Based on the analysis of modern theories and practical approaches to local development management, the author determined that many successful strategies for community revival are based on the ability of society and business to self-organize at the local level. The author identifies the formation factors of local innovation archetypes and the resource base of innovation development of communities. One of the main aspects of the formation of local innovation archetypes is the development of mechanisms for the public choice of the innovation process priorities and their implementation, and creating tools for broad information support and promotion of innovative ideas to create success stories. It is determined that the main tasks of local community development practices are capacity building and community empowerment, the transformation of local residents from actors into actors, development of participatory democracy and involvement of residents in the development of the territory (enhanced participation). The author substantiates that regional (local) innovation landscapes are more suitable for developing complex interactions and capital formation of ties as competitive advantages. The territories are communities of economic interest and can take advantage of ties and joint activities of economic entities. Implicit knowledge (cooperation between educational institutions, research institutions, business, staff relocation, public-private sector interaction, technology diffusion, etc.) in the measurement of networks depend heavily on coordination and are necessary for various innovations. Based on the analysis of local development theories, it is substantiated that the most effective tool developing of local communities is to involve people in joint activities aimed at achieving the public good or benefit for all participants. Examples of the best world experience and practices in involving communities in solving local development issues are considered.

Artikel ini bertujuan pada eksaminasi kesesuaian agenda kebijakan sertifikasi pelayanan publik dengan mempertimbangkan kinerja pemerintahan daerah saat ini. Studi dilakukan dengan pendekatan kualitatif dengan pengumpulan data secara intensif yang menimbang spesifikasi konteks lokal menurut kebijakan desentralisasi yang menjadi arus utama reformasi struktural tata kelola pemerintahan di Indonesia. Meski standar pelayanan publik diberlakukan berdasarkan peraturan-peraturan turunan Undang-Undang Pelayanan Publik No. 25 Tahun 2009, upaya lebih lanjut oleh pemerintahan daerah tak pelak diperlukan. Studi ini dijalankan secara kualitatif di Surabaya, memperhitungkan posisinya pada papan atas pemerintahan daerah yang reformis dan inovatif. Studi ini terdiri atas analisis dokumen kebijakan dan wawancara mendalam untuk pengumpulan datanya. Hasil studi menunjukkan bahwa implementasi sertifikasi pelayanan publik sekiranya bisa mengarah pada penyesuaian struktural. Terlepas dari kategorisasi layanan pemerintah menurut karakternya masing-masing, berbagai penyesuaian struktural diperlukan menurut konteks masing-masing daerah. Pelibatan berbagai komunitas lokal perlu pengembangan lebih lanjut sebagai cara standar memastikan bahwa sertifikasi tidak hanya relevan tapi juga menjadi bagian integral dari strategi peningkatan pembangunan daerah. The article aims at examining the suitability of the policy agenda of public service certification for the prevalence of local governments' performance. I conduct qualitative approach with intensive data collection, considering of local context specificities upon which decentralization has been mainstreaming in the state structural reform in Indonesia. Although the public service standard takes into effects based on certain regulations derived from the Public Service Act 25/2009, efforts made by local government is deemed necessary. To make the study manageable, I conduct a case study qualitatively in Surabaya considering its prominence in local bureaucracy reform and innovation. I conduct a series of policy document analysis and in-depth interviews for data enquiry. I suggest that the implementation of public service certification is likely to lead to various adjustments towards strengthening the standards to be applied. Apart from categorizing the government services according to the different characteristics of each type of service, various structural adjustments are necessary according to the local context of each region. The local community involvement mechanism still needs improvements as standard enforcement in all regions so that public service certification is not only relevant but also an integral part of the local development improvement strategy.

The deployment of renewable energy at the local level can contribute significantly to mitigating climate change, improving energy security and increasing social, economic and environmental benefits. In many countries local authorities play an important role in the local development, but renewable energy deployment is not an obligatory task for them. Hence there are two research questions: (1) Do local governments think investments in renewable energy (RE) are urgent and affordable within the local budgets? (2) How do they react to the public aid co-financing investments in renewable energy? To provide the answer we performed qualitative analysis and non-parametric tests of data from a survey of 252 local authorities, analysis of 292 strategies of local development and datasets of 1170 renewable energy projects co-financed by EU funds under operational programs 2007–2013 and 2014–2020 in Poland. Findings showed that local authorities’ attitudes were rather careful, caused by financial constraints of local budgets and the scope of obligatory tasks, which made renewable energy investments not the most urgent. Public aid was a factor significantly affecting local authorities’ behavior. It triggered local authorities’ renewable energy initiatives, increasing the number and scope of renewable energy investments as well cooperation with other municipalities and local communities. Despite this general trend, there were also considerable regional differences in local authorities’ renewable energy behavior.

