian ini menggunakan metode deskriptif kualitatif  dan analisis SWOT. Dari sisi ekonomi, diharapkan berdampak positif terhadap pertumbuhan ekonomi, sehingga peluang pemanfaatan dan pengembangan wisata bahari di Lombok Barat diharapkan dapat menguntungkan semua pihak. Hasil dari penelitian antara lain : perlunya strategi pengembangan wisata bahari yaitu mengembangkan fasilitas infrastruktur, terutama perluasan dermaga, meningkatkan kompetensi SDM melalui sertifikasi kompetensi  pariwisata dankerjasama antara pemerintah, industri pariwisata, akademisi, masyarakat dan media dalam rangka peningkatan pelayanan dan kenyamanan wisatawan,untuk mencapai target 20 Juta wisatawan mancanegara yang berkunjung ke Indonesia tahun 2019.</p><p><strong> </strong></p><p><strong>Kata Kunci:</strong> Wisata Bahari, Gili Trawangan, Analisis SWOT</p><p align="center"><em> </em></p><p align="center"><em> </em></p><p align="center"><strong><em>ABSTRACT:</em></strong></p><p><em>Tourism is affirmed in various Strategic Plans (RENSTRA) as well as the National Tourism Master Plan (RIPARNAS) as a mainstay driving the economic growth of Indonesia. All of them to attract foreign and domestic tourists to come to Indonesia. </em><em>One of the government programs in achieving the target is the creation of 10 (ten) priority tourist destinations or with the term "Creating 10 New Bali" scattered throughout Indonesia, namely Lake Toba, Tanjung Lesung, Tanjung Kelayang, Kepulauan Seribu, Borobudur, Lombok Mandalika, Wakatobi , Morotai, Bromo-Tengger-Semeru and Labuan Bajo. </em><em>In order to achieve the goal of marine tourism development strategy in Lombok, it is necessary steps of governance of destinations, among others, inventory readiness to the state of nature and cultural attractions, can be utilized and readiness of accessibility, amenitas and accommodation. This research uses qualitative descriptive method and SWOT analysis. </em><em>From the economic side, it is expected to have a positive impact on economic growth, so that the opportunity of exploiting and developing marine tourism in West Lombok is expected to benefit all parties. </em><em>The results of the research include: the need for marine tourism development strategy that is developing infrastructure facilities, especially the expansion of the pier, increasing the competence of human resources through the certification of competence of tourism services and cooperation between the government, tourism industry, academics and the community in order to improve the service and comfort of tourists. to achieve the target of 20 million foreign tourists who visit Indonesia in 2019.</em></p><p><em> </em></p><strong><em>Keywords:</em></strong><em> Marine Tourism, Gili Trawangan, SWOT Analysis </em>

Introduction. Article reviews the current state and key aspects of financial policy in higher education and it’s innovative development in Ukraine. Through education institutions achieved increase of social standards, needs and increase welfare, increase the competitiveness of the state as a whole. Purpose. The purpose of this paper is to determine the characteristics of the development strategy of financial policy of innovative development of higher education and finding ways to improve its implementation. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Today an important form of state regulation of the economy is macroeconomic planning and forecasting. Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.

Loneliness among the elderly has become a pressing issue in Western societies. In the Spanish context, the problem of the so-called “empty” Spain disproportionately affects this population group—elderly individuals living in rural areas with low population density, and therefore at higher risk of social exclusion and isolation. We introduce here a mixed-method, quantitative-qualitative research protocol, triangulated with technological tools, designed to improve both data acquisition and subsequent data analysis and interpretation. This study will take place in a rural locality in the Extremadura region (Spain), chosen according to a particular socio-demographic profile. The De Jong Gierveld Loneliness Scale will be used on a cohort of 80 people over 65 years old. Within this cohort, a smaller sample of 20–30 individuals will be selected for semi-structured interviews about their beliefs and experiences of loneliness. Finally, data gathered from technological tools (smartbands, Bluetooth sensors) will allow us to monitor social interactions and to map daily loneliness/interaction patterns. Data will be triangulated by analyzing and comparing the empirical material gathered through these different methods and tools. Strict adherence to ethical standards for data protection and handling will be essential through data collection and analysis. As well as providing insights into the phenomenon of loneliness in old age, the use of different methods and tools for data collection will provide the basis for an epistemological reflection on the scope and limits of each one of these methods.

