The aim of the article is to determine the concept of the socio-economic development of Russia on the basis of self-sufficiency and competitiveness, including resolving the antinomy of self-sufficiency and openness of the national economic system. As a methodological apparatus, the basic laws of dialectics are selected: the transition of quantitative changes to qualitative ones, the negation of negation, as well as the unity and struggle of opposites – in relation to Russian economy. As a result of the studies, it was found that the basis of the socioeconomic development of Russia in modern conditions is increasing the level of economic security, which can be defined as the sum of self-sufficiency and competitiveness of economy. The resolution of the antinomy of selfsufficiency and openness of the national economy in this case lies in the area of forming a strategy of controlled openness, which assumes the existence of the national economic system in the form of “soft autarky” based mainly on endogenous development factors, own resources and the domestic market. The fulfillment of these tasks is of particular importance in the context of modern geopolitical factors for the sectors of economy that are directly related to ensuring the country’s defense capability and, in particular, the military-industrial complex. The results of the work can be used in the formation of state competitiveness management programs both at the federal level and in individual industries and regions.

In modern conditions, ensuring the security of economic systems is interconnected with the categories “sustainability” and “development”. Sustainability of an economic system reflects the reliability and strength of its constituent elements, the efficiency and inviolability of horizontal and vertical links within the system itself. Development is one of economic security components, since the lack of development significantly reduces the ability to resist and adapt to internal and external threats. The security of the national economic system is considered as the ability to survive and develop steadily in the conditions of turbulence and the influence of hard-to-predict factors. The success of economic development is largely determined by significant structural changes based on innovation. Consequently, dynamic innovative development must have an adequate innovative structure. “Innovatization” as an economic category is a process of accumulation, preservation, use and development of the innovative potential of the economic system’s acting entities. The economic theory of economic systems’ innovatization is one of the demanded economic paradigms of our time for most developed and developing countries of the world, including Russia. This is due to the decisive role of innovations in the development of economic systems and, as a result, this is as a source and one of the criterion indicators of economic security. The authors, using the holistic approach and the method of structural-logical decomposition in the study, revealed the content and forms of innovatization in economic development structures as a basis for ensuring economic security.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

The article proposes a new methodological approach to understanding corruption threats to economic security on a national-state scale, based on the formation of a model for the system of strategic analysis, management and prevention of risks in the sphere of socio-economic development of the state. Underestimation of diagnostics and monitoring of recognition of corruption threats to national economic security in the context of an economic crisis may negatively affect the level of life support of citizens.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.

Ensuring the economic security of the region is one of the key tasks of the management of the federal entity. By ensuring economic security, the priorities of the management of the region are determined, so that the system of economic security should be integrated into the development management system of the socio-economic system of the region and perform an information and analytical function in it, which requires the development and introduction of economic security monitoring tools into the regional development management system. Globalization implicates a number of social psychological processes and outcomes, including openness to ideas, products, and people from outside one’s national boundaries. Drawing from theory and research on intergroup threat, the researchers posited that people will be more open to connections between their nation and others if they feel their economic situation and culture are relatively secure. They found some support for these hypotheses in 2 sets of archival survey responses collected by the Pew Global Attitudes Project in 2002 (40 countries; N = 34,073) and 2009 (25 countries; N = 22,500). Personal economic security and perceived national economic security were associated with more positive attitudes toward globalization in both survey years. However, country-level variables—development status (as indexed by the United Nations’ Human Development Index) and aggregated economic and cultural security—moderated the individual-level effects in several ways. Individual perceptions of national economic security more strongly predicted attitudes toward globalization in more favourable climates (e.g., in more developed countries, and at higher levels of country-level national economic security). Individual-level cultural security was positively associated with attitudes toward globalization in countries with higher levels of socioeconomic development, but negatively related to those attitudes in less developed nations. The results provide some new perspectives on individual and collective factors that inform the perceived benefits of globalization.

The article shows the excessive role of offshores in Russia, which influence many sides of social and economic development of the country. Undertaken and outlined measures for solving problems of de-offshorization of the Russian economy taking into account new tendencies in anti-offshore policy of the international community in general and certain countries in particular in 2009—2013 are characterized. The necessity of system approach to de-offshorization problem is proved, specific actions in this area which can significantly increase federal budget revenues and strengthen national economic security are also offered.
