The mission statement of an organization compiled in accordance with the definition of the term “mission” of the dictionary of the ISO 9000 quality management systems standard cannot be recognized as an effective management tool, since the ISO requirements for this document are too generic and vague. The objectives of this work were to clarify the functions of the mission statement of the university library as a management document, to develop a definition of the mission statement, consisting mainly of a list of its functions, and to develop a full-fledged mission statement of the Scientific Library of the Belarusian National Technical University based on the developed functional definition. Accordingly, the methods of work were the retrieval and interpretation of relevant scientific literature and the synthesis of data obtained from it for the development of new documents, viz. the definition of the mission statement and the mission statement of our library based on it. As a result, the intended functional definition of a university library mission statement as a full-fledged effective management document has been given and the mission statement of the Scientific Library of the Belarusian National Technical University has been crafted. The aspects of improving the efficiency of the library after the adoption of the new mission statement are briefly discussed.

The strategy is a guiding principle in the activity of each organization. It is an integrated management tool aimed at achieving the organizational goals and tailored in each case to the specifics of the object of management and the external and internal environment. Strategic planning is a proactive process of assessing the current conditions in which the organization is located, defining the desired future and identifying the actions that will lead to this future. The strategic planning of a university publishing house reflects its mission, its current priorities and its style of management. This is a prerequisite for its future development. The main mission of the University Scientific Publishing House of the Medical University - Plovdiv is to provide the students and the academic community with the necessary scientific and educational literature. The aim of the University Scientific Publishing House is to publish educational and scientific literature in the field of medical and other medical-related sciences. The long-term goals of the University Scientific Publishing House are: to establish leadership in the field of scientific and scholarly literature published in the Plovdiv region; to present printed publications, to construct and maintain a good image for the university book publishing and Medical University - Plovdiv. The short-term goals of the University Scientific Publishing House are: to create better knowledge in the field of book publishing; to build contacts and personal relationships with directors of other university publishing houses and publishing companies. The creation of a professional publishing environment for the Medical University - Plovdiv will provide an opportunity to highlight the most important scientific literature of the university lecturers. This will ensure the provision of a set of textbooks and learning aids for students, graduates and PhD students, and will gradually synchronize the Bulgarian and European publishing practices. In the process of its establishment the University Scientific Publishing House of the Medical University - Plovdiv will elaborate a publishing, economic and management strategy thanks to which it will become an undisputed authority that sets the models and style in the publishing of scientific books.

The article considers the importance of a displaced university for the economy of the host city. The main directions of the impact of the displaced university on the local economy are analysed. The role of the displaced university for the revenue of the budget of the host city is considered. The example of Donetsk National Technical University shows the importance of displaced university for employment of the local population and reducing the rate of migration. The study aims to determine the impact of displaced universities on the economy of host cities (on the example of Donetsk National Technical University and Pokrovsk city). As a result of moving to the territories controlled by the Ukrainian authorities, the displaced universities, on the one hand, lost a significant part of their assets and found themselves in a difficult situation due to limited resources to continue their core business (training future professionals). On the other hand, the relocation of such universities was the impetus for the further development of host cities. The displaced university provides local youth with the opportunity to obtain higher education without leaving for other cities. Through their activities, displaced universities are creating new jobs for locals. Also, displaced universities are becoming big taxpayers to the local budget. That is why the support of displaced universities by the state and international organizations (granting certain preferences, financial assistance, etc.) will contribute not only to the “survival” of such universities but also to the socio-economic development of host cities. The study found that Donetsk National Technical University as a displaced university has a positive impact on the economy of the city of Pokrovsk: the university uses and pays for utilities provided by local businesses, buys goods and food from local producers. The university pays local taxes and fees to the local budget. Also, the local budget receives the taxes from university staff. Thanks to the activities of the university, about 400 jobs were created in the Pokrovsk city.