Tourism has become a priority in national and regional development policies and is considered a source of economic growth, particularly in rural areas. Nowadays, wine tourism is an important form of tourism and has become a local development tool for rural areas. Regional tourism development studies based on wine tourism have a long history in several countries such as the US and Australia, but are more recent in Europe. Although Spain is a leading country in the tourism industry, with an enormous wine-growing tradition, the literature examining the economic impact of wine tourism in Spanish economy is scarce. In an attempt to fill this gap, the main objective of this paper is to analyze the impact of wine tourism on economic growth and employment in Spain. More specifically, by applying panel data techniques, we study the economic impact of tourism in nine Spanish wine routes in the period from 2008 to 2018. Our results suggest that tourism in these wine routes had a positive effect on economic growth. However, we do not find clear evidence of a positive effect on employment generation.

The adverse effects of rapid urbanization are of global concern. Careful planning for and accommodation of accelerating urbanization and citizenization (i.e., migrants gaining official urban residency) may be the best approach to limit some of the worst impacts. However, we find that another trajectory may be possible: one linked to the rural development plan adopted in the latest Chinese national development strategy. This plan aims to build rural areas as attractive areas for settlement by 2050 rather than to further urbanize with more people in cities. We assess the political motivations and challenges behind this choice to develop rural areas based on a literature review and empirical case analysis. After assessing the rural and urban policy subsystem, we find five socio-political drivers behind China’s rural development strategy, namely ensuring food security, promoting culture and heritage, addressing overcapacity, emphasizing environmental protection and eradicating poverty. To develop rural areas, China needs to effectively resolve three dilemmas: (1) implementing decentralized policies under central supervision; (2) deploying limited resources efficiently to achieve targets; and (3) addressing competing narratives in current policies. Involving more rural community voices, adopting multiple forms of local governance, and identifying and mitigating negative project impacts can be the starting points to manage these dilemmas.

This study identifies the potential of tourism products in Sukajadi Village Bogor Regency based on ten (10) tourism components as well as its development strategy, which is currently included in the category of a newly developing tourist village. The results of this research are aggressive and serious development strategies in all aspects of the tourism component, namely increasing the quality and diversification of tourist attractions and activities, accessibility, improving the quality and quantity of tourism amenities, improving the quality of human resources & institutions, community support, land use, tourism industry cooperation, as well as marketing aspects. This research type is a descriptive qualitative with a case study exploratory approach. Primary data is obtained from direct observation and interviews with key informants, namely Pokdarwis and the Village Head, while secondary data is the result of literature studies and research documentation. The analysis technique of this research uses SWOT analysis and Matrix, analysis of the work program of the vision for tourism development of the Bogor Regency Government which refers to local government master plan for tourism development (RIPPARDA), and also analysis of the Cleanlines, Health, Safety and Environmental Sustainability (CHSE) guidelines.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The reservoir-related tourism industry has been developed for leisure purposes since the 1970s and has gained popularity worldwide. To promote reservoir-related tourism in China, the Chinese government launched a “top-down” project titled “Water Conservation Scenic Spot” (WCSS) in 2001. However, because of the lack of reasonable planning, innovative ideas, and effective governance, there are some problems with WCSS constraining its development. To deal with those problems, it is necessary to have a holistic understanding of the WCSS situation. This study analyses the origin, status, opportunities, and challenges of WCSS development in China. The results show a trend of periodic increase in the number of WCSSs between 2001 and 2016, and WCSS development is unbalanced regarding regions and types. Moreover, the main issues for the WCSS include the failure to follow WCSS guidelines in practice, weak awareness of the scientific educational function, monotonous planning and construction, a lack of cultural preservation, insufficient funding, weak marketing, damaging of natural resources, destruction of clusters of animals and plants, land surface erosion, and landscape pollution. These adverse effects can be alleviated by strengthening supervision and fostering balanced development, promoting education and protecting cultural resources, distributing funding and enlarging popularity, controlling the amount of tourism, and avoiding overexpansion. Overall, the findings of this study can encourage the development of WCSSs in the future and are of significance in supporting the reservoir-related tourism industry.