Purpose The purpose of this paper is to reflect on what can be learned about disaster risk reduction (DRR) from the L’Aquila trial of scientists. The court case was initiated because of a controversial meeting on 31 March 2009 of the Major Risks Committee (MRC), held under the auspices of the Italian Department of Civil Protection. The purpose of the meeting was to consider (prior to the fatal earthquake of 6 April 2009) disaster risk in the L’Aquila area, which was being affected by an earthquake swarm since October 2008. Design/methodology/approach The authors undertook a document analysis of trial materials, and a review of academic and media commentary about the trial. Findings The legal process revealed that disaster governance was inadequate and not informed by the DRR paradigm or international guidelines. Risk assessment was carried out only in a techno-scientific manner, with little acknowledgement of the social issues influencing risks at the local community level. There was no inclusion of local knowledge or engagement of local people in transformative DRR strategies. Originality/value Most previous commentary is inadequate in terms of not considering the institutional, scientific and social responsibilities for DRR as exposed by the trial. This paper is unique in that it considers the contents of the MRC meeting as well as all trial documents. It provides a comprehensive reflection on the implications of this case for DRR and the resilience of peoples and places at risk. It highlights that a switch from civil protection to community empowerment is needed to achieve sustainable outcomes at the local level.

Local government plays an integral part in the mechanism of Disaster Management in Mizoram. The local bodies are the direct representatives of the local community and the local community places their full trust in them. Post disaster measures such as mock drills, training of search and rescue teams, physical and economic relief and rehabilitation are not something new to us, yet the aspect of disaster mitigation is something which has not bred familiarity among the Mizos. The need for sensitization of the public on the importance of Disaster Mitigation is a necessity. The saying ‘Earthquakes do not kill people; buildings do’ is pertinent in urban areas. Urban areas are congested and more prone to disasters. High rise buildings, squatter settlements due to high densities and low availability of land has endangered not just the lives of the public but has also caused a massive disturbance of the ecological system. The paper covers certain Acts and Regulations of the Aizawl Municipal Corporation dealing with structural mitigation and the detection of illegal construction, unsafe buildings, and encroachments on municipal and public properties. At the local level, the councillors are involved in making, unmaking and carrying out these rules and regulations, with direct bearing on the local people. The paper also gives an account of the need of reimplementation to generate awareness, knowledge and education on Disaster Management to the people of Mizoram.

The current financial crisis and the lack of resources made imperative the analysis of the efficiency for managing public money, both at the central and at the local level. The general objective of the research is constituted by the estimate of the technical efficiency of all counties in Romania, as well as the analysis of its implications in local development. The originality and novelty of the study are supported by the research of a subject that has in the center the efficiency of the public authorities, current research direction for the public sector, in view of achieving a complex study. In order to reach the objective proposed, we will perform calculations on the basis of the Data Envelopment Analysis mathematical model and of the Tobit non-linear econometric model. At the same time, we reach the conclusion that in Romania, as in other states, there is a causality link between the efficiency of the local authorities and the level of corruption.

Abstrak Sebagai lembaga yang berfungsi menyimpan dan menyebarluaskan informasi, perpustakaan juga mempunyai andil besar untuk turut serta meningkatkan kualitas hidup masyarakat. Dalam hal ini, perpustakaan diharapkan mampu menyelesaikan permasalahan yang ada di masyarakat tidak hanya dalam bidang pendidikan namun juga bidang lainnya seperti sosial dan ekonomi. Melalui penelitian ini diharapkan mampu mengkaji dan menganalisis peran Perpustakaan Umum Kabupaten Gunungkidul dalam meningkatkan kualitas hidup masyarakat pesisir Gunungkidul yang relatif masih rendah. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Peneliti melakukan wawancara kepada 4 (empat) informan; yaitu Kepala Perpustakaan Umum Kabupaten Gunungkidul, seorang pustakawan Perpustakaan Umum Kabupaten Gunungkidul, dan 2 (dua) orang anggota pelatihan membatik. Hasil penelitian ini menunjukkan bahwa kondisi ekonomi masyarakat pesisir Gunungkidul Yogyakarta relatif masih memprihatinkan, karena mayoritas pekerjaannya sebagai nelayan yang hasilnya belum mencukupi kebutuhan kesehariannya. Selain itu, minimnya kesadaran akan pentingnya pendidikan di wilayah setempat mengakibatkan banyaknyaanak usia sekolahyang tidak melanjutkan pendidikan ke jenjang yang lebih tinggi, lalu memutuskan untuk merantau ke kota-kota besar untuk mendapatkan pekerjaan. Oleh karena itu, Perpustakaan Umum Kabupaten Gunungkidul telah melakukan beberapa program layanan berbasis pemberdayaan masyarakat; seperti perpustakaan keliling ke daerah-daerah terpencil, perpustakaan keliling pantai,One Home One Library, pelatihan membatik, dan pelatihan pemasaran produk secara online. Dengan kegiatan-kegiatan tersebut, Perpustakaan Umum Kabupaten Gunungkidul tidak hanya berhasil memenuhi kebutuhan informasi masyarakat setempat, namun juga mampu memperbaiki kualitas hidup terutama dalam bidang pendidikan dan ekonomi. Kegiatan yang telah berjalan tersebut mampu menjadi role model bagi perpustakaan umum lainnya agar turut membantu memperbaiki kualitas hidup masyarakat penggunanya melalui kegiatan pemberdayaan masyarakat.   Kata Kunci: Perpustakaan Umum, Pemberdayaan masyarakat, masyarakat pesisir   Abstract As an institution that functions and disseminates information, a library also has a big part to participate in improving the quality of life of community. In this case, the library is expected to be able to solve the problems that exist in society not only in the field of education but also other areas, such as social and economic areas. This research is expected to study and analyze the role of the Public Library of Gunungkidul Regency in improving the quality of life of Gunungkidul coastal communities which is still relatively low.This research uses qualitative method with case study approach. The researchers interviewed 4 (four) informants; namely the Head of Public Library of Gunungkidul Regency, the librarian of Public Library of Gunungkidul Regency, and 2 (two) members of the training of batik. The result of this research indicate that the economic condition of Gunungkidul coastal communities Yogyakarta is relatively still concerned, because the majority of their work as a fisherman does not meet the need of their daily needs. In addition, the lack of awareness of the importance of education in the local area resulted in the number of school-age children who did not continue their education to a higher level, then decided to urbanize to get job in big cities. Therefore, the Public Library of Gunungkidul Regency has undertaken some community empowerment based on service programs; such as mobile libraries to remote areas, coastal libraries, One Home One Library, batik training, and online product marketing training. With these activities, the Public Library of Gunungkidul Regency not only succeeds in meeting the information needs of the local community, but also is able to improve the quality of life, especially in education and economy areas. Activities that have been undertaken are able to become a role model for other public libraries to help improve the quality of community life through community empowerment activities.   Key Words: public library; community empowerment; coastal communities