Purpose Over the last three decades, the role of intellectual capital (IC) in ensuring an organization’s competitiveness has increased significantly. The purpose of this paper is to analyse and evaluate the evolution of the concept of (IC) by showing its transformation from resource to capital, while offering a new perspective on the structure of (IC). Design/methodology/approach The formation and development of (IC) is studied on the basis of literature review, logical and comparative analysis. The new structural components of (IC) are defined upon studying the relationships of the relevant concepts and the content of the concept at organizational level today. Findings In the scientific literature, (IC) is mainly viewed as a resource or set of resources an organization uses for creation of competitive advantage and value. Using the information gathered about different views on (IC), this study shows the development of the sources of the organization’s competitiveness: from resource to (IC). Research limitations/implications This study offers the authors’ view on the nature of the concept of (IC) showing (IC) as a business asset. The analysis of the concept is focused at organizational level. Originality/value The study explains the differences between the interrelated concepts: knowledge, competence, performance and (IC). The authors offer an improved definition of (IC) by showing the evolution of its content and offer their own approach to the structure of (IC) that might facilitate tracking this asset in the organization’s accounts and promote effective management of the asset.

Facts of history of one of basic departments of the university – department of metallurgy and heat-power engineering presented. Its role in the forming and development of the leading Donbass industry – metallurgy – shown.

Objective. The article analyzes the new roles of librarians - facilitator, tutor, moderator, presents their introduction into the activities of the university library, reveals the impact of innovations on the effectiveness of the library and the university. Methods. The study was conducted by reviewing publications related to clarifying the new roles of librarians in the practice of modern university libraries, summarizing the experience of the Scientific Library of Kharkiv Petro Vasylenko National Technical University of Agriculture (SL KhNTUA) to introduce new activities. Results. During the study, the authors determined that the SL KhNTUA’ introduction of the innovative forms in terms of new roles of librarians (facilitator, tutor, moderator) contributes to the development and diversification of library services, increase in the role of SL as an active partner of the university in research, teaching and educational work; emphasizes and strengthens the role of the library in raising the ranking of the university. Conclusions. The originality of the work is to expand ideas about the new roles of librarians in the activities of the university library, which is an important factor in assessing the effectiveness of its management. Practical value. The obtained results are used to improve the management of human resources of university libraries.

The purpose of the article is to typologize terminological definitions of security, to find out the general, to identify the originality of their interpretations depending on the subject of legal regulation. The methodological basis of the study is the methods that made it possible to obtain valid conclusions, in particular, the method of comparison, through which it became possible to correlate different interpretations of the term "security"; method of hermeneutics, which allowed to elaborate texts of normative legal acts of Ukraine, method of typologization, which made it possible to create typologization groups of variants of understanding of the term "security". Scientific novelty. The article analyzes the understanding of the term "security" in various regulatory acts in force in Ukraine. Typological groups were understood to understand the term "security". Conclusions. The analysis of the legal material makes it possible to confirm that the issues of security are within the scope of both legislative regulation and various specialized by-laws. However, today there is no single conception on how to interpret security terminology. This is due both to the wide range of social relations that are the subject of legal regulation and to the relativity of the notion of security itself and the lack of coherence of views on its definition in legal acts and in the scientific literature. The multiplicity of definitions is explained by combinations of material and procedural understanding, static - dynamic, and conditioned by the peculiarities of a particular branch of legal regulation, limited ability to use methods of one or another branch, the inter-branch nature of some variations of security, etc. Separation, common and different in the definition of "security" can be used to further standardize, in fact, the regulatory legal understanding of security to more effectively implement the legal regulation of the security direction.

The subject of research-theoretical concepts of economic security managementof universities. The purpose of the article. The study of the essence of the economicsecurity management system of the university and the definition of its main tasks,the formulation of principles of economic security management of the university.Methodology. The dialectical method, methods of analysis and synthesis, methodsof structural-logical and semantic analysis were used to study and summarizescientific papers on the research topic. The results of the work. The essence of theuniversity’s economic security management system has been reviewed. The maintasks of the control system have been identified. A definition of the university’seconomic security system has been proposed. Principles of management of economicsecurity of the university have been formulated. These are: scientific andorganizational and social principles. Conclusions. The proposed principles allow totake into account the economic role and social mission of universities in managingeconomic security.