Emphasizing the development capabilities of the units of local self-government (ULSG) and the effects they can have on the market became increasingly visible in the last couple of years. The public sector to which ULSG belong represents a complex system with the objective to satisfy the needs of public interest. The contemporary local government gains a new dimension in a sense that it creates favorable conditions for local development. These tendencies point to the importance of strengthening local capacities aimed at creation of stimulating investment environment. The investments are considered an important source of new capital; but to attract them, a series of actions in local institutions need to be performed to meet the requirements of investors. In order to gain a large volume of investment, ULSG must not disregard social responsibility towards the local community. This work should draw attention to the importance of adequate management of municipal revenues and effects that investments may have on them. In this work, by comparative analysis, is examined the relationship of income and investments in ULSG in rural areas of the Republic of Serbia and the Republic of Croatia.

The article substantiates the theoretical foundations of information support of the public administration system in terms of the introduction of innovations to ensure sustainable development of territories. The definition of "innovative potential of a separate territory" is given. The components of the innovation system are defined - innovation potential, innovation infrastructure, innovation process. The content of the innovative development of territorial communities is revealed by ensuring the implementation of strategic priorities for the development of the territory using the information potential of the region. The characteristic features of the development and competitiveness of a territorial community are given, which help to identify a territorial community with an innovative type of development. The article deals with the management of sustainable development of the region in the context of information society. The necessity of information support of public administration is proved with the help of data of continuous monitoring of parameters of sustainable development.

Threats to public order compromise the personal security of the individual, forcing him to take action to improve it, and thus to guarantee it to the closest people. The right to ensure the security of the individual, society is one of the duties of a state whose omission can be considered a violation of human rights. By implementing this obligation, a threat monitoring system was created in Poland – the National Safety Threat Map. It is a tool used by the Police which in 2016 was initially piloted, then already throughout the country introduced this mechanism to monitor and counteract local threats, affecting the safety of residents. This tool uses the Internet as a source of information about threats from citizens. The instruction was issued for both users – citizens, as well as for policemen of users and local administrators, and instructions for proper and reliable implementation. They impose on the Police officers’ specific tasks in the system for the implementation of applications. The work is an attempt to answer the question: What tool is KMZB in the system of monitoring by the state of public security and order? National Map of Security Threats (KMZB) – functions of the National Map of Security Threats in shaping local community safety, constitutes an element of the process of managing the public safety, as well as inspiring the local community in this respect. The Police as the formation serving the society and opened for its needs implemented the additional channel of the information exchange about the most troublesome threats defined on the local level.

During the past decade the Indian state of Kerala has been successfully carrying out democratic decentralization, and has substantially transformed the functions of local governments in line with the 73rd and 74th Constitutional Amendment Acts, which institutionalised the local government system in India. In particular, formulation and implementation of micro plans with community participation has produced remarkable changes in the dynamics of local development and in the public management of local governments. This initiative for participatory planning at the local level taken by the government of Kerala enormously empowered local communities and the different actors in the local political system.
